The Settlement of East Draxis

Kursk, East Draxis...

Since the radical events which drove to recent developments in East Draxis and Russia, the two countries had spent the last few months repairing themselves, as it were. In Russia politics had taken on a drastic new form and the people were now returning back to a time when they too have a voice. In East Draxis, the protesting had stopped and the provisional government was not taking steps to become a more permanent entity. Alexander Doroshenko had come a long way from worrying about test scores and school building since his time in the education ministry. Now he was chairman of the East Draxis government. His actions to date had always been with the best interest of Draxis in mind. Though he did not count it out, he did not believe that Draxis would ever be whole again or at least not in his lifetime. He instead spent most of his time in improving the East State in order to provide for the Drax under his care, the best possible resemblance of normal life that they had once known a generation ago before the Civil War. Had the Russians not interfered as they did his work would have already been further along than it was, perhaps even near completion. Yet they had and while he resented much of what they had done he also knew that the Russian Emperor was very sincere in wanting only what was best for the Draxs. After all, he was as much a brother of the Drax as he was a brother of the Russians and despite what anyone may wish to think, the two countries were more inseparable than ever. Russian aide was providing much needed relief to the still war-torn areas of the country from the civil war and now for the disaster relief efforts of Arrakan.

Still the mood of the people was that East Draxis was to remain its own and their independence was something Doroshenko was ready to fight for if necessary. However, he was also coming to the realization that it might not be the only fight he had before him. The Tauric Republic had sprung up almost overnight since the destruction of Arrakan. Doroshenko had known many politicians in the Crimean before this new Republic took form and as of late, he'd not heard from many of them and those he did hear from did not seem themselves when they told him all was well. The Chairman got the very bad impression that something sour was going on in Crimea but since the held of hostilities had not had the chance to visit the area personally. Furthermore there was the case of supposed genocide in the Crimean by the Russians when they had attempted to take back the Peninsula. Doroshenko did really believe the Russians would be so bold but at the same time remembered that he himself had been blind-sided by his house arrest. Maybe indeed it was possible that Russian troops took their mission in the Crimean too far. All these unanswered questions were in need of answers and while everyone enjoyed the uneasy peace that followed the attempted assassination of the Emperor, it was a fragile peace that needed a more concrete foundation.

Chairman Doroshenko understood this almost from the beginning and had been expecting the call that came to him from Saint Petersburg from the newly appointed Foreign Minster of the new Russian government. Fyodor Gerasimo was a member of the Kadets, a minority within the ruling coalition party of the Russian government. He had strong constitutionalism ideals and was already a strong proponent of settling the issue of East Draxis with an agreement that would ensure their independence from any overbearing nature from Russia. At the same time, however, the Trudoviks were forcing the rest of Gerasimo's party to stifle how far this sentiment of independence went. They saw the bigger picture at hand and worried that the Tauric Republic was more of a problem for Russia and the world than it let on. Allowing Draxis to severe all ties with Russia could prove disastrous for the security of the Empire and its people, for the security of the Draxs included. So despite his personal feelings, Minister Gerasimo came the Kursk with a solid, pro-government agenda in mind and was warmly welcomed by Doroshenko once he arrived at the government building. Once the representative of Taurica also arrived, the conference between the three states could begin.

President Solomon sent Werner Van Hedden, a Caronicillian who had emigrated to Crimea when Draxis was under Dominion occupation, as a day laborer for a nearby tractor plant. Since the war, he had settled in and gotten accustomed to local traditions. His experience as a factory foreman and general interactions with the community made him a trusted and respected man. He also happened to agree with Solomon's ideas. And so he was sent as the envoy.

Everyone greeted the other, as best as pleasantries could go, and then everyone took their seats. The conference table was round, a obvious choice so as to ensure that every delegate felt they were on equal ground with the other two. Acting in some capacity as host to the submit, Chairman Doroshenko took it upon himself to begin the proceedings and somewhat set the tone of the conference. This was regardless of the fact that it was indeed the Russians who'd called for the conference. Minister Gerasimo seemed to disregard this, perhaps even to the point that he did not care who spoke first or who perceived themselves as leading the conference.

"First and foremost the people of Draxis would like to thank the Russian Empire for their continued aid" Doroshenko stated plainly, much the distaste of Hedden. "The aid has been a valued help in restoring order and balance to Drax and their hope for a normal life. The civil war took much away from us but at last we are regaining and rebuilding."

"The Russian Empire is, as we have always stated, dedicated to the peace and stability of Draxis" the Minister replied.

"We are grateful for that" Doroshenko replied. "However, I am hopeful that the Russian Empire does not mistake our gratitude for any sort of resemblance of complacency. The Drax have much to contemplate when it comes to the future of our people. At this moment it would be premature and inappropriate for us to think about joining the Empire. No amount of gifts can change our minds that we wish for time to make a future for ourselves. Where that puts us in relation to Russia is uncertain for us at this time, beyond our already established friendly relations."

