The United Transitional Libyan Republic delegation arrived shortly after the ASA delegation. They were sent because of their location next to the newly created country and wished to have the oppointed have a voice like the Federation in the rise of Africa and as a Islamic along with Arab Nation. They had received invitation from their cousins the United Libyan Arab Republic. The head of this delegation was Ambassador Bizimungo who is seen as the top diplomate in the Libyan Republic. Along with him came Foreign Service Officer Al-Sadifu and his aid. The delegation walked towards the Caliph and their eastern cousin's delegation. Bizimungo shook the hand of Sultan Sharyan and greeted the fellow Libyan Arab. |

OoC: I am still a little confused about you is coming and who is not. Can someone tell me a list of all the delegations. IC: The Caliph allows a delegation to come from Africa. Today, all the Delegations had arrived. The Caliph had shook hands with all of them and greeted them, they talked for a little while, the he showed them to their rooms. The next day the meeting took place, delegates from all around the Middle East, and even Africa were present. This event will be remembered in the Caliphate's History for a long time. The press and news were here, and everyone was watching. This even would change everything. First the Caliph gave speech, talking how this expansion would benefit the nation, and how this meeting is important. He then took a seat, and it began. |

OOC: I'm going to take a little liberty with my post KS if that's ok, I'll change anything if you want me just ask. IC: Secretary Tedros Tiku, Foreign Secretary to the Federation of African Nations arrived in Cairo to much fanfare, after all this meeting was of much importance to the people of Sulemania but also to the regional and international community. The Federation's allies, the Porcuian Republic, had earlier voiced concerns that the Caliph and his government were, in small terms, irresponsibly expanding into Venetian territory with little regard to the people of the region. However, the Caliph had so far rebuked that claim, stating that his government would indeed take the interest of the people to heart. Of course exactly what that meant had yet been described by anyone in the government and the Secretary was eager in hearing a greater explanation on this point. The Federation was also eager to learn more about how commercial interests through the Suez would be affected. Naturally, the government of Sulemania had claimed that little effect would take place but as it a rule of history, whenever a changing of hands comes to pass, some effects are felt. After taking his seat at the conference he listened intently to the Caliph's speech. He expressed in great detail how the expansion of his people's territory into the Suez region and other areas would greatly benefit not only his own people but the people affected by the new border. The great economic effects that would come to pass after the expansion was completed. He spoke of his nation's dedication to expanding their infrastructure into these new areas and providing for the people there basic needs such as electricity, running water, and other amenities that had previously been provided by the Venetians. Naturally, as the Venetians were a great naval power, the canal itself had been greatly maintained and the Caliph expressed their dedication to doing the same while also improving conditions throughout the canal, utilizing the latest technologies. The speech was met by an honorary round of applause from everyone in attendance, whether they were actually impressed by the speech or not. At the conclusion of the speech the floor appeared open and the Secretary took his chance and stepped forward. "Gracious Caliph, on behalf of the Federation of African Nations we express our gratitude to you and your government for holding this conference. Too often events such as this are seen as a waste of time and government act solely on their own interest, with little regard for the people that are affected by their actions. In this case, I am not solely speaking of the people of the Suez, Alexandria, and other areas your government is looking to expand into, but also the international community as well. The Suez canal is a vital link between the eastern and western world, serving to enrich the economies of countless nations for generations now. Though it has fallen into the care of countless nations, most recently the Roman Empire and then Venetian Republic, the Suez has remained primarily stable and the global economy of today has continued to prosper." "With that in mind" said Secretary Tiku as he continued, "I would like to first speak on the economic impacts, if any, this expansion may have on the canal. Is your government going to enact tolls, if so then at what rate? What type of security changes will the international community be looking at, will there be regular inspections and if so, what will these inspection entail and what will be considered illegal?" |

