Promptly, he opened the folder and slid over the sheet with the proposed amendment. It was simple altering of the original clause that allowed the Transcaucasian Union more freedom to make its own decisions. It read:

"Yes, yes this should do quite nicely" Rustamov replied promptly after reading the amendment. "I do not see why the Chairman nor parliament should have any problems with agreeing to this new clause. I cannot naturally speak for the Russians but we've taken note to the way in which the Empire is able to persuade the Russians. We could only hope to one day mach the diplomatic talents of the Scythirian foreign ministry." A bit of shameless flattery for sure, but it was said by Rustamov with the utmost sincerity. Chairman Khalilov held the Scythirian Empire in high regards and this was not something that Rustamov failed to forget easily. "With the belief that the Russians will agree" he said as he continued, "I would, so long as it pleases the Ambassador, like to speak on the economic ties between our nations. The Empire of Scythirus is unquestionable the economic power of the Middle East, if not the world. Transcaucasia perhaps one of the poorest countries of the Middle East by comparison. We understand that this is our own doing, the wars between our people has cause a great deal of damage to nearly all of the infrastructure necessary for economic success. What we are hoping is that we may be able to borrow money from the Empire, money that we can invest into our economic development through reconstruction projects. Furthermore, we are hopeful to import machinery and other refined materials to also help with those projects." "Now, while at present we can offer very little" Rustamov commented as he continued, "I can assure your Ambassador that this will not be so for long. Under the Chairman's plans, we intend to reinvest and restart the industrial complex of the regions and will soon be able to export a great deal of industrial goods. We, of course, can also offer a great deal in terms of our oil reserves, which we have a great deal on at the present time." |

There was a vague hint of a smile on Yirindian's lips at the flattery, but proceeded to consider the business between their two nations. "Of course, the Empire is more than willing to lend Transcaucasia the money it needs to rebuild its infrastructure. I have no doubts that your country will eventually be able to repay its debts; you sit on a critical area of resources, after all. And we're fully willing to supply you with the machinery and resources you need." The Ambassador tilted his head in thought. "However, Scythirus already has significant oil reserves of its own. I would consider something rarer that is less common to my homeland that the Transcaucasia has in far more common quantity. Like perhaps your lumber industry; Scythirus is mostly arid land with few forests of its own and there's always demand on wood products." |

Rustamov gave a bit of a sheepish grin after the Ambassador spoke. He was sure that by now the Ambassador was more than aware at our inadequate he was at his position. No doubt he would return to his capital and many within the higher ranks of the Scythirian Empire would have a laugh at his expense. Of course, there was nothing he could do about it nor would it be the first time someone had fun at his expense. "Ah yes, of course, of course" he said finally, less than confident. "Our timber industry is one of the few that has not been greatly deminished during the years of conflict. Furthermore, we can also offer a variety of foodstuffs, including various vegetables and citruses. More importantly, and perhaps proudly, there is the once well known wines of Georgia. I am told there are still a few sellers that have some of the finest vintage years still available for sell." "Of course, to ensure the prosperity and security of the Union, we were hopeful that the Empire could also offer weapons. Chairman Khalilov naturally understands the delicate nature of such a trade agreement but pressed upon me the necessity of such things. Currently, due to the ongoing conflicts, weapons caches throughout the region are as much exhausted as they are outdated. I am sure you can imagine fighting with tanks from the Georgian War could seem fruitless against today's technology. If we are to keep the peace, we must ensure our peace keepers and defense forces have adequate technology. Surely the Empire understands these concerns Ambassador?" |

"Of course, and we have every intention to help you build up your military," Yirindian said with an air of slickness in his tone. "The Empire as a militarily dominant nation has more than a surplus of weapons that would be useful to you that would just go to waste otherwise." Meaning, the weapons his country intended to give the Transcaucasia were mostly obsolete by Scythirian standards and would have simply been melted down as scrap otherwise. He was fortunate that he was paired up with such a weak negotiator, it made his job easier. |

Rustamov nodded, "excellent, excellent" he stated. "The Imperial government is most generous and with its aid, the Chairman is very optimistic that Transcaucasia will be a powerful economic partner for the region. The benefits to my people from this partnership is unimaginable and surely, in time, it shall be our ambition to show the Scythirian people the gratitude that we will have for their part in our success." Rustamov paused slightly to check the time on his wore wrist watch, the only token of his deceased father. "We have covered a great deal during this meeting Ambassador" Rustamov said finally. "Was there anything from the Imperial Government that you wish to discuss, beside the new treaty clause? If not, Chairman Khalilov his desire to personally meet you. He is hosting a private dinner in your honor and before I thought you might like a personal tour of the capital." |

Rustamov smiled a bit of a pathetic, almost sad smile before showing the ambassador out the office and soon to an awaiting car just outside the Foreign Ministry building. The limousine had been called for to take the Ambassador about the city, Rustamov himself to be his guide. Posted Image By the time to two men left the Foreign Ministry, night was beginning to fall upon the city of Rustavi. Rustamov took the Ambassador to see all the great sites of the city and also some of the construction sites. Chairman Khalilov had big plans for the city, to make it one of the jewels of the Middle East and it was certainly evident through the grad scale of his building projects. Eventually the two finally made it to the executive palace and the Chairman was there to personally greet Ambassador Kharzon. He expressed Transcaucasia admiration for the Scythirian Empire, their eternal gratitude to the Emperor, and their desires to remain close allies. A small dinner party soon followed in the Ambassadors honor with other members of the government also in attendance. After the party, a limousine was summoned for the Ambassador to take him back to his embassy. |
