After the Russian Empire voted against the decision to create the European Collaborative Space Agency, the Germanic Republic of Austria's President, Joshua Fuhrmann, ordered the Minister of International Affairs, Ava Fritzl to reach out to the Russian Empire's necessary officials to discuss the nature of the program. Now with the goals of the program cleared up, President Joshua Fuhrmann pitched the second overall referendum to finally move forward with establishing the European Collaborative Space Program. The original voting states in the first referendum would be the only considered states in the second referendum to move forward with the establishment of the European Collaborative Space Program and would be required to vote in the second referendum. After all states were done with voting in the second referendum, a treaty for the agency would be established to be signed by all the participating member states and to outline the specifics on membership and the obligations of each state to the ECSA. |
