It was on an un-bearably hot day in Northern Syria that General Faraz Al-Whaladya picked for his trip to Semitistan. This had not been the first time the general had traveled abroad, but the grave importance of his meeting with the Semitistani and CMESS leadership had him sweating more profusely than the weather could take the credit for. For today, January 27th, was the day General Faraz Al- Whaladya would negotiate to put his name on the world map.

As he gazed into the serene landscape that was soon to be his country, he was interrupted by a stern, but familiar voice. "Your helicopter is ready for your departure, general." It was the voice of his brother, Omar, who had been at his side since the beginning of his campaign to wrestle their homeland from terrorists and bandits. "Delightful, are you prepared for this momentous day in our history Omar?" the general said with a smirk. Omar reassuringly put his arm around his brother and simply nodded. "We better hurry if we want to make to Ishal in time to talk to a real dignitary". The general smiled and began walking toward his helicopter, a recently purchased Russian Mi-26, before turning to his brother, "If this negotiation works out according to plan I'll make you Minister of Defense". The two then boarded the helicopter and took their seats; their toughest mission yet to date was just 200 miles away.

General Faraz Al-Whaladya felt a sudden rush of confidence as he watched his helicopter lift up off the tarmac. After all, his private Whaladyan National Army (WNA) had just taken over the airfield they had left from not just two hours before his departure. The formidable contingent of Eretz-Zion terrorists had put up a last ditch effort to hold their last outpost before the capital, Dayr az-Zwar, of the Semitistani-CMESS "custodial zone". In fact, the organization had little influence anywhere else in all of Northern Syria due to the relentless efforts of the WNA to win, as the Americans used to say, the "hearts and minds of the people". The WNA's relentless campaign to pacify the region had effectively crippled Eretz-Zion, as well as raised the suspicions of both Semitistan and CMESS, respectively.

"Do you think the Semitistani/CMESS governments will abject to our independent military solution to the problem caused by these terrorist bastards?" Omar said addressing the issue, "After all, we are operating within the confines of their respective custodial zones."
The general calmly sat back in his seat and declared, "Omar, our people have been living under their jurisdiction for a long time now and have just recently been given a chance for self-rule. We are the ones who effectively ousted Eretz-Zion and the Arab Independence Movement from the north, not the Semitistani-CMESS coalition. Besides, the people are 100% behind us....if they don't listen to me; I'll just send the people to Semitistan!" They both erupted in laughter.

"I hope your right General", Omar said in agreement. The general had a brief moment of panic. Might he have to fight Semitistan, the CMESS, and terrorism all at once? No, he thought, that would be in no one's best interest, plus the coalition didn't own the land. His thoughts turned immediately to the task at hand as the helicopter landed at Ishal National Airport. He was here.

As the two brothers left their helicopter, they were greeted by members of the Semitistani Foreign Affairs Ministry. "Welcome to Semitistan, General Al-Whaladya," said the driver. "Shall I take you to the Ministry?" The general motioned to his brother and the two entered the vehicle. "Thank you, sir." replied the general. The driver started the engine and the two were driven straight to the place of the meeting.

The two brothers exited the car, tipped the driver, entered the building, and waited for their meeting with which ever foreign dignitary would meet them. The future of Al Whaladya was in the making.

The Foreign Minister Binyamin Lavon entered, followed by his deputy Hannah Al-Rushdie and the Defence Minister, Ziyad Bakri. They sat opposite them on the long table, Lavon in the middle and the two on either side.

Lavon and Al-Rushdie had the friendly and approachable faces of diplomats, while Bakri was hawkish and wary for the habits developed in the military were ones that died hard. his hair was cut short and simple, a layer of grey with a strong set jaw. Lavon was slightly chubby and balding while Al-Rushdie was slender and impeccable, a woman of perfection.

Binyamin Lavon began by clearing his throat and smiling.

"Strength, strength, strength." He said with admiration, reciting the words upon the flag, "you have certainly lived up to it. I am honoured to be sitting in your presence General Faraz, and you too Mr. Omar. And I would like to begin by saying thank you for uprooting the Eretz-Zion terrorists and AIM terrorists from the Syrian wilds, this has certainly been a decisive victory."

Hannah Al-Rushdie was smiling, but Bakri had a look of displeasure. Lavon continued,

"The basics is that the government of Semitistan fully recognizes the state of Al-Whaladya, and we hope that the organization of the people of the Syrian Wilds into a state will bring more stability to the region, a common interest we all share."

At this moment, Ziyad Bakri decided to interject with a harsher and more stern voice, his fist clenched.

"General Faraz. Unlike Mr. Lavon here I will not sugarcoat it all for you. What we are concerned about is the nature of the government that will appear in Al-Whaladya. The fact that this state is named after yourself is indicative that it could very well be a dictatorship. As well as the information I have of your attitudes towards certain political parties. Your actions in fighting the terrorists, although commendable, was also rash and contravened with the treaty of the Syrian Wilds.

