Winter Palace, Saint Petersburg... Prime Minister Vladimir Kondakov entered the palace with all the airs of royalty though in truth he was little above the average commoner. It didn't bother him much that he carried no official title because in the end he knew titles alone carried very little in Russia. No true power came from politics and the great game that was always being played among those in Saint Petersburg. At that, he was truly king for there were few who commander the fear, admiration, distrust, and disgust that Kondakov did among his peers. Having his coat taken by the palace staff the Prime Minister was shown to the Tsar's office where, like every Monday, the Prime Minister would meet with the Emperor of Russia and discuss politics, policy, and the world. Kondakov enjoy the meetings well enough. The Emperor was an intelligent man, perhaps not as smart as Kondakov saw himself but nevertheless intelligent. He also carried a great mean streak about him, he could be ruthless when necessary just as Kondakov did. What separated the two men however, aside from birth right, was that the Emperor had a gentle side about him. He could forgive, over time, and he could quite warm and inviting as a natural quality about him temperament. Kondakov carried no such natural temperaments and if he seemed warm, inviting, and nice to you than it was a ruse. The man detest most, others he tolerated out of admiration for their talents only and what they could provide for him and his own career. He truly cared for no one, perhaps not even his own wife. "Ah Vladimir its good to see you" Ivan stated as the Emperor rose from his desk to greet his Prime Minister with the customary handshake than generally enjoyed. "Please, sit and make yourself at home." "Your majesty" the Prime Minister stated with a bow before taking the Emperor's hand in welcome. "The pleasure is, as always, mine and I believe there is much for us to discuss today." "Indeed" stated Ivan who returned to his chair as he sat behind his desk, Kondakov taking the chair just across the desk from him. "I've been looking at the latest economic reports. I believe we can do better wouldn't you agreed?" "Wholeheartedly your majesty, wholeheartedly" Kondakov replied. "I believed if we can get these minor policy adjustments I am proposing we'll get just that, a better third quarter results." The two men carried on for several hours as they always did. First with Russian economics, taxes, and government spending. Then to military spending, deployment, and recent military technology developments and investments. Ivan enjoyed the military talks, particularly when it came to what was being developed behind closed doors and what the future Russia solider may one-day operate or carry into battle. Eventually the conversation moved to domestic policies such as wages, social welfare, and the temperament and problems facing Russia's overseas territories. What was going on in East Draxis and in Transcaucasia was also points of discussion, as they had been for months now following the situations developing in both areas of the world. Ivan wanted a quick resolution to both situations though he did not shy from indirectly expressing to his Prime Minister that he hoped to see East Draxis incorporated into the Russian Empire as well as set parts of Transcaucasia along the same path if possible. This was something Kondakov 100% agreed with the Emperor as he too wished to see such things and it was why he secretly conspired, along with the Emperor, to see such events unfold as they had. Finally, in the final hour or so Foreign policy dominated the conversation though there didn't seem much to discuss on the topic. The Austrian Emperor was still seeking a marriage with the Emperor's sister, which he support to strengthen ties with the Austrian Empire. Russia was still negotiating secretly with the Porcu Republic over this new empire it seems they were building. No one was threatening the Russian Empire directly and the borders were secure. "Oh before I forget" stated Kondakov, remembering a final note he'd meant to bring up earlier as now the conversation seemed to be almost at an end. "I received a phone call yesterday from the Imperial Academy of Sciences. The Director requested that we perhaps reconsider our stance on the idea of a regional space agency. He believe cooperating with other European powers could be quite informative." "You re-discussed with the Director our concerns yes?" Ivan asked. "Yes your majesty and the Director seemed to be of the idea that Russia is in a good position to defend itself against space-born weapons should such be created. Further, he argued that by helping to create such an organization we could encourage a treaty among Europeans that would forbid such weapons in the first place. Besides all this, he also wanted to remind us that such an organization would undoubtedly need a shared fund to provide the money necessary to run a joint space organization. Russia could stand to make a good deal of money if our facilities were to be used and could be allowed technology that some of our less-friendly neighbors have developed that we are still working to develop. It could help push our own space-agency forward." "The Director makes good points but what do we actually know about the Germanic-Austrian Republic?" "Less than we would like your majesty" Kondakov replied. "Other then their affinity for Repiblicanism, we haven't had any official dealings with them. Some wonder if they are the remnants of the Austrian Republicans that had been in Vienna before the purge and reconstruction of the Austrian Empire which is their neighbor." "I thought the Hapsburgs got rid of their Republicans?" Ivan questioned. "Indeed that was the idea but we're not so sure now. Irregardless, we know very little." "Well then lets change that" Ivan stated, "instruct the Foreign Ministry to reach out to these Austrians and invite an emissary of their nation here to meet a representative of the Foreign Ministry. Let us, at the very least, cement formal or informal relations with them and open dialogue. We can also further discuss this business of a space agency and if they're agreeable with our terms on such things, then we'll change our stance and move forward with it." "Of course your majesty, I will speak with your Foreign Minister at once...."

