Commonwealth of Transcaucasia Estbalished

Yerevan: After months of economic turmoil, civil unrest, and war; leaders of the Transcaucasus announced today the establishment of a Commonwealth of Transcaucasia. The Commonwealth, a loose alliance of Trancaucasian states, is designed to serve the economic, diplomatic, and defense interests of the region.

"This Commonwealth is a historic first for a region that has been bitterly divided since the Georgian War" recently elected Premier Natela Pirosmani of the Southern Republic of Georgia told reporters at a news conference in Tbilisi following the Commonwealth announcement. Premier Pirosmani and the Menshevik's recently won elections, ousting long-time parliament majority party, the United Republicans. "However, the Commonwealth makes sense especially here in Georgia where already our people have accepted that change is necessary. While we may still have many roads to cross before a deeper relationship can be established between the states of Transcaucasia, I believe that the Commonwealth is the first set and shall provide the best forum, for establishing better relations." The news of the Commonwealth comes as the two Georgia's (both the Southern Republic and the recently seceded Northern Georgia) have begun talks of uniting again into a single state. This comes as a result of the Northern Georgians fighting a bitter civil war against the Azerbaijani-dominated Military Republic. Uniting the two Georgia's into a single state and establishing the Commonwealth will effectively end almost all parts of the the Guranburg Peace Accords. "We have already taken into consideration that the Guranburg Peace Accords are severely out of date and out of touch with the will of Transcaucasia." Newly appointed Generalissimo Besiki Asatiani told reporters. "We will be contacting the remaining nations still in existence and hold a summit here in Transcaucasia. A new charter is desired by our people but we understand to get it we must have the permission of those still upholding the Guranburg Accords."

While the Georgian Premier, Azerbaijani Generalissimo, and the newly elected Armenian Prime Minister Nicholas Aganoor have praised the creation of Commonwealth as a new era of cooperation, some political analysts simply believe the Commonwealth of created out of necessity. "While I certainly hope that this Commonwealth indeed fosters new relations between Transcaucasian nations I think we should realize that this cooperation is more out of economic necessity." professor Georgi Khutsiev, chairman of the political department of Tbilisi University stated. "What I think we must realize is that the Commonwealth's real main goal is to bring about economic stability into a region that has been suffering under recession. The Azerbaijani have oil, but with the loss of Northern Georgia, have no effective way of getting it to world markets. The Georgians and Armenians understand this and in hopes of reaping some of the profits. We can only hope that this tactic will end in success and that regional wealth will indeed invoke cooperation and not animosity between the states in the end." Despite some criticism, most in Georgia, Armenia, and Azerbaijan seem generally optimistic over the creation of the Commonwealth. However, despite relative optimism there are still many challenges that face the Commonwealth. First and foremost is a negotiation with former signatories of the Guranburg Treaty, namely the Scythirian and Russian Empires. With Southern and Northern Georgia seeking to unite, this is seen as a crucial step. Secondly, as northern Georgia seeks to unite with Southern Georgia the authorities in Abkhazia seek full autonomy and sovereignty as a independent state. A known bastion for Russian sympathizers, Abkhazia wishes to been its own state within the Commonwealth however there are many in the two Georgia's and Azerbaijan who disagree. Finding solutions to these problems will be the first true test of this new fragile alliance.

The provisional government of the Commonwealth of Transcaucasia, recognizing that your governments represent either signing members or that your governments are successive organizations to governments of signed members, of the Guranburg Peace Accords, does hereby request a delegate or delegation to be sent to the Georgian city of Tbilisi. It is the wishes of the Georgian people that the territory formerly known as Georgia be reunified, an action that is directly against the fundamental provisions of the Guranburg Treaty. It is the hope of our provisional government that this submit can come to an unilateral agreement to dissolve the Guranburg Treaty and install a successive treaty that better represents the views of the people of Transcaucasia. Should your government choose to abstain from the conference, the provisional government shall view it as consent to our authority to move on without your oversight.

