Federal Tactical Command HQ, F.U.A.N.... Posted Image The Federation and the Gaedic Caliphate did not have the best of relations, in truth there weren't any relations between them to speak of. When hostilities existed between the Gaedic people and that of Allajadin, the Federation attempted to mediate between the two for the purpose of peace. Those mediation however left miserably short nd that was the last time any official communication was attempted between the two nations. Satellite photographs picture the troop movements of the Gaedic in the Sudanese badlands. Federation intelligence knew that there had been terrorist camps in that particular region but was under the impression the Gaedic had already rooted out a good deal of them. Waiting to see exact what was going on, the Federation began to paint a better picture of the situation as more troops were soon ferried in and was alarmed. The government viewed the Gaedic as hostile, easily moved to use force in any situation and not a government they could work with. It was perhaps a harsh view to have on a people and government they knew so little about but from what little interaction they had had with them, the view seem well founded. An emergency session of the joint chiefs was called and President Defar found herself surrounded by not only the rest of the Politburo but also her top military advisers. "Madame President, from the intelligence we've gathered so far we firmly believed that something more than just a war on terror is going on in this region of Africa" Gen. Mohammed Zenawi, Chairman of the Joint Chiefs, stated plainly. "We are still trying to determine exactly what is going on but most of our outlooks aren't pleasant." "I see General" said the President. "If I may suggest madame President, we could send word to their government get an official response" Foreign Secretary Nuru stated. "They could surprise us a be forthcoming with their intentions. We should at least give them the benefit of the doubt given we know so little about them." "With all due respect to the Secretary, madame President, I don't believe these people can be easily reasoned with" the General replied. "I say we ready our forces by putting them on high alert. The Gaedic may be trying t militarize the area just as they attempted to militarize the hold the red sea." "General I value your caution in this matter" President Defar replied. "However, Secretary Nuru is right in that we must at least give the Gaedic a chance to explain their actions in the badlands. However, I am also concern over the security risk their forces pose so close to the heartland of the Federation. For now lets simply elevate the readiness of our border defends and have regular patrols for our borders, air and sea territory. Beyond that we will simply wait while the Foreign Secretariat attempts to communicate with their government and procure an answer to their activity...." ___________________________________________________

The Parliament and People of Porcu do not recognize the recent military actions taken by the Gaedic Caliphate United as a legitimate anti-terrorist campaign. Instead, the Republic views these actions as a military offensive with the end goal of territorial integration with the GCU. The Republic stands firmly opposed to the recent actions undertaken by the Gaedic Caliphate United, but is prepared to change its stance should the GCU's peaceful and non-expansionist intentions be made clear to its Mid Eastern and African neighbors, as well as the rest of the international community. |

As Atik Farhad was escorted by his bodyguards, it was made clear something important would happen. Very important. Standing in front of he podium, nervous. He bravely gave his speech. "For the Gaedic people, and the entire world, the war on terror is a necessary action to undertake. The lives of millions, around the world, is spearheaded by our presence in Former Sudan. We have integrated into the isolated civilian population food, shelter, and water. Never before has such an action occurred in recent history, but today, we have made the impossible, possible. Peace will be granted to the world, no matter the cost. |

