As Secretary Nuru was concluding her speech, one of Dr. Shabangu's aides stealthily and discretely managed to hand her a note. Fortunately as the crowd of Capetonian Assemblymen, -women, and press was giving the Secretary their undivided attention, few noticed the concerned look that replaced the Minister's jovial smile. As she studied the brief message, she felt the familiar knot start to form in the pit of her stomach...a knot that only accompanied intense stress and worry. Based on the note's information, the Gaedic government had decided to continue this business with invading the Sudanese badlands. What was worse, the Gaedic representative had yet to arrive at the National Assembly or alert the Captonians to when he would join his counterparts. Shabangu sensed that Secretary Nuru was coming to the end of her remarks and decided it would be best to cut the ceremony short.

"Thank you, Secretary Nuru, for your wise words. I know that the people of Greater Cape echo your sentiments entirely. Now, with all due respect and many apologies to my Libyan colleagues but I am afraid that we must begin our private talks. Thank you all for coming to welcome our honoured guests to Cape Town."

With that, Dr. Shabangu nodded to the IT aide in the crowd, wordlessly indicating that the microphones were to be turned off. Shabangu turned to her colleagues and leaned in to quietly inform them of the unfolding events in the north of the Continent. "As you can see, this has become an even more complex and complicated situation. I would recommend that we head to the conference room straight away so that we can get a better handle on what the Gaedis are doing. Right this way."

Heading towards the conference room, gliding down the long and shallow hallway, Representative Maryam Aro rushed to attend the meeting.

As the double doors opened, Aro slipped between her guards and filed to the nearest seat.

"Now would you look who it is!" chuckled the pasty, bald representative to her left, "Maryam!"

Gently positioning the microphone to her face "I apologize for my brief absence, but I must commit to the words for which my Caliphate has so dearly asked me, may we begin? To express what the Caliphate desires, we must get to the bottom of the confusion. We indeed contemplate the desire to root out GJI influence in regions from which they may launch dangerously threating attacks on domestic and military vessels and positions. I am assured that many within this audience are abundantly knowledgeable of the events that transpired in the Capital of Greater Cape last December, which killed our dear president Maleck Zakariya. We cannot allow ourselves to forget, and to bicker about any war crimes that may be quote 'occurring' in Former Sudan is abominable. The Caliphate only desires to stop the GJI from growing, whilst dealing with a humanitarian crisis in Former Sudan."

Dr. Shabangu was visibly perturbed at the Gaedi representative's errant tardiness but the Capetonian Minister kept her cool.

"Well, I'm glad that you are finally able to join us, Ms. Aro. I was beginning to believe that you wouldn't be joining us. Thank you for your opening remarks but, as I am sure you are aware, there is a modus of decorum that we all abide by and you actually came in as we were beginning to discuss the situation in which your country is involved.

"Since you decided to come, though, perhaps we should begin with introductions given that we don't all already know each other. My name is Dr. Faith Shabangu and I am the Capetonian Minister of State. President Mkeba asked me to bring each of you together so as to better understand the current events unfolding in the Sudanese badlands. As a means of assuring impartiality and equity, the African Continent's leading political and economic leaders have been asked to join us, Ms. Aro. This is Libyan Foreign Minister Mehmend Salbam, Libyan Ambassador Ali Jibral, and Libyan Vice President Paul Kagame and this is Secretary Zera Nuru of the Federation of United African Nations. We are all eager to better understand the stance your government is taking in the Sudanese badlands as well as the intentions the Gaedic Caliphate has regarding the future of the area.

"Now, as you mentioned, the Republic of Greater Cape indeed has a vested interest in this matter as the Gaesch Jamaat Islamiya committed crimes against your country as well as citizens of Greater Cape. However, the interests of a single nation do not outweigh those of the global community at-large.

"I would like to allow my colleagues from the United Transitional Libyan Republic and the Federation of United African Nations to begin with their inquiries on the situation in the Sudanese badlands."

"Representative Aro the Federation is, if I may get to the very point of it, concerned that the Caliphate is using its military to simply take territory your government is claiming to have a desire to "liberate." We can agree that the Gaesch Jamaat Islamiya is deadly and should be fought on all fronts, when it is humanly possible to do" Secretary Nuru stated, her demeanor was more stoic that outright cold and harsh. "Indeed, the Federation would have warmly welcomed and applauded your actions in the Sudanese badlands were this a simply case of your government attempting to stomp out terrorism. However, unfortunately from out standpoint and from the information we have gather, it simply is not."

