"What say the Amish and the Marslavans to the proposal?" asked Lord Dahl. Cardinal Welles, Cologne's official delegation (but in effect, Lord Dahl's deputy), took his cue to speak. "Should we be in agreement," he said, "Where shall the administrative capital be? The cities of Leipzig, Munich, Augsburg, among others are all there for choosing. There is the alternative possibility of creating administrative districts for each nation to govern, each with its own captial, but I'd rather we didn't get into such discussions, as that would get...contentious...very quickly." "We'd also need to agree on a name," Lord Dahl added nonchalantly. Edited by Kasnyia, Feb 2 2014, 04:46 AM.

The Amishman maintained his silence, but wrote more. In his head, he was thinking, "So the German aggression will begin, against our borders. We will have to do something for our farmers and ranchers already using that unclaimed land, or they will be caught in the cross-fire." He proceeded now to write down every word spoken, in order to keep an accurate record of events for his elders. |

"Then, we should recess pending the response from the Amish elders. I will take this time to work out the practical details of the territory, should we move forward with it. I also recommend to all others to list any practical concerns of their own for later discussion." With that, Lord Dahl and Cardinal Welles went back to their hotel. The Amishman has received his response from the Elders: "Please allow me to read the response from my Elders, verbatim: Herren der Konferenz in Potsdam: Wir sind besorgt. Gemeinsame Erklärung der Amish Kinder " With that, he sat down. |

"I think there terms are agreeable. Even if the treaty of Grossdeutschland has been rejected, an open border policy would be beneficial for all Germans, and possibly a first step in greater cooperation." Said von Lebus. "But tell me, Mr. Kleppe, how do the Mennonites go about protecting themselves? I worry that Frankish or Gallic warbands would be a problem along the Rhine, and that an agricultural nation of pacifists would be a ripe target for pillaging. Perhaps, if needed, this body could help to defend the Palatinate and Baden regions? The Elders, willing, of course." Adrian tried to sound as respectful as possible, being unsure how the Amishman would respond to the suggestion. |

"Certainly there should be an open border policy. It is not the intent of this agreement to displace the peaceful farmers who have already made the area their home. We do, however, share the Margrave's concerns as well," replied Cardinal Welles. Lord Dahl was beside him, checking through the papers. "During the recess," stated Lord Dahl after his colleague finished, "We surveyed towns within the freezone, and it is the assessment of Kasnyia that the town of Gotha would make for an excellent administrative center for the territory, based on its size, location, and economy. I propose that, should the territory be approved, that all co-governance be handled from there. As for the name of the territory, our proposal is the Commonwealth of Thuringia." |

"Very well", von Franke sighed, taking off his jacket and returning to his seat. "While the Federation will wholeheartedly support this endeavor as a preemptive measure for future cooperation, it is of our opinion that a free and fair regional plebiscite be orchestrated within this zone. After all, it is only through the will of those German's inside this commonwealth that we may govern." |

"Let's not get ahead of ourselves," replied Lord Dahl, "Kasnyia certainly agrees that the local populace should have input on governance, but the organization and institutions required for a free and fair vote will require a semblance of order first. One step at a time." "Indeed," added Cardinal Welles, "Perhaps we could work on a draft for instituional plans once we have come to an agreement." |

Kleppe rose to answer von Lebus' question, "We have no problems with the Galls - we trade with them and they like our meats and cheeses. The Franks like our woodwork and furniture. Trade, open and fair, has kept our western border peaceful for centuries - until Gassel's rise." "Now," he continued, "with your assurances we will give a vote of aye to your proposal - subject to the terms of our requests." |
