Cumali was not at all like Al-Judidi.

The Turk who replaced the former Arab leader made this clear. His first action in office was to dismiss the cabinet and parliament and to declare a state of emergency that had not yet ended. He was prepared to make a deal with the Africans and Porcuians using their ambassadors as chips, but was talked out of it after hours of deliberation. Bash Cumali was more fastidious and serious, both personally and politically. Al-Judidi was decadent, while Cumali rarely seemed to eat and indeed seemed nearly celibate. He was unmarried and sired no children. But the largest difference between the two was that, at heart, Muhammad ibn Siddiq Al-Judidi was a benevolent person. Bash Cumali was not.

Cumali seemed more machine than human at times. He was completely logical and objective, the point of callous pragmatism. He was a polymath, with particular interest in mathematics and linguistics. He spoke multiple languages and had an neatly trimmed beard and a full head of black hair pulled into a small ponytail. He almost always wore the black military uniform of the Oncu Kolordu, the Confederate Special Forces. Cumali was once in the Oncu Kolordu when it was a band of remorseless mercenaries in a lawless expanse.

In Kale Sahir, the new capital, he met with all leaders of the various assistance forces gathered in Anatolia. In the East of the country, the attacks by the damnable Dominionists had largely stopped, but the lawlessness in the Batiya expanse continued. Cumali would put a stop to that.

OOC: Damn wormholes, it gets Crichton/ Mitchell is so much trouble.... ;) Oh but to the real reason I am responding is because I think you meant to put the Federation/Africans, not the Russians. If by "Russians and Porcuians" you meant the earlier talks before the attack, the I was RPing as my African nation.

Yusuf Salam had been held in Kale Sahir for weeks now. Despite sparse communication with President Qutb, he had been adamant about remaining in the provincial capital, rejecting any formal requests for his release. The situation in the Confederacy had been dire for some time now; a Dominion terror group ran unchecked throughout Anatolia while general anarchy prevailed in the West. Salam's presence in the CMESS had originally attributed to observing the emerging peace talks, though after careful consideration a new agenda was set. He made every effort to speak with Cumali in private, and had yet to be successful.

"Mr. Salam, I apologize for your continued incarceration." Cumali said as Yusuf was ushered into the room. "I had ordered all foreign delegations released to the custody of the African federation, but there must have been a error in your case. I again apologize, and I hope this is not a stain on our relations."

The new capital building more resembled the star-forts of the Moffs and the Brandenburgers than the Western Greco-Roman style of the old Trabzon capital. Kale Sahir was originally a fort built to act as a headquarters of the joint Semitistani-Confederate anti-terrorism force in the Syrian Wilds before Al-Wahladya was founded. After the attack on the former capital, many Confederate citizens were moved the Kale Sahir for work and to bolster the Turkic population in the area.

Cumali crossed the room to shake hands with the diplomat. "I welcome you to Kale Sahir."

"Ma3lish, there are no worries." Salam remarked as he shook hands with the Turk. "I can assure you that my stay here will be all the beneficial."

"I have to say I am impressed by the response of your government. Many nations would have fallen victim to sheer anarchy in the wake of a nuclear attack, yet the Confederacy has persevered. That being said, there is still much work to be done."

Salam paced the room before speaking again. "I must be short here. The western Anatolian regions are still plagued with the remnants of the Dominion forces and various terrorists. Despite your successes, these groups still run unchecked. My presence here started as a simple observer, but I truly believe that this crisis can be used for all the better. Now, I am here to guarantee that the Republic of Salik will stand firm with the CMESS. Our nations alone stand as the bulwark against the Europeans. Together we control the western entrance into the region. Should our solidarity fail, so will the Middle East. I am prepared to offer any assistance as a show of faith to our mutual friendship."

He studied Cumali's face closely.

Cumali's face stood stonelike. "I appreciate the compliments. Come." He gestured to the western window.

"There shall be solidarity. I would, however, suggest that we contact the Western Turks. We have had no relations as of yet, but the region is stable and they seem willing to parlay. They would make indispensable allies against European imperialism, and against the Dominionists."

"I will soon call a conference to call a response to the Western territories and to decide the fates of the incarcerated Dominigasques. I would be honored to have you as a guest."

To Salaam, Cumali appeared unconvinced. Trust was a fragile thing, and it would take a considerable amount of time to achieve such a level of friendship. He spoke again.