"What we see instead is that under the guise of an anti-terrorist policy, your government has moved in troops and subjugated a population. Subtle as it was, is in nevertheless subjugation when a population is not given a chance to vote, free and fairly, on such a matter as joining an established state. Is your government providing security, food, water, and other basic materials to the Sudanese people? I am not here to question that as I am sure they are and again, this alone would be applaud by my government. However, these items are not being given freely, they are being traded to the Sudanese people in exchange for their own personal freedoms and this is something that the Federation simply cannot stand for."

"However, the Federation also recognizes that it may not have all the facts and has not see the entire picture of this situation given that it has little ties to this particular area of Africa. As such, the my government is more than willing to hear what the Caliphate has to say on this issue and take all evidence into account before making our own judge. This includes relying on the other African nations gathered here today." The Secretary then sat back in her chance, resting her case for now as undoubtedly the Libyans also had something to say.

"Representative Aro, the Libyan Republic does question some of your policies and decisions in the pass that has created new tensions between the Isab and our country along with the border, but we are here not to judge on those actions instead we wish to gather the important facts to help determine the correction course of action need to better the Sudanese Badlands," Vice President Paul Kagame started his responds about the Gaedic counter-terrorism operation.

"The Libyan Republic has its concerns like the Federation does that the Sudanese people don't posses the unalienable right to decide their future and that they are being forced to chose between starvation or losing their personal freedoms as Her Excellency Secretary Nuru had stated early. My government will not stand for this your excellency as your government promises basic necessities in exchange for the right to dictate how a people can live their daily lives or what they can believe in the name of combating a terrorist group. We understand that you are trying to do good but there are other ways to accomplish this goals you have set for yourself in the region, and among this is protecting the right of the indigenous to decide how much of their personal freedom they are willing to give you to reach these goals along preserving their right to a voice in the running of their society." Kagame continues after looking at the other officials.

"The Libyan Republic and the international community will recognize that we don't have all the facts or see the entire picture of this issue as Secretary Nuru spoke of early, which will lead us to withholding our judgement of your actions until we have gathered the need facts to determine the next course of actions which could include having a joint peacekeeping force being formed by the ICON and your military to police the country." The Vice President returned to his seat to see what the respond of the Gaedic official would be to these questions which could provide insight to a possible peaceful future for the continent and Sudanese people.

Non-RP: Sorry for not being here for SOO long! I was actually studying for my High School Admissions test, so I had no time to pursue any further hobbies. But, here I am, so let's do this!

RP:

Having stood in a bravely pondering manner, the ambassador walked towards the podium, sweat dripping down his neck as it leaked into his dark black suede suit. Cautiously, he spoke, worryingly tense of those before him.

"For indeed, the people of Former Sudan are undoubtedly within the top of our prioritized perturbation. Those whom we have tried for crimes against humanity, are peccant, those of erring for engaging in atrocious acts that have harmed innocent civilians and aid workers. The leader of Gaesch Jamaat-Islamiya, a one Khalid-Al Maliki. During a seven month military and currently ongoing humanitarian operation, mister Maliki and nine others of his upper echelon were either apprehended or killed during a total of 11 special operations raids. Now, to digress from combat related dialogue, it is quite dear to highlight the situation involving the Sudanese and their basic human dispensation. Approximately fifty-four thousand migrants and refugees had filed for emigration from their former homeland to the Gaedic Caliphate. The Caliphate subsequently acquired thirty-three thousand of these individuals and placed them within noncommittal housing throughout the a two hundred-fifty mile radius of land within the Sinai. Along with this, the equivalent of three billion United States dollars were given strictly for the aspiration of resolving humanitarian tribulations that are occurring while I and many others speak. It is quite pertinent that this operation continue under Gaedi supervision, to ensure the uphold of peaceful sanctity."

"I don't think that any of us are here to dispute what your government has done for the area. Terrorism is a dangerous tool utilized by the cowardly in order to perpetuate fear in order to get what they desire. It is an unfortunate side effect of what poverty and hopelessness can bring to a people and a region. That your government has taken upon itself to fight such things is commendable and were that all they had done in recent months and weeks indeed I imagine this conference would be going quite differently."

