As the Porcuian-Amirati relationship had built up over the past few months the Amirati government once again had reached out to the Porcuian government officials. Porcuian citizens had been traveling to the U.A.E as it established itself successfully as the economic and tourism head of the Middle East. The building of the world's tallest building, the Burj al Heba, the world's largest mall, the U.A.E was also home to the world's first transcontinental bridge between the Middle East and Africa. The Amirati government was financially stable and was an economic powerhouse of the region with much influence in regional and international politics. The Amirati government which was striving to make the region much more peaceful by completing architectural and engineering projects in neighboring countries, in Africa and Europe once again was attempting to reach out to the Republic of Porcu to help in it's global campaign for stability. The U.A.E sent a delegation a few months prior to the republic in order to establish diplomatic ties and they were successful in establishing economic ties through trade, diplomacy by establishing embassies in each respective capital city and in allowing Porcuian businesses to open headquarters in the U.A.E for Middle Eastern affairs. Amirati business moguls began investing heavily in the infrastructure of the Republic of Porcu and in architectural projects. Two hotels had been built in the Republic by Amirati contractors. Now the U.A.E wanted to reach out to the republic for a military alliance. The U.A.E has a powerful Middle Eastern military and are very progressive in terms of using it to a civilized extent. In order to go about establishing peace the U.A.E wanted to do it by forming military alliances with regional and important nations to gain security in such a volatile region. The U.A.E has remained peaceful though surrounded by warfare and their way of life financially could come under threat at any moment and they wanted to prevent that from happening anyway they could. |

Ariminae, Porcu The Amirati embassy occupied a comfortable corner in the Porcuian capital and remained close to both the water that surrounded the tiny little island, as well as the true heart of Arminiae, the Forum. The Amiratis had begun to invest heavily in the Republic over the course of the past year and believed themselves to have struck a major step forward when they had successfully met with the Porcuians in Syracusae. In their zealousness, however, the Amiratis had overlooked the image that their sudden, heavy spending would give. Truthfully, very few had ever managed to crack the enigma that was Porcuian politics, etiquette, mannerisms, and their culture, generally. At the risk of dramatically setting back their young relationship with the Republic, the Amiratis would have tread carefully. A calculated diplomatic move was planned and the Amiratis believed that their embassy in the Porcuian capital would be the perfect setting in which to deepen their ties to the Republic. While they did not completely detail their agenda to their guests in advance, it was made known that these talks would represent the second round of high-level talks between their two governments. The Porcuian obliged by sending the junior Consul Gaius Julius Caesar, a well known bisexual, and the Praetor Lucius Cornelius Scipio, a well respected centrist. The two were given extreme freedom in negotiating, but understood that the charge carried with it a tremendous amount of responsibility. The security detail and motorcar carrying both the junior Consul and the Praetor eventually arrived at the entrance of the sleek and modern Amirati embassy. They were warmly greeted and quickly escorted to the conference room where the meeting was to be held. "How do you imagine they will take it when they learn that you're a bisexual?" Cornelius Scipio asked in classical Greek. A grin pasted across his face. "I'd be surprised if they didn't already know." Julius Caesar replied as he took a seat and fixed his suit jacket. "Anyway, they haven't made a fuss yet, so I imagine that it's not very much of an issue." "Hmm..." Cornelius Scipio replied, as if he was mulling over a thought in his mind. "Hopefully, they have some good proposals." "Indeed." Julius Caesar added. |

