The Confederate merchant fleet, guarded closely by the Scythirian navy, was nearing the Straights of Gibraltar. Various banners fluttered in the Mediterranean wind, and the ships were going a good speed. "Sir, we're nearing the straights." One of the seamen said to the captain. "Good. Keep our course." He replied, before sending a message to the fleet telling them to prepare for the worst. This shipment of goods was headed for Yshurak, to help with the civil war in the area. It included weapons and other assorted wartime goods. He thought through the current scenario. It was unlikely Porcu would attack when the CMESS was back by the Empire of Scythirus, and if they did, they would likely the Sythirian warships would crush and emplacements on land. The Rock came into view... What happens next is up to the Porcuans. |

Like the CMESS merchant fleet vessels that they were currently escorting, the Scythirian naval ships were maintaining a full speed. If the Porcuians were going to make good on their threats, now was the time. Indeed, if they did make good on their threats, that would provoke Scythirus to immediately declare war on the European republic. The Strait of Gibraltar was growing closer with each passing second. |

A ferocious heat and a stifling sun had welcomed the western edge of the Mediterranean for the past few days and the meteorological reports indicated that this day would be no different. The Porcuians, accustomed to the mild heat of Scandinavian summers, were suffering. Many hid like cockroaches in any available shade, from cafés to the crevices provided by two neighboring, but discontinuous buildings. The commanders knew the sun was particularly menacing, and not simply an invention of theirs, when local traffic dwindled during the midday hours and the sale of iced tea and bottled water skyrocketed. Against this backdrop of heat and lethargy came the sight of an array of ships on the horizon. They were expected, but at that moment word had still not come from Porcu Proper as to how the ships and their crews were to be met. Silence dominated radio traffic. The Porcuian commander in Gibraltar, an abrasive and stern individual who, perhaps unsurprisingly, commanded great respect from his men, was more than willing to see the ships of the CMESS and their protector Scythirus pass undisturbed through the Strait. He was well aware of the diplomatic spat that had occurred just to the north in Toledo, but politics did little to arouse interest in him. Nevertheless, he would do as he was told. When the communication machines directly linked with the capital in Porcu began to buzz the combined merchant and military fleet was only a short distance away. Radio messages were sent out to the respective captains and permission to board the approaching vessels was requested. This, naturally, was flatly refused. Therefore, negotiations began. In the end, the Scythirians were absolved from having their vessels boarded and from providing any documentation. The CMESS commander was finally convinced to bring his vessels to a stop just before the Strait and to allow a single civilian aboard in order to inspect documents. Understandably suspicious, the Scythirian commanders screamed at their colleagues that even such a gesture would be foolish - better to charge directly past the Rock of Gibraltar and let the Porcuians on shore see their hairy asses through binoculars. The CMESS captain was pleased to see a single vessel depart from shore and bring a lone figure to his ship. He was also pleased to see that the individual was clearly not Porcuian. Armed with only a pencil and a clipboard, the Greek climbed up on the ship and was escorted to the captain. An interpreter was present but stood almost entirely in silence as the transfer of passports and identification papers carried on without a hitch. In fact, the only questions that required the services of the interpreter were in regard to the cargo of the various merchant ships. "Food, medical supplies, and wartime goods." the interpreter answered after his captain had spoken. "Destination?" the Greek clerk of the city's port authority asked. "Yshurak." A few more scribbles and that was that. The Greek said that they were free to cross the Strait and left his hosts as quietly as he had arrived, the small motor boat that had transported him from shore beginning to drift away. By the time the Greek clerk reached shore and made his way to the house the Porcuians had adopted as their headquarters the Scythirian and CMESS ships were just beginning to slide away. "Well?" the Porcuian commander asked gruffly. "They had all the proper documentation and everything was in order. I went as slow as I could, but I couldn't stall for very long." ... Six hours later a series of explosions rocked the combined fleet of merchant and military ships destined for Yshurak. |

After the explosions hit, the Scythirian naval escort scrambled to search for a target to return fire against. Sonar and radar that still functioned were quickly scanned as well the coastline. If the Porcuians were in sight, they'd unleash their full armament while the rest of the crew of each ship rushed to handle damages and pump out leaking water. A satellite communique was sent immediately back to the Scythirian capital, Jihamed, informing them of the Porcuian attack. "The Porcuians were warned, now they will pay," the God-Emperor growled as he was briefed on the situation. |