"However, again you fail to address the one underlining fact of what our governments have shown such great concern for your actions in the Sudanese badlands, an that is freedom. You say that a great portion of these people have emigrated to your country, but what proof do we have that this event happened freely of their own will and not because your troops invaded their lands under the pretext of fighting terrorism? You say that your government has provided these people homes, but what proof do we have that these homes are not restricted zones, that they people are not being forced into ghettos and having to live as second-class citizens while your own people take their lands and homes in the Sudanese region? In the end, what proof do we have that your government has been given consent, by the Sudanese people, to take this region and integrate into your Caliphate?"

"I would like to address," said the ambassador "the report listed by the Gaesch Office Of Humanitarian Rights, which states, and I quote 'the civilian population appears to be living within substantial living conditions that meet requirements designated under world law. Access to clean water facilities and food supplies seem readily available through the private non-profit charity organization Underhaask. Also, medical teams from Doctor's Without Borders along with military medical regiments care for the population in a civil and organized manner. In the long term, however, the variables may change. It is unknown at this time if this situation will escalate or heal'. Now, I am sure that this is proper evidence to dictate the ideal that in itself, these people are cared for within their own homeland. Now, for the refugees that qualified for residence in GCU, I have brought with myself a paraphrase of a report by renowned German anthropologist Steiffen Heilberg. And I quote "Ninety-three percent of the refugee population are of those belonging to Islam, with six percent attaining to Christianity. Along the lines of hospitality, I have never seen such a mass welcoming of foreign peoples since my research upon Myanmar."

"First, please allow me to echo Vice President Kagame's sentiments by saying that objective and factual data regarding the refugee situation in the Caliphate as well as beyond the Caliphate's sovereign borders are much more important than ideological or political discourses. As such, Secretary Nuru's questions of agency and individual freedom of choice have yet to be addressed. Your administration has not presented any objective data to support the understanding that these refugees would have otherwise come to the Caliphate before or without the Caliphate's intervention in the Sudanese badlands. What is more, although my government does not discount the great strides the Caliphate is making within its own borders to secure and provide for the influx of Sudanese refugees, we are troubled by the lasting presence of Gaedic military forces in Sudanese territory. It would be of great benefit to the peoples of the badlands as well as the Gaedis and the citizens of the Federation that a multilateral and multinational peacekeeping force take the place of the Gaedic military in the badlands. Given that this continent remains constricted in the historical grip of colonialism, we as a continent of diverse peoples must remain ever vigilant and sensitive to the lasting effects of colonialism as well as the possibilities for future threats of imperialism, be they from beyond Africa or within. "We have no doubts, Mr. Aro, that the Gaedic Caliphate is doing what it can to the best of its ability to best serve the Sudanese refugees within the Caliphate's borders. Would you be able to better clarify your government's long-term plans in the region? "Indeed a adamantly remarkable question, you ask Dr. Shabangu! Allow me to digress. The Caliphate has disbursed approximately three billion in United States Dollars to aid our humanitarian operations in Former Sudan. An enumerable amount of perseverance has been made to ensure that those with living difficulties find, sorry, receive the care they so desperately require. Along with this, may I bring the engineering report created by the H.E.A.R.T. to monitor recent achievements in financial and supportive aid."
The ambassador shrugged as he pulled up a remote to activate the presentation occurring on the large screen before all whom stood.

"Fifty-thousand police officers employed in the newly instituted government."
"Approximately three hundred billion fedas in revenue through the newly formed Stock Market"
"The redeveloping skyline, compassing twenty-three thousand square miles"
"Seventy-three private companies and NGO's ensuring a better tomorrow for these people"
"And to top it all off, twelve million people with new, well paying careers. Barely fifteen percent of this population makes under the United States minimum wage."

"An yet Ambassador this is all happening whether or not the people of the Sundanese badlands wish for it or not" Secretary Nuru stated, her voice betraying her with a tone of cynicism. "The Federation of United African Nations understands why the Gaedic Caliphate is in the Sundanese badlands. Furthermore we are more than willing to believe, even with this arguable evidence, that not only is your government caring for the refugees flooding into your own country but for the individuals still remaining in their homeland. That your government cares for the future of the Sundanese people, to the extent that it is more than willing to provide the financial and raw materials necessary to build for these people a stable society. However, what we cannot and remain defiant towards, is any notion that this all is being done with the blessings of the Sundanese people. This and this alone is our point to our argument, a point to which you and your government continue to not address."

