Once Caliph Ultarak signed it Minister Kutnte took the treaty back and thanked The Caliph for signing it. Just as he was about to sign it the doors opened and Col. Adulma walked into room. He saluted and apologieed for the introation and he handed Kutnte a piece of paper. Kutnte opened the paper to read the content he turned to other delegations and said " The Republic of Malik wishes to join the MB. Since this conferences is over I suggest we allow them to sign the Treaty making it easier to get 50% plus1 decision". He then signed the Treaty and shaked the other delegates before they were escorted out of the convenation center to the waiting motoracde which to be took to the airport. The reached airport where the delegations waited for their planes to be ready as they did they talked about the future of the T.R.T. the aiirplanes were finally ready each delegation boarded their respectful planes and they took off with national airforce jets escorting until they reached their countries escorts just outside the border. Kutnte turned to the foreign service officer and told him to tell the Foreign to send the Maliks a message to send a representative to sign the treaty. After this he board his plane to fly back to the capital to report to the Sultan or Crown Prince.

Although late to the meeting, President Qutb Sufjan was eager to sign the Muslim Brotherhood treaty. As the Qutb, an infallible person and spiritual leader of Sufi Islam, his inclusion into this brotherhood would bring a recognition to Sufism that has not yet been seen in modern history. Not only did the treaty provide a lose protection cause for the newly formed country, but it also reaffirmed Sufjan's greater goals in Middle Eastern and Muslim unity.

Stepping off the plane, Qutb Sufjan quickly hurried to meet with the treaty representatives.

Just as the private plane was about to take off the phone start to ringing and Kutnte's aide picked it up and listen to the other person at the end of the phone. He turned to Kutnte and saided the Maliks have just send a message to the Foreign Ministry that President Qutb Sufjan was travelling to the Madina. He would be arriving in about 10 minutes and wanted to meet Kutnte when he arrived. Kutnte ordered the pilots to stop and taxi off the runway to wait for President Qutb and he waited 10 minutes the airplane of Qutb landed. He stepped off the plane and walked quickly over to Kutnte as he got to him he greet him warmly. Kutnte shook Qutb's hand and he sadly informed that he just missed the othet delegation by about 20 minutes. But he tolded him that the other countries would allow him to sign the treaty and they walked over to the terminal to the VIP lounge and presented him the charter to be signed.

OOC: Yes, I control the Republic of Salik. I must have put Malik instead of Salik in the last post.

IC: After shaking Kutnte's hand, Qutb Sufjan spoke quickly. "I apologize for my late arrival. The creation of a new state requires a considerable amount of work, so I have been unable to reach out formally to my fellow brothers. I will be honored to sign this treaty. A unity amongst the followers of Islam will make us strong once more."

After signing the treaty, Sufjan noticed Caliph Ultarak striding over to him. "Ah, hello Caliph. It is a pleasure to finally meet you. I am over joyed that this treaty has been established. Has a a regional headquarters been established yet?"

After Qutb looked over and signed The Muslim Brotherhood Charter Kutnte thanked him for joining the new organziation to united all sects of Islam. The two officials shook and Kutnte turned and walked towards his plane to take off to return to the capital to report on the conference to his leader. As he board he asked for a pen and paper as he wrote the press release to tell the world about the Muslim Brotherhood. About a few hours later Kutnte read over his statement to the international press.

The Muslim Brotherhood Charter
Article I: Every member nation must have Islam as its official religion.
Article II: No member nation shall enter into war with another member nation.
Article III: No member nation shall ally with a nation that is at war with another member nation.
Article IV: If a member nation is involved in a conflict with one or more other non-member nations, and the MB member nation was not the first to initiate force or was acting in response to a major valid casus belli(1), the MB shall protect the MB member nation through military means. Article IV: No member nation shall levy tariffs on trade coming from other member nations exceeding 5%.
Article V: A nation not in attendance at the First Madina Conference may join the MB upon the approval of 50%+1 of MB nations.
Article VI: Any nation that breaks the terms of this charter will be expelled from the MB. Article VII: Member nations will cooperate by sharing general techniques and specific information on the subjects of espionage, counter-espionage and military research.
Article VIII: There will be Madina Conference when need.

