Posted Image Members of both delegations filed into a well-furnished room normally reserved for meetings of the cabinet. The long, narrow room had a distinct European style. Much of Parliament House dated back to the colonial period when the islands were still ruled by the United Kingdom. The building itself was constructed in 1888. A portrait of Lord Edward Mallory hung prominently above the mantle. Mallory was Prime Minister of the colony of British Papua when the colony British New Guinea to the the north rebelled against the crown in 1899. Mallory refused quarter to British troops in Port Moresby and was subsequently imprisoned along with several members of his cabinet. His execution by hanging in 1901 when the initial rebellion was put down became a rallying cry to other colonists as a guerrilla campaign against British rule continued until 1919 when independence was secured. The seat of the Wallace Islands' government was an odd mix, preserving many of the trappings of power from the European colonial period but defiantly replacing many of its symbols. Almost anything which overtly referenced the British Empire had been removed or burned in the early days of the Republic, including a statue of Queen Victoria in front of the building which had been torn down and never replaced. Foreign Secretary Henry Thomas Edgars, leading the Wallace Islands delegation, took his seat in the center of the table, beneath Mallory's portrait. "Ladies and gentlemen, on behalf of the Wallace Islands, let me welcome you to Port Moresby," he begain. "I hope your trip was comfortable. We requested this summit because we feel that our country and the Constitutional Empire of Kiru Tao share many common interests. We look forward to establishing friendly and productive relations and hope to work together for mutual benefit and the security and prosperity of Asia and the Pacific Rim." |

Ambassador Yetsuhiro Ken gave a traditional, stiff Kiru Taoese bow in response to the Foreign Secretary's greeting. "We thank you for your country's invitation and hospitality. My government looks forward to mutual trust and cooperation between our two nations. We have much to learn from each other and since Kiru Tao has finally fully recovered from the devastation that the Dominion brought to our land, we can finally move forward with renewing our attention to the international community and hopefully promote peace. Recent events in Europe have deepened our concern about the specter of war that continues to plague the planet but our optimism remains unshaken. We see that your people too value peace and decided that pursuit of diplomatic relations with the Wallace Islands can help foster that goal." He took his seat then, followed shortly by his diplomatic aides. |

"We are also deeply concerned by recent events in Europe," Edgars replied. "I think that foreign relations may be a good place to begin. I wonder if we could share our views on some of our neighbors in the region and see where we stand. Could you tell us your opinion on the recent establishment of the protectorate of Indochina and the Eastern Empire's actions there? We are concerned by the aggressive move, but a more stable regime in Indochina may prove ultimately more preferable." |

"My government finds it to be most troubling," Ambassador Yetsuhiro replied with a soft frown. "Kiru Tao's relationship with its neighbor, the Eastern Empire, has always been on shaky ground. The best we had ever managed diplomatically with them was a non-aggression pact but even that became breached when the Eastern Empire joined the Dominion and the Dominion as a whole invaded our country. We've been monitoring the situation but remain uncertain what to do considering that the Eastern Empire might view any action taken by us as an act of war." |

Edgars nodded sympathetically. "Do you have any concerns or intelligence that the Eastern Empire has any designs at expansion in the future? Our best information to date is that they are largely isolationist, at least since the end of the Dominion." |

"We are concerned that this latest act of imperialism in Indochina is a sign of intents to expand outward," Yetsuhiro answered grimly, hands folding together. "Their... 'isolation' as you say it was a result of a series of civil wars fought as various heirs to the Eastern Empire fought amongst themselves for the throne. Now that a new Emperor has arisen, all signs analyzed by our intelligence indicate that they expect to make their presence known internationally once more. Back, before the Dominion, the Eastern Empire was always aggressively expansionist and we see no reason why it would be any different now that their internal disputes have been resolved. My country would suggest utmost exercising caution when dealing with the Eastern Empire." |
