I have laid out my vision of Grossdeutschland, but you seem unimpressed at best, and disgusted at worst. The Amish dominate the European market in handmade goods, and would be a major asset to anyone with whom the Amish ally." Adrian said the Kleppe, "The protection of the Amish can be offered by the Federation, as well as a greater say in the policies of Europe. Is not a good deal for the Mennonites of Dusseldorf?"

As they waited for the Amishman's response, Lord Dahl exclaimed,

"I'm going to need specifics on why you invited Kasnyia here, sir. Kasnyia has long been secure in its own contribution to the Germanic civilizations. We are happy to be conferred the same rights, but why does that require an invitiation here? What do you wish of Kasnyia?"

The question posed to Adrian caught him off guard, and he didn't know if he understood it completely. "As I said, Kasnyia is as German as any here. I wish for Kasnyia to join the Federation, and I apologize if I had not made myself clear. The Empire is a superpower, and it's clout, economic and military power are no subject of debate. In addition, Kasnyia is the protector of Koln, an integral part of any German union."

Lord Dahl nodded, but was unsatisfied,

"What I'm asking is what are the details of this union? You have given maps of control, and spoken somewhat on the balance of powers. But what is the goal? Do we have an enemy that requires our amalgamation? A doctrine? What about military forces? Will there be a seperate one from all our armies? How shall we hammer out differences between lesser and greater powers? Do not mistake me, Kasnyia is intrigued by what has been stated at this conference, but I shall require more than intrigue before I put this proposal before the Prime Minister."

Friedrich von Berg headed the delegation from the Baltic State. He was a member of the War Council, and Minister of the Interior in Livonia. The Baltic State had sent a delegation under Berg rather than under the Foreign Minister, Benckendorff, because it was considered unseemly to treat fellow Germans as foreigners. They were kinsmen, after all.

Berg was a careful man, and preferred to listen before speaking. However, like many of his fellows, he was quite passionate about German Kultur and anxious about the threats it faced in the modern world. So when he finally spoke, he wanted to make sure that was addressed.

"I would thank His Excellency the Margrave for bringing us all here. The cause of the German peoples is the most important matter that lies before any of us today because without our race, none of us could have been borne into this world. The special characteristics of the German people must be preserved and cultivated, and a federation of the Germanic states would allow for the creation of a prosperous living space in which German culture and German society can develop without fear.

"However, I think it is premature to say that we face no such enemy as do the Arcadians, a people whom I admire greatly for their tenacity and their will. The reality is that no race is so endangered today as the German one. The German countries have no unity - we bicker amongst ourselves like children without a strong father, and we allow our quarrels to play out in world forums with no concern as to how the non-German peoples see us. We make common cause with non-Germans against our own kin, when even the most primitive of tribesmen know that one's clan is the basic unit of human survival. And the correlation of forces is constantly shifting against German ideals of knightly service to the nation and state, and in favor of Anglo-Saxon parliamentary individualism and Spanish style theocracy. The formation of the Standing Committee in ICON is an example of this; the non-German states on the committee far outnumber the German states but would still have decision-making power over German states.

"German unity is more important than ever. If the German culture is to survive into the next century, then we must band together on the basis of solidarity, mutual support, and brotherhood. Not long ago, I wept reading about the violation of Cologne by the Spanish papacy. The newspapers described the torture and rape of so many innocent German civilians. The Baltic State formed only during the tail end of the war, and thus could not contribute, but do not think that we were not affected by it. The Crusade taught us about how precarious the current situation of the German powers really is. We must prepare for a future where the German peoples could be again targeted on any day."

Earlier, the Margrave had said "I hope that the my guests from Livonia will excuse the lack of Expansion in the North." Berg did not address the issue, because he wanted to discuss it privately with Lebus after the conference. Stamm, the War Minister of the Baltic State absolutely had plans for expansion in the North, and the War Council wanted to make sure that Brandenburg's support could be assured.

