A meeting of Diplomatic Importance; African Federation and Wallace Republic Meet

"Now where did I put that report....Ah there it is...." Ambassador Charles Bartuah said to himself while looking for a paper. The flight had been a relatively uneventful one though he had taken time, from time to time, to look out of the window and down towards the world below. He'd never been outside the African continent and now he was a flight to Asia and the Wallace Islands. A young man in his late twenties, Ambassador Bartuah was a bit nervous over the trip as it would be his first major diplomatic mission ever. He'd started his career as a volunteer in the African Unity Organization or A.U.O. He'd shown both good initiative and great promise as a diplomat, enough so to gain the attention of the Foreign Secretariat who, even before he finished university, offered him a position.

"Well be landing shortly" the Stewardess told the Ambassador.

"Thank you" he said, finishing his drink and making sure his seat belt was fastened.

Looking out the window he wondered what the government official of the Wallace Islands would be like. This would be the first face to face meeting between the two governments. Up until now their conversation had been through a series of communiques which the Federation itself had initiated. African traders, looking to gain a foothold in the Asian markets, were the first to make contact with the Wallace Islands. The corporations that has sponsored those traders, understanding the fortunate that could be made through official trade, petitioned the Federal government to act. The conversations were positive even from the beginning and soon it became clear that if the Federation was looking for a ally in Asia, the Wallace Islands was one of the best candidates to date.

After the aircraft landed, the Ambassador rose from his seat and went to a private bathroom where he straightened his tie and brushed through his hair. Taking a deep breathe he exited the aircraft to a small crowd that warmly welcomed the Ambassador as he stood at the top of the staircase. Cameras flashing as he slowly descended, he began walking towards what looked like a small delegation that had come to officially welcome to the Wallace Islands.

The relatively small but exuberant press corps gathered at the foot of the main staircase behind the Wallace Islands' official delegation as the East African Ambassador descended. Minister of State for Africa, Bill Cameron, winced as the camera flashes went off.

"Mr. Bartuah, on behalf of the people of the Wallace Islands, I welcome you to Port Moresby." Cameron grinned widely towards the cameras as he briefly introduced the members of his delegation and shook hands. He relaxed his demeanor, Bartuah was noticeably young.

Cameron discretely dismissed most of the rest of the staff present. Admittedly, he had been expecting a larger delegation from East Africa and the size imbalance would look rather strange to the cameras.

Cameron directed to proceedings to two large plush chairs aligned against one of the walls in front of a large, ornate mirror. The construction of Parliament House dated back to the colonial period. The two engaged in small talk about the Ambassador's flight as the press continued the onslaught of flashbulbs. Cameron was used to it. He was one of precious few native Papuans at the sub-cabinet level or higher. The communications staff always seemed to have arranged to have more cameras around him than might otherwise have been warranted.

After the press portion wound down, Cameron and a single staffer led Ambassador Bartuah to a well-adorned conference room down the hall.

"Mr. Ambassador," began Cameron as they sat, "my country is extremely encouraged by the very productive preliminary discussions we've had so far. We believe that a strong foundation for mutually beneficial economic exchange exists. As you know, our manufacturing sector is extremely interested in gaining a foothold in the African market. So to get us started, I would just like to outline the broad strokes of our position.

Our two nations have much in common. We both have a system that expresses democratic ideals and is anchored in federalism. We feel that recent world events should prompt free and democratic peoples to align more closely together.

That being said, we do have a few concerns about how we can best move forward. As your nation is a voluntary federation, we don't expect you to act as a monolith. We are very interested in achieving a bilateral trade agreement, but would like to discuss the details of to what extent we will need to negotiate any separate or supplemental agreements with your constituent states. We are interested in streamlining the process as much as possible.

Secondly," Cameron cleared his throat, this was a delicate part, "if I can just speak candidly, some of our business leaders have expressed concern at the political instability prior to the formation of the Federation. While that seems to have abated, anything you can say by way of assurances would be very helpful.

So, I really believe the framework is there. What I would like to achieve today is ironing out any sources of possible tension so that we can find the best way to integrate our interests. I also welcome any concerns you may have."

OOC: If you're taking about the Eritrean Affair, that happened after the Federation's formation. I'm just going to assume that's what the Minister is referring to and respond accordingly. Otherwise it all is fine with me.

IC:

Ambassador Bartuah smiled as he listened attentively to the concerns and comments of Minister Cameron. Earlier he had greatly admired the art and architecture of the parliament building they were currently in. When at last the Minister was finished, the Ambassador gave a final nod before speaking. His voice was a bit shy in nature though it broaden and hardened as he spoke.