OoC: I don't even know how much taxes are put in reality. :| Can someone tell me how much please? Because I may even put VERY high or VERY low taxes if I don't know, with my 0 knowledge of this. :P iC: The Caliph, after delivering the speech, hears the questions and words, spoken my Secretary Tiku. He focuses on every single word, and thinks a lot in his mind. He rubs his beard, and then speaks. "This Canal, has much importance as it is a major linking force between Asia, Europe, Africa. Whoever rules it, and the what that Ruler does, affects many. Thus this issue is of much importance, and much be handled delicately. Compare the Canal like a Well of a small tribe in the desert. The Wells is of much importance, it provides water, and it is a very special thing. If a tribe takes it, and forbids others to drink from it, the majority of the tribes will suffer. Even if they allow it for money, it will still affect the other tribes. The Well should not be blocked, as it supports life, and without, everything will wither away. The Canal is the same, it is only bigger, but has the same principle. If we block it, or even put tolls on it, only one thing will happen, one nation will prosper while the rest suffer, nothing else will happen. Thus, I say, we just can't put to heavy taxes on it, or the Middle East will suffer. The Caliphate, is only one fish in the pond, and it must live peacefully with others, and make this entire pond of fishes be happy and prosper. Money is something, but peace is another altogether. The Caliph will put taxes, but only such that all the Nations are happy, and trade is promoted. We will put it like the people before us, and the people before them. As for security, if a Leopard does not protect itself from the hunter, it will die. There will be regular and top security, if someone dies, Humanity dies, we must protect Humanity. All incoming ships will be heavily inspected. There will be 4 checkpoints, at Suez, Fayed, Ismailia, Fuad. Once any ship comes at these stops, they will be inspected. The following things are illegal: Guns, Bombs, Drugs, anything harmful, and a few other things. The only reason is to protect the citizens, nothing more." |

The Caliph responded to the Secretary Tiko question about taxes that required to be pay, would kind of security and how high would it be, and what is legal and illegal. Sharyan rose from his seat to ask a few questions about this expansion " Caliph Suleman if I may there is somethings that i still wishes to know with the inspections one would be would need to stop and have an inspector come on board or have to make port to have such a inspections. Also will the Suez stay open all the time or will it be temporary be closed during prayers and Friday Prayers. I ask this because it could cause a backing up and slowing of trade." The Caliph took a few minutes to think about this answer. |

OOC: No worries KS you can keep it vague. I imagine a lot of factors go into the toll rate for each vessel traveling through the Suez in real life, so it could be difficult to give you an actual figure. I just had my character ask because it seemed like a good question but I can completely understand if you don't have any specifics in mind (I wouldn't have any either  ).

OoC: Sorry for not replying for 4 days, but I was kind of busy and couldn't post and answer. Sorry. :( iC: "There will be no need to stop. Inspectors will get on the ship and inspect it while the ship is traveling. The Inspectors will remain on the ship and once the ship has reached the next port, get off. This way, the ships won't have wait for inspection, and can be inspected while continuing on their journey. On your other question, the Suez will remain open at all times, and when the Prayer times have come, and the people have to pray, Non-Muslim will do the inspection, considering they don't pray. Thus the Suez will not close, and remain open. I hope that answers your questions. Peace be upon you." |

Sharyan thanked Suleman and sat back down to see what the next question would be asked. He turned the Mahmound and said "When you become the Sultan when I step down you must ask question not of just our interest, but of others and how such actions could affect them. Also you must represented the Republic and our people's will to keep the peace that we have seek in this region." Mahmound nodded at what his father has told him as he continued to learn how to act as the Sultan. The meeting continued as other delegations asked questions. |

The two man Whaladyan delegation had remained quiet thus far into the meeting and had allowed the other nations control the flow of conversation. Not being a naval power in the slightest, the Whaladyans cared only that the Suez remain open and undisturbed so as to allow their trade patterns to remain unmolested. With this single fact being clarified by the Caliph, the mood of the Whaladyans was that of satisfaction, and Defense Minister Omar Al-Whaladya believed the talks to soon be at an end. Despite Omar's satisfaction at the outcome, Prime Minister Ali Hassam had another reason for attending the Caliph's meeting. His main concern was the well-being and observance of the rights of the local populations of the occupied areas. He waited for the United Libyan leader to finish his question before standing up himself. "With trade being allowed to continue undisturbed and unchanged through the canal, I motion we now focus our attention upon the rights of the populations of the newly occupied areas. You mentioned you had a representative from these territories who will speak on his people's behalf. I would appreciate his input regarding the status of life under your government, as well as what steps your country is doing to uphold the rights of these individuals." |

OoC: Will I RP the Suez representative? or will someone else do that? Ic: The representative must be coming in a short while. Meanwhile, here is an article written by the Caliph, that describes all laws put on the Suez People. 1) The Suez citizens will have the same rights as the other citizens of KS, this including electricity and water. 2) This area, if added, shall be considered an official province of the Nation and will be looked upon with pride and respect. 3) The country will keep the area safe from foreign invasion and all problems. 4) If the nation is put into any type of warfare, the Suez must help it to finish the threat. |