"To be clear, the Federation will remain defiant towards this occupation of the Sundanese badlands by your government and will consider your continued presence in the area an occupation until your government provides clear and indisputable evidence that your presence is not only agreeable but welcomed by the Sundanese people. Such evidence, in the Federation's opinion, can only be gather through one act and one act alone. The Gaedic Caliphate must hold a free and fair referendum within the area in question to which the Sundanese people will be given the right to vote on whether or not to accept your government's sovereignty over their lands. The Federation is more than willing to provide the logistical and financial support needed to hold such a referendum. The further ensure that such a referendum is unbiased, we offer our own officials as observers and would suggest that both officials from the Greater Cape and Libya also be invited. We also echo the sentiments of Dr. Shabangu when we offer military assistance in the region, in the form of a peacekeeping force, to ensure that peace remains during this referendum. Finally, the Federation is also willing, despite whatever outcome may come to pass from this referendum, an aide package to help bolster this new economy and society your government is building in the Sundanese badlands if your government is willing to agree to such a referendum."

OOC: Just a friendly reminder, but organizations such as the WHO don't actually exist in our world. I imagine the closest thing we have currently would be the H.E.A.R.T organization but its not exactly a replica of the WHO nor does it function entirely similar. Basically, for our world, everything international (whether it be an international organization or treaty/agreement) exist within the confines of ICON (Link). Also you don't necessarily have to compare everything to US $$$ as the United States of our World is hardly the super power that the real US is.

The African Continent has continued to proposer in progress and peace with the successful administration of referenda over the course of our modern history so there is a strong precedent justifying the use thereof. We believe that a referendum citing the specific nature of the Gaedic military and official governmental presence in the Sudanese badlands be called within 30 calendar days.

"Allowing the Sudanese themselves to speak to their experiences under Gaedic influence and control will speak greater volumes than the various data you have provided, Mr. Aro. To be quite honest and very frank, my government refuses to believe that the Sudanese badlands, which were previously a barren, sparsely populated and quite underdeveloped piece of land, now possesses such strong economic, political, and extra-political clout within so many weeks. These claims are, frankly, farfetched. This is even greater reason to allow the Sudanese to speak for themselves.

"A multinational and multilateral peacekeeping force sent to the badlands immediately will ensure stability, equity, and objectivity as well as an unbiased referendum."

Walking past the halls, the Ambassador slipped through the Embassy before entering a burgundy room with a large OLED TV.

"Ambassador," said Diplomat Al-Arkah "just sit and watch"

The Ambassador took his seat around the small ovular table, as Diplomats sat and stared at the video being played.

"It appears, that I have been convoked to reprimand and more specifically, elucidate the context for which the Caliphate has committed it's actions. Furthermore, I would like address my self and state my specification. I am, in full form, Dr. Abu-Ahraf Al-Ghazalli. I am, to specify, the draftsman behind the 'Sudanese Reconstruction Ministry'. And yes, I hail from this land of bare desert and virulent climate. But, among all this, I am a survivor. A survivor of an antagonistic regime which provided little succor to those who required such. Our government prior was viciously callous. Fallible judgement, combined with the genocidal actions which had costed the souls of well over thirty-thousand, had forced ourselves to suffer under such heinous atrocities. Now, I am to explicate, Gaesch rule is NOT the nirvana you so have heard. It is simply a-"

The ambassador's assistant peered into the microphone as quickly as he could and, in a brusque manner, awoke his inner tension "I feel that Mr. Ghazalli has spoken to an extent that a broad picture has been-"

"If you may so dutifully fulfill," pronounced the Ambassador "he shall diffidently conclude!"

The assistant, in full astonishment, backed into his leather chair and quietly peered in.

"The Caliphate has abruptly entered, and within it's wake, has left a trail of righteous care and flawed disaster. Nearly three-hundred forty thousand individuals have been hurdled into makeshift camps that resemble those created in North Africa. As for the, and I quote, 'civil advancements', I see little success in areas other than our capital of Khartoum. Yes, magnificent skyscrapers dent our hemisphere, and beautiful housing complexes dot the ares with resemblance to those in Allajadin, however this is all for show. Cleverly designed eye candy made for the wealthy and upper middle class so they may feel prosperous and allot for greater taxation among the middle-class and poor. I strongly recommend allowing the majority of authoritative jurisdiction under the capacity of neutral military forces so that we may be treated equally regardless of race and gender, a condition which has been barred under the rule of the Gaesch Caliphate."

