Posted Image As the premier's new A380plus closed in on Axum, Premier Michael Fall remembered his statesman father's warning "never show weakness, or else this entire fragile state will collapse." Although his father had passed, this warning had stuck with him for almost a decade. "Am I showing weakness?" he worried. His government jet was being flanked by 2 recently upgraded F-20s out of Bumba Air Force Base. The Tigersharks had to refuel twice on the way to the capital. This was the premier's first trip abroad since his election. The youngest president ever, he had just turned 30. Posted Image In the cockpit of one of the Tigersharks sat young pilot Heinrich Wolfe. Aged 24, he was pleasantly surprised when he was picked to be the escort for Krosana One. He already had four kills to his name from shooting down insurgent aircraft in the military campaigns recently undertaken by Krosana in the Middle East and the Sahel region. He suddenly heard a transmission on the intercom: "Unidentified aircraft, what is your callsign?". "Revolutionary 2." he replied almost immediately. There was silence for a moment, then the air traffic controller said: "Say your Angels." "I'm at Angels 7.", Angels being your altitude in thousands of feet. "Okay Revolutionary 2, go into a holding pattern above the airstrip. After Krosana One lands, I'll give you further instruction." Fifteen minutes had passed. The Premier's aircraft had landed. Meanwhile, the two Tigersharks, Revolutionary One and Two were in a holding pattern. "Okay, Revolutionary Two, you are clear to land. Revolutionary One, you can land right after Two's off the runway." He slowly guided the aircraft to the airstrip until the landing gear touched the ground. "Revolutionary Two, proceed to hangar 4." OOC: I was going to make an IC comment, but I didn't want it to come off the wrong way so I'll just correct you OOC. Zera Nuru is a female, the second actually in my Federation's history and the youngest president to date as well! IC: Federal Tower, Aksum, Federation of United African Nations... Posted Image President Nuru checked herself in the somewhat distorted reflection of the elevator doors as she descended the Federal Tower to its base. Though she'd met many dignitaries over her years of service as Foreign Secretary under President Defar, this was to be one of her first meetings with a head of state as President of the Federation. Her years of service as Foreign Secretary had aged her from the impetuous youth to the woman she was now. President Defar had been a mentor in many was to Nuru, her guidance and opinion had become very important near the end of their time together. Zera believe she owned Angela Defar a great deal, perhaps the presidency itself, and she was bound and determine to make her own presidency just as important as her predecessors. When the doors open and the President emerged from the elevator she was joined in the main lobby of the government tower by Foreign Secretary Adam Kamil, the aged and seasoned Chairman of the Federation Council Zelalem Wolde-Yohannes (former first President of the Federation) and Speaker of the Federal Senate Isaac Skibba. "Madame President did you get a chance to take a look at those notes I sent you this morning considering this meeting?" Secretary Kamil asked. It had been the Foreign Secretariat that arranged today's meeting, having been in talks with their Krosana counterparts for several months. "Yes I did, thank you" Nuru replied. "They will certainly be helpful in the hours the come." Nuru was eager to see this meeting through successfully. The Civil War unfolding in the Federation's ally of Porcu was troubling and, given the Republic had territories in Africa, could become a concern for the continent. Nuru was hopeful a successful negotiation of relations today would put the Federation and Africa in a strong position to defend itself from any pockets of terrorism or descent that could spread for these Porcuian nationalists or elsewhere. Drawing her attention to the main doors of the tower the motorcade transporting the Premier of Krosana pulled to the front of the doors. Nuru and the rest of her delegation prompted walked out, guards opening the large glass doors for the President and other officials as they emerged from the tower to great their guest. The snap of cameras could be heard from the crowd of journalist just beyond where the motorcade had been pulled to, a barricade and soldier's prompted in place. "You must be Premier Fall" Nuru stated with a pleasant and welcoming smile, her hand extended to the gentleman as he emerged from the vehicle. "I am President Zera Nuru and on behalf of the people and government of the Federation of United African Nations I would like to welcome you to Aksum...." |

