Trade Framework Agreement Agreement Between The Government Of The Wallace Islands And The Imperial Government of Kasnyia Concerning A Framework For Principles And Procedures For Consultations Regarding Trade And Investment Relations
The Government of the Wallace Islands and the Imperial Government of Kasnyia (individually a "Party" and collectively the "Parties"):
Desiring to enhance the friendship and spirit of cooperation between both Parties;
Desiring to develop further and strengthen trade and economic relations between both Parties;
Recognizing the importance of promoting a more liberal and predictable environment for international trade and investment;
Recognizing the benefits to each Party resulting from increased international trade and investment and that protectionism and other measures distorting trade and investment flows would deprive the Parties of such benefits;
Recognizing that foreign direct investment confers positive benefits on each Party;
Recognizing the continuing importance of trade in agricultural goods, raw materials, manufacturing and services in their economies and in bilateral and international trade;
Taking into account the need to eliminate non-tariff barriers in order to facilitate greater access to the markets of both Parties and to avoid the establishment of new barriers to trade and investment;
Considering that it would be in their mutual interest to establish a bilateral mechanism between the Parties for encouraging the liberalization of trade and investment between them, as well as for consulting on bilateral trade and investment issues;
Have agreed as follows:
ARTICLE I The Parties shall establish a Wallace Islands-Kasnyia Council on Trade and Investment (hereinafter referred to as "the Council").
ARTICLE II The objectives of the Council shall be to monitor trade relations and identify opportunities for expanding and liberalizing such relations.
ARTICLE III The Council shall meet at least once every twelve months and meetings shall be held at the Cabinet or sub-Cabinet level, unless otherwise agreed by the Parties.
ARTICLE IV The Parties may seek the advice and involvement of the private sector in their respective countries whenever both Parties agree that it is appropriate.
ARTICLE V In the event of trade disputes, the Parties shall resolve them through consultation and discussion.
ARTICLE VI The Council will at its first session consider the following "Immediate Action Agenda":
- Market Access issues (including tariff and non-tariff measures); - Services issues; - Investment screening practices; - Countervailing duty and anti-dumping issues; - Intellectual property rights issues; - The Wallace Islands' acceptance of a stake in the Australian Dynamic Energy Grid; - Cooperation between both Parties manufacturing sectors; - Multilateral and regional trade issues of mutual interest.
ARTICLE VII This Agreement shall enter into force on the date when the Parties have notified each other that all necessary legal formalities for its entry into force have been completed.
ARTICLE VIII This Agreement shall remain in force for a period of five years. It shall thereafter be automatically renewed for a successive period of five years unless denounced in writing through diplomatic channels by either Party six months prior to the expiry of any one period.

Military Assistance Agreement Agreement Between The Government Of The Republic Of The Wallace Islands And The Imperial Government Of Kasnyia On Military Assistance To Karlsburg And Cologne
The Government of the Republic of the Wallace Islands and the Imperial Government of Kasnyia (hereinafter referred to as the "Parties"),
Recognizing the existing threats to the Kasnyia Protectorate of Karlsburg and Cologne and to its people; Affirming the commitment of the Republic of the Wallace Islands to furnish military assistance to preserve peace and the security of Karlsburg and Cologne; Desiring to set forth the conditions which will govern the furnishing of such assistance;
Have agreed as follows:
Article I The Imperial Government of Kasnyia agrees to receive special forces personnel of the Government of the Wallace Islands who will discharge in its territory the responsibilities of the Government of the Wallace Islands under this Agreement. It is understood between the two Governments that the number of such personnel shall be kept at a level of five hundred (500).
Article II The Imperial Government of Kasnyia reaffirms that it will continue to provide for the protection and defense of Karlsburg and Cologne. The Imperial Government of Kasnyia agrees to take appropriate steps to ensure the effective utilization of the military assistance provided by the Government of the Wallace Islands.