OOC: Hey GCU, I don't meant to be pushy or anything, but your last post is a bit pushing what we generally consider polite RPing. It's not that we don't mind random or sometime, spontaneous actions from time to time, but generally its more acceptable when it makes sense. The problem with your last post is that A- You jumped forward in time without really consulting (in particular), Greater Cape given its his nation who is IC hosting this summit. B- I don't think that such an individual as this Dr. Abu-Ahraf Al-Ghazalli could just simply walk into an international summit such as the one GC is hosting for us. I imagine this meeting would be under high security given the various delegates involved. At best, Dr. Ghazalli could arrive and ask to be seen by a representative, who could then inform Dr. Shabangu that he's arrived and wishes to speak with the delegates assembled. GC could then RP whether or not to allow the man into the conference room.

Make sense? Again I'm not trying to be difficult, its just that its kind of hard to follow an RP when one player sets up the environment and then another takes actions that simply don't make sense. That all being said, I don't think you have to completely scrap your last post just make a few alterations to better fit with what's been previously established in prior posts, specially in regards to what GC has written about the environment in which this meeting is being held.

Dr. Shabangu had just voiced her support of Secretary Nuru's suggestion of a Sudanese referendum as her personal aide, whom had been sitting behind her, tapped her on the shoulder. Shabangu's aide handed her his phone, on which a recorded broadcast was circulating the regional news agencies. The Capetonian minister knew that if her aide had shown her the video, it was of pressing concern. "My esteemed colleagues, I believe that we may be speaking tautologically to no end. Perhaps it would behoove us to take a brief recess. Please, step into the next room for some coffee and tea, biscuits and sandwiches. If you'll all excuse me..."

Shabangu smiled at her guests as her aide led her out of the conference room and to a private office down the hall. "I'm sorry, madam minister but I really think you should see this," Shabangu's aide said politely.

"No, you're absolutely right. Please, let's see it."

The two Capetonians watched the video broadcast of a man who claimed to be a representative of the Sudanese people. His speech was passionate and moving, clear and concise. His words bespoke a terror and a plight that only those who have experienced true devastation would know. Having grown up during the wars of tribal dominance before the Republic of Greater Cape was established, Dr. Shabangu could sense the incensed honesty in the speaker's delivery. The video was not very long but it brought the Gaedic presence in the Sudanese badlands into an entirely different light.

The two Capetonians walked back to the small conference room and saw that their guests had begun to mill back in as well. Before her colleagues began to take their seats, Shabangu cleared her throat ever so softly, "My esteemed colleagues, my honoured guests, I must offer my sincerest of apologies. As much as I feel that this summit meeting had the potential to bring about understanding and change to the situation in the Sudanese badlands, I fear that something much more pressing has arisen. I must request that we adjourn this meeting, at least temporarily as I attend to some troubling matters. Your presence and efforts here have not gone unnoticed and I am confident that we will bring the situation in the badlands to a successful end. Please, get back to your respective homes safely and we will all be in contact again very soon."

Dr. Shabangu kindly shook the hands of all her guests and escorted them downstairs to the steps of the National Assembly where their respective cars and limousines awaited them. As soon as the last diplomat's car had turned the corner, Shabangu and her aide rushed back to her office. She immediately began drafting an email to Secretary Nuru and Vice President Kagame.

OOC: Great idea! I refurbished the post so it goes along with the story line. I'm hoping my government can send in Gaesch supported Sudanese death squads to murder Liberal Party members, and I'll gladly include that when civil rights gets into play.

Secretary Nuru's ride back to the airport was quite, she was equally so as the aircraft took off back towards Federation airspace. She felt defeated, it was the second time the Gaedic Caliphate had made her feel that was and she didn't like it. The first time was when she tried to broker peace between them and the Federation's ally, Allajadin. The summit had unfortunately ended almost as soon as it had begun. Now unfortunately, the same seems to have happened all over again except this time the meeting had not ended because the Gaedic representative abruptly left the meeting. No, the meeting was cut short for other reasons and though the Secretary was unaware at the time she was soon made aware when an aide brought her a tablet.

"Madame Secretary, you received this transmission..." said the aide as Nuru was handed the tablet.

"Thank you" said Nuru as she took the tablet to read the message. A few seconds later she found herself watching the attached video and soon after that, she had the video forwarded to the president. She wouldn't return to Aksum soon enough for the President and soon the Secretary found herself in a teleconference with President Defar and the rest of her cabinet, with the addition of the joint chiefs.

"Secretary Nuru I apologize for calling this meeting before you could arrive" President Defar stated. "However, given the severity of the situation I think you fully understand."