The Amishman finally spoke up and addressed Adrian directly. "I am sorry for my outburst - the emotions of the moment got the best of me. I am here only to observe and report back to the Elders the events of this conference. I will not interrupt or interfere in the future."

While the Margrave felt the Balt's statement was rather paranoid, it nonetheless contained much truth. The German people were splintered, and certain outside bodies had seemed to conspire against any sort of German union.

With von Berg's monologue finished, and the Mennonite's apology accepted, the time for discussion had come and gone. Adrian would now present the treaty and the signatories would make history.

There would be certain issues that would afterword addressed by the first meeting of the Verwaltungsrat.

Treaty on the Formation of a German National State: Grossdeutschland

Preamble
HIS MAJESTY THE MARGRAVE OF THE MARGRAVIATE OF BRANDENBURG-VORPOMMERN,
HIS MAJESTY THE EMPEROR OF EMPIRE OF KASYNIA,
HIS HOLINESS THE POPE OF COLOGNE AND OF ALL CATHOLICS,
THE PRIME MINISTER OF THE FEDERATION OF EAST GERMAN STATES,
THE COUNCIL OF ELDERS OF THE AMISH CHILDREN,
HIS ROYAL HIGHNESS THE GRAND DUKE OF MARSLAVA,
HIS MAJESTY THE GRAND DUKE OF THE BALTIC STATE,
DETERMINED to lay the foundations of an ever closer union among the peoples of Germany,
RESOLVED to ensure the economic and social progress of their States by common action to eliminate the barriers which divide Germany,
AFFIRMING as the essential objective of their efforts the constant improvements of the living and working conditions of the German peoples,
RECOGNISING that the removal of existing obstacles calls for concerted action in order to guarantee steady expansion, balanced trade and fair competition,
INTENDING to confirm the solidarity which binds Germany and desiring to ensure the development of prosperity,
RESOLVED by thus pooling their resources to preserve and strengthen peace and honor, and calling upon the other peoples of Germany who share their ideal to join in their efforts,
WHO, having invested their full powers, in good and due form, in the signing representatives, have agreed as follows.

Article I: On the Principles of a United Germany and its Citizens
Section I: The citizens of any state of Germany (DEFINED AS A SOVEREIGN SIGNATORY POWER OF THIS TREATY.) are citizens of the German Union (HEREAFTER REFERRED TO AS: "THE GERMAN UNION," "GROSSDEUTSCHLAND," OR SIMPLY, "THE UNION.") and are to be treated as such.
Section II: The citizens of the Union shall have certain rights guaranteed by the Government and Administration of Grossdeutschland
(a) the right to move and reside freely within the territory of the Member States;
(b) the right to be represented as a citizen of Grossdeutschland in all international matters as well as a citizen of their respective member state;
(c) the right to be a citizen of any or all member states as well as a citizen of Grossdeutschland;
(d) the right to follow any religion or lack of;
Section III: The citizens of the Union are to pay taxes to the Union Government as well as any taxes mandated by their respective states.

Article II: The Administration of a United Germany and it's Government
Section I: The most senior citizen(s) of a state of the Union will be consolidated into a council titled the Verwaltungsrat (HEREAFTER REFERRED TO AS: "THE COUNCIL," "THE ADMINISTRATION," OR "THE VERWALTUNGSRAT.")
Section II: The Verwaltungsrat will pass laws regard the whole of the Union and will be the highest law-making body in the Union. It will also interpret the meaning of laws.
Section III: The Verwaltungsrat will elect one of it's own members to the office of "Konigprasident"
Section IV: The Konigprasident will be the leader of the Union Military, or Bundeswehr, a separate entity from the militaries of the member states.
Section V: The Bundeswehr will be made up of volunteers from the member states. Any state with compulsory military service will give its citizens a choice of joining the Bundeswehr instead of that state's military.