Provisional Commonwealth Government
The Provisional Government of the Commonwealth of Transcaucasia wishes to announce its intent of dissolving the Guranburg Peace Accords, in accordance with the wishes of the Georgian people to reunited their currently divided country. In so doing, the Provisional Government has called for a submit of all remaining signed nations and the successor states to signed nations, of the Guranburg Treaty to attend a submit in Tbilisi. Its purpose shall be for the formal dissolution of the Guranburg Treaty and the recreation of a successor treaty designed to better represent the needs and desires of the people of Transcaucasia. As such, the Provisional Government would like to extend an invitation to all nations who wish to send delegations for the purpose of observing the submit. We ask only that all delegations respect the conference and its proceedings in accordance with their observer status during the conference proceedings.

The flight from Moscow was a historic one, the first in generations since the end of the Georgian War. Crossing the lands of the Drax and then the wilds of Kiensland, the familiar roughs, cliffs and peeks of the Trancaucasus came in view. He himself had never been to a land he'd heard about dozens of times over from father. The aircraft flew low as it came over the countryside and the consequences of the Georgian War were evident everywhere. Since split of Georgia into two states, the peoples of this region suffered under one violent conflict after another. Now however, it seemed the wrongs of that war were ready to be undone. Its people were ready to move forward but to do so they had to negotiate with the powers that brought the war's end to them in the first place. This meant bringing together two powers that have been at odds with one another since the Georgian War, Scythirus and Russia.

Coming to a fault on the runway, the small diplomatic plane was taxied to a small area where representatives from the provisional government of this new Commonwealth stood and waited. With the door open and the stairs lowered, Prince George Demetrevich Gruzinsky XIII emerged from the plane much to the surprise of those Georgians who were in attendance to the arrival. Russia was eager to send a representative but never disclosed their choice. Given the problems in the Baltic the Commonwealth understood that it would most likely not be anyone of the highest rank it their Foreign Ministry. However, for it to be Prince Gruzinsky was a risky move that no one now greeting the man saw coming. He was the son of Prince Demetre III Mukhran-Batoni, the former prince of the Northern Principality. Having been exiled by the Military Republic (Who claimed Prince Demetre was dead), he'd married his son George to another claimant of the Georgian throne, securing the strongest claim to the region. Many in both side of Georgia believe Russia's involvement in the wedding was their way of showing their continued interest in the region. Many, naturally, were disgusted with it and believed Russia would one day use the heir of Prince Gruzinsky and his wife to take back Georgia to put a puppet in power.

Still, in hopes that the summit would be a success, the delegation (despite their personal beliefs of the man) put on smiles as they shook the Prince's hand and greeted him. "On behalf of the provisional government of the Commonwealth of Transcaucasia, we would like to welcome you to Tbilisi and express our sincerest hopes for the success of these negotiations." After the exchange of the usual pleasantry , the delegation left showed the Prince to a limo waiting to take him away. Delegates remained to welcome to other dignitaries scheduled to arrive.

The sleek, black Imperial Jet of Scythirus' emperors was the next to arrive in the Tbilisi International Airport. After the doors opened and the stairs lowered, the God-Emperor's grand-nephew, Farhang Malfisto Emmanulas, emerged from the jet's interior. As the direct male heir to the lineage of the rulers of Nag Eghoeg (as his brother who was lost now in that chaotic and collapsed former state, presumed dead), he held a very powerful position within the Scythirian government. His presence here meant that the Sacred Holy Empire of Scythirus took this matter seriously.

The Union will not and does not recognize the illegal annexation of Georgian territory by Southern communists as a legitimate power with rights to organize this Commonwealth, and cannot condone the destruction of Azerbaijan by Manshevik parasites. If the Georgian people truly wish to doom themselves to mediocrity, the Union wishes to offer the Azerbaijani people its full support in maintaining their independence, and preserving the institutions which protected the Transcaucasian region from conquest by the Dominion, as the Union has done. It recommends that Azerbaijan re-examine the terms of its union, and to use force to implement a more lasting, stable, and honorable path to unification, if this is truly what they desire. The destruction of the institutions that saved the Military Republic from foreign subjugation will undoubtedly occur if they are to exist in a state subservient to socialist lunacy, and lead to the extinction of the free Caucasus.

This move defies not only international law, but rationality itself, and the Union cannot be a party to it.