Ambassador to The Republic of Porcu, Usama Omar, was to meet with the Porcuian delegation. He himself had been educated in The Republic of Porcu on the university level. He had known that Julius Caesar was bisexual and didn't think anything of it. He assessed him as a human being rather than focusing on his sexuality. Though the U.A.E had laws prohibiting the recognition of LGBT rights, their was a closeted gay community in the U.A.E and they didn't really face discrimination, in fact they were left alone. Nobody had been arrested or executed for being gay or participating in homosexual and lesbian acts since 1947. Usama was dressed wearing a fitted designer suit and expensive dress shoes greeted the men as they walked in. Being that he was outside of his gulf nation he felt it was unnecessary to wear the traditional garb, igal, ghutar and kandura so he wore western clothing. He met the two men, shaking their hands smiling laughing and the two men responded with traditional Arab greetings of shaking hands while kissing each other three times while pressing together their cheeks, twice on the right once on the left. Afterwards they sat down in Ambassador Usama's office and he began his proposition. Ambassador Usama began speaking using perfect Porcuian Greek which he learned at the university when he came to the republic to study almost twenty years prior... "As you know the Amirati people have travelled to the republic to visit, likewise for Porcuians. Amirati business men have made Porcu a place of their business ventures by allowing their businesses to open offices here. Amirati investors have invested billions of Alijadins in construction projects and the infrastructure of Porcu. In fact two top tier Amirati architects have constructed lavish hotels here in Syracusae the lead of architects from Arabiana Real Estate Corportation and Amirati Development Group, both are architectural and real estate development firms have built the two hotels and wish to further do so. We wish to continue to build this relationship and effectively establish a peaceful control in the Middle East. Of course the sole way for us to do that is to make peace with other nations. We believe a military defense pact will effectively allow us to keep the peace in the region and bridge Middle Eastern and western relations. We would love to build our nations relationship with a European state as we branch out across the world and attempt to influence Middle Eastern politics in a peaceful way. We truly believe in the power behind the trust of two nations in establishing peace and believe in order to keep the U.A.E as a state safe enough to continue doing so military alliances are a necessity. We have one of the most modern and most powerful militaries in the Middle East. Though it is small and we don't use it much we do see it as a firm protector of what's right for the region and want the Porcuian Republic to take part in that". "We have several matters we wish to have clarified." Consul Julius Caesar finished. "First, please explain your government's recent motions of détente with the Gaedic Caliphate. As you may be aware, the Gaedis currently occupy the Sudanese badlands under the pretense of fighting and uprooting Gaesch Jamaat Islamiya, as you may also be aware that the Republic emphatically rejects Gaedi attempts at annexing the northern territories of Free Sudan. Does the U.A.E. believe the Gaedic Caliphate to be a potential ally? Second, please elaborate on the reasons governing the U.A.E.'s recent designs on the state of Salalah. What is the basis for this expansion of the Emirates? Third, what does the Republic have to gain from its partnership with the U.A.E., militarily speaking, of course? Military alliances have often caused headaches for the Republic and there is little tolerance for such moving forward." |

Ambassador Usama began to answer the two officials concerns promptly. "Oh yes of course I can explain these things to you two" he said in Porcuian Greek. "We have recognized in order to promote regional peace that old rivalries must be squashed and put in the past. You see old rivalries leave no room for regional peace to even establish itself as an idea despite the fact that thousands of Gaedi's and a handful of their companies are working and operating offices in the U.A.E. Yes the U.A.E supported the Gaedic Caliphate in the fight against GJI operating in the Sinai being it was on their territory. With airstrikes and bombing runs along with naval bombardment the U.A.E successfully contribute to the expulsion of GJI in the Sinai. In the case of recent operations in the territory of Free Sudan we don't support the Gaedic government and their military intervention in the region. In fact we would rather see Gaedic troops out of there to ensure regional stability. Regarding our attempts at forming some sort of alliance, we view the Gaedic Caliphate as an ally but not necessarily a friend. They are an ally to us in terms of economics and keeping peace, however no conflict shall ever break out between our two sovereignties. Regarding our recent plans to expand our territory with the neighboring Salalah. The U.A.E and Salalah have had ties to each other since the start of advanced cultures in the Arabian Peninsula and have significant cultural and economic ties to each other. Salalah like the U.A.E shares similar tribes and have economically supported each other. People of the U.A.E and Salalah travel between the two nations freely without issues and so when Salahlian officials visited the U.A.E for the 2015 Expo in Falah City, talks commenced of a possible joining of the two states. President Mujahid of the U.A.E visited Salalah and the president of Salalah, Faris Ahmed visited the U.A.E capital city of Assad and the economic and cultural center of Falah to observe growth and prosperity in their neighboring country. On the third meeting of president Faris Ahmed, who hails from the same tribe as president Mujahid, he agreed to combine the two nations after months of thinking about it to himself, numerous talks between each others nation and elections to get the opinions of Salahlians to which all agreed to unification. President Mujahid Ali Alsaeed and president Faris Ahmed signed the Combination Accord in Salalah City the capital of Salalah to go forth with the proposal to combine the two nations for the world stage. To answer your questions on military significance. The U.A.E though small are extremely powerful, we stand solely for peace in the region and Africa and for economic growth in the Middle East and elsewhere. We view peace as the only way to uphold success in this world and so believe a strong military agreement helps to make sure that peace isn't disrupted by tyrants or rebellious individuals poised at taking down our governments in the region, an example being GJI. We don't use combat as a first resort, but it is always an option to protect our state and we believe in covering our allies as well so if that means defending them we shall do so. Economically we have supported the Republic of Porcu and have done our best to ensure the safety of Porcuian and other tourist and foreign expats alike in our territory and we have been successful as no terrorist have ever attacked within our nation, ever. In order to repel threats in our region we believe military alliances with our foreign expats countries makes it easier for the regions to join together and understand each other's differences so that fighting isn't the first option. The U.A.E chooses to stay out of conflicts in order to protect how we are viewed internationally and in terms of economically. We don't believe in tarnishing our names and reputations because of regional threats and so we are firm believers in the protection of our region as a whole, not just our state though we are capable of defending ourselves. But of course the U.A.E is a non aggressor state and so warfare is never needed to be worried about by our military allies. The African Federation and the United Libyan Arab Republic have both maintained military relationships with us and it has been successful. Being a small nation, being militarily friendly with as many countries as we can ultimately works out in our favor and hope to keep it this way, as we don't get involved in wars, or choose not to rather, and hope to keep it this way". "With regard to Gaedi military forces currently occupying Free Sudan, would your government be supportive of military action in removing them, if, for example, the Gaedis refuse to accept the current proposal put forth by the Federation of United African Nations?" Julius Caesar asked. "Additionally, do you have any additional thoughts on the proposal? What would the U.A.E. wish to see as the resolution to this matter?" Cornelius Scipio added. "Now," Julius Caesar began again, peering down momentarily at the notes he had with him, "The Republic is not purposefully against the territorial expansion of the U.A.E. We merely wished to clarify the rational behind the political union and, therefore, provide full legitimacy to the matter. We are pleased to hear that your government welcomes Porcuian electoral observers. Once we verify the results of a free and fair referendum, we will gladly provide our support." "Lastly," Cornelius Scipio said in closing, "While we recognize the growing regional importance of the U.A.E., it still remains an open question as to how the Republic would benefit by directly tying itself to the Emirates militarily. As a global power, the Republic is capable of dealing with many threats, but we are also weary of becoming bogged down in local affairs - the deteriorating Al Whaladyan conflict is a perfect example. "We are not against providing military assistance when appropriate and when requested, nor are we against shoring up regional defenses against an aggressor state, yet we are not currently convinced of the necessity of establishing formal military ties with the U.A.E." |