As the head of diplomatic relations and the Office of the Ministry of International Relations, it is my duty to lead the first meetings in person with your government. I will be arriving in Saint Petersburg, by 8:30 am and should be arriving at the palace by 9:00 am. Any questions regarding the nature of my government will be answered to the best of my abilities. Minister of International Affairs, Ava Fritzl arrived safely in Saint Petersburg. Her waiting Germanic Republic of Austria government issued 2017 Mercedes C300 picked her up as scheduled and along with her driver and three personal body guards in the Mercedes. Some twenty others guards were following along in five tailing Mercedes SUV's. They arrived in the motorcade at the gates of the Winter Palace and were greeted by two Russian guards who shook her hand and lead her inside. Ava was a taller than average woman, at 5'8.5" and with an athletic build as an avid tennis player and runner she could appear as rather intimidating to even the most well defined of men. Wandering through the halls to sit down with the Russian officials her heels projected her well to the height of 5'11", allowing her to compete with the beliefs of manliness for the Russian guards, some of whom seemed amazed with her rather Amazonian build. Her long flowing reddish-brown wavy hair complemented her oval shaped brown eyes, defining her as a woman of business. She was certainly no amateur when it came to diplomacy and international affairs. She was a mastered speaker of English, German, French, Russian, Porcuian Greek, and Arabic. She had a Bachelors of Law in International Law, a Masters of Law and a PH.D in International Affairs. She had spent four years as an International Affairs lawyer and diplomat for the Ministry of International Affairs in the Horn of Africa and Middle East region where she helped to oversee state operations. She was then appointed to be the diplomat to the U.A.E, where she worked for two years. After her position there, she was appointed the Advisor to the Minister of International Affairs where she worked for one year. Following the ending of her job as an Advisor to the Minister of International Affairs, she began working for the Ministry of Defense as an International Affairs lawyer before she was appointed to her current position as the Minister of International Affairs after the election of her husband as President. She was lead towards a pair of double wood doors and two guards; the guards who were much shorter than her by about four inches stepped aside and opened the door. Inside were the Russian officials she was scheduled to meet with. She was struck with the light of the sun shining through the windows and entered the room. Posted Image When her eyes adjusted the relatively beautiful Minister of Internal Affairs found herself in one of the more quaint rooms of the winter palace. Whether or not one could call any room in the palace as quaint was arguable to say the least. Much of the furnishing had been in the palace since its completion, others were added memento's from Emperor's of the past. Irregardless of the age of the antique it was all in the room for a singular purpose and that was the express the refinement and grandeur of the Russian Empire. This was something of particular pride for Russians as their's was an Empire that had deep roots in the history of Europe. Upon entering the room the Minister of International Affairs found herself in the company of five Russian officials, two women and three men. Two of the Russians, an man and women, were representatives of the Imperial Academy of Science while the other three were from the Russian Foreign Affairs Ministry. While Mrs. may have hoped to meet her counterpart in the meeting, Minister of Foreign Affairs Viktor Larionov, he was alas not one of the three. Instead, the senior most official among the three from the Foreign Ministry was Count Stepan Yakovlevich Panin, former Ambassador to Russia former northern neighbor Yshurak. Count Stepan was an older man well up in his 70s, with thinning white hair that matched complete his well=groomed white beard. In terms of his stature he was far less impressive than his Germanic Austrian counterpart both in height as well as in build. Though certainly not fat by any means he was comfortable pudgy and didn't mind it much. He felt a certain dignity about his current shape, no doubt the accomplishment of years of hard work on his part. After all, a man of his status and age couldn't be bother by such things as exercise and healthy eating. A man of the Russian nobility what he lacked in physical prowess he more than made up in both his aristocratic upbringing, education, and his years of experience as an official Ambassador of the Russian Empire. Stepping away from the others in the group the count extended his hand and the two diplomats shook hands. "You must be be Minister Fitzl, please allow me to introduce myself I am Count Stepan Yakovlevich Panin, Ambassador and humble servant of his Imperial Majesty's foreign Ministry" the Count stated with a smile. "On behalf of His Imperial Majesty, the Government, and the people of the Russian Empire I