The clock was now ticking and still the Federation had received no response from their communique to the GCU. President Defar reconvened her council of top advisers. "Madame President if I may speak somewhat from experience, I don't believe the GCU is willing to negotiate or even discuss their intentions in the Sudanese badlands" Secretary Nuru stated. "If my experience was any indication to way in which the GCU operates, they believe they can do whatever they want with impunity. I believe we need to reach out to our regional and international partners and propose harsh sanctions against the GCU." "If I may offer an opposing view point Madame President, I believe only military action will get the GCU's attention" countered Defense Secretary Tadese. "They've already moved in troops and supplies into the area. For all intent and purpose, the territory is already theirs as there is nothing in the way of local opposition save for whatever may remain of the terrorist sects and we're not even sure they exist there anymore. I firmly suggest we put troops on the ground or, at the very least, call for an international peacekeeping force." Defar sat in contemplation as she weighed her options. Election season was just around the corner and if she handled this situation poorly it could cost a re-election. On the one hand she recognized that simply take a diplomatic route was already out of the question given how the GCU hadn't acknowledged any international calls to them in their latest speech. Furthermore they had done nothing to spell out their intention in the region to anyone. It could very well be the only way to get anything out of the GCU was to make the talk. On the other hand she was also concerned that using military force could provoke a war, an unnecessary conflict with the GCU. Still at the end of the day the President knew that she had to stay true to her natural principles and those of the Federation itself. The Sudanese of these badlands, whether being liberated from terrorist or not, were still being threatened by military occupation. The Federation, above all other things, believed in the natural right of every human being to be free to choose. If the GCU wanted these territories for their own they would have to ask the people of these lands to decide in a free and fair referendum. The Federation would do everything in its power to protect the people's right to such a choice." "Secretary Nuru please reach out to our partners in the region and internationally. I want to know what kind of support we can organize with them, perhaps with a united front against them the GCU will have to listen to our request. If not, then I want to at least know we have our allies diplomatic support to use force against the GCU. I also want to release an official response to this military incursion. Secretary Tadese, put the military of alert, I want to be able to deploy at a moments notice. The encrypted transmission Dr. Faith Shabangu received was anything but a surprise. She had been closely monitoring the situation in the Sudanese badlands over the past week and was growing ever more concerned at the Gaedic Caliphate's lack of response and initiative. She took several minutes to read and reread the message sent from her colleague and ally. The pressure was on her and her government to take a stance. Shabangu was well aware of the repercussions either direction would elicit - betraying her country's treaty of friendship with the Caliphate was not only bad form but meant possibly losing a political relationship for years to come. Conversely, the Capetonian Minister of State was well aware of the power and clout the Federation had in Africa and around the world. Although it pained her to realize it, the Federation of United African Nations provided more positive results in the scenarios Dr. Shabangu played out in her head. Siding Greater Cape with a rogue state was much more damning than bad publicity her government would get for reneging on a treaty. What is more, Dr. Shabangu had to consider the welfare, safety, and stability of the indigenous Sudanese peoples occupying the badlands now under the Caliphate's control. The Gaedic Caliphate had already set a precedent regarding the lack of consideration for basic human rights and jurisprudence. The more Dr. Shabangu thought about it, she knew what had to be done.

Foreign Minister Mehmend Salbam received the encrypted transmission from the Federation Foreign Ministry about a the recent plans of the GCU to annex the Sudanese badlands in the south which the Libyan Republic was watching very closely. After reading it thoroughly he called the President and Prime Minister so they could decide the next course of action on this tense issue in hopes that the international community could reach a peaceful solution. A few hours later the National Security Council held a meeting in the Situation Room in the Presidential Palace to discuss the options that the Libyan Republic could take to help support their ally the Federation. After a two hours of discussion the President and Prime Minister agreed that the Libyan Republic would provide full support both diplomatic and military support to help end this conflict peaceful along with safeguard the rights of Sudanese. Foreign Minister Mehmend replied to the encrypted transmission.

