CONSORTIUM OF PETROLEUM EXPORTING MIDDLE EASTERN COUNTRIES

OOC:All Oil producing countries in the Middle East are Welcome to Join.

IN:

Article I
The Parties agree that they will not compete with each other but rather cooperate to ensure a fair price is ascertained and that the global energy market remains stable. To ensure that this aim is achieved, all Parties shall exchange embassies and maintain lines of communication.

Article II
Representatives of the Parties shall meet quarterly to discuss current events as they affect the oil industry and to set a range of prices within which barrels of oil should be sold. This price should allow each Party to make a reasonable profit while keeping the price of oil in a reasonable range. Emergency meetings can be called if it is believed that the situation warrants immediate action on the part of CPEMEC.

Article III
All countries within CPEMEC will agree to recognize its fellow member's sovereignty.

Article IV
Any other nation wishing to join CPEMEC may do so with a simple majority vote from the CPEMEC members. The current article shall be modified accordingly (nations names must be included).

Article V
Money made by members of CPEMEC is dependent upon your contributions to CPEMEC in terms of oil and support.

Terms
The following terms apply to all CPEMEC members:


1. Any attack from a CPEMEC member on a third nation/alliance shall not bring automatically the entire Pact at war with this third nation/alliance. If and only if the attacking CPEMEC member requests it, each other CPEMEC members must choose if it joins the war or not;

2. CPEMEC members shall receive a 10% discount on OPEMEC's crude oil standard prices. The oil purchased shall not be resold to a third nation not member of the CPEMEC or the guilty CPEMEC member may be expelled from the CPEMEC with a simple majority vote from the other CPEMEC members;

3. Custom rates among CPEMEC members shall not exceed 5% of final selling price. Any conflict between two CPEMEC members regarding custom rates shall be settled by a tribunal made of three other impartial CPEMEC members and taking a final decision by a two third (2/3) majority vote. A CPEMEC member not respecting a final decision from this tribunal may be expelled from the CPEMEC with a simple majority vote from the other CPEMEC members;

Current Members and average oil production a day(may increase with growth or decrease with instability in the country)
Scythirus -- 4.1 million barrels of oil per day."
Allied States of Arv (ASA) -- 1.5 million barrels of oil a day
Ahgaba -- 2.6 million barrels of oil a day
Semitistan -- 2.3 million barrels of oil per day.
Military Republic of Azerbaijan -- 1.4 million barrels of oil a day

We express our interest in possible membership to the CPEMEC. However, there are key concerns. The indication appears to be that it is a pseudo-military alliance, as is laid out by Article III, and Terms 1-3. Term 6 also appears to attempt to influence the sociopolitical landscape of member nations. The Federal Republic of Aghaba believes that such an organization ought not to extend beyond economic partnership.

We propose a revision of this document by key oil producing nations in the region, until an agreed-upon outline is met.

The Military Republic of Azerbaijan expresses its interest in becoming a founding member of CPEMEC. Generalissimo Besiki Asatiani feels that the CPEMEC will resurrect and secure what was once protected by OPEMEC. However, while we are certainly interesting in the organization, we must also echo sentiments given by the Aghaba government over certain sections of the drafted treaty. While request that the Allied States of Arv hold a conference for all oil producing country in the Middle East so that those with concerns over the treaty can voice their opinion and a mutually agreeable document can be forged.

Dhakara, Allied States of Arv...

The Azerbaijani were one of the first delegations to arrive in Dhakara for the submit. Executor Azim Kengerli was the Military Republic's chief Foreign Affairs official. Though talks over a a united Transcaucasus super-state were ongoing, the Military Republic was having its doubts and were weighing their options elsewhere. Sending a delegated to this meeting was their first real show of displeasure over the talks at home and the first time an official of their government had ever actually attended an international submit.

After the usual pleasantries between the Azerbaijani Executor and his hosts, he took his place and began reviewing the document proposed by the Allied States.

OOC: I know entrance posts are always necessary but I decided on one anyways. I figured I'd wait for at least Aghaba to post before actually starting the discussion but I guess if they don't comment before the end of tomorrow I'll edit this post with an my character's initial thoughts on the treaty.

Foreign Minister Ziad Shirazi arrived in Dhakara along with his staff shortly after the Azerbaijanis. With the reviewed and note-riddled copy of the CPEMEC charter in-hand, ShIrazi and his staff exited the aircraft looking forward to both the CPEMEC meeting, and the first official state visit to the Allied States of Arv.

The Azerbaijani were met by International Relations officer Dmren Al-Jumar and escorted to a hotel within the presidential complex to await the start of the meeting and the arrival of the other attendees. Executor Azim Kengerli was invited to meet with President Evidon ushall who was quite looking forward to his first meeting with the Azerbaijani, over a cup of coffee.



When Foreign Minister Ziad Shirazi arrived he was met by International Relations officer Bashir Tu'Ja-kall who escorted him and his entourage to the hotel. After he was settled he was invited to meet President Ushall and begin the meeting.


PS: (NRE Which # is the Azerbaijani on the map?)
(Ahgaba since alot of people have more then one country, are you RPing as the Republic of Ahgaba or someone else.)

OOC: Azerbaijan is part of Georgia which is currently undergoing negotiations of unification in another thread.

IC:

Fazoul Hidari arrived via jet, and would be representing the imperial government of Scythirus in these discussions over the oil trade of the Middle East. Naturally, having reserves second only to Paradise in this region, Scythirus was intrigued.

As Mr. Hidari was heading towards Dhakara he was hailed by Air marshal En-Jeky and directed to a private landing strip next to the Governmental complex. after he landed he was directed towards the meeting while his men were shown the way to their rooms.

After the required pleasantries were exchanged between Evidon and his guests he lead them to a small conference room adjoining his office with an office table and 8 chairs. Evidon took his seat at the head of the table as the others chose their own seats.


Evidon- I am honored to be the host to all of you. Now on to business. I trust you've all seen my revision to the original document, and I hope that it's more to you're liking. Well on to the purpose of this meeting is their any revision to this treaty that needs to be made before you'll sign the treaty.

Well seeing as no ones brought anything up on the revised treaty i am going to take that as your all ok with it.


PS: To anyone who didn't sign up earlier if you want to post below.

PSS: Im going to assume that NRE, Ahgaba, and Scythirius want in so Ill put you on the list of active members. If you don't want to be or still would like to change the treaty that's still open. It would also help if you would psot how much oil you have available for trade.


PSSS: Semitistan do you want In, Just assume the treaty at the top is the revised addition.

OOC: Yep, I still want in. But maybe it is wise to wait a bit more, the bigger players here are not that active all the time so give it a few more days?

IC: The Federation of Semitistan discloses that it produces, on average, 2000,000 barrels of crude oil a day.

OOC: Semetistan, 300 million barrels a day sounds rather ludicrous considering that Iran, whose barrel production statistics I'm using for Scythirus, is the 4th biggest producer of oil in the world. Russia, which is 1st in the world is only 10 million bbl/day. You might want to chop that number down significantly.

I had mine in the 200-300 million range way to high.