Currently Northern Georgia is under the administration of a provisional Georgian government of their own design. They contacted the Southern Republic with their desires for a reunification of the state. It is time that Georgia be reunified, that the last vestiges of the ill-conceived Guranburg Treaty be dissolved, and that a new treaty for the region be forged for the benefit of all people. The Union's participation in this matter was offer more out of respect than out of necessity. The sovereign state known as the Hispania no longer exists, its monarchy dissolved generations ago. There currently holds no international law either placed with the Guranburg Treaty or any document passed by the International Commonwealth of Nations that states we must recognize the Union as the successor state of Hispania. If the Union refuses to support this endeavor to bring lasting peace to Transcaucasia then we shall simply proceed without their participation.

While we still feel that there is a necessity to meet and discuss a new treaty to govern Transcaucasia, we are not seriously considering maintain our complete independence from any sort of super-regional government. The conference room chosen by the provisional government of the new proposed Commonwealth, was not as luxurious as many found around the world. Windows made up the majority of the wall space and the table itself sat no more than twelve individuals. Coffee had been prepared as well as water for the delegations. Seating was done in a way to put the representative of Russia at one end of the table and that of Scythirus at the other. The remainder of seat were occupied by the representatives from Adjara, Abkhazia, the United Georgia coalition, Armenia, and Azerbaijan. After all those came the seat of the those either invited along with Russia and Scythirus to discuss the terms of a new treaty or those simply invited to observe.

Already tensions at the conference were high between not only the invited guests but also the leaders of this most fragile Commonwealth. It was no secret at the U.F.F.R had called out to the Azerbaijani government in support of their independence from the Commonwealth. Both the Georgian delegate and the Armenian delegate could tell there was a stark difference in the demeanor of the Azerbaijani representative. This was always something that both the Georgians and the Armenians feared, that the Azerbaijani would at some later point decided against the Commonwealth. Though in their favor economically, it was still an agreement that would hamper some of their sovereign freedom. In truth, the Guranburg Treaty did apply to the Azerbaijani...not anymore. Now that Northern Georgia was autonomous from the government of Baku, the terms of the treaty did not apply to them. Neither did it apply to the Armenians, but they knew that if the Guranburg Treaty was dissolved a new treaty would have to take it place or the region would again become a battleground for war.

"Honored leaders, delegates, and guests" said David Marjanishvili, the representative from United Georgia. "Allow me to first and foremost welcome you all here to Tbilisi. For long since the end of the Georgian War, this region has been under the terms of the Guranburg Peace Accords. While indeed it brought an end to hostilities during that era, it has since become worn and outdated. Today, the region is not just dominated by Georgia but also Armenia and Azerbaijan. We've brought war to one another and have since developed long-standing animosity and mistrust that has only brought suffering to our people. Today, however, we hope to change that by establishing a new treaty that will oversee peace in this region for decades to come. To do this, we have requested the last of the great powers that signed the Guranburg Treaty to come here today and formally dissolve it, in favor of a new treaty. The Georgian people want a united state, the Armenians and Azerbaijani want assurances of peace, and together our nations want more freedom of diplomatic freedoms in terms of establishing for ourselves alliances with other nations."

"However" said Marjanishvili, "these are all things we know we must discuss and come to a mutually beneficial agreement to. That all being said, I would first like to bring to order the topic of a united Georgia. Under the Guranburg Treaty, Georgia was split into a North and South state, with the North designated as a Christian state and the South designated for those religious sects that remained, mostly Muslim. Since that time, the two Georgia's have evolved and while opposed politically in the past, have since resolved their differences. We now desire reunification but understand that to do so we need the support to those nations that agreed to the partition of Georgia, namely the Scythirian Empire and Russian Empire. So to the delegates of the signatory nations we request that Georgia be allow to Unite and in doing so, that the Guranburg Treaty be formally dissolved."

"Well, if the people of Georgia can successfully demonstrate that they are capable of maintaining a stable, united government, they will find no objection from the Sacred Holy Empire," Farhang Malfisto Emmanulas said, leaning back casually in his seat and steepling his fingertips. "I suggest an observational trial period, for, let's say, two years. If Georgia shows that it is fully capable of maintaining a stable government through that period, then they remain unified. However, if they show themselves incapable, Georgia will revert to the conditions ascribed in the Guranburg Accords."