Article III The Imperial Government of Kasnyia undertakes not to transfer to any person not an officer or agent of that Government, or to any other nation, title to or possession of any equipment, materials, information, or services, received on a grant basis, without the prior consent of the Government of the Wallace Islands.
Article IV This Agreement shall enter into force on the date when the Parties have notified each other that all necessary legal formalities for its entry into force have been completed.
Article V This Agreement shall remain in force for a period of five years unless the Parties agree in writing through diplomatic channels to extend it. The Parties reserve the right to terminate the agreement during any one period in writing through diplomatic channels.

Status of Forces Agreement Agreement Between The Government Of The Republic Of The Wallace Islands And The Imperial Government Of Kasnyia On The Status Of Wallace Islands Forces During Their Temporary Presence In Karlsburg And Cologne
The Government of the Republic of the Wallace Islands and the Imperial Government of Kasnyia (hereinafter referred to as the "Parties"),
Considering that the forces of the Wallace Islands will be sent, by arrangement, to serve in the territory of the Empire of Kasnyia; Desiring to define the status of such forces while in the territory of the Empire of Kasnyia;
Have agreed as follows:
Article I In this Agreement the expression:
a. 'force' means personnel belonging to the land, sea, or air armed services of the Wallace Islands when in the territory of the Empire of Kasnyia or its protectorates and colonies.
b. 'civilian component' means the civilian personnel accompanying the force who are in the employ of an armed service of the Wallace Islands.
c. 'sending State' refers to the Republic of the Wallace Islands.
d. 'receiving State' refers to the Empire of Kasnyia and its protectorates and colonies.
Article II For the purposes of expediting the movement of the force and the civilian component, its members shall be exempt from passport and visa regulations and immigration inspection on entering or leaving the territory of the receiving State provided that the receiving State has been notified in advance. The following documents will be required in respect of members of the force and civilian component. They must be presented on demand:
a. personal identity card issued by the sending State showing names, date of birth, rank and number (if any), service, and photograph;
b. individual or collective movement order issued by an appropriate agency of the sending State. The receiving State may require a movement order to be countersigned by its appropriate representative.
Article III Members of the force shall normally wear uniform. Service vehicles of the force or civilian component shall carry, in addition to their registration number, a distinctive nationality mark.
Article IV Members of the force may possess and carry arms, on condition that they are authorized to do so by their orders.
Article V Members of the force and civilian component will receive logistical support from the receiving State as agreed to by the Parties to include, inter alia: foodstuffs, facilities, and such services as they need to carry out the terms of this Agreement. Such goods and services may be purchased locally or their cost shall otherwise be reimbursed by the sending State in a timely manner.
Article VI Members of the force or civilian component shall be exempt from taxation in the receiving State during their temporary presence there.
Article VII The command authority of the sending State over the force shall be respected. The duly appointed authorities of the Parties shall agree on the nature and duration of all specific missions to be carried out by the force.
Article VIII The force of the sending State shall respect the laws of the receiving State, and to abstain from any activity inconsistent with the present Agreement, and, in particular from any political activity.
Article IX Military authorities of the sending State shall have the right to exercise within the territory of the receiving State all criminal and disciplinary jurisdiction over the force or civilian component conferred on them by the military laws of the sending State. Any criminal offenses against the laws of the receiving State committed by a member of the force or civilian component shall be referred to the appropriate authorities of the sending State for investigation and disposition. The sending State shall give sympathetic consideration to any request by the Government of the receiving State to waive its jurisdiction in cases of alleged criminal behavior unrelated to official duty.
Article X This Agreement shall enter into force on the date when the Parties have notified each other that all necessary legal formalities for its entry into force have been completed.
Article XI This Agreement shall remain in force for a period of five years unless the Parties agree in writing through diplomatic channels to extend it. Should either Party request to terminate the agreement, such notification will be provided in writing. The Parties shall provide for an appropriate and reasonable timetable for the subsequent withdrawal of the force. Any protections and privileges provided to the force under this Agreement shall not expire until the completion of said timetable.
