Ambassador Keikura was relieved to hear this news. For whatever reason, the crisis that most were almost certain would escalate to war now seemed as if it was avert. "The Federation has no problem with organizing a non-biased, fair observation group to oversee this plebiscite. We ourselves, can send agents from our Federal Boundaries and Elections Administration. We would also reach out to agents from the Greater Cape, Libya, and Porcu. Together I think these nations along with our own can create an non-biased group that can verify the plebiscite as legal, free, and fair."

"Now my government will remove the strike group from the red sea to ease tensions between our two nations" Ambassador Keikura continued. "We expect your government to hold up its end by pulling its troops from the area. If there are worries over security, I am sure we can work out an agreement by which we create a multinational peacekeeping force which won't jeopardize the validity of the plebiscite. My government will also announce the aide package along with this agreement, as a show of our commitment to this agreement. If these are terms that we can agree on then I'll return to my embassy right away and contact my government at once."

Ambassador Keikura extended his hand and shook Ambassador Khomenei hand. "Ambassador let it never be said that diplomacy has ever failed Africa." The Ambassador then looked at his watch. "I will return to my embassy at once and phone my own government. I imagine my President will want to talk to our allies on this agreement first, but I am highly confident that she will be able to convince them on this and have their support. My president will make a public statement once we've secured this support and we can move forward with the agreement. Now if you will excuse me Ambassador."

Ambassador Keikura left the Gaedic Embassy and took little waste in returning to the Federation's embassy and getting on the phone.....

Aksum, Ethiopia...

The ticks from the clock on the wall were almost deafening as President Defar sat in her office. She had canceled most of her meetings for the afternoon, she did feel confident that she could focus properly on anything other than the major issue at hand. She had a strike group in the Red Sea and support from her allies to use whatever force necessary to secure freedom for the Sudanese people. In the legislature she had the support of her party, which with their majority would give her the power to ensure military action for as long as necessary. With all that support and all those assurances that she was doing the right thing, why did she still have such reservations? She could tell those closest to her were getting worried, they were worried she was waiting too long. Her joint chiefs were fearful that if they didn't strike soon the Gaedic forces would be so entrenched it would be months before they'd been able to drive them out. Given that time table she wondered if there would be anything left to give the free Sudanese people.

Deep in contemplation, the President almost did not recognize the sound of the phone on her desk ringing. She was seat across the room in one of two chairs that weren't far from one of the many windows which looked out onto the capital city. She rose from the seat and went to the desk, answered the phone as she took her usual seat.

"Ambassador Keikura, what news do you have?........ They did.....we have an agreement then?......Excellent, Ambassador you have done a great service to your country.....Yes, you can expect to hear from me as soon as it possible....Ambassador, thank you."

Almost instantly the President mood had changed and no sooner did he hand up the phone with the Ambassador did she have her secretary phone the presidential offices of Porcu, Greater Cape, and Libya. She put all three president's on a secure conference call with her.

"President Mkeba, President Qodfe, and President President Atratinus I am calling because I have just received word from our embassy in Toledo. I had order our Ambassador there to attempt one final accord with the Gaedic Ambassador to avert armed conflict over this matter. My Ambassador reports that the Caliphate has agreed to a plebiscite, will pull their troops from the area, and agree to allow international observers to ensure authenticity and fairness of the vote. The Federation wants to accept this deal but will only do so if our allies also agree to it. We also welcome representatives from each of your nations to join officials from our own to observe this historic vote. Of course however, I welcome each of your council on this matter....."

President Mkeba leaned back in his chair as he listened to President Defar's explanation of the events in Toledo. He wanted to give his counterparts the chance to respond to Defar's inquiry but thought the long silence too deafening. "President Defar, first allow me to thank you for taking the time to personally call us and enlighten us to the developments regarding the Gaedis. You should be very proud of your ambassador for successfully handling such a delicate situation; I know I would be. Now, as per your news, I would be remiss to forgo a chance at ensuring the continuation of the peaceful democratic process in Africa but I am afraid I have to be honest. While I appreciate you extending an invitation to Capetonian observers to aid in guaranteeing the transparency and equity of the Gaedic referendum in occupied Sudan, my government disagrees entirely with the nature of the referendum. Please do not receive my dismissal of the Caliphate's occupation and subsequent referendum as a rejection of our valuable relationship, President Defar, or of the Federation's desire to bring stability to the north of the continent; rather, we simply cannot act as an impartial mediator during the referendum, especially in the shadow of the Gaedis' occupation of Sudan. The official dissolution of the relationship between the Gaedic Caliphate and Greater Cape is one that will not be mended in the foreseeable future so, consequently, we have no desire in legitimating the Caliphate's occupation of Sudan. I'm terribly sorry, President Defar, but if you should require further assistance from Greater Cape, I sincerely hope you understand how ready and willing my country is to be of service."

The Capetonian President believed his position was fair and just yet he could not help but feel guilty knowing that he, and his country, had possibly let down President Defar. "I'd love to hear what Presidents Qodfe and Atratinus have to say on the matter, though."

President Atratinus winced heavily after the Capetonian President referred to him only by his cognomen. He set aside the insult and attributed it to ignorance.

