"I would like to propose an addendum, specifically regarding the sea-lane." Alcesus added. "If we are to think of the sea-lane as acting as a demilitarized zone, enabling free movement of humanitarian materials, I must press that the zone be extended to include both islands of Zanzibar. Avaricum and a small stretch of coastline are all that remain of Tanganorium and, due to the large port in the capital city, the entire territory will be subject to the restrictions of this treaty regarding the sea-lane. We think it only fair that this apply to Zanzibar as well."

"The DCA would only agree to that if all EU and Porcuian and Porcuian allied and sympathetic naval and air forces are removed entirely from the area with no recourse to quickly build up in the area. Do not try to change things at the last second," Colonel Emil Za Zanga growled. Ambassador Muatema waited impatiently, pen in hand, to finish these negotiations.

"Then what assurance does my government have that Zanzibar will not use the safety of its protectorate status under the Federation of East African Nations to rebuild and reorganize its military? Avaricum and its surrounding territory are encompassed by the non-military nature of the sea-lane, but this does not explicitly apply to Zanzibar. This is not fair and we wish for a minor addition to be made."

The assurance lies with the Federation, of course. And in the clause that negotiation will come before any violence against the sovereignity of other states, the violation of which has already been agreed to void the agreement.

And one could easily level the same possibile scenarios being conducted by Porcu. We did not bring up this matter initially because we trust our brothers in the Horn of Africa. You should as well. Negotiations are complete as far as Zanzibar itself is concerned and we are not sure they are wrong to feel this way. I suggest we do not sacrifice what is good already in this treaty in favor of some notion of perfection.

"The Federation can assure the Republic and E.U. that, under its protection, Zanzibar shall not engage in military reorganization. That is to say, so long as the necessity of the sea-lane exists as the Federation will act as its protecting force. Now, once the necessity of the sea-lane is finished, then the Federation will aid Zanzibar in establishing a defense force necessary for its survival as an independent nation. However, that I believe is a long time coming given the events so far in the immediate area."

"Federation has no problem complying with the request so long as the request is indeed apply unilaterally to all involved. However, given the fragile nature of current conflict border between Avaricum and TIM forces, the Federation has no problem suggesting that a limit to forces allow in the area is apply. If indeed, the fear of the Republic is that a complete demilitarization would put it at a disadvantage to an actor which is not currently present at these negotiations."

A recess was held after the last of the protests were settled. Within an hour the delegates returned and were presented with the agreement printed plainly in black and white. Where or not it was entirely the agreement any of the parties had hoped for was a mute point by now. It was agreement, Zanzibar would get its independence while the Porcu would finally get much needed aid to their people on the mainland. The Roman Emperor had exercised his authority and the DCA shown themselves to be a true broker in African affairs. The Federation, well the Federation was able to say that peace was gained in its borders, under its leadership as a mediator. Where that would take them internationally was yet to be seen, but after the signing the delegates agree to a few photos and answer a few questions to the awaiting press before each left Aksum, returning to their respective nations to answer to their own people the peace that had been obtained.