1. A major valid casus belli will be defined as any of the following: Genocide, Mass Murder, Slavery, Violation of Territorial Sovereignty, Illegal Seizure of Commercial or Government Assets, Assassination, Military Blockade, Harboring Hostile Terrorist Groups.

He then explains that this nation is strictly based on the Quran, Sunnah, Shariah and that the utmost importance of Islam is held in this great state. He hopes Khilafate Sulemania will be accepted into the Brotherhood so the nation can be among those who rule according to Islam. He also requests to know the other members as well. OOC: Noted, sending a delegation now.

IC: The private Whaladyan jetliner carrying Whaladyan Minister of Spirituality, Mahmoud Dharwi, landed at the United Libyan airport in United Libyan Arab Sultan City ahead of schedule. After traveling through customs, Imam Dharwi took a moment to relax and killed some time by reading his old copy of the Qur'an. He was excited to attend the Second Madina Conference and to accept his Sulemania brothers into the New Muslim Brotherhood, but he was also intrigued to learn more about the various other Muslim brothers in the organization.

Religious Ministers Ashlifa and Haashim Kutnute were had just reached the Capital from the north province of Aubihe Al-Saufrh where the two brothers chaired a meeting of the Religious Council. As they were driving to the airport where they expected to find their counterpart Imam Dharwi would be waiting for the other two members and the Khilafate Sulemania's Delegation. As they reached the airport they walked into the VIP lounge where they saw Imam Dharwi was sitting reading his Qur'an and he looked up as the two brothers walked over. Ashlifa was the first to give his greetings to show his brother how to greet foreign delegates "assalamu alaikum Dharwi it's good to see you again my friend" shaking as fellow Imam's. Haashim then stepped forward "This is my younger brother Haashim who is the Religious Culture Minister" Haashim shook the Imam' s hand before the three man sat down. The two Imams both start to read their own Qur'ans and Haashim read the documents his brother gave him about the other members.

(IC): The Caliph just received the message for the meeting, but due to the events happening in Sinai, he was unable to come in person and sent his Minister of "Religion & Spirituality", Ilyas bin Dawood, (a member of the Caliph's council of his most trusted men).

He reached United Libyan Arab Sultan City (U.L.A.S.C) in some time after the Religious ministers of United Libyan Arab Republic, and was escorted to the place where he would meet the other men from the other two nations. Once entering the room, he quietly watched the three men great each other, and once that was done, he came forward. He got noticed by the other man and said, "As-salam-o-Alikum, I am the Islamic Minister and representative from the Caliphate, Ilyas bin Dawood."

IC: The represenatative of the Caliphate llyas bin Dawood walked arrived shortly after the the Kutnute Brothers arrive and he walked over to them and was noticed by them. "As-salam-o-Alikum, I am the Islamic Minister and representative from the Caliphate, llyas bin Dawood" he said as he greeted the other three men and each gave their greets back before Ashlifa welcomed him "Welcome Minister Dawood to the United Libyan Arab Republic we are happy to welcome another brother to our organization to united Islam."

"Alikum salam, arkadashem", Dharwi responded as Minister Dawood entered the waiting area, "It is a pleasure to make your acquaintance Minister Dawood, of the Sulemania Khilafate. Allow me to introduce myself, my name is Mahmoud Dharwi, Grand Imam and Minister of Spirituality of the Emirate of Al Whaladya." He rose from his seat to embrace the Minister.

"I have heard many rumors about your land and it's people since your Caliph announced it's founding to the world", Dharwi continued, "Tell me, before more of our friends arrive, what is the current religious situation inside the Khilafate? I have heard there is quite a significant following for shamanism among your Bedouin tribesmen?"