The only thing that stopped me from ordering a suppression of your forces was that the people of the Syrian Wilds were fully behind you. You will do well to remember that you owe much of your recognition to them and their loyalty, especially when you begin to form your government. As a former military man, I understand that leadership is the most valuable thing in the beginnings of a revolution or state building, but it does not stay that way for ever."

Lavon flushed red, clearly that wasn't part of what was planned to be said and Bakri spoke out of turn. But Hannah Al-Rushdie took over with her smile barely diminshed.

"Of course, Mr. Bakri here is right, but I do apologize if he sounded a bit forward, the military can do that to a man. While we are concerned of what may happen in the future, we are not fortune tellers, and we fully respect the right to self-determination that the people of the Syrian Wilds have. While our government hasn't formally agreed on trade agreements, we have decided that a basic peace agreements between our nations is essential. Chaos can easily arise when a nation is birthed.

Now that we, your neighbours, have formally given you our endorsement, are there any concerns that you have?"

General Faraz Al-Whaladya, listened intently to every word uttered by the Semitistani delegation with immense patience and restraint, a trait the 52 year old leader owed much of his military success on the battlefield too. His brother Omar, the younger and more impatient one, struggled with keeping his attention on the meeting at hand, and off Deputy Al-Rushdie with whom he regarded as a stunning woman if he'd ever seen one.

The two had remained quiet most of the meeting, half in respect to their neighbors and the other half in gaining a sense of the attitude of the meeting. The latter was almost too obvious, to Omar, when Mr. Bakri interrupted Mr. Lavon and laid all the issues on the table right in front of them. Gen, Faraz noticed his brothers growing anger to the outburst and simply nodded as if too say, "This man does speak the truth, albeit bluntly." However, being a military man himself, the behavior wasn't unbeknownst to him.

"To address your question regarding our concerns, Miss. Al-Rushdie" the general replied, "My only serious concern is that you misjudged our intentions. I understand that you are wary of our rapid military expansion deeper into the Wilds, and also of the government I plan to establish in Al Whaladya. I can assure you that our intentions are not to simply exploit the people, but rather too...."

It was at this moment, that Omar Al-Whaladya himself decided to interject, cutting his brother off.

"The fact of the matter is that the people of the Syrian Wilds have lived quite some time without true representation in the region. Not only this, but many have lived through hardships perpetrated by Eretz-Zion and the AIM, and to speak plainly, your government has simply been unable to successful impede their efforts. Our military solution has been more than successful in..."

General Faraz, now standing, sternly rested his hand upon his brothers shoulder. "Forgive my brother's interjection" the general stated calmly, "He is very passionate about the future of our people."

"What i came to Semitistan to tell you, is that I may have a strong hand in the current political situation evolving in the Syrian Wilds, but as you know Mr. Bakri, a nation is most vulnerable during its inception. If temporarily withholding political freedoms can help save Al Whaladya from itself, just until I can set up a stable government, then I must do this."

The General, focusing on both Bakri and the other delegates, declared, "I promise to draft a constitution for my people, giving them god-given civil rights and representation in government, as soon as the infrastructure of the country is properly set up. I vow to recognize all the measures outlined in the old treaty of the Syrian Wilds and to uphold them to the best of my abilities. Lastly, i promise to resign my position as Emir of Al Whaladya at the request of my people, should they wish it."

"Now" the general said with a smile, "do you have any concerns?"

Binyamin Lavon smiled nervously as he regained control of the situation, trying to hide his anger at Ziyad Bakri. Hannah Al-Rushdie looked nonchalant as if nothing of particular concern has happened. Her small nose held high, she looked as if she would remain calm should a bomb fall on the building.

"No, no of course not, there are no further concerns. To a more peaceful Middle East!" Mr. Lavon said, "these are changing times, interesting times and times when chaos shall be turned into order. Thank you all very much for your time and effort to come here and seek our recognition, and also respecting the treaty by doing so. It has not gone unnoticed. I will make sure prime minister Mordechai himself will hear of this matter, he was eager to come but he is ever busy these days.

Now with the formalities done, I believe that my deputy Hannah Al-Rushdie here will send all the right documents and inform all of the right people. What do you two young gentlemen say about staying in one of our hotels here in Ishal? There are beautiful sights to see in a once barren desert!"

General Faraz raised out of his seat to shake Mr. Lavon's hand and exchange pleasantries. Next to him, Omar stood to assist Dep. Al-Rushdie with the formal paperwork.