welcome you to Saint Petersburg. These are my associates from the Foreign Ministry as well as two representatives from the imperial Academy of Science." The group introduce themselves and after all the handshakes and pleasantries were properly dispensed, Count Panin offered everyone a seat and properly everyone took their place. "His majesty would like to excuse the abrupt response your government received from the Foreign Ministry" Count Panin began, his voice slow and his tone deep. "Our friends at the Imperial Academy of Science have advised his majesty and his government on the advantages of this regional space agency that your government is suggesting. That being said, naturally the Russian Empire could not conduct such sensitive business without understanding its partners thus the reason for why you were call her today. Now naturally, the Russian Empire has goals with which it hopes to achieve in this meeting today but I though that as a proper host, I should first turn the floor to you. What is it the Germanic Austrian government hopes to achieve here today?" |

"I just want to begin this by saying Count Stepan Panin it is an honor to meet such a diplomat with your status" began Minister Fritzl. "I have heard so much about you. It is truly amazing to be in your presence. Thank you." Smiling, Minister Fritzl turned toward the two associates from the Foreign Ministry and the two representatives from the Imperial Academy of Sciences and said: "It is a pleasure being here with you all." "The Germanic Republic of Austria is looking to grow our diplomatic ties to countries across the continent of Europe. As a regional powerhouse regarding democratic freedom and advancement, our goal is to achieve a unified Europe on the basis of cultural understanding and cooperation. The Germanic Republic of Austria is looking to extend a diplomatic relationship with the Russian state; we are looking for a productive relationship that promotes regional cooperation in the form of science, technology, and possibly in the future, trade, that will be up for future discussion unless there are any concerns. Our goal here is to establish the first of many diplomatic talks between our states. By developing this relationship, President Joshua Fuhrmann of the Germanic Republic of Austria believes that we can slowly begin to approach a level of understanding and trust that will promote regional peace. The Germanic-Austrian state is a peaceful nation. We maintain a modest but highly capable military, with our emphasis mainly on social welfare, education, and healthcare. As a nation running on 100% renewable energy and with a great focus on preserving our environment, we take our approaches to science and technological advancement very seriously. In keeping with our ideology and political beliefs, what we hope to eventually achieve here is the establishment of long-lasting diplomatic ties and consistent communication between our two nations. In regards to the establishment of the European Collaborative Space Program, we wish to clarify any objections proposed by the Russian Empire, as well as discuss further the pursuit of such an interactive regional agency." Minister Fritzl then leaned forward and took a sip from her glass of water, as Count Stepan Panin sat silently with his focus on her for a few seconds. Count Panin smirks at the flatter afford him by his guest and while his ego was perhaps appreciative, he did not allow it stain his opinion of his guest one way or another. In truth, despite what he'd heard of the woman from certain diplomatic circles he himself hadn't formed an opinion of her one way or another. "Well then I believe you are in luck Minister Fritzl when I say that the Russian Foreign Ministry is eager in opening diplomatic relations. We also value the ability of swift communications, even with nations that we may not necessarily 100% agree with politically. Keeping communications open is the key to maintaining European peace and the balance of power which maintains said peace. For that reason" the Count stated as he continued, "the Foreign Ministry is interested in perhaps an exchange of Consulates. This would allow between communication between our people for the time as well as allow for an avenue to begin exploring trade between our two nations. If this is something your nation can agree to then I will send word to the Foreign Ministry to begin the process right away." The Count paused momentarily, taking a sip of water himself and allowing the Minister to answer before moving on. "Now to the point of the European Space Agency Russia's main concern is that such technology if shared without restraint could prove dangerous to Europe as a whole. Russian own space agency is the pride of the Empire. The Soviets may have put Sputnik into space but we put Gagarin into orbit, a fact we are most proud of and we've continued that tradition of space firsts where possible. Now that said, truthfully since the dying off of the space race the leaps and bounds of space explorations have been more like baby steps as I am sure my associates from the Academy of Science would attest to but nevertheless, the empire's space agency is a national treasure. Were technology from it weaponize by another European nation that we freely exchanged ideas with, we would be most distressed to say the least. So I suppose my first question is, to what thoughts has your nation put to this problem should it arise. Has your leadership envisioned any such safeguards against it?" |