"Indeed, the Anatolian Sultanate would be a vital friend to have against the Europeans. It is imperative that our endeavors reaches them before the Europeans do. At the least, they may serve as thorny buffer."

"And I will be honored to attend this conference."

Farhang Malfisto Emmanulas loomed in one of the chamber's corners, contemplating the situation. His government was already working on a way to connect Porcu with the terrorists, real or imagined, so that they may form a massive coalition against both and teach the world respect for the Middle East. His country's forces already based on the western coast of the CMESS had worked quickly to patrol their area against terrorist activity, but the TCG was like the worst of vermin, always returning when you had thought them fumigated. If the Caliph wasn't creating trouble with the Suez Canal, Scythirus' forces could have been more effective at keeping the peace.... Nevertheless, despite the Caliph's warship ban, most of Scythirus' naval forces were making it through the canal anyway in open defiance.

If he sends someone to attend a new conference here, he will be brought to see reason, he thought.

The various ambassadors and emissaries arrived to the conference.

Chancellor Cumali greeted them at the door and a small gala was held before the actual negotiations begin.

OOC: This is more of a bump post than anything, but feel free to do some character play here.

Habib al-Afghani, Whaladyan ambassador to the CMESS, walked calmly into the conference chamber. A young, handsome graduate from the University of Aleppo, Al-Afghani was not the sort of diplomat most foreigners would acquaint with Al Whaladya. He was quiet, calculating, and relatively indirect and non-confrontational, which made the man relatively easy to work with. Since his posting to the Confederate capital, Al-Afghani had gotten along decently well with Chancellor Cumali and the two had developed a rather cordial relationship.

In truth, the Emirate was embroiled in a myriad of constricting ventures abroad and at home, and Al-Afghani was attending the meeting mostly as an observer. While his country was nominally a friend to Porcuian interests, the Whaladyan leadership had emphasized to Al-Afghani that a policy of indifference to the matter would suit the nation best. Al-Afghani, on the other hand, was a rather outspoken supporter of the Republic (a fact which sometimes garnered him the cold shoulder from the Confederate leadership), and therefore the discussions with Cumali and the Scythirians could go either way.

Sensing he was the first to arrive, the Whaladyan approached Cumali and shook his hand tightly.

Farhang Malfisto Emmanulas was the second to enter, his cold, calculating eyes surveying the room. He then gave the Chancellor a brief, curt nod communicating that he hoped that he hoped that his government had received the file concerning the suspicious Porcuian money transfers. Farhang himself had reviewed it before attending the meeting and carried it in his briefcase just in case.

Cumali returned the nod to the Scythirian, as he had indeed read the file.

He stared Al-Afghani in the eyes silently, examining the man sharply in his peripheral vision. His history was not lost to the Chancellor, and he knew well of his history with Porcu. He was a little bit taller than Cumali, but his stare made the younger man shift his weight uncomfortably. "So," he said, "tell me: what do yo think, personally, of the Batiya expansion?" He also murmured something into his collar, and the Scythirian noticed a camera in the corner shift its gaze down.

Al-Afghani smiled widely, which elicited a peculiar response from the Chancellor. The young Whaladyan had spent just enough time around Cumali to work around his trappings. In his usual non-confrontational manner, Al-Afghani merely answered the question honestly, but without divulging his opinion at the forefront. He corrected his posture before speaking.

"Mr. Chancellor, I thought you were aware? The Emirate has already formally accepted the Batiya expansion as legitimate, and therefore I do believe you have my answer."

Cumali's face remained stone like, but Al-Afghani stared back with his disarmingly cordial smile. Then, he casually winked at the camera which had silently moved in his direction. The Confederates and Scythirians would have to try harder to entrap this willy Whaladyan.

"Gentlemen, perhaps i could now direct a question your way? Do you imagine a peaceful outcome to this business with Porcu is at all possible?"

"Concerning recent evidence that has been uncovered by my government, a peaceful solution is looking less and less likely," Farhang said with a grim frown. He looked most especially displeased by whatever he knew and referenced. "While the Russians tilt at Catholic windmills, thinking them giants, our intelligence believes they have uncovered the true sponsors of the TCG and it is a former Dominion-allied state.... One that would rather have the rest of the world forget that fact."