"Oh no, my apologies Mr. Lavon." The General uttered as they shook hands, "As much as I would love to stay and enjoy more of your hospitality, my presence is most surely needed back in Al Whaladya. There are plenty of urgent matters that will need my utmost attention, but you will hear from my government again soon. I look forward to a strong, and healthy partnership between our two peoples!"

"Shalom aleichem", the General said as the two were finishing. With the paperwork finalized and negotiations coming to an end General Faraz Al-Whaladya and Omar Al-Whaladya took their leave.

Meanwhile, the Premier Chairman's plane landed in Dayz-Al-Zwor. Before Al-Judidi disembarked, various squads of Confederate special forces scanned and searched the area. They found nothing. Al-Judidi stepped off the plane, adjusting his beret on his head. He stumbled a bit on the way down, but caught himself before he fell. Kahdir Tekin follow his leader down the gangplank, and followed him to the car that had been prepared. The plane's escorts flew in a circle, flying back to refuel at a nearby airbase.

As the luxiorious car rolled to the Whaladyan capital. Various banners and flags flew from the structure. Al-Judidi and Tekin stepped into the hall, and waiting in a nearby waiting room for someone to arrive.

The Premiere Chairman's arrival in the small Whaladyan capital had caused quite a stir. Concerned officials and citizens alike were floating into Mehmet Benghazi's office all asking millions of questions. "Out of my office!" he yelled, "There's nothing to fear, go back to your homes and let your government handle this!" What was "the government" as he himself had called it. Since the Emir's trip to his estate in the North, the government in Benghazi's area was merely himself, 2 minor officials, 10 G.F.I.D Operatives, and thankfully, Omar Al-Whaladya.

As the newly appointed Minister of Foreign Relations, Benghazi was dependent on strongmen like Omar, the Emir's brother and Minister of Defense, to solve everyday tasks in the capital with an appropriate speed. The two quickly mustered their necessary paperwork and briskly walked to meet the CMESS Delegation.

"Hello Gentleman, and welcome to the new Syrian Wilds!" exclaimed Benghazi with outreached hand. Al-Judidi did not meet his handshake, but instead fixed his eyes intently on the Minister of Foreign Relations, studying his neighbors demeanor. Benghazi froze temporarily. Suddenly, Omar broke the silence.

"Mr. Premier Chairman, I'am Omar Al-Whaladya, Minister of Defense and the second in command" Omar declared as he led them into the conference room, "What can I do for you?"

"Hello sir," said Al-Judidi, giving him a salute. "I have come to formally recognize Al-Whaladya as the sucessor to the nation of Syria and as an independent and soverign nation."

Kahdir Tekin looked out the window at the surrounding city. "I am curious, sir, as to why you chose a city so entrenched in current terror plots." said Tekin, stone faced.

Al-Judidi began. "We have patrolled the Syrian Wilds for sometime now, and if your new government you be willling, we would like to continue to operate within your borders until your military is ready to stand on it's own two feet. We can help with the training and arming of your soldiers, and would gladly fight Eretz-Zion and the AIM side by side."

OCC: Hey Deondir, it is my assumption that Eretz-Zion currently operates in the CMESS, Semitistan, Al Whaladya, and the Roman Empire. However, as a terror cell, it can operate anywhere technically. Feel free to have them enter Deondir :).

IC: "It is an honor to finally meet you face to face, Mr. Premiere Chairman." claimed Omar Al-Whaladya. "Any man who can stand up to the might of the Byzantines and formulate a new Turkish state is a friend of the Emirate."

Mehmet Benghazi recovered from his embarrassment and cut in. "Oh indeed! We also would like to formally thank you for your endorsement. The Emir looks forward to continued co-operation between our two nations." Benghazi interjected, politely.

It was at this moment that Omar became very serious. "I understand your concern over the terror plots conceived in our capital, and let me be the first to offer my condolences over the untimely death of your border security operators this past week." Omar said as he leaned forward. " However, more pressing matters may be at hand. Have you been informed of the terrible news regarding our GFID's capture of intel leading to a potential mass bombing campaign on our region?" uttered Omar, whose demeanor became extremely intense.

Benghazi continued, "It will make our joint-efforts ever so more imperative."

OOC: Just so everyone is clear on Eretz-Zion. They originated in Semitistan, a secular nation of Jewish and Arab people. Eretz-Zion are the Jewish separatists who want a separate Jewish state in Semitistan, but they have fragmented into different groups. Some want it in the ancient home of Israel which is the Roman Empire today. Others are operating from different countries where they can support each other. The A.I.M or Arab Independence Movement are the Arab separatists.

But yeah, you can have them in your nation! :D

"Yes... we have reviewed the documents, our intelligence operators have poured over every detail. We have heightened security in the capital, and the Premier Guard are at the airfield." Said the Chairman.