"I hope this call is not ceremonial and that what we have to say is more than 'council'." Atratinus began in the same soft tone of voice which marked him. "That said, I also would like to take a moment to thank you, Madam President, and to the applaud your government's efforts. Of course, my feelings extend to the Libyan Republic and to Greater Cape.

"Now, I also hold reservations regarding the Gaedis. In short, it is disturbing to me that there is no mention of the infrastructure projects of the Gaedis. Do you think the Sudanese should continue to be leeched? I would like to see those industries, factories, and equipment nationalized, without compensation to the Gaedis, and be provided to the Sudanese, liberum. Additionally, I would not trust the Gaedis to patrol the Red Sea. Africa will have to deal with them again if their armed forces are allowed free reign in the continent.

"Even with all of that, however, I am not convinced that a plebiscite at this moment is appropriate. I have not reached a decision, but it can be argued that the independence of Free Sudan should be our top priority. Should they wish to formally tie themselves to the Caliphate at a future time then they will have both the capacity and the ability to do so."

"I can understand your concerns Mr. President" Defar stated to the statements of Atratinus. "I am not entirely convinced that the caliphate will work completely honest with us either. Nor that this solution will end future problems between the free nations of Africa and the Caliphate. However, the Sudanese are a poor people and if a diplomatic solution cannot be attained then there will be only war. War is costly as your undoubtedly know, and for a people that already have very little then one can only assume that after the war they will be left with nothing. That being said, your concerns are valid as is everyone's in this call. The Sudanese people cannot be pawns in the Caliphate's designs on the natural resources of there nation. this is something I think we can all resoundingly agree on."

"This plebiscite will give us the opportunity to put peacekeeping units in the area. I don't think its unreasonable to believe we can use that opportunity to do some reconnaissance on the infrastructure. Furthermore, I can assure you that the Federation's own military leaders are looking into new strategies given these recent events. Stepping up patrols in the Red Sea only one such measure we will be taking. That all being said, regardless of the uncertainty of the outcome, I am still of firm belief this vote is our best bet at peace in this region. Presidents Qodfe, what say you on this situation?"

President Mujahid upon learning of the current growing issue across the waters of the Red Sea prepared a statement for release.

"We stand by with our allies in the African Federation, however if the Gaed's were to choose to take military action against the Sudanese we would be forced no more than to continue standing by with our allies and take economic sanctions upon any belligerents to the Sudanese along with possible military action".

After listening to all of the concerns, President Defar thanked her allies again for their unwavering support and then frankness in this situation. "Believe Gentlemen when I say that I understand the ramifications of this agreement both for the now and the future. African must never allow ignorance or our more brutal pass to allow ourselves to be ruled under tyranny or by despots. While this agreement may not be the best, we believe it is at this time the best we can afford less we are prepared to fight a war that will undoubtedly cost lives. Lives of both the soldiers we send in as well as the people we claim to wish to protect. The Federation will make a statement shortly about this agreement, we will announce that we have spoken to our allies and that, despite some reservations, none have posed any immediate disagreement with our actions. Naturally, our observers will welcome any Porcuian or Libyan observers that wish to participate and we will respect the decision of our South African allies in your choosing to abstain. If there are no further comments then I will have my office release a statement at once."

"I'm sorry to interject, Madam President," President Atratinus said with a stern voice, "but the Republic will not accept any agreement that does not fulfill the conditions specified regarding economic infrastructure. I am willing to allow flexibility regarding military patrols and the like, but I cannot sign onto an agreement that allows the Gaedic Caliphate to continue to own and operate infrastructure that will leech the natural resources of the Sudanese. The Gaedis must be forced to concede these and to turn them over without compensation."

"Mr. President I seem to have misunderstood you previously and of that I apologize: Defar stated. "Your arguments are valid and I can see that without addressing this issue, this would only enable the Geadic people to steal resources from the Sundanese. Of course this is again dependent on the Sundanese voting in favor of joining the Caliphate in the first place. If I can get the Geadic officials to agree to this measure, to agree to allow private enterprise in the Sundanese region then is the Republic willing to back this measure?"

"I apologize for not making myself clear." President Atratinus replied. "If the Sudanese do indeed vote to join the Caliphate then the issue of ownership is a mute point. However, if the Sudanese do not vote to join the Caliphate, then I think it only appropriate that all economic and logistical infrastructure currently managed by the Gaedis in Sudan be transferred over. If Sudan remains free and independent, then the Gaedis must be ready to relinquish their ownership over the economic infrastructure in Sudan.

"If this is made clear to the Gaedis and the Sudanese, the Republic will fully support the Federation, and her African colleagues, in this endeavor."

"Very well Mr. President" Defar stated, "I will make contact with the Gaedic Caliphate and work to secure this understanding with them. I will have my respective Ambassadors relay my results to you the minute we have them and then my government will go public with this plan. Thank you all for this conversation and I look forward to continuing our mutually beneficial cooperation between all our nations."

Defar ended the call just as everyone gave their goodbyes. She then paged her personal aide and drafted a communique to be sent to Toledo at one, to the ICON Ambassador there.