OOC: Ah, thanks. I should've looked closer at your factbook. IC: "On behalf of Krosana, Many thanks, Mrs Nuru." As he shook her hand, Premier Fall's slight timidity showed despite his professionalism. As they stepped inside the Federal Building even the premier admired the all-glass construction of the Federal Building. When they reached the conference room, the first topic on the Premier's mind was a trade deal, a highway between the Northern Congo region and Aksum, or perhaps Addis Ababa in the central area of the country. After the primary greetings had been made and no one remained in the room, the Premier spoke: " I'd like to propose a highway between Axum and Bumba, in the northern Congo region of my territory. Ascending the enormous Federal tower the party made it to the Presidential Offices floor and then further on to the main conference room. Being near the top of the government tower, one could see for miles across the growing city of Aksum. Once a great ancient city for a once great ancient empire, Aksum had been a city lost to time when the Federation was first founded. When it was chosen to be the capital of this great union, there was little in the way of infrastructure that could support a capital city and much less a city to one day become a great and worldly metropolitan area. City planners and engineers were given a monumental task at transforming Aksum into a great capital while also maintaining its ancient roots, especially its any historical sites. Daunting at the task had been, the many years had seen the skyline of Aksum grow with great buildings, parks, and monuments dedicated to the Federation. Nuru and Secretary Kamil took their seats after pleasantries had been made, both Chairman Wolde-Yohannes Speaker Skibba leaving the room. The President and the Foreign Secretary listend to Premier Fall as he got right down to business, proposing a new highway system for commerce between the two African Federations. Looking over the map as the Premier laid out his nation's plan, Nuru herself took special note to each connecting city to city site. "This is quite the bold and ingenuity plan Primer and I, for one, certainly see the merits in such endeavor" the President replied when the Premier had finished. "I am curious however, over a few things that weight on my mind about such an plan. One, how does your country propose we defend such a highway system. A vast amount of these roads will travel through Africa's heartlands, areas where there are no national governments and many of the time, local city or village governments barely have the resources to police their immediate areas. Would you then propose a joint defense venture between our two nations?" "Secondly, what about the cost of these highways?" Nuru added as she continued. "Has your government come up with a rough estimate as to the coast of construction. I imagine many of these proposed highways could be built from existing roads which would mitigate some of the costs but overall I imagine this will be costly. Not only in construction alone either, but in terms of maintenance as well. So then naturally I must come to wonder who would bare the cost of such construction, does you government propose a joint venture in this as wel?" |

The Premier reassuringly replied "No worries, my armed forces will take care of both the construction and the maintenance of the highways. 24 hour patrols." The Premier was in need of, and perhaps desperate for, a deal on the highway. Although farming in the Congo was highly profitable, transportation of the valuable crops proved to very expensive. Posted Image Without a highway, goods had to be airlifted to either the Sinai or the capital area, a trip of over 2000 nautical miles. "And in return, we will cut the shipping tariffs for all Federation vessels by 80%." Although Krosana did not have the greatest influence in Africa, it's Sinai exclave controlled trade between the Mediterranean coasts and Eastern Africa. The Krosanis had been notorious for charging high amounts for passage in the Sinai area. A cut of 80% would be very advantageous for any nation with trade partners in the Mediterranean sea. "As for the cost, we will employ both government contractors and Army engineer personnel to supervise and complete contraction. We will bare the burden of 82 percent of the cost." President Nuru continued to look over the map as the Premier explained some of the finer points of the plan. She was certainly intrigued over the deduction in shipping costs through the Suez as her government could certainly benefit. That being said, these highways would be cutting into almost every major member-state of the Federation. While economically, this could certainly provide to be immensely beneficial economically, she couldn't help but worry over the adverse side effects. What if a war was to develop and enemy forces use these highways as a mean of more quickly advance across the Federation's diverse landscape. What about terrorism, what if terrorists were to use these highways to gain easier entry into Federation territory. When the Premier had finished, the President pulled out a pen and then asked if she could mark the map for which the Premier's nodded in approval. Draw only a few simply lines, she then reversed the map so that the Premier could see her finished product. Posted Image "While the Federation is extremely eager to enter into a prosperous economic relations and while I again, certainly understand the merits of this project as you propose, I don't believe such an extensive highway system would be plausible for the Federation to agree to at this time. With that being said, I wonder if I may offer a possible alternative solution which I do believe my government could gain support for at least on our side of such an agreement. What if we instead built a rail-line here, spanning from northern Zangaro through your central congo territories, and then on to Rwanda and Burundi. The rail-line would overall be cheaper to construct and maintain though I understand once construction reached near the borders of Rwanda and Burundi there would be added costs given the topography. Furthermore a rail-line could carry more per tonnage and we'd be more than willing to share the costs of construction and help with maintaining security. Once goods made it to Zangaro they can then be transported via existing lines to the ports where our government would allow yours to dock ships free of any usually associated shipping fees. This would be in exchange for the 80% tariff reduction you previously proposed." "Now I understand that this is certainly a great reduction to what you had proposed Premier but I feel this is the kind of deal I could take back to the Federal Assembly and have passed by both houses. I am afraid that the original deal, unaltered, however appealing it is is simply too much given that the relationship between our two nation is still very much in its infancy. While I may be able to rally the very base of my own political party, I fear that my opposition would be able to sway enough from my party to block such a proposal once it came to a vote." |