Minister Fritzl nodded her head while listening to Count Panin's statement. She then cleared her throat and spoke up... "Those are very valid concerns, and we share them. My husband, President Fuhrmann, has stressed the point of a signed treaty between all participating member states of the European Collaborative Space Program to our parliamentary officials. The treaty would outline that the weaponization of space would be viewed by all participating member states as illegal and an act of aggression. With space being the final frontier of sorts, hostilities should no longer exist there. The more advanced a civilization is, the further they should be from conflict—those are the views of the Germanic-Austrian people. If such an issue were to arise with member states and non-members alike, the treaty would outline economic sanctions and possible military action against the perceived aggressor. Being that the Republic of Germanic Austria maintains an ideology of military neutrality, we don't wish for such conflict, but if a situation or action of another state were to be perceived as a danger to the people of Germanic Austria and Europe, military and economic response would be necessary. As a signator of the treaty to start up the European Collaborative Space Agency, member states will forfeit the possibilities of a weaponized space program and will participate in the maintaining of a peaceful outer space and the growth of regional cooperation. The overall program aims to create European space cooperation with both manned and unmanned missions under the banner of the European Collaborative Space Agency. Member states, of course, will be allowed to maintain their own personal space programs but will have to contribute to the European program as a member. This is a goal we wish to role out to promote regional peace and cooperation, nothing more, nothing less." |

"Well certainly such an organization should indeed be bound by treaty" stated the Count, "and I certainly believe that there should be clear and concise wording to ensures that everyone understand that to weaponize space shall not be tolerated. Furthermore, agreeing that the members of the organization will act in concert with one another to deter any rogue nation which may try to threaten the peace of space is certainly a good step forward. However, Europe is just one of several regions in this world and while Russia certainly supports further peace and stability here it must also think of the global community as well. Europe is fortunate, at least for now, to contain nations that operate under a certain level of civility. The only nations I can think of that do not, are those barbaric Catholics and their only nation here in Europe save for their city-state of Rome is the Teutonic Knight's state and it has remains silent for a long time. Thus it s dormant nature has allowed for peace but the same cannot be said about other regions of the world. The Middle East has traditionally be an area of great Empire and some particularly brutal ones which even we ourselves here in the Russian Empire have had to suffer under. Asia also has rogue nations, such as the Chinese Eastern Empire." "My point of all this being that what if they choose to view a unified European Space Agency as competition to space and in such a renewed space race, attempted to weaponize space. How should or would such an agency attempt to respond? Would or should be start a world war over keeping space neutral?" |

"Our solution to such problems should be through diplomacy. By communicating with a transcontinental alliance of nations willing to promote a peaceful outer space, we could create a partnership for peace program with willing nations in the Middle East, Asia, and Africa who also have a goal of keeping space peaceful and to voluntarily enforce the policies of a peaceful outer space. They could follow the very same procedures of our European organization in a situation where a nation were to attempt a weaponized space program by economically sanctioning such states and if necessary, involve themselves in a military operation to suppress such attempts. Additionally we can create an ICON treaty that would bind nations to a policy of a peaceful outer space. Of course violating this treaty would lead to a nation being sanctioned by the entire world community. This is I believe, as well as my government, would be the best solution to such an issue. We obviously hope such an issue wouldn't arise, but that would be the point of creating such treaties and of course, the partnership for peace program with willing nations in Africa, the Middle East, and Asia. "I think the Russian Empire could support an international treaty, even sponsor it in ICON" stated Count Panin. "I think making space weapons free as a point of international law would certainly be the best first step. I do believe Russia could fully support a European Space Agency if such an agency was first used to promote such an international treaty designed to keep weapons out of space." |