"Madame President I am fully aware of the need for expedience in this area" Nuru stated. "If I may state so Madame President, the Caliphate was repeatedly questioned on their intent of the Sundanese lands and continued to Dodge the question. I gave the Ambassador an ultimatum and was eager to hear their response however, as you know, the meeting was cut short before I could hear their response."

"Secretary Nuru we were all prepared that the summit would be unproductive which, while unfortunately, was not unpredictable given our past attempts to speak civilly with the Gaedic Caliphate" Secretary Tadese of Defense stated. "Madame President the joint chiefs have laid out a possible first strike scenario in which we could seriously damage the currently combatant infrastructure in the area. Specifically, supply lines the Caliphate is using in currently holding the territory. While I and the rest of the cabinet was appreciative of Secretary Nuru's attempts at a peaceful resolution to this crisis, I believe that hour has pasted. We must now show the resolve of our convictions and show the Caliphate that they, nor any other power here or abroad, can subjugate an area of Africa without a response from our government."

"Madame President while I agree with Secretary Tadese that we must give a response, at least allow me to discuss the matter with our regional partners" Nuru replied. "At the very least, if we're going to use military force we can do so with the support of our allies and not while having to deal with protests from them."

President Defar did not speak right away, she instead sat in silent contemplation of the events and no doubt played out the consequences of her choices in her head. When she finally spoke, her words were carefully crafted and delivered with deliberate tone.

"Secretary Nuru inform the Greater Cape and our Libyan allies that we've resolved to the belief that diplomacy has failed. Tell them that within 24 hours I will personally deliver a final ultimatum to the Caliphate to which, if not agree upon, will result in our government taking military action to ensure the freedom of the Sundanese people. Express to them that while we would gladly enjoy their support, we nevertheless must do this in the name of liberty, justice, and prosperity; values for which are at the core of our beliefs."

"Of course Madame President" Nuru stated before the teleconference was then terminated. Taking to her laptop the Secretary fashioned a response and sent it to both her counterparts in Libya and the Greater Cape. The message informed them of President Defar's decision and stated that while the Secretary herself was open to any further suggestions from either government on the issue, they had only 24 hours to help her to convince her government not to use military force. The clock was now ticking...

Along the satin table, laid tall black chairs. And within these chairs sat men, men of combat and war, men of honor and duty. Their clean, olive drab uniforms clung to them like a hug from a loved one, with their collars fastened so perfectly one would question whether a human could accomplish such a feat. And beyond these rows of men, stood a hulking figure. Average in physical structure, but mentally he was ingenious. He spoke in a tone, a serious tone, in which he would underline this topic of discussion in great detail.

"Well, what do we do General? It appears, simply, that the Federation has increased their military hostilities. I suggest full military exercises to ensure our-"

The figure spoke, interrupting mid-sentence "Now, now. The worst thing we can do now in this situation is aggravate them towards the extent that a military conflict ensues. They seem to be quite belligerent in their ways, and they look quite forward to it. But never mind them, our military is of great prowess. We defeated the barbaric Allajadinian savages in our own land, and I feel that we can protect our interests in Sudan as well. Just maintain a strong military force, and slowly but gracefully, we can transfer our power to the reconstructive government. This is a humanitarian mission of course, and I don't feel that-"

A suited man busted through the oak wood double doors "General, there is a matter of great concern!"
The figure stared at him for a while, before announcing "salute me, for I am your General!"
The suited figure quickly raised his right hand to his head and frantically saluted, before speaking "a known journalist published some findings on the Inter-webs! He seems to be intent on disrupting our operations in Sudan..."

"Remember, we aren't a totalitarian government, nor are we a authoritarian regime, but we are simply a democratic country of tolerance. I don't plan on being as mischievous as bickering around this topic. Free speech is a human right, and all we need to do is make better progress."
The man, nervous, silently backed away from the room without uttering a vowel.
"Now, after that brief interruption, shall we continue?" asked a younger lieutenant.
"Tell the bellicose Federation to back away, or as we all know very well, we won't have it. We will impose sanctions on any Federation naval vessels sailing the Suez, and as we are fighting the Second War on Terror, they will be top priority on nations supporting terrorist activity. They are there to obstruct Gaedi interests in suppressing these militants, and may become as trigger happy as Allajadin. We must only wait, and see if they realize that any engagement with out troops will result in a full invasion of the Federation and an intense blitzkrieg. Any nation which supports the actions of Gaesch Jamaat-Islamiya militarily will suffer the consequences. A peaceful resolution must be found ladies and gentlemen, and it must be found fast!"