"Russia concurs with the Scythirians that Georgia must prove its ability to maintain peace while united for a trial period. After all, there are certainly doubts among many that this is even possible, though Russia wishes the Georgian people well in this venture. That said" said Prince Demetre III as he continued, "I do believe that the issue of Abkhazia must also be resolved. The people of that particular region have formed their own provisional government to our understanding and are requesting autonomy as they do not wish to become apart of a united Georgia. Is the provisional government of a united Georgia willing to accept Abkhazian autonomy?"

"The Abkhazians are Russian sympathizers and Russia's only concern with such autonomy is the ability to manipulate that region in the future" Generalissimo Besiki Asatiani rather abruptly. "The Military Republic has fought constantly with the Sons of Moscow, a known terrorist group who we have suspected for years as being funded by your Empire's government. Their so-called provisional government is laughable at best as there is every indication they would become a puppet government of your regime."

"The Russian Empire finds such accusations applauding and offensive" said Demetre in retaliation. "The Russian Empire does not condone nor fund terrorism and neither your government or any other have ever produce evidence to the contrary. I am simply stating the facts that the Abkhazians are seeking autonomy and a united Georgia will only work if such an issue is resolved. The Adjarans were granted autonomy years ago by the southern Republic. However, naturally the Military Republic seeks only the dominate and oppress its people just like the Dominion it is based off of!"

"Our government is anything but a Dominion state, the Russians are the Imperialist Bas..."

"Gentlemen please" said David Marjanishvili. "This discuss must be kept civil if we are to accomplish anything. Yes, the Russians are right that the Akbhazians have indeed request autonomy. The Azerbaijani are also correct that our provisional government has hesitated on this issue for reasons that the S.O.M are believed to have connections with the Russian government. Someone is funding these individuals and they have caused problems in the northern territories of Georgia before."

"Our organization nor the provisional government we have setup have any affiliation with Russia" said Sergei Gagulia. "The Military Republic was oppressive and was destroying our Georgian culture, that was why we fought against your regime. We seek only peaceful coexistence with the Georgians but autonomy to direct the course of our people the way we see fit. The Abkhaz people have always had a distinctive culture beyond that of Georgians, we seek only the opportunity to have our culture flourish."

Farhang briefly grimaced at Russia's suggestion of Abkhazian autonomy. Obviously this is where the European imperialists hoped to regain a foothold in the region and undermine everything that the Guranburg Accords had stood to accomplish. He could not allow such a thing to come to pass.

"Actually, Scythirus feels that this united Georgia, should it stand united at all, should be fully unified. Period. Or the experiment will be destined to fail and become self-defeating. Thus, Abkhazian autonomy would be unwise and should not be allowed."

"If Abkhazia cannot have autonomy from Georgia, then Adjara should be forced to return as a Georgian territory as well" said Sergei as he glared at farhang and then at the Adjaran Chairman.

"That is absurd!" said Chairman Konstantine Arakishvili, now speaking from the first time. "The Soviet Socialist Republic of Adjara has been an independent entity within the Transcaucasus region for many years now and we will in no way agree to anything that infringes upon our continued independent and sovereignty. If the Southern Republic of Georgia wishes to unite with its northern counterpart then so be it, but leave us out of the equation."

"Then Abkhazia is to have its independence" Sergei repeated. "The Southern Republic allowed the Communists to have Adjara and we demand our own territory for our people. We do not wish to have our resources and people squandered by the socialists that will no doubt take power in a united Georgia. If Abkhazia does not get independence then I cannot ensure the peace that currently resides within the region."

"Spoken like the true terrorists the so called Abkhazians are" Generalissimo Asatiani stated plainly as he now glared as Sergei. "The Sons of Moscow and Abkhazia in general have been a hotbed for terrorism for years now and it must stop. While we no longer control Northern Georgia, we demand that the new Georgian government put a stop to these terrorists at once!"

"An Abkhazia demands that sanctions be brought against the Military Republic, Dominionist Dogs!" Sergei reply, the tone of the conversation growing more fierce. "They are the very essence of the Dominion and will no doubt cause trouble for the world unless stopped now."

"I have heard enough of this blatant smear campaign from the Abkhazian. The Military Republic of Azerbaijan came as a courtesy but it is evident now that this Commonwealth is doomed!"