"Considering that our nations have the same goals in both establishing relations with each other and in the pursuit of a collaborative space program, we can call these talks to a close possibly, unless you have any further questions. I will order my government to immediately reach out to you upon my arrival back in the Germanic Republic of Austria and forward the necessary treaty to make our established relations here formal. At a future date my government will also issue another referendum on the establishment of the European Collaborative Space Agency. Considering that your government was apprehensive about joining the committee on its creation and membership, we voided the votes for a time in the future, where we will also establish and clarify the points of the agency and the qualifications established here. With that said Count Panin, I'd like to thank you for having me here with you. It was a pleasure." Minister Fritzl then stood up, once again towering over Count Panin. She shook his hand and then directed her attention towards the representatives from the Imperial Academy of the Sciences. She said to them "Now with all this cleared up, we invite you to collaborate with some of our premier science universities to overlook the establishment of the ECSA and to contribute technologically to the advancement of space exploration for the European continent." She then directed herself to the door and with her two accompanying personal bodyguards were lead back outside to the Mercedes vehicles and driven to the airport where she made a safe return to Germanischen Wien, the capital of the Germanic Republic of Austria. "Yes, yes I will send a full report to his imperial majesty's foreign ministry and I am sure they will eager awaiting hearing from your own on the matter of exchanging formal diplomatic ties. Undoubtedly a Russian Embassy in your home country and one of your own, here in Saint Petersburg will further discussions of peace and prosperity between our people. Also I can say with the utmost certainty that, after these talks and my official report to his imperial majesty, the Emperor will be eager to see what comes out of a formal conference on the creation of the European Space Agency between all participating European powers. Finally, Russia would encourage the Germanic Austrian government to consider joining Humanitarian Emergency Aide and Relief Treaty organization. H.E.A.R.T is something that the Russian Empire is personally proud of and it would undoubtedly further help the cause of spreading peace not only throughout Europe but the world. Russia would personally endorse your nation should it considered signing and joining." "Irregardless it has indeed been a pleasure Minister Fritzl, on behalf of his imperial majesty, his imperial majesty's government, and the people of the Russian Empire I wish you a safe trip home and thank you for this visit." The Count made sure the Minister was shown out of the palace and by the time her motorcade had disappeared into the heart of Saint Petersburg the Ambassador returned to the inner parts of the palace. He was shown into the Emperor's own personal study and office where Emperor Ivan along with the Prime Minister, awaited to her the Count's verbal report on the talks. Surprising to both the Emperor and the Prime Minister, Panin gave high marks to the Minister and their government. He was quite honest in his opinion and stated that his formal report would suggest diplomatic ties and perhaps more close relations in terms of economic with the Germanic Austrians. "They're not the imperials that we've come to expect of those of Austrian heritage" he stated at one time or another, "but they're quite agreeable on most terms." He did admit that he still had some reservations about their Republican attitudes given that their democracy was certainly more liberal than Russia's, perhaps on par with the Porcu, but like the Porcu he did feel that Russia could work with them on some levels of cooperation. Ivan seemed pleased enough by what he heard and was eager to see how much the Russians could sell to the Germanic Austrians in the future. He was soured that their nation ran on renewable energy, not unlike the African nation of Zeelar for whom the Russian Empire had relations with a generation or so ago. Irregardless, Russia was able to find common economic ground with them and they'd undoubtedly do the same here even if it wasn't oil and natural gas he could get them addicted to. In terms of the future, that as hard to say as who truly knows what the future brings. Ivan was already envisioning a prosperous and peaceful future between Russia and Germanic Austria but such a future fell short of the two countries being more than partners and economic allies. After all, ultimately Russia stood of the monarchy and the Saint Petersburg system of parliamentarian values which that included and felt more comfortable counting fellow kings and Emperor's allies than Prime Ministers and Presidents.