Posted Image The Confederate Ships sank only ~150 miles from Gibraltar, south of the Gulfo de Cadiz. The Porcuians thought their plot would go unnoticed, but given the distance, or lack thereof, from Porcuian Gibraltar, it was rather obvious who the culprits of the sabotage had been. A soon as the news reached the capitol, Premier Chairman Al-Judidi and Bash Cumali, Advisor of Foreign Affairs, were herded onto a plane headed to Jihamed, to discuss the rapid deterioration of the situation in Gibraltar. As a check to his power after the disastrous Baltic campaign, Al-Judidi could no longer authorize declarations of war. That responsibility was held exclusively by Cumali, and Cumali was more level headed than his superior. "Sir," Cumali said quietly, "we need to think this through. I could authorize this war, but without hard evidence of Porcuian involvement, the nations of the world would see no sense in our decision." "This is not the place to discuss this." Al-Judidi said flatly. "Wait until we reach Jihamed." |

The delegation from the Confederacy was welcomed in the Jihamed International Airport. From there, the officials were chauffeured to the Great Palace of Jihamed itself, an absolute mammoth of a building, being the largest in the world per cubic meter of space. On the way, the Confederate representatives would note that the government kept careful watch over its citizens with cameras and police vehicles (ranging from simple squad cars to armored vehicles that resembled tanks) posted on just about every road. The eye of authority was omnipresent to ensure no one stepped out of line. Once at the Great Palace, the delegation would be taken to the throne room to meet with the God-Emperor himself. There was still regular communication with the naval escort that Scythirus had sent to accompany CMESS' merchant vessels to determine what had happened. So far the enemy was nowhere in sight, but there was no doubt that the Porcuians had been responsible. Because of these briefings, the delegation had to wait a little longer before they were finally allowed to enter the throne room. On the throne, God-Emperor Hirak-Al Voramix sat, his dark, penetrating stare focused deep in thought. As the delegates were announced to him, he nodded an acknowledgement. "I assume from your arrival that you also have heard the news," he said. "Our enemy has struck and I fully intend to see them pay for their transgression." |

"Yes, your highness." Al-Judidi said while bowing politely. "Porcu has made a grave mistake, but my Advisor, Mr. Cumali here, has an alternate idea." He looked to Cumali, and gestured for him speak. "Your highness, do declare without an official investigation would be foolish, but in order to investigate, we would again have to pass through the straits. However, it is rather obvious who the culprit of this sabotage is, and I recommend we take this to ICON." Cumali said, pacing himself. "Then, when the inevitably are embargoed by ICON for their aggressive transgression, we will attack a weakened Porcu. The potent combination of the lack of supplies and a crusade on their doorstep with a lethal one." Al-Judidi interrupted. "We will teach Porcu a lesson for acting like a world power when they can scarcely attack us directly." "Of course, there is a problem here." Cumali began again. The God-Emperor stroked his chin as he contemplated the two men. "You're correct about the investigation, I suppose, but I fail to see how an incompetent body like ICON could possibly help," he stated with cold, stoic poise. "ICON has no strength or resolve to carry out any such action of embargoes, because even if half agrees, the remaining half will just continue trading with Porcu to keep it plump. It has no authority because it has ensured that that it does not. "Already my ships move in on the area to conduct salvage and investigation. We will know shortly how Porcu attacked us, and with that knowledge, I will see the cities of Porcu... burn. Down. To. The. Ground." His eyes narrowed to absolute hatred. Al-Judidi nodded, and looked to Cumali. Cumali looked at his shoes. In his mind he weighed options and strategies. The Premier Chairman and the God-Emperor looked at him, waiting expectantly. "Very well." He started. "I authorize the Confederate military to attack the military forces and assets of Porcu when the investigation is finished." Cumali left the room and returned to the plane after his decision, leaving Al-Judidi and the Emperor in the chamber. |

