*To this summit have been invited the states of Semitistan, Aghaba, the CMESS and ASA. Other states can join only in the capacity of observers* The Grand Duke Ottokar I Přemysl had left Europe for the first time since he had accede to the throne of Marslava. He had done so in sight of a very important summit which was to define Marslava's foreign policy and the future of the region for the next years. The recent conflict against Azzam and Eretz Zion had made clear that more regional cooperation and integration was the reply to the challenges posed by the Middle East's many warlords. Moreover Prague had become aware that the only way to ensure the completition of the Veliky pipeline was through a secure peace between the Middle East's countries. The Marslavan delegation, building on talks started with the Republic of Semitistan, had brought forward the draft of a treaty which the Grand Duke believed would satisfy all states and improve significantly the prospects for a peaceful Middle East. Such was its text: Treaty of Sinop Preamble: I) The Parties of thos treaty recognize that they share the purpose of maintaining peace and stability in the Middle East II) The parties recognize that their relations should be and remain peaceful and based over mutual respect of each other's sovereignty and territorial integrity III) The Parties recognize that these goals are best served by their cooperation in one treaty organization, here referred to as the Treaty of Sinop Organization. Friendship and Alliance: IV) The Parties of this Treaty pledge to never use or threaten to use force against each other and solve their disputes peacefully V) The Parties of this Treaty engage to consult regularly with each other regarding the issues and events in the Middle East VI) The Parties hereby pledge to defend with their armed forces another Party of this treaty in the case of aggression by a third power VI.1) This doesn't apply to the war that is currently taking place in Europe Military Cooperation: VII) The Parties of this Treaty engage to cooperate militarily through consultations between the respective military leaderships, joint military training, the sharing of military technology VIII) The Parties engage to share intelligence with an other or more Parties whenever the retemption of such an information would be damaging to other Parties IX) The Parties of this Treaty engage to cooperate in the sector of arms manufacturing by: IX.1) Engaging to reduce the price of military equipment supplied to another Party IX.2) Engaging to never sell weapons if there are reasonable doubts that they will be used against another Party X) The Parties pledge to continue together the fight against terrorists and warlords who render this region so insecure Economic relations and other relations: XI) The Parts of this treaty hereby create a free trade area which will cover the territory of Marslava, Sinop, Semitistan, Aghaba, the CMESS and the ASA XII) Within this area the Parties will allow, after a phased process taking place over the next three years, the free passage of people, goods and informations through: XII.1) The possibility to enter each other's territory without the need of a visa XII.2) The relaxation on laws limiting the possibility to work and found a business in each other's territory XII.3) The relaxation on laws limiting the possibility of investment in each other's territory XIII) The Parties recognize the importance of the Veliky pipeline between Sinop and Aghaba and that it shall be completed within the briefest of delays XIII.1) The Parties recognize that its profits must be shared equally between the Marslavan government, through its oil conglomerate Marsoil, and the country from which the pipeline passes. Education and Science: XIV) The Parts pledge to increase cooperation in the fields of education and research, through among all: XIV.1) A programme of exchange of scholars and students involving each other's universities, for the purpose of improving academic standards everywhere XIV.2) A programme of exchange of professionals for the purpose of improving their training |

With the exception of article XII.2-3, the teaty seems to be in order. Due to the Socialistic policies of the CMESS, private interprise is rare. The rest of the treaty is fully accepted by the Confederacy. |

The Grand Duchy of Marslava appreciates the remarks of the invite delegations. We propose that the respective delegations proceed to sign the treaty and ensure it is ratified by the respective legislations. We also accept the reservation made by the government of the CMESS, Art XII will not apply to the relations between the CMESS and the other members (this of course if no other party has any objection). We also propose to discuss the governance of this alliance: we propose that the heads of state meet regularly in order to discuss the current events and the amendments to this treaty which will become necessary. We also propose to create joint commissions to amdinister each section of the treaty and improve cooperation between the parties of this treaty. Upon careful reconsideration, the Federal Republic of Aghaba has determined that signing the treaty of Sinop would run counter to long-term national goals, and thus cannot enter into this pact. |
