The Republic requests an immediate assembly of the Standing Committee of ICON in order to discuss the vicious, inhuman, and terrorist attacks against the innocents of Trebizond and Savannah. The Republic hopes that a suggested plan of action can be agreed upon and forwarded to the Plenary Assembly for additional input and, subsequently, a vote. The Republic would like to begin by suggesting the creation of a special task force, modeled after Task Force Oleon, sanctioned by ICON and managed by the International High Court, to be tasked with the unveiling of the individuals and group(s) behind the attacks. |

The Kasnyian representative was the first to arrived after the request by Porcu was made. "Perhaps we can create one task force by merging both Oleon and this new one together, since both seem after the same group." |

"While we don't necessarily disagree that both groups aren't after the same group, their goals are a bit different" Vladimir Moskvitin stated. "Oleon was created for the recapture of the war criminal Gassel and while he's undoubtedly in league with this group, he may not necessarily be in the same location from where they are launching these attacks. Two combine the two groups into one could prove problematic and could be damaging than beneficial." "That said, we do agree that some level of cooperation between the two units would be in the best interest of all involved. We also agree that it would be in the best interest of world peace, to form a task force sanctioned by ICON, for the purpose of preventing another attack. While I cannot disclose the entire nature of the Empire's efforts, I have been approved to mention that the Empire is actively and aggressively seeking out the location of the weapon we believe to be responsible for these attacks and are willing to share whatever information we eventually find." |

We will require a base of operations, a leader to be chosen, and give it the necessary powers. |

"Well" Moskvitin said in response to the Kasynian Representative's comments, "given the necessity of the unit's ability to remain mobile, we would suggest that their headquarters be such as well. That is, we suggest that the unit's headquarters be a mobile station that has the capacity to report to ICON on their activity as well as to put them in the theaters with which they will be call to to preform their duties. The Empire is retiring some of its older Kuznetsov class aircraft carrier and we would be willing to offer a stripped down ship for the purposes of this new unit. Naturally, it would take some funds to rearm the ship but as far as their seaworthiness, I can assure you they still have much life into them. We are simply retiring them in order to make room for newer ships coming out of construction." "Such a platform" Moskvitin continued, "would allow this anti-terrorist unit the ability to remain mobile and launch operations in virtually any location in the world." |

Kasnyia offers two superbattleships, the IKS Varbach and the IKS Orssich, to accompany the carrier. Removes the need for a carrier battle group, and more importantly can cover thrice the ground than a single ship.

The new Porcuian Head Representative was pleased with the progress of, what was in all actuality, the first true meeting of the Standing Committee. "The Republic shall make available her military surveillance technology and any personnel that will be needed for the general operations of the team. If we are in agreement over the use of a mobile operations platform, the Republic suggests duel leadership positions to be designated to a Porcuian and a representative from the Confederacy of Mid East Socialist States. Our two nations above all others demand justice, and I think a wonderful balance between the Standing Committee and the Plenary Assembly is achieved by a two-person leadership." |

Hakar Ohmirzi remained largely silent as he observed the Porcuian representative suspiciously while he scribbled down a few notes. The fact that he was suggesting that Porcu hold a leadership position in this new anti-terror organization to be formed made him even more suspicious. Nevertheless, he had been cautioned by his government to remain silent on the matter until it finished examining evidence of a possible link between Porcu and the terrorists.... |

Kasnyia believes the leadership should be someone more objective. Certainly Porcu and the CMESS should get priority in recieving information and updates and the like, but operational command needs to be given to someone else. As to who, I'm up for suggestions. |

Johan Speck, the Federation's recent replacement for Konrad von Leeb, judged the moment to be an ideal time to speak up. No longer would his country be a pacifistic morass unwilling to risk getting its hands dirty. "The Federation now possesses the maritime capabilities to lead such an endeavor and would be willing to assist with the entirety of its 1st Maritime Fleet. The extremely likely chance that this group will strike again calls for immediate and unflinching action." |

OOC- bump. IC- Kasnyia would also like to add its airships to the task force, for a stable air presence. To our earlier point, we believe the Office of the Special Prosecutor should have operational control of the situation. That way the nations involved in the task force can more easily work together. However, the position of the Special Prosecutor itself has been vacant since the last one resigned following Gassel's escape. An election should be conducted from objective candidate nations. |

Head Representative Marcus Valerius Flaccus Marslavicus nodded instinctively, though not entirely out of agreement with what had just been said by the other delegates. "The Republic will concede a leadership position if this Committee feels it unwise. Furthermore, the Republic believes the Kasnyian suggestion with regard to the Office of the Special Prosecutor having complete operational command is with merit. The Republic wishes to add that a general election should be undertaken by the Plenary Assembly, with candidate nations making their appeals directly to the Assembly." "A robust force seems to be ready; the greatest hurdle at the moment seems to be leadership. Are there any outstanding issues to address or may we start drafting a resolution that we, the Standing Committee, can present to the Plenary Assembly?" |

"The Federation must also agree that while we understand the suggestion of our Porcuian colleagues, that a more impartial leadership should be established for this task force" said Alexander Keikura of the FUAN. "However, given the mobile nature of this task force, we do not see while a team leadership position could not be afforded to a capable Porcuian as well as a Turkish person from the CMESS. However, we also agree that the office of Special Prosecutor should be filled as soon as possible and that this person as leader seems to be the most appropriate course of action at this time" "Russia remains satisfied with the current general agreements" Vladimir Moskvitin stated. "We are eager to see a resolution drafted so as to iron out the finer points." |

OOC- Anyone willing to be nuked in Europe or Asia so I can complete my nuking trifecta? Also, bump. IC- Should we involve the media? Getting the public involved could make intelligence gathering easier, but it would also tip off the enemy whenever we get close. |

"No, I don't think that would be wise", Johan Speck responded coldly, "Involving the media would only alert our enemy to our position and could increase the amount of false information we accumulate. That being said, our respective intelligence agencies should be more than capable of fulfilling this task. |

OOC: It's almost unanimous, just need an official vote from Scythirus. The Wallace Is. are also on the Presidium, but since they haven't posted in a long time we can consider the vote unanimous if Scythirus votes for. Of course, unless someone doesn't agree - we can discuss this point. IC: "The Republic of Porcu thanks her colleagues of the Presidium and will also attach her support to the measure." the Porcuian Head Representative said after a pause. "The current vote only waits for Scythirus and the Wallace Islands before the proposal can be submitted to the Plenary Assembly for debate and a vote. The vote currently stands at 7 FOR and 0 AGAINST. "The Kasnyian representative is correct: all three attacks will be included as part of an official investigation." "Scythirus abstains," Hakar Ohmirzi said finally, which was a perfectly valid decision that meant two things: Scythirus was not against the idea of an investigation, but for whatever reason was not confident in the nation—Porcu—that proposed it. |