To: Gaedic Embassy, Greater Cape Mehmed Salbam, Foreign Minister of the United Transitional Libyan Republic Foreign Secretariat of United African Nations As to confirm, the Gaedic Caliphate has no intentions of Militarization regarding the troublesome situation in Sudan. The Gaedic Calipahte would also like to mention the $500 Million Feda food and water distribution program intended to provide relief to those stricken by Gaesch Jamaat-e-Islamiya terrorist atrocities within Sudan. The Gaedic Calipahte has maintained a formal military presence, however, actions commited by mainland forces have been limited to peacekeeping operations ONLY. That is, fire only when fired upon. The Rules of Engagement have been closely monitored, from the beginning of the operation to the end. "Both our allies are willing to stand by us in whatever capacity is needed. though our allies in the Greater Cape do not wish to get involved in any military operations." "That is understandable" Defar replied. "We haven't heard any word yet from our Porcuian allies though we imagine they're simply taking time to properly assess the situation on their end. That being said madame President, I think we may have a diplomatic solution in the works to this situation." "Oh really" the President stated, her eyebrow raised at the statement. "What are our options on that front?" "Well madame President as we know the Greater Cape and the Gaedic Caliphate have a treaty of Friendship and military cooperation. Our friends in Cape Town are willing to forfeit this treaty in order to stand with us against this military occupation. However, I instead suggest we encourage them to the table. They've offered to host a summit on this problem and if they can get the GCU to come, it could prove positive. I believe if we can get them to the table the GCU will see that we demand some answers as to their intentions in the Sudanese Badlands." "Especially given their latest communique continues to evade that very question, what their intentions in the Sundanese badlands is" Defar returned. "I like it, send word to Cape Town that if they can get a representative from the GCU there we'll send one of our own. We should also invite the Libyans if only to show a united African front on this issue.' "Of course madame president, I'll contact Cape Town at once" Nuru replied. OOC: Sorry for the later than desired response. Lets see if we can kick this off again :) IC: The Federation, upon receiving word from their Greater Cape counterparts, wasted little time in dispatching their top representatives to Cape Town itself for the meeting. Posted Image Secretary Nuru was a bit nervous meeting with representatives of the Caliphate again. Her first meeting with a representative of their government had gone so disastrously she wasn't entirely looking forward to the affair. Nevertheless there was the freedom and basic liberties of the Sudanese people to consider now. Waiting on the tarmac at Cape Town International Airport in the specially-cordoned area for diplomatic arrivals, Dr. Faith Shabangu felt competing emotions. On the one hand, she was eager and excited for her country to play host to the possibility of peace in Northern Africa. The Gaedic military expansion into the Sudanese badlands was of pressing concern not only for the north of the Continent but for the entirety of Africa. The ability for Greater Cape to act as a mediator in this distressing time would potentially bring stability to the Sudanese people but show the world how diplomatically powerful Greater Cape can be. Conversely, the Capetonian Minister of State felt uneasy. Despite her happiness of greeting Secretary Nuru again, she knew that the circumstances far outweighed the jovial relationship the two women shared. Dr. Shabangu was deep in thought and hardly noticed the massive Federal jetliner land and taxi. It was not until one of the Minister's aides touched her shoulder that she realized that Secretary Nuru was disembarking from the plane. Dr. Shabangu smiled and waved to the open hatch where the Federal Secretary was making her way down the stairway. "Secretary Nuru, it is an honor and a pleasure to see you again," Shabangu said warmly as she extended her hand. "This is a momentous occasion, Secretary, for you are the first official representative of the Federation to be hosted in Greater Cape, if even under such dire circumstances. I welcome you to my beautiful home. Tell me, how was your flight? Did you come from Lesotho or all the way from Aksum?" |

Foreign Minister Mehmend Salbam, Ambassador Ali Jibral, and Vice President Paul Kagame arrived on the Air Libya airplane a few mintues after Foreign Secretary Nuru touched down. The three Libyans represented the most powerful foreign affairs official with two of them beginning Foreign Ministers. Jibral was leading the way down the stairs and towards the other officials with the other Libyans walk a few feet back talking "Mr Vice President have you seen Ambassador Jibral so serious as the President of the nation." the vice president just shook his head and responded "Not since the beginning of the unification process at the beginning our country which shows how much he wants to make sure this end with a victory for continent." Eventually the officials reached the two other officials and Vice President was the first to speak with a friendly greeting. |

Dr. Shabangu and Secretary Nuru were catching up with each other and sharing pleasantries as the Libyan diplomats approached them. Turning to greet her counterparts, the Captonian Minister transitioned, "...You're absolutely right, Secretary Nuru. Ah, gentlemen. It is such a pleasure to finally meet you in person. I believe you are already acquainted with my colleague, Minister Davies. Unfortunately, she is away on official business in the Republic of Porcu but I assure you that she sends her warmest regards." Shabangu heartily shook the Libyan officials' hands and allowed Nuru to greet them as well. "As I was just telling Secretary Nuru, President Mkeba will attend the summit later this afternoon upon the arrival of all our guests. He is finishing some presidential duties at the moment. Now, if you'll all join me, I have a limousine waiting to escort us all to the National Assembly downtown. Shall we?" |