"Mr. Chairman I would like to first and Foremost assure you as well as Mr. Hedden that the Russian Empire has learned from its mistakes" the Minister started. "We recognize that our response to the tragedy of Arrakan was rash, irresponsible, and motivated more by personal interests than for the safety and security of the Drax people. Unfortunately, though the Emperor has much authority, the alteration of time is not one of them. We cannot change the events which have already transpired though I believe it is safe to assume that given the outcome, the circumstances more favored both of you gentlemen's positions than it did the Emperor's. What remains now is creating a clear path with which to move forward, one in which Saint Petersburg is highly interested in. I also know there are some finer details with which to discuss, for example there is still the issue of what transpired in Feodosia."

The Minister directed his attention more to Hedden than to Doroshenko as he continued. "Your government accuses the Russian military of genocide in that city. We don't believe these accusations but have, nevertheless, promoted an internal investigation into our military units that were present and are willing to give severe punishment if the investigation finds anything to collaborate the story. We do this as a show of faith and hope that it will at least allow for better discussions between our two governments. Does this, at least for the moment, satisfy your government enough to ensure better cooperation in these proceedings?"

"For the moment, and for the sake of peace, yes," Van Hedden replied, "We are not, after all, an unreasonable people, Minister."

Minister Gerasimo gave a nod, "Excellent, the Russian Empire is pleased to hear this."

"Now that this is settled I believe we can get down to the heart of the matter at hand" the Minister stated as he continued. "Both of you gentlemen are aware of the Treaty of Draxis which was signed between the Russian Empire and that of the State of Quaon regarding Draxis. More specifically, the deadline set within the treaty which states that if the heir to the Drax throne is not found both East and West Draxis will be divided and made protectorates, Quaon to protect the West and Russia to protect the East. This decision was made out of necessity, given that nether the whole of Draxis nor each half has the political stability or economic foundation with which to stand alone. Your civil war was a harsh one and now, especially here in the East, the destruction of Arrakan has further weakened what we were helping to strengthen."

"Thus his Imperial Majesty feels most firmly that a solution that is beneficial to the Drax people is in order and this is what is being proposed. East Draxis will become a protectorate of the Russian Empire as per the treaty, thus international law. Under this status, East Draxis will be given a great deal of autonomy to self-determine is internal workings. Russia asks only that it reserve the power to protect East Draxis with our military and conduct foreign relations on its behalf, with consultation given to its government. In exchange for this, East Draxis will be free to determine its own political workings, redefine its interior borders, and grow its economy in a manner it sees fit. Russia also agrees to recognize the independence of the Tauric Republic in so much as they agree that their independent status shall be that of an autonomous republic within the greater East Draxis protectorate. Under such an agreement the Tauric people would be given political autonomy while receiving Russian military protection and economic stimulus. Finally, if agreed, his majesty has also ensured 4 seats to East Draxis officials within Russia Imperial State Council. Two can be given to East Draxis proper and two to the Tauric Republic, given both a voice within the Imperial government as a protectorate of his majesty."

"Now I understand that Russia may not be seen in the greatest of light as of late. However, I ask that both of you remember that Russia has always been a friend to the Drax people. We stood by your nation for generations and respected the wishes of the Drax monarchy. Our two nations prospered for many years under economic and political cooperation and we can again. Please consider everything with great regard to the benefits and b reminded that Russia is also willing to hear alternatives but hopes that our generosity will not be taken for granted in this situation."

We will differ to Chairman Doroshenko on the matter of East Draxis of course. If the details of that deal are acceptable, we will abide by it. If not, we will establish a seperate relationship. However, the overall idea is sound.

Doroshenko contemplated the proposal that was given by the Russian Minster. There was still much resentment against the Russians for the events after the Arrakan attack, indeed still those who blamed the attack on the Russians as if they'd brought the attack to Draxis. Yet on the other hand there were still plenty within the Drax government, at least in Eastern Draxis, that sympathized with the Russian monarchy. Some even went as far as to entertain the idea that the Russian Emperor was a legitimate heir to the Grand Duke's throne. The vast majority however, were more interested in the fact that Russia had the economic prosperity to enrich the troubled Drax economy. They had the international pull to push Drax goods back into the world market and given Drax businesses the possibility to reaching places they had not since the death of the Grand Duke. They were bringing in skilled laborers and funding many of the industrial revitalization efforts necessary to help the Drax people restore lost infrastructure.

"So long as East Drax remains a politically autonomous unit, we can agree to becoming a protectorate of the Russian Empire" the Chairman answered at last. "We also accept the Tauric Republic as an autonomous unit within East Draxis."

"Excellent" the Minister replied. "I believe this is the start of a new chapter in the history of our two nation's cooperation. The particulars of our agreement can be discussed at a later date as Russia must first speak with the Quaon over a more permanent treaty over Draxis."