"PLEASE" Marjanishvili stated, almost in a shout as he attempted to bring order to the meeting. "There is certainly much that needs to be discussed but I feel we will do little of that in our present state. I would like to call a recess for now and have this meeting return in one hours time. For now, rooms have been made available for all representatives. Any convenience not already made available to you in your room will be made available upon request."

Sergei was out of his seat the moment Marjanishvili finished speaking, an aid showing him out of the meeting hall and to his respective room. The other representatives soon filed out themselves, with some distancing themselves from others for obvious reasons. Small snacks, drinks, as well as other creature comforts could be found in the rooms. While relatively small, they were nonetheless comfortable and certainly offered whatever the person might need. It wasn't long after recess was called that Generalissimo Asatiani left his quarters and was shown down the hall to the room of the Scythirian representative. After a quick knock and permission to enter, the Generalissimo came before Farhang Malfisto Emmanulas.

Bowing before Farhang, Asatiani wasted little time. "I am sure you are no doubt aware of the far-reaching problems that this submit has highlighted for the region. Technically, since the loss of the Northern territories of Georgia, my government no longer fall under the direction of the Guranburg Accords. However, we are not foolish to believe we are above the authority that the Holy Empire provides for the Middle East. You are no doubt aware or can quickly be made aware with a phone call to your government, that mine has successfully negotiated our entrance into CPEMEC. With such an undertaking done, we believe we can become a successful state independent of any relations with the other Transcaucasus nations."

"However" said the Generalissimo as he continued, "we understand that if the Holy Empire wishes, it can hold us to the Guranburg Accords at which case our government is indeed hopeful that a successive treaty can be forged. To be straight to the point, our government wants the ability to forge closer alliances with other Middle Eastern powers including the Holy Empire. These ties being both diplomatic and economic.....as well as military in nature. The later being strictly forbidden by the current accords. I wish to standby the Holy Empire if it will allow my people and our government this indulgence."

Farhang sat back in his comfortable chair as he listened to the Generalissimo's concerns, nodding throughout. He was in good spirits, as he found the way talks had fallen apart into a petty squabble amusing.

"Well, that's all well and good, Generalissimo Asatiani," he said with a wide smile, "but what if Scythirus were to offer you something better. I mean it that Scythirus will not accept anything less than a fully united state if Georgia was to form this Commonwealth. Division will only prove your incapability to exist as a single state. You'd might as well forget the project and continue under the Accords."

He ignored the Generalissimo's uncomprehending frown and continued.

"And that's where I'm willing to offer you something better. After you establish a truly united state, the Sacred Holy Empire can funnel funds into your party's coffers to ensure that you gain dominance over all of Georgia following those quaint things that democracies call 'elections.' "

Besiki was taken aback by the offer, as never in his wildest of dreams had he ever thought such an offer would be made to him. The entire region of Transcaucasia, under the control of the military....an end to democracies....a united region under his control.... Still, this was no simple ask as surely even the ambassador understood. It was true, that if the Commonwealth talks were successful and a united government between the states existed, a election for its leadership would occur. The problem lay in getting the Georgians to agree to a united state and relations between his government and theirs was thin..at best. Still, the Georgians wanted to have a better deal that the peace accords and what Georgia united, so perhaps the Generalissimo had a few tricks left up his sleeve.

"If the Scythirian Empire will promise the funds for a electoral success when it comes time to electing a new government to the new Transcaucasian state, then I assure you that I will get the Georgians to agree to a united state." said the Generalissimo with a smile. Wasting little time after the two came to their agreement, the Generalissimo took his leave of the Scythirian Ambassador and then made his way to the Georgian room and Adjaran rooms. It took the remainder of the recess to get a solid deal put in place and even then, given past relations, he wasn't sure anything had been really settled. Regardless, the Generalissimo entered the conference room a proud individual.

After everyone took their seats, Marjanishvili spoke. "Now, as we previously discussed Georgia wishes to be reunited. The Abkhazians have expressed their desire for autonomy however, as the Scythirian ambassador concluded, only a united Georgian can prove fruitful if we are to ever have a united Transcaucasia. To that end, the Georgians are willing to give the Abkhazian region a special status as a province within Georgia, status that can be discussed after these proceeding, if they will agree to stay united with Georgia."