As with all the nations I am establishing relations with, travel restrictions will be relaxed, and visas will only be required for visits longer than 60 days, and we'd also like to relax our restrictions on oil exports to your nation. Now let's talk about the situation in Porcu." He signalled everyone lacking top secret clearance to leave the room. Only the defence ministers, the Premier and the President remained in the room. "Krosani special are currently engaged with nationalists in Ariminae. A heavy bombing campaign is being carried out from our airbases in the Congo, Suez region and our Joint Mobile Offshore Base stationed in the Indian Ocean. While we have made some progress, most notably we have complete air supremacy in the area, the nationalist ground forces are not capitulating. For nearly a month, almost every other day, new forces arrived in the area only to either be killed in action or overwhelmed by pure numbers. My joint chiefs of staff proposed the following solution, would you be willing to cooperate. I will let the Minister of War explain their strategy." He gave the floor to his Minister of War and Expansion, Makhtar Diop. 'Thank you, President Nuru, for the hospitality of your nation. Over the last month, the situation in Porcu is getting desperate, so we have a radical new strategy, already approved by our Diet. It's only in its infancy, and you are free to object, suggest modifications, or accept it in its current form. We've termed Operation Olympia. Your air force seems to be focused on bombers rather than fighters, a large advantage in a situation like this one. Our government will give your B-1B, strategic bombers permission to land on the JMOB. We would employ our own, but most are currently stationed in Iberia and Bulgaria. From there, the bombers would attack nationalist headquarters in the province. We specifically need B-1Bs because they are they fastest strategic bombers in our fleet."He paused for a moment to take a sip of water."This is the real part of the plan which we use to blind Nationalist Porcu."Mr Diop paused for a moment to wait for the President's reaction. |

"This seems acceptable" President Nuru replied. "The Federation would be willing to also relax travel restrictions with your people, allowing for a great flow of people between our member-states and your territories. We'd also be willing to put a great emphasis on easier travel for students and other academics who may wish to to either study or teach here in the Federation. The same would go for those individuals who would travel to the Federation to conduct business with one of the many corporations that operate in our union." President Nuru then sat back and listened to what the Premier had to say in regards to the situation in Porcu. The Federation had yet to act on its own though operations were coming to a head for the Federation. Nodding off and on as the Premier and then the Minister of War laid out their plan, Nuru was generally supportive of the initiative. "The situation in Porcu is certainly dire and we applaud your nation for doing what it has so far for the Republican forces. I am sure I speak for my own Secretary of Defense when I say that this plan of yours certainly has merit and I am sure that my advisers would agree aiding you in this endeavor would be feasible. Consider the B-1 agreed upon as I see no reason why the Federation cannot spare these aircraft to aid in your operations." "The Federation itself will be launching its own offensive shortly. I am being advised that it would be in the best interest of the Federation and our allies, the Republican Porcu, that we rid Africa of the nationalist threat. As such, the Federation will be launching a full offensive against the Nationalists in Avaricum. We know they've dug in well in the area but I am being told with the proper resolve we can dislodge this threat, leaving only Gibraltar as a situation. That will be a much more difficult battle but one that the Federation feels will be necessary should we wish to use the straights as a means of moving manpower into continental Europe. When the battle moves to Gibraltar, can I assume the Federation will have the cooperation of your naval forces in the Mediterranean? " |