Ambassador Keikura received the message and got on the phone with the Gaedic Ambassador.

"Ambassador Khomeini" he stated once he was connected with the man. "I have received word from Aksum. The Federation and its allies wish to have your government's assurances that, should the Sundanese vote to not join your Caliphate that all infrastructure currently in the hands of businessmen of your country and your government, will be handed over to the Sudanese. If this assurance can be made, then you can inform your leader that we have a deal and that the Federation will announce this right away with the support, of its allies."

Khomeini looked down his padded white window and, with a small sigh, he spoke: "Keikura, you must understand the concept of private industry. Of course we will relinquish state owned and funded equipment, but if it's in the hands of a corporate organization, then it appears that there is nothing to do. This is simply how capitalism works."

The President was aware of the message given to his Ambassador and, during a meeting, spoke of this incident "Please, give them my kindest regards, but let them know that what our businesses take in their ventures are up to them to decide. We have no control over our own national companies decisions."

"What I am asking, is that if the Sundanese people choose to vote against joining your nation then your country must uphold the same internationally recognize laws which prevent say, a Federation private company, from claiming ownership and drilling oil from land which is rightfully the territory of the Caliphate and its people. If the Sundanese vote not to be apart of the Caliphate, than their territory is their own and no company, private or public, has a right to operate there without the expressed consent of that lands people or the fairly and freely elected government chosen to represent those people. Surely your government recognizes that no company has the right to strip the natural resources of a territory they do not own and cannot own with the consent of the people to whom the territory belongs"

"That is under the consent of the Sudanese themselves. If they wish to prosecute these individuals, then it may be so if there is evidence to prove malice and manipulation. Otherwise, hypothetically speaking, the Caliphate will be able to offer little in the Sudanese' own justice system"

Your government can be made aware our strike group in the red sea will be moved immediately" With that said the Ambassador gave his regards and then hung up the phone, waiting only moments to call the Foreign Secretariat back in Aksum.

Within the hour the carrier strike group being commanded by Admiral Bedaso received their orders to withdraw from the area. The Admiral could only conclude that some sort of agreement had been struck in the eleventh hour. While a bit relieved that he would not have the fire that didn't mean he had not been prepared to all along. Signaling the rest of his group, the Federation ships turned and began heading back towards Federation waters.

The media was quickly called to the Federal tower where they were told the President was to make a major announcement over the crisis in the Sudanese badlands. Taking to the same podium where she'd made her last ultimatum to the Caliphate, the President once again took to the mic yet this time her demeanor was more calm, more assuring. She was confident that in the waning hours she'd secured a political victory for the Federation and a peace for Africa that had only moments before been on the brink of war. While asking for the press to be seated she took a small, deep breath before speaking.

""Ladies and Gentlemen of the media, citizens of the Federation, and nations of the world" she started once again, her voice steady and firm. "It is with great relief that I am announcing to you now that the Federation of United African Nations, in council with our allies in Africa and the world, have reached an agreement with the Geadic Caliphate over the issue of the Sudanese badlands. A plebiscite shall be held in the Sudanese badlands over the issue of that territory joining the Gaedic Caliphate. This historic vote for the Sundanese people of that territory, shall be conducted in a free and fair environment. While I speak to you now, the Federation's fleet dispatched to the Red Sea has been recalled and in response, Gaedic forces deployed to the Sudan north are also being recalled. They shall be replaced by a peacekeeping force to consist of the Federation and those allies of ours that wish to participate. This is being done to ensure the safety of the people during this vote. Observers from the Federation, our allies, and the world are being invited to witness the vote and validate the authenticity of the vote. In response to these agreements made between ourselves and the Gaedic Caliphate, the Federation is pledging an aid package to the Sudanese north worth 1 billion in basic aid needs as well as funds that will be given to the local Sudanese governments to help fund local infrastructural projects necessary to uplift the Sudanese from their poverty."

"While this has been a trying time for the Federation, our allies, and all of Africa; I am personally pleased that this issue has been resolved through diplomacy. Conflict has no place in Africa and it should never be said that we lack the necessary skills to resolve our problems with civility and grace. I am eager to work with the Gaedic Caliphate on this issue and am hopeful that this agreement will ease tensions between our people. I imagine that there is a great deal that we can learn from the Gaedic people just as there is much that they can learn from us. I am also pleased to know that the Sudanese people will get their chance to have their voices heard. Of those listening now let it be known that no matter what the outcome of this most historic vote for their people, the Federation will stand by their decision and will continue to offer whatever support and assistance they may need or require. Thank you."

Just as planned polling stations were erected and the referendum vote for the Sundanese people was underway, on whether or not they would join the GCU. It had been such a difficult time for so many but soon the people and the world, would finally have a definitive answer to such a divisive question. With Federation officials looking onward, the free and fairness of the election could not be brought to doubt.

Official Statement
 

The Gaedic Caliphate has decided with the full cooperation of the Protectorate of Sudan to begin taking in the polls for the future presidency of Sudan, and the decision on whether or not the Sudanese will secede from the Gaedic Caliphate.


OOC: Polls end tomorrow, so vote EVERYONE WHO READS THIS!!!