"Firstly I will comment on your concerns over the stability of the Federation. The Eritrean affair was truly a damaging and weakening moment for the Federation's history. Many innocent lives were lost and resources wasted over an incident that should have never happened in the first place. While we can understand your perspective of the situation and the worries that you and your economic leaders may have, I can assure you that that sort of instability is over for the immediate future. Naturally, it would be foolish of me to simply state that it will never happen again as I nor anyone else within the administration and government can truly make that assurance. However, what I can say is that the Eritrean Affair should us the weakness of our constitution as it was laid out in our foundation. Since then, the Federal Assembly has passed new amendments which were ratified by the people and signed by the General Secretary."

"These Amendments" the Ambassador stated as he continued, "have greatly transformed the governments of our member nations, so much so that they are streamlined and of the greatest democratic nature as is humanly possible. It is far more difficult now than it was a year or so ago, for any sort of totalitarian government to come to power within one of our member nations and certainly so for the Federal government itself. Now in response to your other question, I assure you that there will be no need for separate or supplemental agreements with the member states. The Federation's Constitution gives the Federal government the ability to regulate and supervise supra-national trade, among other things, between the member nations as well as between the Federation as a whole and other non-member nations. What we negotiate here will return with me to the Federation, at which time it will go before the Federal Assembly for a vote. The delegates of both houses of the Federation Assembly represent the member nations themselves. Passing both houses, in our laws, means that it is accepted by all member nations."

"So in essence" the Ambassador said, a bit of a chuckle in his voice, "we do act a bit as a monolith as you suggest but its a bit more democratic or at least, we believe it to be. That all being said, our own industries are equally eager to begin selling within markets here in the Wallace Islands as well as in the broader Asia. Our own industrial sector is still relatively young but what we lack in industrial goods I assure you we greatly make up for in the agricultural sector. Ethiopia alone, given the Federal government's immense funding into irrigation technology, yields enough agricultural goods to feed the Federation several times over. We consider the nation, the Federation's breadbasket and with the ample surplus we yield, are looking for markets to export."

Minister Cameron jumped back in as Ambassador Bartuah finished his response.

"I think there is space for some progress here. While our own agricultural sector is strong, the focus in our economy is shifting. The past few decades have seen a large amount of urbanization. Not long ago, a significant proportion of our indigenous population practiced subsistence farming. Today that figure is very low. Agribusiness has greatly increased efficiency, but we are still in a transitional period. I believe you will find the market very favorable.

For our part, as I mentioned, our manufacturing sector is very interested in gaining a foothold in Africa. Previously, our main exports have been raw materials, but our skilled labor force has experienced a recent boom. Additionally, we believe that East Africa represents an investment opportunity, and our business community has expressed interested in a program of direct private investment.

My government has authorized that we start within the framework we've discussed. As we both see a return, we propose that we may gradually renegotiate further lowering of trade barriers as our relationship continues to grow and progress."

Ambassador Bartuah smiled, "my government would have to agree that such a course seems the most sensible at this time. While we certainly don't discourage free trade, we also know that such agreements must come after significant understanding is achieved between both parties. Fair trade, as opposed to free, seems a much more suitable agreement for our two people at this time. After all, both our nations are embarking on uncharted financial and economic territory with markets neither of us have previously worked with in. Establishing safeguards that will protect businesses at home without completely creating an unfair and unsuccessful environment for foreign investment is the key."

"The economy of the Federation is certain in a transition of its own" the Ambassador said as he continued. "The founding nations of the Federation: Ethiopia, Eritrea, and Djibouti were all at different economic and industrial levels when the Federation began. Since that time and the addition of new members, the Federation has had to constantly battle the inconsistencies between the member-nations when it comes to their level of development. We have since enacted economic policies designed to exploit the strengths each nation brings. What has resulted is simply that each nation has become a power center for the various business sectors that we've so far developed. Ethiopia is the center of the agribusiness, whereas Eritrea is a strong industrial nations for our arms manufacturing and Djibouti a naval shipyard center. However, something we are particularly interested in is the technology sector. Currently we import at almost 100% all the computers and other basic electronics we need to continue modernizing our nation. We're interested in knowing where the markets lay here for that particular sector and what agreements we may be able to strike in regards of trade."

"The technology sector is an area of interest for us as well. Additionally, obviously it will require further review, but there is some interest in direct investment in some of your growing industries. It's possible we may also be able to work out a favorable agreement on importing from your arms manufacturing sector. Our military is effectively modernized, but depending on the terms, there may be value for us in offloading some of the expense.