Sergei sat silent for a moment as he considered the agreement. While he'd come to gain full independence he was also well aware that the Guranburg Accords had to go. "Abkhazia will agree to such a special status and will remain with Georgia" he said finally. He was optimistic about what this special status would include. Sadly, he was unaware that the Generalissimo had promised the Georgians help with dealing with the Abkhazians in return for this false promise. The Georgians had played right into his hands.

"If no one here objects, then Georgia will indeed be united and we can now move on to the main point of this conference, the establishment of a new treaty to government the Transcaucasus."

"Excellent" said Marjanishvili as he shuffled some papers before him. "Then the subject is settled and I would like to move on and begin discussion of a new treaty for Transcaucasia. With the reunification of Georgia, the Guranburg Peace Accords are effectively voided as far as authority in international law is concerned, given that the treaty was specific to the division of the Georgian region. However, we Georgians along with our Armenia and Azerbaijani neighbors would like to ensure continued peace and not allow the voided treaty to invite new war into the region."

"Our main concern is authority over the course and direction over our own region. We'd like to encourage diplomatic relations with other nations, without stipulation. This is equally true with our desires to establish economic partnerships. Now neither such relations were barred for any nations by the old treaty, what was however, were military alliances. Of the terms of the old agreement, the only two nations that may still pose a concern are the ones whose representatives are here today, the Scythirian Empire and the Russian Empire. We transcaucasian states have agreed pre-conference, that we have no problems with a stipulation barring us from a military alliance or agreement of any kind, with both of your nations."

"Is this alone an agreeable safeguard for peace, or do either the Scythirian Empire or Russian Empire have any further concerns to add?"

The official capacity of the Porcuians present was as observers and although they collectively felt it best to remain silent some had seen more than enough. In the pause that followed a rush of whispered Latin caught the attention of the major players involved.

"They go to the wolves..."

"The international community will have little choice but to accept whatever is agreed upon here."

"And what of the democratic factions in the region? Do we not have something to say in their defense?"

"I think it wise to stay quiet...The Republic cannot do anything."

There was a sudden inquiry by one of the Russian officials which silenced the Porcuians. Although refusing to answer at first, the Porcuian diplomat charged with reporting back to Stockholm finally responded with an extremely carefully worded reply. In short, however, the Porcuians were disappointed that the discussions had progressed to the point that they had. Leaving had crossed their minds, but the Porcuians decided to see the discussions through so as to provide the best information to Parliament.

"The Russian Empire feel it would be prudent, in the interest of ensuring domestic tranquility with the Transcaucasian people, that Russia be allowed to establish an embassy" said Prince Demetre. "I imagine the Scythirian Empire will wish to do the same and we have no objections over this. In essence, Russia wishes to have some assurance that the terms of an agreement reached here are universally upheld. Most specifically to this, are the terms for a united Georgia as we've already agree to."

The Treaty of Transcaucasia


A second recess was called after there were no rejections to the final stipulations of the conference. During that time, a treaty was drafted and copies were made for every delegation to review. When this was completed, everyone was once again called back into the conference room and handed a draft copy of the treaty. "Here is the treaty as we have so far discussed it, along with stipulations that were made prior to this meeting by the nations of Transcaucasia. So long as there are no objections to what ahve been put on paper, then we can sign the official copy and at last, allow Transcaucasia to move forward from the consequences of the Georgian War." Marjanishvili told everyone.

"The Russian Empire has no objections as well" said Prince Demetre, "the Russian Empire will sign and bind itself to the terms of this new treaty."

Following the Scythirian and Russian envoy's agreement to signing the treaty, one by one the Transcaucasian powers also agreed to sign the treaty. One by one, each signed the treaty until at last the final signature was put to the paper. Handshakes were exchanged, everyone putting on as best a face as they could even though some animosity between some of the representatives still remained. After the agreement was singed, reporters were allowed into the a reception room where the announcement was made over the signing of the treaty as well as an announcement that elections would soon be held to determine the new government of Transcaucasia's new union. Perhaps no one was as eager as Generalissimo Asatiani for those elections. With assurances he would receive political funding from Scythirus, it would ensure a political victory for whatever party bloc he and the Azerbaijani could put together.