Vice President Kagame, Minister Mehmend, and Ambassador Jibril were walking back to the airplane went an aide ran from the plane and gave a message to Mehmend who read it as quickly as he could before giving it to the Vice President. Paul looked upon after a minute or so and responded "Secretary Nuru has sent us a message to inform our government about possible military action against in the next few days should the Gaedic refuse her President's ultimatum to negiate. We should get back to the Libyan Republic and forward the message to President so he can be informed about this rising conflict. What do you think about this Jibral you have weight in on this issue much in the last few hours." Jibral look at his comrade before raising his gaze up to the sky and spoke "This will be trying times but our country will weather them down like the wind does to the great dunes of the sahara over the years. The Libyan Republic has survived tough times and they will do it to preserve democracy and peace." he then walked up the stairs leaving one very confused Foreign Minister and a Vice President who knew that the two Presidents would come up with a destructive plan to bring the Gaedic Caliphate United to its knees from diplomatic pressure or from military invasion.

Few hours later
The War cabinet composing of the President, Vice President Prime Minister, and the top ministers meet in the Executive Palace to discuss the military options that the nation could take to support their ally. The ministers were argued with Defense Minister Nur leading the minister who support a full fledge war opposed to peacekeeping to remove the gaedic from sudan the President and Vice President watched. Amu Turay was waitinf for the one person who could get a compromise and that person was Jibral who was seen as a calming force who get anyone to negiate. Jibral rose and all the ministers stop mid-shouting before the former president spoke "Gentlemen calm down please while I do support the plan to support the Federation we muat wait until the ultimatum to expire before moving on to what course of action is need. Should other contries join with us we could force the Gaedic Government to support a mid-ground of a mult-party peacekeeping operation to help fight the terrorist organization." Then the old leader sat down and waited for the arguemwnt to resume.

"Work is the curse of the drinking classes."

While every detail of the discussions hosted by Greater Cape were obviously not known, President Atratinus and the members of the Consilium, the chief executive body of Parliament and of the Republic, were informed well enough by their intelligence specialists and gatherers. What stung the most was the dismissal of the Republic - not even an insincere telegraph was received asking for collaboration or for moral support. Nevertheless, the decision was made to clarify the Republic's stance, should there have been any confusion among the actors involved.

The Parliament and People of Porcu wish to reiterate that we do not recognize the recent military actions taken by the Gaedic Caliphate United as a legitimate anti-terrorist campaign. The aforementioned actions are viewed as a military offensive with the end goal of territorial integration with the GCU.

The Republic still stands firmly opposed to the recent actions undertaken by the Gaedic Caliphate United and notes with unease the failure of recent talks to resolve the issue in a peaceful manner which affords the Sudanese people the right to determine their own future.

The Republic stands with the Federation of United African Nations and will support their efforts with regard to the Sudanese question.

The hours following the frantic and expedient conclusion of the summit meeting in Cape Town were painstakingly tense. Dr. Faith Shabangu, the Capetonian Minister of State, had learned of some distressing information from a local source in the Sudanese badlands and felt that the Gaedic ambassador did little to address the pressing issues at hand. As she sat in her office late that same evening, the email from Secretary Nuru in the Federation of United African Nations remained in her inbox, opened as a draft. Sitting across from her were the two most powerful people in the Republic of Greater Cape - President Kameron Mkeba and Prime Minister Mary Mbuzambeki. The two had convened in Minister Shabangu's office due to the nature of Secretary Nuru's email; never since the Republic's founding had Greater Cape been involved in military conflict. Rather, the southern African nation had prided itself on its use of diplomacy and political maneuvering so as to promote peace and stability throughout the continent and around the world. Not until now, with Nuru's email awaiting their response, did the Capetonian government officials speak of war.

"Faith, Mary, what should we do? I feel that we are in a bit of a bind here...the Gaedic Caliphate is a powerful country, a fellow African nation, and an ally, albeit a bit of a wild card and quite smug, but an ally nonetheless..." Mkeba mused.

"You're right, Kameron, you're absolutely right. However, we must always remain cognizant of the fact that the Caliphate invaded extrajudicial territory, territory that is even beyond the Caliphate's sphere of influence," Mbuzambeki replied. "There is no logical explanation as to why the Caliphate would invade such territory, especially since Harumph is a sovereign nation and has stronger rights to engagement. Besides, you saw the transcripts of Faith's meeting with the Gaedis; they evaded every single question of sovereignty and didn't even entertain the idea of a democratic referendum."