I think we're generally thinking along the same lines. What we have in mind is a trade framework agreement which, chiefly, would establish a trade and investment council to be chaired by representatives from our two nations. Ideally this would be conducted at the cabinet or sub-cabinet level and representatives of private industry would be involved as appropriate.

If you agree, I will turn the matter over to our trade representative and we can identify any immediate action items for the council before the agreement is signed."

OOC: I'm going to skip ahead a bit to let you respond

"If I can turn the discussion over to politics," Cameron sat back in his chair as he spoke. "What has been your reaction to the recent calls for an 'executive committee' in ICON? We're somewhat skeptical and certainly jealous of our national sovereignty, but we have viewed recent events such as the crusades and execution of His Holiness John David with concern."

"This seems most appropriate" said Ambassador Bartuah. He then listened carefully to the Minister's political questions.

"ICON deserves to be more effective and the Federation is willing to consider any amendments to the international body's structure that would help facilitate this. However, we also share your people's concerns over the nature of this new executive committee and the powers that may be invested in ICON as a result of these changes. After all, the International Commonwealth of Nations was created as a future deterrent to the establishment of a new Dominion, if and when that might occur. However, it seems like it would be a great affront to ICON itself if the organization was effectively transformed into a Dominionques organization."

"So we share your skepticism and concern but are willing to hear the proposals and arguments before making our own personal decision. That said, the Federation believes that history teaches us a great deal when it comes to international politics. When it comes to international cooperation, historically it has been national alliances and not world organizations that have helped to curb disgraceful acts such as the Papal Crusade. JUAST, the Konigsberg Treaty Organization, and the TATO all were organizations that were much more effective as they were agreements that specified for joint military action. ICON, in our opinion, should never be militarized so that we ensure it never becomes another Dominion in itself. Instead, the Federation believes that it is perhaps time for new alliances of nations to be formed so that, if only on the regional level, situations and disagreements can be handled more quickly."

"Perhaps, in time, our two nations may consider joining in an effort of building just such a thing. Although I admit that more time for understanding is necessary before we can discuss such a more united effort between our peoples. However, it is safe to say that our two nations carry similar views and values an, that we are not alone in this world. The Republic of Porcu, Semitistan, and others are also democratic nations that value things like liberty and justice. Can I assume that your nation feels similarly on these points? Also, if I may also ask, how does your nation feel about the current issues in Anatolia. The CMESS, while socialists, have used imperialist means at annexing more territory in the area. While we are hoping to find a diplomatic solution, the Republic of Porcu has already used force to show the CMESS that they cannot simply use for to subjugate a people and the Federation is considering allying with the Porcuians if military intervention is the only option."

Cameron nodded in agreement as the discussion turned to the recent events in Anatolia.

"We completely agree with the repeated calls for the CMESS to initiate a free and fair referendum. The legitimacy of their presence remains in doubt until that occurs. We find it highly dubious that the CMESS protests that they will not do so simply because they won't be dictated to by the Europeans.

However, if the CMESS continues to refuse, the Wallace Islands cannot involve itself in a military intervention at this time.

If you wish to ally with Porcu and form a coalition to end the occupation, we would not object. But our judgment is that any such intervention would be as likely as not to end in stalemate, and only increase the suffering of the people of Anatolia," he paused before explaining further.

"We welcome the suggestion that an alliance between our nations may be possible, given time. And we also agree that such alliances of like-minded nations are much more likely to be effective than ICON.

But the role of any such alliance cannot be to become entangled in every territorial dispute.

Please do not take this as anything other than part of a continued friendly discussion, but we think a better response might be something more subtle and long-term. What we would do instead is look for opportunities to establish closer ties with other nations in the region friendlier to our interests. The goal would be to gradually shift the balance of power and check the actions of CMESS or others."

"We agree that furthering ties with nations within the region is an effective diplomatic tactic" Ambassador Bartuah stated. "To that end, one of the main missions of the Foreign Secretariat is to seek out like-minded nations that share the same ideals as the Federation and to establish relations with these nations where possible. We have at least one tie in the Middle East but understand it will take more to help counteract imperialist policies and other extremes. However, don't misunderstand what the Federation seeks in the long-term future. The alliance we speak of would be one of peace, not one of war. It would be a alliance of democracies from across the globe and it would be hopeful that we could use our combine diplomatic and military might to effect change without ever having to raise a single riffle."

