Having just been rotated to the Presidium, the Republic of Greater Cape wasted no time in selecting a permanent representative to reside in Toledo for the duration of the nation's tenure thereon. During a special session at the recommendation of the Capetonian National Assembly, Mrs. Diane Umuthetha, Charges d'Affaires to the ICON under Ambassador Dr. George Nqakula, was appointed the position of representative to the Presidium. By already residing in Toledo under the leadership of Nqakula, Representative Umuthetha called to order an emergency session of the Presidium. To her eight other colleagues, she stated: "Honourable representatives and members of the Presidium, it is with great concern that I call to order this, the first meeting of the newly rotated membership. As was made apparent by the honourable representative from the Republic of Porcu in the Plenary Assembly, the need for international intervention in Shabwah is integral to maintaining the stability and security of the African Continent and the rest of the world. The recent resolution that passed was only the first step to ensuring the peoples of Shabwah and the rest of northern Africa experience peace and freedom from genocide. "It is the firmest belief of my government that the Presidium discuss the possibility of establishing an official, ICON-led peacekeeping mission to Shabwah so as to best address the despotism that is fuelling the ethnically-charged violence across the county. As has been witnessed by the Federation of United African Nations, the migration of refugees fleeing the genocidal violence in Shabwah is unprecedented and is stressing the Federation's infrastructural capabilities to best serve the rising numbers of people seeking refuge. "What is more, the self-destructive, ineffective government of Shabwah does not respond to either individual pleas for cessation to the hostilities or to ICON-sanctioned formalities. We are currently facing a gang of thugs that slaughters civilian citizens of foreign nations as readily and easily as their own people. As such, the time has come for this body to put time-consuming bureaucracy aside and to take action against the prospect of further genocidal death and destruction. It is the belief of the Republic of Greater Cape, as a proud and active member of the ICON and as a newly rotated member of the Presidium, that the ICON establish a multilateral peacekeeping force that will bring an end to the despotic leadership of Shabwah and regulate and cease the ethnic cleansing currently taking place. It should be noted that the establishment of a peacekeeping force is clearly stated in the Charter of the ICON under Chapter V, Article XIX, §A and C; as such, our affirmation of such a debate is sound. "It is my government's strongest suggestion that we debate the prospect of sending a peacekeeping force to Shabwah as soon as possible so as to prevent further bloodshed." |

Head Representative Valerius Flaccus Marslavicus nodded slowly in response to Representative Umuthetha's statements. He agreed with everything that had been said, but would have liked some more details. "Thank you, Madam Representative, for getting this urgent project underway. I also wish to thank your government for its support of our proposal in the Plenary Assembly. "I agree with much of what you have just said, but hope that we might detail some additional terms to any future proposal. First, how are we, the international community, going to navigate between the competing interests of the militias? The Republic is partial to having the Office of the Special Prosecutor decide between the various factions - obviously, discounting the current leadership of Shabwah. "Second, the Republic would hope to have any peacekeeping force required to stay until a tranquil and peaceful transition can be made from the current government to a more open, democratic, and liberal state. I think it would be very foolish indeed to risk lives in the short term only to not have any guarantee further down the line - Shabwah can be made an example of the resourcefulness, courage, and capability of ICON." |

Vladimir Moskvitin scratched at his beard as he listen to the Porcuian Ambassador speak. Democracy....huff....we shall see.... he thought to himself. After a pause in the conversation, he took began to speak. "The Russian Empire can support a peacekeeping initiative to this region of the world for the sake of ending the senseless violence currently undergoing" the Russian stated directly. "However, we must question the legitimacy of this august body to direct the affairs of state in this nation. Should the people of Shabwah be allow to choose their own government? Yes. Should the currently leadership to pushed out of power due to the severe abuse of power which it is currently working? Yes. Should Shabwah be a democracy? That is a question left to the Shabwah people and not ICON. They have just as much right to become a monarchy as they do to choose to become a Republic." |