Kahdir opened a laptop, showing the captured plans. "I feel they won't act on plans they know are in our hands, but that just makes it all the more dangerous. They're unpredictable, and I fear they mean to strike anywhere they can find a chink in our armor, so to speak." He spoke deliberately and cautiously, slowly letting each word roll of his tongue. "We need to act preemptively, striking anywhere we can. The Dayr-Al-Zwar Convention can help us to this goal."

"Wonderful." Benghazi said delighted. "I will be able to further explain these documents at the convention". He glanced at his watch and noticed that their presence would soon be needed at the convention.

Benghazi turned and said, "It appears we will soon be late for the convention, so I believe it is time we go. I would be honored if you traveled there with us for arriving together will show unity."

Al-Judidi nodded and the delegation left for the convention.

The Federal Republic of Aghaba does not recognize the legitimacy of the so-called Emirate of Al-Whaladya.

Noted Islamist and tribal warlord Faraz Al-Whaladya, his kin, and cronies pose as much of a threat to the security and stability of the Middle East as the multitude of terrorist organizations operating within the territory they seek to claim.

We regret that to see that our neighbors fail to realize this and have proceeded to acknowledge Faraz Al-Whaladya's claims.

As such:
- Al-Whaladyan passport holders are barred from entering Aghaba.
- Al-Whaladyan citizenship is not recognized. All inhabitants of the occupied regions are considered stateless.
- Trade and commerce with the territories occupied by Al-Whaladya is prohibited.
- Armed units operating Al-Whaladyan command are considered stateless, and thus renegade. Under Aghaban rules of engagement, armed renegade units are to be engaged freely.

The government of Al Whaladya is severely offended and baffled by the Aghaban decision to withhold recognition of Al Whaladya as a legitimate sovereign state. The Aghaban state’s insistence on Whaladyan policies following an Islamic or threatening nature are completely baseless, for no human rights or international violations have been perpetrated or exercised. The Whaladyan government would like to remind the Aghaban state that it alone successfully expulsed terror organizations and lawlessness from the Syrian Wilds, which ultimately stabilized the region. The Whaladyan state would also like to promote its opposition to terrorism by stating that the Dayr-az-Zawr Convention itself is a direct result of this opposition.

Ultimately, The Emirate of Al Whaladya is currently the only legitimate administration within the Syrian Wilds, and as a result has already won the recognition of its neighbors as a legitimate power in the region. The Whaladyan government regrets the decision taken by its Aghaban counterpart and wholeheartedly urges Its remaining neighbors that the Emirate remains a stable, organized, and legitimate power in the region. The Whaladyan government urges the Aghaban state to reconsider.

Furthermore, the national security of Al Whaladyan citizens, personnel, and property are regarded as sovereign and therefore, any move of aggression will be treated as an act of war and will be met with unflinching force.

The Federation of Semitistan expresses it's concern over the rising tensions between Al-Whaladya and Aghaba.

We urge both parties, as our very neighbours, to restrain from hostilities for the sake of peace. We are also willing to hold peace talks in our very capital of Ishal, should either party be interested. This would be an opportunity for Aghaba and Al-Whaladya to perhaps make agreements, and gain each other's trust.

With Aghaba being an ally, and Al-Whaladya holding recognition from Semitistan, the Federation has decided that it will take no military part in future conflicts should they arise between the two parties.

However, and most importantly, we would remind Al-Whaladya that we are observing the situation in the Syrian "Wilds" closely. We are eagerly awaiting the formation of a democratic government.

The Emirate of Al Whaladya wishes to assure the Federation of Semitistan that no moves of aggression towards Aghaba have been undertaken by any branch of the Whaladyan Armed Forces; any troop movements have been purely defensive and have remained internal.

We have considered the offer of a meeting with the Aghabans moderated by the Federation, and have deemed it a necessary action. Therefore, we await the response of the Aghaban government.

Also, the Emirate would like to remind the Federation that democratic elections were held recently cross country, and that Faraz Al-Whaladya of the Whaladyan State Party was elected with a total 60% of the popular vote. Under the terms of the newly ratified Whaladyan Constitution, elections are held after a period of 6 years.

Invitation to the Peace Summit of Beit-Avraham

The Federation of Semitistan is inviting the state of Al-Whaladya and the state of Aghaba to a peace summit in Beit-Avraham, the main House of Representatives in the capital city of Ishal.

The talks will aim at clarifying relations between the state of Aghaba and Al-Whaladya, following Aghaba's refusal of the recognition of the state of Al-Whaladya.

Despite the fact that the Federation of Semitistan itself has recognized the state of Al-Whaladya, it will pledge to be nothing but an impartial mediator. The Federation also fully understands the concerns of the state of Aghaba in terms of Al-Whaladya's legitimacy alongside the recent terrorist and militia activities.

We hope that the talks will ensure that stability will prevail in the region of the Middle East in hope of preventing further conflict.