"Of course" the Ambassador said as he continued, "this is a discussion of long-term goals and in truth for any such alliance to be forged it will take several more years of diplomatic work. For now, as far as the Federation is concerned, we are simply interested in establishing relations where possible. That is what has brought us here to the Wallace Islands because we view your nation as an inspiration to all of Asia that the ideals of freedom, justice, and democracy can bring prosperity. While the pursuit of economic ties is what brought us to the discussion table, the Federation is hopeful that before I leave our two nations may be able to set in motion the time of preliminary agreement that could set us along the road towards closer relations."

"With that in mind" the Ambassador stated as he began to conclude, "I was wondering if we could speak briefly on the extent to which your people and government would be willing to participate in exchange programs. To what I speak is such programs as an exchange of people such as scientists and other academics as well as exchange of information, information that can help both our nations grow."

Cameron nodded enthusiastically. "An eventual alliance of democracies is precisely what we hope for as well. It is our assessment that as it stands the world seems to be dominated by imperial powers and provincial interests. A more interconnected world will be friendlier to democracy and to commerce, and more peaceful.

"A preliminary agreement would be very in line with my government's expectations. What terms did you have in mind?

"On the subject of exchanges. A student exchange program is easily achievable. For academics, the vast majority of our higher educational facilities are administered privately or by the states and not the federal government. That being said, I'm sure if we entered discussions there would be a favorable response to at least a limited program of 'visiting professors.'

"The free flow of information would generally be agreeable, but could you be more specific? Are you speaking of scientific exchanges, military intelligence? Information is a broad category.

....

"On another note, would your government respond favorably to our proposal in ICON for a neutral and open Suez Canal? I'm sure you see the inherent danger in one nation controlling access to such a key chokepoint, being able to sell that access to the highest bidder. Already nations are ignoring the rules. If this escalates into conflict, it will disrupt international trade indefinitely and possibly threaten the canal itself.

Additionally, if one of the more 'imperialistic' regional powers were to gain influence over the Canal, it would be able to send troops freely between Europe and Asia whilst others are completely cut off."

Bartuah smile and nodded as he listened intently to Minister Cameron. He was enjoying his visit so far and the talks, in his mind, were already appearing very fruitful. He was glad that it seemed Cameron was generally enthusiastic about cementing a preliminary and broad agreement as well as an interest in future, more specific relations including an alliance.

"Well first and foremost, the Federation is greatly interested in cementing a line of communication between our respective government through the formal establishment of embassies in our respective capitals or where they are most appropriate to be established" Bartuah stated. "I imagine this went without saying as I am sure your nation shared a similar interest but it does go beyond simple trade agreements."

"The exchange of information would, at least for now, be specific as information towards technology that promotes the generally well being of the people along with information pertaining to culture. What I mean by the first part is information on medical technology or building techniques, things that either help your people live longer and healthier lives, more comfortable lives, or information that helps diminish the impact you make on your environment. Also, as I stated, we'd also be interested in exchanging information about your culture so as to again, build a better understanding. Perhaps in time, as I am sure we are both hopeful, our two government and nations will have built the sort of trust and understanding needed to expand upon this exchange to include the more sensitive information such as military techniques, technology, and intelligence."

"When it comes to people" Bartuah said as he continued, "perhaps our two governments could establish a mutual exchange program that would regulate as well as establish the necessary security to ensure everyone's safety. We would certainly be interested in allowing some of our academics to travel to your country. The Federation does, to an extent, regulation the education system through our member state, mostly to ensure that the systems are streamlined (where possible) so that a child from Liberty as the same and equal chance at a good education as does a child in Ethiopia."

Bartuah paused momentarily when he considered the last question that the Minister had asked of him. "The Suez Canal issue is a delicate and complicate issue for the Federation to consider. We certainly feel similar to your government and their position when it comes to the safety and security of international travel through the canal itself. However, we are also concerned over the implications that such a resolution as you propose would have for future decision made in ICON. After all, for all intent and purpose, the Canal is a sovereign territory and if ICON is allow to simply take possession and administration of one sovereign territory, what limitations and provisions prevent it from taking any sovereign territory it wishes from nations? The Canal, to an extent, can be viewed as a resource for the international community. Using that definition, this would empower ICON to take whatever resources they view as internationally necessary. Does this mean that ICON therefore has the power to take the vast oilfields of Paradise to ensure the global supply of oil? Or the fields of Ethiopia to ensure the equal distribution of food to the rest of the world?"