The God-Emperor was pleased to see that the Confederate foreign affairs advisor had come to seen reason. In truth, he had despised ICON since its inception and considered it a completely useless body that lacked any form of direction. He only sent his delegates to it as a mere formality to ensure Scythirus maintained a voice there in case that it ever managed to get its act together. ICON, as a matter of fact, reminded him of the defunct United Nations of decades past; bloated and clueless. He smiled to Al-Judidi. "Well now, since that matter is resolved," he said while standing up, "I certainly hope you would be kind enough to join me and my family for dinner while we await news of the investigation to come in." *********** Meanwhile, Scythirus' division of warships to conduct the investigation had just cleared Gibraltar, refusing to stop for the Porcuians, making clear that they were on an official mission to uncover what had transpired in the Atlantic Ocean. Within hours, they came upon the floundering, damaged ships. Remarkably, the Scythirian warships were still afloat, but only just. Many had lost the capability to sail under their own power. Most of the Confederate merchant vessels had been sunk. Nevertheless, divers spent the night investigating the hulls of the damaged ships and found that the Porcuians had been clever and deceitful in their attack. They found that the Confederate ships had magnetic explosives attached to their hulls which once detonated, had damaged the Confederate merchant vessels utterly and caused collateral damage to their Scythirian escort. It was surmised that the bombs had been attached while the Porcuians made the fleet wait in the the Strait for the inspection. This information was quickly relayed back to Jihamed via satellite and the damaged vessels subsequently towed back to the Confederate ports. Edited by Comrade Queen, Aug 18 2013, 06:04 PM.

After a few weeks of studying the remains of the Porcuian magnetic bombs, it was determined that they were indeed of Porcuian manufacture. One fragment even bore a scorched logo of a known Porcuian armament manufacturer. The evidence didn't get more concrete than that. Once these results were brought to the God-Emperor, he nodded firmly to himself. "Contact the Confederates," he said in his usual, cold tone of voice, "tell them that we will be having our war with Porcu." |

Porcuian military intelligence had kept an eye on the disabled Scythirian ships while they floated lazily in the cold waters of the Atlantic until they were finally towed back to Confederate ports. Evidence of their guilt would take time to uncover and collect, but there was no doubt among officials that a strong case would eventually be presented by the CMESS and Scythirus. Time was what was needed and a little bit of time is what Porcuian military officials had to work with. Coastal defenses were strengthened as best as possible and Syracuse and Gibraltar were reinforced with some engineers, infantry, and a light contingent of special forces. Artillery was kept hidden, away from the view of intelligence satellites and reconnaissance aircraft, and a few scenarios were devised for when the inevitable assault finally came. Diplomatic efforts had yet to commence, but those overseeing the defense of the Republic's Mediterranean holdings knew that help would need to be solicited - sooner rather than later. |

If time was what the Porcuians needed, then time was what the Federation was going to give them. Naturally, it wasn't intended to be time to better prepare for war but instead time in which to allow diplomatic measures sue for peace. The Federation was greatly concerned however, that the time for diplomacy was quickly waning. The incident involving the damage of Scythirian and Confederate ships was concerning, more so for the fact that it made the Federation negotiator's job that much more difficult. Still, as a strong proponent of diplomacy before war, the Federation was determined to keep its propose to the Republic, at make every possible attempt to negotiate peace between them and the Middle Eastern powers.

President Sufjan Qutb was peering over the latest intelligence reports when he heard the transport helicopter touch down in the field behind the Presidential Palace. The Admiral had been occupied in the South conducting raids against AIM locations when the President summoned him back to Jerusalem. Qutb turned to meet the Admiral as he made his way into the office, greeting him in the usual fashion. After the formalities, Qutb spoke quickly. "I need you to organize a meeting with the other advisers. We'll be drafting amphibious and naval operations against the Porcuian holdings in the Mediterranean. If it comes to it, I want a plan to be ready. It never hurts to have these things thought out." The Admiral left as quickly as he came, boarding the helicopter on a destination to the naval headquarters in Tripoli. The President stood on the balcony, watching as the helicopter sailed into the horizon. The slow buildup of naval capabilities the Republic had initiated was proving to be fruitful. If anything, a war with Porcu would serve to flex the naval might of the Republic of Salik, and establish dominance over the Mediterranean in the vacuum that the Romans had left behind. This could also be a prime chance to influence relations with CMESS and Scythirus. The rhetoric of the Republic of Salik had long been opposed to European holdings in regions outside of the European mainland. According to the norm in domestic politics, European holdings in the Mediterranean were entirely unacceptable, thus it would be difficult to side with Porcu. Qutb had considered that option, though it would force the CMESS and Scythirus into hostilities with the new Levantine nation. In the end, Qutb waited. Edited by meh, Oct 14 2013, 08:36 PM.

