Posted Image A small business jet with the distinctive Slavco logo made its descent towards the international airport in Dhakara. It was a relatively short flight from Moscow to Dhakara yet it seemed like traveling to the ends of the Earth. So much changed when leaving from Europe to the Middle East not only in terms of the culture and religions, but also the religion. Fyodor Klimov adjusted his tied and put his jacket back on as the jet was taxied to the unloading area. He'd never personally been to the Middle East before though his grandfather once owned a vacation home in Georgia long before the Georgia War and Russia's lost of the territory. He was a rising star in the company and one of their best negotiators. The board mixed no worse in their expressed desire to get a deal out of the Allied State's government and he was coming to the country with the mindset that "no" was not an answer. Exiting the jet Fyodor welcomed the warmer air that washed over him as the sun beamed down on him. Winter was quickly taking Russia and while he enjoyed the cold, he would not deny a small reprieve from time to time. As the Russian's looked out hey saw a contingent of around 20 soldiers being by a small jeep. As the group neared the jet a small man in a grey colored robe and a red colored sash. The man called out "Hello I'm Taluck, and welcome to Arv my friend. If you'd like to join me we can head to my office and talk business." He spoke in a heavily accentuated Russian. |

"Thank you for this welcome, I am Fyodor Klimov" said Fyodor in his natural tongue, he was pleased Russian was spoken by his counterpart. "Slavic Oil is very interested in these discussions and I am personally pleased to be the first Russian, in any official capacity, to visit your country" Entering the jeep, Fydor made small talk with Taluck to pass the time. "It is much warmer here than in Russia" he said with a smile. "This is relieving, I felt I was overdue for some warmer weather. From what I can tell, your country is quiet beautiful." |

Said Taluck as he stared out of the jeep. :At The Ministerial Headquarters: As the jeep was passed through security and the convoy entered the compound all but 2 of the soldiers dispersed. Taluck- "If you will follow me we can begin discussion about Slavic Oil's future within our country." he said as he stepped down from the jeep. |

Fyodor followed his host into the compound where, after passing through various hallways they eventually reached their destination and Fyodor was offered a seat. After being seated, Fyodor wasted little time in laying out the primary idea of the talks to his host. "The Slavic Oil Company is one of the oldest industrial powers within the Russian Empire" said Fyodor proudly. "Once a Soviet holding, the company has since been privatized, with 80% of the company now in the hands of private investors. The Spassky family, which owns the largest amount of private shares, has seen the company flourish and expand. We're the largest oil and natural gas company in Russia, and arguably one of the largest in the world. We operate extensively in Europe, having operated in the Americas, and even here in the Middle East from time to time. Much like yourselves, we have done our own studies of the Aral Sea area and believe that there are pockets of untapped potential in that region. However, the Russian government has never considered expanding into that area and as company policy, Slavco does not operate in the wilderness of the world given the inherit dangers. Your government's intent of expanding into the region will provide the necessary security needed for such a venture." "What Slavco can provide in exchange is access to advanced drilling techniques and technology which your people may not yet have at their own disposal. Slavco is willing to share in this venture, operating along side Arv company or companies that will be drilling in order to optimize production and yield the best possible results. Taluck-"The expansion its self is state-run since the main oil company involved, Arvarian Oil, is state run. Now the expansion is scheduled for 3 weeks time, at which point we well begin the full scale military suppression of the local tribes and militias. The drilling teams may come with us at that time. Minimal personnel loss is projected, we will keep your teams as secure as possible." "Now a few final questions. How many Slavic Oil personnel will be sent? What well be the extent of drilling equipment shared with Arv Oil? Well you be providing your own additional security or should we provide it? PS: When you guy's do the messages you guys do a quote box but it doesn't say quote, how do you change it? its the box you use for official transmissions. OOC: Well the best way I can explain is through example. What Slavco can provide is more sophisticated technology, such as ground-penetrating radar, for example, that will allow us to drill at the optimal spot for oil extraction. Of course we can provide other methods, but that will depend on how difficult it is to extract the oil which we won't know until we have actually begun initial tests in the area." I should also point out something that would be of interest of your government. 20% of Slavco is owned by the Russian Empire itself, this is mostly for revenue purposes as the Empire does little to influence the company's policy. However, there are Middle Eastern powers, specifically the Scythirian Empire, that may try to interfere in our business. If your government chooses not to continue in this exchange for fear of Scythirian backlash we understand but I would like to know now before our negotiations go further. Of course, if your people are still willing to work with us I can assure you that politically, the Russian Empire will support you against any incursion the Scytihirians may attempt." |

This should provide a clear chain of command so as to minimize confusion and given your people know the area better than our own, this arrangement would make the most sense. Also, I am glad to know that the Arv government is as interested in this mutual deal as we at Slavco are. While I cannot speak for the Russian government, I can only imagine that if this enterprise proves as successful as I am sure we are both hoping it will then I can see the Russian government looking to formalize relations with your government in the future." "Now, in terms of this consortium between our two companies, I think we should talk about the division of the product itself. I am curious as to where your people would like to see the division fall. Naturally, this territory will be well within your borders once expansion is complete but naturally, with Slavco help, your production will double from where it would be if your people attempted to extra the natural gas and oil in the area." "After all, as you said the territory will be within your borders once your people have expanded and while Slavco's help will certainly speed up extraction time, your people would eventually extra the oil and natural gas themselves. Slavco may wish to construct, in time, a pipelines that reach back to Russian territory. While it is not an immediate plan, it is something I believe the company would be interested in if this project is as plentiful as we believe it will be. Would your country be willing to allow such a construction across their territory?" |

Yes we would be willing to allow the transit pipeline, although there would be a small tax placed on it. But we can get to that later, there's still the matter of actually getting the oil and dispersing the locals. OOC: You can start off on the "Commercial Venture" if you'd like. Starting today the expansian into the North of the Arall Sea was begun in full. So far the 2nd Army has progressed 60 miles into the area and has met only limited resistence. As with protocal any non military personel found within the newly declared military zone are being relieved of any fire arms and weapons until the security of the area has been secured. As the army progressed across lower Aktobe it met with only limited harassment from the locals. As noon drew near the 5 battalion led by Commander Oman approached the small city of Qutyb, a hub of activity and the only true local authority of the region. Oman planned on taking the city and "convincing" its leaders to sign a treaty submitting to the right of Arv to govern and own their land.