"It is indeed" Zera stated with a smile, "and I share your sentiment. I can assure you the President was hopeful our first visit to your fine nation would be under a better sky. However, as it stands, regardless of what has brought me here I am certain we will make history." The Secretary paused briefly to hear Dr. Shabangu's second question. "I left from Aksum actually, otherwise I imagine the President would have dispatched me using one of the government choppers instead of the airliner. Still, I'm not ashamed to admit I do enjoy the creature comforts of the airliner" the Secretary stated with a chuckle. At about that moment the Libyans were arriving and as the Secretary and Minister were conversing, their allies made their arrival. After Dr. Shabangu gave the Libyans were customary welcome, Secretary Nuru expressed her own pleasure for having them at the summit. "President Defar not only wish to express her gratitude to the Greater Cape for hosting this summit, but to the Libyan government for allying with us on this issue. It remains most refreshing to the Federation to know that we have such allies here in Africa that hold liberty and democracy as high as we do." After a few words stated by both the Libyans and Dr. Shabangu, the Foreign Minister soon showed the group tot he awaiting limo. |

The three allies' diplomats continued to converse in the limousine en route to the National Assembly. The Capetonian winter air was heavy and humid but cool enough to chill the ill-prepared to the bone. Clouds in the distance shrouded Table Mountain and covered the Atlantic Ocean, providing an ominous backdrop that Shabangu had hoped was not indicative of the summit's events. Half an hour after departing from Cape Town International, the five officials had arrived at the Capetonian National Assembly. The large Cape Dutch-style building was decorated with the flags of the summit's participants; large, vertically hung Libyan, Federal, Gaedic, and Capetonian flags adorned the flagpoles leading to the building's main entrance. The diplomats exited the limousine to see a large, smiling mass of people. On either side of the plaza, Capetonian Assemblymen and -women sat and applauded the foreign dignitaries as the Capetonian national anthem played in the background. Dr. Shabangu swelled with pride as her compatriots warmly greeted her guests; not since the Libyan President's visit so many months before had Greater Cape been able to graciously host such important people. With her head held high, though always with a sense of humility, the Capetonian Minister of State slowly led her guests past the applause up to the National Assembly's steps. In front of the doors to the Assembly, three podia had been positioned in front of the dignitaries' respective national flags. Dr. Shabangu walked behind the centre podium and politely motioned her guests to their own. The applause quieted and the press corps readied their cameras before Dr. Faith Shabangu delivered her opening remarks. "It is with great honor, pride, and optimism that the Republic of Greater Cape welcomes our distinguished guests from the United Federation of African Nations and the United Transitional Libyan Republic. Today marks an historic occasion when these great countries, Greater Cape, and our allies of the Gaedic Caliphate United work multilaterally to address the Continent's concerns regarding the Sudanese badlands. Peace and diplomacy are integral for the continued development, progression, and stability of our great Continent and Greater Cape has nothing but the highest of hopes that the summit between our great nations will continue such a legacy. "In a time when war tears Europe in twain, reactionary religious extremists murder their own citizens in Brazil, Al Whaladya struggles to maintain its own existence, and North America and Asia continue to fracture under the weight of imperialism and instability, the African Continent must shine brighter as a beacon of hope and democratic ideals. It is through multilateral discussion, the exchange of ideas, and the recognition and respect of national and indigenous sovereignty that democracy can flourish. "I speak for the government and people of the Republic of Greater Cape when I say that I am overwhelmingly optimistic that the power of diplomacy and democracy will prove victorious for the peoples of the African Continent. Over the course of this summit, we will ceaselessly work with the United Federation of African Nations, the United Transitional Libyan Republic, and the Gaedic Caliphate United to find a conclusion that benefits all parties involved. "The people and government of the Federation of United African Nations would like to personal thank the people and government of the Greater Cape for hosting this most historic event. Dr. Shabangu is correct in the assessment of the world beyond the African shores. In centuries past many looked upon Africa as a dark continent, a place lost in time where civilization ended and barbarity thrived. Today, I am proud to stand with my colleagues in this most historic occasion as we show the world that Africa is not only civilized, but is the new bastion of democracy and liberty in the world." "Future generations will look at what we accomplish here today and say that this day, was the day that Africa threw off its shackles of barbarity and tribalism an showed instead that it is a place of culture, of progress, and of wisdom. In the coming hours and days I look forward to meeting with the others, our counterpart from the Gaedic Caliphate United. I wish to assure them, as the Federation does, that we do not wish to stand in their way of progress but instead simply wish to ensure that all Africans, no matter what allegiances they hold, have their voices heard and get their chance to speak upon their own future."