He said this all with a straight face despite the equally damning factoid that Scythirus and Nag Eghoeg themselves had both been part of the Dominion's core states, two countries whose heritage he held and one of which he represented at this meeting.

The previous representative of the Republic of Porcu, a certain Marcus Tullius Cicero, had not stayed very long before events forced him, as well as the other representatives gathered to discuss the CMESS annexation of central Anatolia, out of the discussions. A rather large and unwelcoming figure, M.T. Cicero had recently secured his election as an aedile within the Consilium and therefore was now tasked with other responsibilities. Additionally, the re-election of Ardea Gularis as President reflected within her choice of Tullius Cicero's replacement.

Gaius Julius Caesar held the position of Praetor and secured his place in a landslide - the other candidates scooped up what crumbs they could. Young, slim, and dashing, Julius Caesar was precisely the image of the Republic the Porcuian President wished to give during the renewed talks. Of course, the young praetor did not have any illusions about his ability to sway his counterparts from the CMESS and Scythirus. Julius Caesar imagined the proceedings would match more of a show trial if Malfisto Emmanulas and Cumali were to have their way.

Still, upon entering the meeting room, the Porcuian beamed confidence and energy.

Cumali's opinion of Porcu was different than the Romantic Al-Judidi. Bash Cumali was more practical, and saw Porcu not as a European imperialist power, but as an ally in the struggle of the proletariat. This was very different from the Confederacy's previously stated goals with Porcu, but the Chancellor was already defying the previous administration daily.

He turned to the Porcuian, and greeted him warmly, a surprise given the Chancellor's usual demeanor. "Gaius Julius Caesar" He said. "Praetor of the Republic, I presume?" His gloved hand firmly enveloped the Porcuian's. I welcome you to Kale Sahir."

"You presume correctly, Chancellor." Julius Caesar replied with a disarming smile. The Porcuian was devilish in his charm: tall, well built, light of hair and of eyes, humorous - exceptionally adept at the sexual conquest of both men and women. Julius Caesar did not advertise it, but he was a well known bisexual within the power circles of Ariminae.

"My warmest greetings to you as well." the Porcuian Praetor continued. "My colleagues in Ariminae are deeply suspicious of the Confederacy and skeptical of the possibility of a deal here in Kale Sahir. I, however, do not hold to unreasonable thoughts and believe that an agreeable understanding is within reach. That said, I do have my concerns regarding the Scythirians, whose blood lust is well known. Have you had the chance to meet their delegate and what is your opinion of them?"

Cumali looked at the approaching Scythian with somewhat of a sense of annoyance. Why was this man interrupting the pleasant conversation? But he, nonetheless, introduced him.

"This is Emissary Farhang, Sayin Caesar. Sayn Farhang, this is Praetor Caesar." Cumali said.

He continued on before they had a chance to properly greet each other, sweeping the conversation to the topic at hand. He ushered the 4 men into the conference chamber. Architecturally, it was far more imposing than the old one in Trabzon. The dim room had domed concrete walls and ceilings, with long, strait, conic structures supporting the weight. It looked as if the room could support the heavens and earth, but was also the dim underside of it.

"Praetor, the people of Anatolia are happy, healthy, and well cared for. I want you to know now that the CMESS plans to cover the entirety of Anatolia eventually." Cumali said, matter-of-factually, "but realize that a referendum is not the solution. Democracy is flawed, Praetor. A tool to keep the proletariat pacified with illusions of freedom when in fact it is rule by the foolish at best and corrupted by the rich men in stock exchanges and with deep pockets at worst. What if, say, the people of Anatolia were to vote against annexation, because a nearby warlord said they would burn their village to the ground if the chose otherwise. What if the bourgeoisie of a nearby city spread lies to the people to vote against annexation? Democracy is a fallacy, dear Preator, and I had hoped the people of Porcu would have by now realized this."

"It would be a very serious charge if a neighboring warlord were to pressure the populace into voting against their wishes, which is why international oversight of referendums is necessary to legitimize any claims laid on the basis of the results.

"And while I am pleased to hear that the populations of Cappadocia and Pontus which the CMESS has laid claim to are happy and their needs tended to, the Republic will not accept the expansion of the Confederacy's borders by fiat. More importantly, neither will the rest of the international community, Chancellor. Of course, you are correct to state that democracy is flawed, but a heavy hand - proletarian or not - is not a better solution."