Article III: International Relations with Grossdeutschland
Section I: The Administration has the exclusive power to declare war.
Section II: The States of the Union may carry out there own foreign agendas and relations.
Section III: The States of the Union may carry out trade as they please with foreigners.
Section IV: If a state of war exists between any state and a foreign power, the other states of the Union are expected to help the belligerent state, although not necessarily militarily.

Article IV: Internal Relations and Trade
Section I: No state of Grossdeutschland may declare war on another state of Grossdeutschland.
Section II: Trade between the states is to unregulated by the Verwaltungsrat. States may pass their own tariffs and regulations.
Section III: The Verwaltungsrat may not tax states directly, they can, however, tax individuals.

"Kasnyia will not sign. Neither will Cologne," stated Lord Dahl, "I suggest we reconvene at a later date to work out a more amenable treaty. One thats built up over time with everyone's interests met and accounted for on paper."

Berg was next to speak, "Your Eminence, the Baltic State respects immensely the intentions behind this treaty, and believes that German solidarity is of utmost importance. However, I cannot sign the treaty as it stands. First, it appears that your secretaries have introduced an error - there is no Grand Duke of the Baltic State. The Baltic State is a republic governed by a Council, which Council is headed by a President. I represent the Council and the State; we have not had a monarch since we were part of the Russian Empire some generations ago.

"But more importantly, there are modifications and clarifications that need to be made to the treaty before the Baltic State can be a part of it. I do not know if now is the correct time to delve into these issues, but the most prominent is the concept of citizenship. The Baltic State has multiple social classes, with different privileges and duties. We do not have a uniform citizenship though I can think of that which approximates it."

OOC: Sorry about the mishap with the title, I was going to message you about that, but it slipped my mind.

The Margrave was disappointed with the Kasynian's response, but it was a legitimate one nonetheless. The same reaction was given to the Balts.

But the Kasnyian was correct. The Margrave had hastily drawn this treaty up as a quick measure, and it was expected to be unsuccessful or at the very least unpopular. Another treaty would be drawn up eventually, but that time was not now.

"Gentlemen, keep any diplomatic channels open. This conference is adjourned until further notice."

OOC: I really hate to tie this up so suddenly guys, but I'm going through some tough stuff right now now. I'm sorry.

With the meeting appearing to have reached its end, the Foreign Minister gathered his things and rose to leave. Von Franke approached the Margrave and thanked him once more his hospitality. There was merit in the young leader's treaty, but at its current state it could not win over the still fiercely dived German people. Perhaps, it was a good thing, von Franke thought to himself as he left. The failure of the treaty would ensure C.E.D.O resumed it's regional dominance and would ensure the stability and "status quo" of the region for now.

Inconspicuously, a member of the minister's security detail dropped a note before the Margrave as he left. It read:

Recent events within Austria and the rest of the Federation have left me with the burning sensation that all are not for the Chancellor's policies. I have spoken with many members of Parliament and they have assured me of their approval in a movement to reassert Hapsburg precedence. However, the United Traditional Party has lost much of it's political support and is in dire need of foreign support. For the love I know you bear my daughter and the mutual respect shared between our families, I pray you can assist us in an endeavor.

It is not safe to discuss these measures over correspondence, however, and i yearn to meet with you again in person to discuss this further. I eagerly await your response.

"Gentlemen, the treaty may have failed," exclaimed Lord Dahl, who did not wish to return to Guranburg empty-handed, "but perhaps we can determine the status of the hinterland that lies between all of our territories? We have conferred with our partners in Cologne, and they brought to my attention that there is a large, and largely ungoverned, space and that this space can become a haven for criminals and terrorists. And of course, could lead to misunderstandings between our various forces should an incursion occur within."

"As such, gentlemen, Kasnyia proposes a demilitarized zone to be established in this area, to be jointly patrolled and governed by the neighboring states equally. What say you all?"

OOC: What areas are we talking about Kas? Just FYI, the Baltic State is about to engage in military action in the area of Belarus, using Brandenburg as staging area, and blitzing through Poland.