Bartuah sighed, "It is a delicate matter and while overall we agree with your government's position I hope I have accurately presented ours as well so that you may understand our reservation though you may not agree with it. Perhaps, in lieu of direct ICON intervention, there could instead be a proposal designed to have ICON negotiate with the Caliphate instead. We in the Federation are naturally predisposed to believe that every nation is at least willing to negotiate, if not entirely prepared to agree upon terms."

OOC: This is a very generic treaty that I have written that I generally use as a template for peliminary agreements between the Federation and other nations. I intended it to be somewhat blank so that I can make it more specific to each situation. We don't have to use it but generally when I negotiate terms of diplomacy, its this that I have in mind.

Cameron listened intently and carefully considered each of the ambassador's points.

"The exchange of embassies and ambassadors is definitely agreeable.

"We propose that we begin the exchange of information by focusing on the biomedical sciences, student exchange programs, and general cultural exchanges. Additional cooperation in the theoretical and applied sciences I'm sure will develop in time, but I believe this would be a good place to start. A Joint-committee could be set up to oversee these areas. The specific items of cooperation I cannot get into immediately, especially since most of our higher education institutions are private for example. However, we agree that both of our governments should work to encourage these programs.

"We appreciate your concerns regarding the Suez situation. Our intention was to forge an international agreement, specifically with the Caliphate's consent, that would create a more stable and enforceable situation. Our intention was not to propose a unilateral takeover of the territory by force. That being said...we admit that our rhetoric and tactics could have been more carefully considered.

"I fear that only a conflict would bring nations to the table on issues such as the Suez. Identifying such issues in advance may prove difficult.

"Being new to the world stage, I think we are finding out just how fractured and jealous of provincial concerns the world community is right now. This does not appear to be a world which can be counted on to be safe for democracy, so to speak. Which is, not to put too fine a point on it, why we value discussions such as we've had today so highly."

"Taking all of this into account, we propose an alternative to your initial framework agreement. The chief difference being that it is slightly more limited in scope. However, we also propose that this agreement be put in place for five years (IRL: 3 months) and that it should be considered automatically renewed for an additional five years unless denounced in writing by either party within 6 months of the expiry of any one period. Amendments to this agreement could expand its scope in the future."

OOC: Oh when I posted the document, that was OOC (Out of Character). I just put it up to give you a basic idea of the kind of talking points I was (and generally do) use. That being said, I like yours a bit better so we'll go with that :lol:

"I am glad this is acceptable" the Ambassador said. "Aksum, whiles its roots are well established within history, also now has a progressive side since the foundation of the Federation. The Federal Government has taken pride in its development and construction, hoping that it is seen as a jewel of the African continent. The embassy district of the city, while still in its infancy, has become been one of the more progressive sections of the planned city. The Porcu, the DCA, and many others have built impressive buildings. I am sure your government will find property within the district that they can be pleased with."

Bartuah nodded, "The Empires have always had the upper hand in global politics. They are the traditional powers and aside from more historical nations such as Patrua, Elytheria-Duo, and a few others; this power has never been interrupted over the ages. It has only been recently that the Republic of Porcu, ourselves, and others have begun to emerge. While in its infancy, we are confident that the successes our nations make today will inspire generations to come and that the shackles of imperialism will one day be broken and our world will be a more free place."

Bartuah looked over the document, smiling and nodded his head often as he read over the points. "These terms seem most agreement and appear to be consistent with what we've discussed here Minister Cameron. Naturally, I will have to return home and officially present it to the Federal Assembly for their ratification, as well as for the General Secretary's approval. We have discussed a great many things and I believe we've laid the groundwork for a prosperous, and more importantly, understanding relationship between our two nations. I have, to the best of my knowledge, touched on those key points that were of the utmost importance to my people. Is there anything further that you would like to add Minister?"

Bartuah smiled as he stood to shake the Minister's hand. "I must agree wholeheartedly with your assessment. This is a very productive meeting and I personally look forward to the future of our two nation's relations." Personally, Charles Bartuah was very pleased with the work that had been done and it was surely a great accomplishment for someone such as himself, whose resume could certainly use this sort of success. Taking the appropriate documents and having them sent ahead of him to the aircraft, the Ambassador asked and was granted a personal tour of the capital before he officially left for the Federation.

On the flight back home he looked forward to personally delivering the treaty to the Assembly and was very confident, something he personally stressed to the Minister before he left, that the Assembly would indeed pass the treaty and that the General Secretary would sign it. In fact, a month after the meeting the Assembly did in fact vote in favor the treaty and General Secretary Bahta Sherifo signed it himself. A letter was personally written by the General Secretary to Prime Minister Mitchell, expressing his deepest desires to see the relationship between their two people grow.