"Good, good." The Minister of War relaxed at the President's approval. "Next, our aircraft carrier, the KFNS Vincent would begin combat operations in the Mediterranean Sea. Specifically, VFK-73 "Lionhearts", a highly trained naval special tactics fighter squadron will begin its operations in Gibraltar to achieve air superiority. VAQ-104 "Valions", VA-112"Fighting Aces", and VFA-210"Shooting Stars" will strike at telephone and radio towers and specifically be targeting factories, barracks and the army headquarters. If you'd like to contribute F/A-18 squadrons here, they will be of great help. Just as it seems will be a lull in the attack, Fallschirmjäger will parachute from C-17 aircraft into Gibraltar. Überfallflugzeug will be delivered to beaches via submarine. EA-12C and EC-14 Raven II aircraft out of Junah Air Force Base in the Canary Islands will commence daily jamming operations in the capital and will be escorted by F-23 fighters also flying out of Junah AFB." The Minister of War wiped his face with a handkerchief and continued on about the plan. "With Nationalist communications effectively out of commision, P-1 Tridents will begin laying sea mines near popular routes for Nationalist navy warships, especially nearer to the capital. Combined with frequent attacks from our stealthy Seawolf-class submarines, the area will be inaccessible for Nationalist troops. As we effectively blockade the area around Iberia, it will be impossible for Porcuian navy ships to support and aid their allies in the area. Given that we will have air superiority in the area, the Porcuian capital will be cut off from the rest of their troops around the world. They will no longer have access to the most basic of supplies, and if we begin airdropping propaganda leaflets into the city, the nationalists will have no other option but to capitulate to our multinational force." The Minister of War and the Premier awaited the response from the Federation government. |

"Well as I stated, while taking Gibraltar is a major goal in our own war strategy, our intelligence suggest that taking the territory will not be an easy endeavor" President Nuru responded. "Beyond this we don't wish to stretch our resources thin by engaging Nationalists on multiple fronts if it is something that we can help. So if your military wishes to engage the Nationalist at Gibraltar now that I am sorry but I don't believe the Federation can aid you at this time. Like I said before, we are planning on invading and liberating Avaricum, something that we don't believe will be easy mind you, but will give us a better understanding of the organization on the Nationalists, better prepare us for future engagements, and free a primary African territory from their control." "After Avaricum is liberated, we believe this will put an attack on Gibraltar in a much better position as it will cut their African side off from any further supplies they could be receiving from Avaricum. |

"Indeed, I believe a level of cooperation between our two governments would be beneficial not only for our own people but also the whole of Africa. The Federation would certainly be willing to work with your nations on counter-terrorism as the first step of that process." "This would undoubtedly allow us to show a good deal of faith between ourselves and allow to create an open channel of communication that could, in the future, lead to joint military exercises, Reciprocal training, and cooperative developmental projects in terms of military hardware, software, and tactics. The Federation has had a similar agreement with the Libyan government that has only recently taken a more cooperative term. That relations was fostered over a decade of cooperation, certainly your government can understand our point of view in this. After all, given we are unfamiliar with each other it seems only natural to air on the side of caution. " "Speaking of trade, I think this would be the perfect opportunity to lay out my governments feeling on trade. The Federation prides itself on its deep stocks in agricultural goods. Through intense government expenditures and planning, a serious invest was made in water irrigation infrastructure in Ethiopia. the results has been an explosion in that member-states ability to produce foodstuffs. Indeed, Ethiopia is the breadbasket of the Federation and its surpluses are something we generally feel is good to share with our new allies, especially those in Africa. After the President finished her remarks, the Premier replied "Yes, we agree to all of these terms. I have nothing left to add. Well, I do have 1 question. Will Krosani Navy ships be allowed to make port calls in Federation ports?" "Aside from that I think that is all. It will take me a couple of weeks to run it through the parliament, but I believe it should be called Treaty of Mutual Cooperation and Security between the United African Federation and Krosani, or the Aksum Treaty for short." |

"I imagine an energy deal can be made" President Nuru responded. "The Federation own nuclear capabilities are certainly limited and while our goal is certainly to become more nuclear capable than we are now, this is a slow process. I will forward this to my energy department and have them contact their counterparts in your government. I am sure together the two can work out the finer points of a energy deal between our two nations." Nuru paused before answering the question on the ports. "Yes, I see no reason why our ports should be closed off at this time. Especially not given that both our nations are at war with the same enemy. I will have my military chiefs reach out to yours and work out the logistics of it, but to answer the question in simplest terms, yes they will be opened for refueling and resupply if necessary." Nuru then rose, as did the others and handshakes were exchanged. "I believe that I can say with great confidence that we've laid the foundations of a strong and long-lasting friendship between the people of both our Federations" the President stated with a smile. "I imagine both our legislatures will be hard at work working out the finer details of our preliminary agreements that we've made here today. That being said, I look forward to seeing the final product and will be quite proud to sign it into force." |