Yozgat stood in the thick of the Batiya expansion, which was already being cut into states and districts. The Confederates were bureaucrats at heart, and the single minded efficiency of the occupation and annexation of the territory was a testament to that. The flag of the CMESS fluttered in the wind, it's red, black, and white mirroring the colors draping the constabulary headquarters, where the Batiya Conference would be held. A few African ministers stood shouting orders and directing the workers present, preparing for their role as mediator in the upcoming meeting. Bash Cumali was to represent the Confederate interests in the region, he met with the Federation delegates at an earlier time, but had since begun waiting for the Porcuians and observing the preparations. |

Secretary Tedros Tiku had arrived in Yozgat without delay, bring with him several aides from his own staff in the Foreign Secretariat. Along with the Secretary also came various members of The Federation Boundaries and Elections Administration, the Institute on Governmental Procedures and Federation Problems, and the Agency for Research and Planning. Though the members of these various departments and agencies of the integrative Complex were more suited to solve problems within the Federation, it was believed their expertise could also be used to solve the problems currently in Anatolia. It was apparent to Secretary Tiku from the moment he set foot off the plane that the CMESS had done great good since moving into and occupying the area. The streets were clean, the people seemed happy, and there was a constant presence of civil workers and other experts working on and improving the infrastructure of the city. The Federation had never questioned the promises made by the CMESS to the people of Anatolia. Their concerned simply lay with the fact that the government of the CMESS had simply come in and occupied the area. They justified this by using an agreement they'd forged, abet perhaps unofficially, with the late Roman Empire over custodianship of Anatolia. But Anatolia was not the Roman Empire, Anatolia was the people that lived there and it was the Federation's belief that these people had a say in their future. The Secretary was hopeful that he could show the CMESS that this sort of old-world imperialism was not the way. After all, it was the Federation's understanding that the CMESS was a socialist government and surely this type of imperialism was not the norm. Until the arrival of the Porcuians and whomever else was invited, if only as observers, the Secretary could only continue to prepare for the mediation to come. |

Farhang Malfisto Emmanulas, Scythirus' most prominent and powerful diplomat and grand-nephew to the God-Emperor himself, arrived for the discussions to be held in Yozgat. He was fully determined to see victory for Scythirus and the CMESS in these discussions, fully certain that Porcu had little legal standing in its attempts to bully the two Middle Eastern powers. He also knew that if the discussions here deteriorated, that his country would be fully prepared to launch its campaign against the Europeans.... ~~~~~~~~~~~~~~~~~~~~ And those preparations were being made quite rapidly. In the Mediterranean, Scythirus' Imperial Navy was building up a prominent presence as it filed in ships through the Suez Canal. The assembled fleets would advance on Porcuian-controlled Gibraltar and there they would wait for orders from Jihamed as they stared down their enemy in silence. If talks were successful in Yozgat, there would be no need to attack; however, if they went afoul, they'd launch a barrage of firepower against the Porcuians so great in ferocity that the Europeans would never forget it. |

OOC: Sorry to post OOC-only, but can someone PM me the Cliff's Notes on what's going down and what the endgame is? Abnar's got a stake in the Gibraltar region, and I would be interested in breaking IC-silence, if nobody would mind. I should mention that Abnar has two naval task groups in the Mediterranean (Based out of Nador, in RL!Morocco, and Almeria, in RL!Spain), and eight more on the other side of the strait.

The Abnari war machine began its own spin-up. In the Alboran Sea, the aircraft carriers RAV Almeria, Nador, and the newly-minted RAV Madeira were on high alert. Aircraft were scrambled in order to fill out the Madeira's crew and fighter complement, as its shakedown run of the Mediterranean had been conducted with a skeleton crew. On the Atlantic side, the carriers Isbunah, Cadiz, and Madina were at the ready, and Sahndaq was in transit after being recalled from patrol. In the briefing room at the Royal Palace in al-Isbunah, Emira Nadia al-Faruk said a brief, silent prayer. Her reign may have started with a quiet succession crisis, and survived the secession of Porto with the other Northern provinces, but it had been unmarred by war up until now, and she fervently hoped it could remain so.