Of course if these were violated we would support military action against them, however we don't believe the GCU would ever violate economic sanctions and would simply have to conform to international agreements." "We would like to see further pushing of economic sanctions and condemnations of their military expansion. We wish to support the African Federation and every other country that is involved in the current situation taking place in the Horn of Africa." "We wish for you guys to observe and begin to assess the situation as much as you need however if it can be down quick enough to not hinder the expansion and the voting by the Salahlian people". "Again we are not an aggressive state and we understand the republics capability to handle it's own military issues. But us the Emirates as a first world rich and powerful nation understand the importance of having allies everywhere. We choose not to be involved in local affairs unless they seriously threaten Amirati interest. On the world stage we are viewed as an important and yet powerful small nation, little Sparta if you will. We are very much so capable of handling our military issues in the region as we don't want to get involved in outside conflicts not close to home to maintain our sovereignty and our positive view on the world stage. By having us a military ally we can easily become the voice of the republic in the Middle East and the Horn of Africa. We are from this region, we understand the cultures, the politics and at times when European influence might not be positively viewed we can easily become the voice of the Porcuian Republic and represent military interest of the republic when necessary". "We understand that you aren't against such support however we can't always guarantee a positive outcome to conflicts in the region with European influences as a factor and that's where we would love to come in and support the republic. We are very so capable of defending ourselves and our allies militarily though we are small. But defending our intercontinental allies interest and sovereignty is just as important to us. Our regional allies and ourselves alike are very much so capable of defending our region, what we deem important and our borders, but we are also capable of defending those who have invested heavily in our region". At that moment an Amirati female secretary walked into the room the men were meeting in. She was wearing western business clothing with a black business attire dress, like some Amirati women do back in the U.A.E she chose how she wanted to dress, she wore a black shailah with the front part of her hair showing. Her tan skin was flawless and told of her young age, quickly her hazel eyes shot across the room towards Usama. Her soft voice broke the sudden silence and with accented English she said... "Mr. Omar would you and your guest like some water?" "Yes please, just bring a cold pitcher and three glasses, they can serve themselves if they want. Thanks Miriam". He looked towards the two men seated across from him as Miriam closed the door and he began to translate their conversation back to Porcuian Greek. "That's one of our secretary's, Miriam, nice girl. Anyway though that is what the U.A.E would like to propose, if you guys have any further questions or concerns please ask away". |

"Perhaps I should remind you that Sparta was also an imperialist power in its own heyday." Consul Julius Caesar replied ironically, but with a touch of humor. "In any case, we are pleased to hear of the Emirates' decision regarding the Gaedic occupation of the Sudanese badlands, as well as your decision to allow Porcuian observers for the Salahlian expansion by the Emirates. We appreciate your government's support on these two matters." Cornelius Scipio added. There was a slight pause. "However...I'm afraid we may have reached an impasse regarding a mutual defensive alliance. To be clear, the Republic views the Emirates in a largely positive light and is eager to work with you and your government in the pursuit of common objectives, chief among these the upholding of stability, peace, and cooperation among the states of the Mid East and Africa, specifically, and the larger international community, generally. "Yet, the Republic is not at this moment prepared to declare itself an open military ally of the United Amirati Emirates. We apologize if this comes as a disappointment to your government. Nonetheless, we are confident that Porcuian-Amirati relations will continue to grow and hope to continue to have your government's support on the international stage." |

Just as ambassador Usama gave his closing statement Miriam returned to the office with the refreshments. She set them down and headed off back to her desk. "Please feel free to stay and have some water and talk some more". |