Ilyas, although a little offended, went on to answer honestly and calmly. "Mr. Dharwi, I do not know where you heard this rumor, but I assure you that it is false.

First I would like to tell you of shamanism in our history. As our great history records, and as is written in the great scrolls of our history, you will know what happened in the 5th Century, there was a great following of many pagan religions, which may have included shamanism. But, as the scrolls go on, all these people were wiped out in a disastrous fire, and only the wise and pious remains. This is still an example to this day about what is the fate of the non-believers in God. When the Prophet (PBUH) preached and his message came to us, the people, as only the righteous were left, readily accepted Islam.

As for present times, right now Islam is also the predominant religion, and constitutes 85% of the native Religions. Although there are no restrictions or any conflict based on Religion in our lands, and thus you can't be opposed against your Religion, but still there are no cases of Shamanism being practiced in the Caliphate. Even I have never seen a follower of Shamanism, just like in your own lands."

Minister Dharwi's face became slightly white at Dawood's response and indeed, he was rather embarrassed to have offended the man.

"My most sincere apologies, my friend", Dharwi responded calmly. "I meant no offense as to my inquiry, as I simply wished to learn more about the spiritual following of your very cultured people. Of course, your people are not followers of shamanism, and you can rest assured that the man who advised me to the contrary will surely be losing his position upon my return to the Emirate."

Sensing a slightly awkward moment of quiet approaching, the Whaladyan shifted conversation to current events.

"I understand you gentlemen have most likely heard about these new nomads seeking to reside in the Sinai?", Dharwi stated, initiating polite conversation. "As I have not yet to study their religious nature, what do you anticipate we can expect from these nomads?"

Ashlifa was he first to answer the question "will the information that have gather from the Foreign Ministry it seems that their are coptic christians who want to establsih a nation for permanent bases. The only other information is the inform given to me by the Sultan who has decide to send Hamza to deal with the nomads." After these Haashim said that he would would expected that the Saliks will talk to the leader to reach some sort of an agreement for their join border and to deal with the A.I.M. terrorist. He also said that he had limited information on these topic.

Ibrahim al-Hallaj, the current head of the Ma'arifah Brotherhood and the de facto Spiritual Minister of Salik arrived at last, apologizing for his late arrival.

"Salam, my brothers. To answer the question of the exiles in the Sinai, we currently believe they are a rare set of Coptic Christians, although their origin is unknown. Based on the reports I have read, they are seeking out the St. Catherine monastery in the Sinai. The Ma'arifah Brotherhood and the Republic of Salik are not opposed to the creation of a Christian state, so long as they remain tolerant of others. However, this has not yet been seen. So far they have maintained an air of hostility, invading the Sinai without so much as a message to the regional powers. The Ma'arifah Brotherhood has maintained an presence of Sufi missionaries in the Sinai, and we will not stand idly by as they remained threatened or obstructed.

We must send a declaration to these exiles, demanding the protection of all faiths."

"Salam, Minister al-Hallaj", Dharwi responded at the Saliki (ian?) ministers arrival. "While the Emirate has not conducted any relations with these individuals, I can assure you that his majesty, the Emir, will definitely view these newcomers with an aura of skepticism and we will not allow them to persecute any religious faiths. A declaration of the maintenance of peace and acceptance to all faiths should be sent immediately."

Dhawi was careful to comment further on the matter of religious persecution. Whaladyan indifference to sectarian violence within Kurdistan was gradually becoming apparent as more Kurdish Sunnis were violently executed or forced to emigrate by their non-Kurdish Shia neighbors. The Whaladyan army, largely staffed by sympathetic Shias, was either ignoring such displays of ethnic/religious violence or participating directly. Dharwi made sure to promote religious tolerance as much as he could.

"Has there been any evidence to conclude that these Coptics have begun persecuting the Sinai's Muslim inhabitants?", He questioned.