Sufjan Qutb and his delegation from the Republic of Salik arrived, albeit late. As President, Qutb had been busy meeting with other delegations, in hopes of establishing diplomatic relations. He read the notes of what had happened so far, and agreed with everything that had been put forward so far. So long as the Suez remained open and free, he had no reason to complain. The Sinai Peninsula however, was his greater concern. After the Whaladyan diplomat had stepped down, he rose. "I have to agree with the sentiments put forth by the Whaladyan. The rights of the people of the Nothern Sinai must be retained. However, the security of the region must be secured as well. Our nation, as well as Semitistan and others, have begun to feel the plague of a terror group. The Arab Independence Movement has planted its seeds in the region, and we must do what we can to eradicate them. They seek to recreate a caliphate across the Middle East, composed entirely of Arabs, denying the right of existence to the other Kurds, Jews, Chrisitans, and other groups who call this land their home. Now our intelligence has picked up on movements within the Sinai, and therefore I suggest that we draft a military agreement, allowing for joint operations against these forces that would hope to bring bloodshed and instability to our great countries. I would also like to establish a force into the unoccupied regions of the Southern Sinai to prevent this terror group from gaining ground there." |

The Caliph is disturbed at the news of the "Arab Independence Movement" and strictly opposes its ideologies. All people, whether black or white, are equal. Thus the Caliphate wishes to join the TRT and put and end to them and will do everything it can. At this moment a person came from the door of the room. Dressed in red robes, everyone's attention turned to him. "I am Idrees bin Ali, leader of the Suez people, and representative from that area. It is a pleasure to meet you all." He greeted everyone and shook hands with them. As his home region was where the Caliphate was expanding, his opinion mattered a lot, and to get the Suez under his rule, the Caliph would have to go trough him. After sitting down, he turned his attention to the Caliph himself. "So you are the famous Caliph who is trying to occupy my home lands? I have heard a lot about you. It won't be easy. We have lived here for a long time under many foreign nations. Finally when we have got independence, a new nation arises that wants to control the Suez strait." He started to ask the Caliph many questions. "If you are able to occupy the region, what will happen to the local leaders posted in the Suez. There are City and Regional Leaders as well. Will they be removed from there posts and new people put in there places, or will you let them remain?" OoC: I will think an answer for a while. I just wrote the question without thinking about an answer. :P So there will be another post to explain the answer. Edited by Caliphate of Misr, Aug 20 2013, 08:31 AM.

The Caliph has decided that if the expansion plan is successful and the Suez area is in the Caliphate's control, all officials and leaders shall retain their former position. No new people shall take the places and positions of the current people assigned in the conquered area. The Suez Government shall be able to create laws and regulations on the region, unless said so by the Caliph. The Suez representative thought and came to the conclusion that this expansion shall not have a major effect on the area. The representative spoke, "After listening to the impacts of this expansion, the different responses from the Caliph to the other National Representatives, and how the local citizens will be treated, the Suez does not pose any objections to the expansion, and officially acknowledges the control of the Caliphate over the Suez region." He then signed his name on a piece of paper. The Caliph said, "If no further objections or questions are raised, all in favor of this expansion, please raise your hands and sign your name on this piece of paper." |

Sharyan, Mahmound, and Ali Fatah raised their hands showing the United Libyan Arab Republic accepted the expansion. The Sultan signed for the Republic as Head of State along with the Crown Prince as Head of Government. Ambassador Bizimungo raised his hand to show that the African Libyans agreed before signing for the United Transitional Libyan Republic. |

Having been fully satisfied at the representative's approval of the Caliph's words, Prime Minster Hassam signed the document on behalf of the Emirate. Although he still had some minor qualms, Hassam was willing to give the Khilafate Suliemania a chance to prove itself on the matter. |

The Caliph shook hands with everyone that had come the long distance to this conference. He gave a small speech. "I thank you all for having come on this special occasion. This means a lot to me, my council, and all of the citizens. We are glad, that you see us as a fellow nation now, and we were able to make such Diplomatic Relations. As a very new states, this international recognition means a lot to us. I hope you won't regret today's choice. Peace be upon you all, and may you have a long and happy live! Ameen." With that the meeting was over, the expansion officially recognized, and great relations were formed. This day from today shall be considered a holiday in all of the nation, the 28th of August, the Day of the Suez Expansion. Also today, the nation wishes to change it's name. It wishes to drop Sulemania, the name of the Caliph, and be called simply, the Caliphate. This would be a long remembered day. On this day, much had happened. The keys to the new regions, went to the Caliph, the army swept in, and happily secure the area. All former post bearers held their positions, and the new peoples were given the official status of a National Citizen, and given Water and Electricity and Voting rights. This was a very happy day, for the Caliphate. |