"That is true, Mr. President," Shabangu added. "You both know me, you both grew up with me. You can both attest to the fact that peace is the most important thing for Africa and it is the most important aspect of my job. This is why you gave me this job in the first place, is it not? That being said, I fear that the time for diplomatic debate may have expired. I did all I could to ascertain further information as to the Gaedis' intentions in the badlands but they refused to discuss the topics at-hand. There are several things we need to consider. First and most importantly, the Federation seems to have made up their mind. I could sense that Secretary Nuru was becoming displeased during the summit and their government has decided to escalate their powers of influence. Second, we have experienced diplomatic failures with the Caliphate before. If you both remember, the Gaedis denied jurisprudence to men they alleged to be GJI agents, in spite of our pleas for a fair trial..."

"Yes, I remember," Mkeba corroborated.

"...So," Shabangu continued, "this appears to be yet another example of how the Gaedic Caliphate does not care whatsoever about the opinions or beliefs of the international community, let alone their fellow Africans."

"Kameron, as much as it pains us all, it appears that the Federation and the Gaedic Caliphate are on a course for military conflict; that is inevitable. What this unfortunate reality boils down to, at least for us, is what our role will be in the future. I think everyone around this table can agree that picking sides always results in a negative outcome, at least in some way. In spite of this, I think we can also all agree that if we had to pick sides, we would opt for the Federation. They have been some of our strongest supporters around the world and are the most powerful country in Africa. The Gaedic Caliphate, however, has done little, if anything, to strengthen the ties between our two countries. As a matter of fact, the Caliphate has done much to strain our relations. Given these facts, our own course of action becomes clear; we must support the Federation," Mbuzambeki declared.

"Mmm, yes, I think you both are right." The Capetonian president took a deep breath and sighed. "Well, what do we do now, then? From the way I see it, we have two options: we either tear up our treaty and opt for direct military engagement with the Caliphate or we support the Federation economically and politically while merely distancing ourselves from the Caliphate."

"Based on our latest figures from Minister Nxesi, our military may be small, our resources may be few but our will is great and our desire to protect who and what is right is strong," Mbuzambeki detailed. "While we might not be able to do much for the Federation and we would likely not be able to engage the Caliphate directly, we can remain steadfast in the fact that we at least have geography on our side. The Caliphate is at the opposite side of the continent; their borders are 6,500 kilometres away from ours. In all likelihood, our military would see very little, if any, direct conflict with Gaedic forces. Rather, what Greater Cape would serve as is a reserve force for the Federation. We could send units to the Federation to serve as logistical support and military police personnel. As President Kabir entered the stage, he corralled the crowd to simmer down to a tense period of quiet. Standing firm, he spoke, sweat dripping down from ear to back.

"It appears, in recent events, that there has been an escalation of tensions between ourselves and other nations who threaten our war against the terror that lurks in our nation. Our own allies wish nothing but death upon us, betrayal at its greatest and most deserting. Nevertheless, greater problems emerge. As we must attest, we must succumb to the reality of the Sudanese people. They are suffering. Their plight is never ending, forced to live within a hell designed to torment themselves and those they love. The war against GJI and their allies will not stop, and as I am proud to announce, the death of the leader of GJI has been killed in a daring raid in Darfur. However, this is not the end. Sudan must be able to establish it's own state, with a government that can sustain itself under the premise of peace and utter tranquility. No more will be of it, in context, the time in which violent escapades carry on to the streets and maim those of innocent nature. I stand firm with our nation's stance on defending the Sudanese people from the threat GJI poses upon them, but we cannot do this under our own shadow. No, we require the aid of surrounding bodies. I urge that those who even contemplate the idea of threatening the Gaesch caliphate consider the introduction of a Multi-Lateral peacekeeping force to aid in Sudan's reconstruction under Gaedi support. Now, to the belligerent states who threaten harm against us, such as the Federation, I will tell them this. Violence will not solve this crisis, for it will only further escalate the situation into something greater. Indeed, it only shows that those who want to harm our nation would have corresponding sympathy for GJI and their cause, an act that is completely and undeniably unforgivable."

The mood was tense, silent, and utterly depressing...


The crowd was indeed depressingly silent, was the pretense for the mood Kabir was looking for. He was of serious nature, and he believed it should remain as such.
