"They're treating us like children!" Thomas Damascene-Dalassenos exclaimed angrily.

Theodore Aldebaran shrugged. "What do you expect," he said, "Children only know how to relate to other children. It seems that neither the Kasnyians nor the Dominion taught their subjects any manners."

"Goddamn," Damascene-Dalassenos roared, "Our fathers should have simply overthrown the Kasnyian Empire, exterminated the Gasselists while they were just pirates and terrorists, and then installed a Ribbenzoph on the Kasnyian Throne. There would have been no Dominion, no War, and no DCA. Instead, the Ribbenzophs' exarch would be discussing with how best to chastise Zanzibar."

Aldebaran chuckled lightly, but then smiled sadly. "It may be so, but it may also be that worse enormities would exist in that world than this one. Our Lord's Providence chose this one for a reason.

"Nevertheless, you are right about this DCA. Worry not, I have spoken with Constantinople. Our forces are manuvering in positions in Egypt, Alexanderhaven, and the Whale Bay. Should these negotiations collapse, we can cripple the DCA for good." He sounded almost indifferent as he spoke.

When they returned to the Axumites to inform them that the Roman delegation was ready to rejoin negotiations, they were informed that the other parties were also ready. It was not long before they reconvened.

When the new session began, the DCA delegation presented their offer on behalf of themselves and the Zanzibaris.

Aldebaran mulled it over for a few moments.

"This is a most generous offer," he began, "for if the Zanzibaris can truely say they have nothing to do with it, then we have no quarrel with they or you. That would be magnificent, I think we can all agree, a real breakthrough in relations."

He paused for just long enough to see the other delegates reactions, and then continued.

"Of course," he said, "If we have no quarrel with the DCA or Zanzibar, and they are nations in good standing with the Emperor, then we really are a truely neutral party. In that case, there are no more objections to our neutrality, and we will be enforcing the ceasefire."

"The DCA is merely negotiating on behalf of Zanzibar. We ourselves have no position in this conflict other than we wish for anything to be in favor of Africa. However, Zanzibar does have issue with your government for taking Porcu's side in the matter of Zanzibar's recognition dispute earlier in the war. It is my guess that the Zanzibari ship fired from your waters as a purposeful insult and that is why they Zanzibari leadership does not consider you neutral. Also, if you truely were a neutral party, you would not continue to insist and instead pass the job on to someone else," the Ambassador replied, coolly.

"This is certainly interesting, but I don't think much has changed." Representative Sapientus quietly whispered to the Foreign Minister beside him.

Alcesus nodded in agreement and waited for a pause in order to announce his own proposals.

"I believe it will be welcomed news for all attending that a preliminary agreement has been reached through private conversations between myself and the TIM commander Cassio." Alcesus began. The eyes of several diplomats stared widely at him.

"As of this moment, I am prepared to deliver orders to the effect of ceasing all Porcuian and EU aerial attacks on TIM positions in the interior of Tanganorium. Furthermore, I am prepared to have efforts at capturing territory currently within the control of TIM forces halted - the result being a total ceasefire and the taking up of defensive positions along the entire border. In return, the Commander has assured me that the bodies of deceased Tanganorese, most notably those who perished in the Lake Victoria province, will be transported to Avaricum to be given a proper burial and to allow surviving family members to pay their respects.

"However, the Commander insists that this must be carried out by DCA personnel. To this I have agreed."

The news was very welcome, especially by Zelalem, who had more than once believed that the negotiations were near a disastrous conclusion, but Alcesus was not finished yet.

"My country has already done much to prove its desire for peace, but I wish to make that desire absolutely clear. If DCA personnel accept responsibility for seeing through part of the agreement between the TIM and the Republic and the memberstates of the EU, I would like to propose that, as an act of goodwill, the DCA also be given precedent in providing humanitarian to local populaces. Should concern be expressed by members of the international community, the Republic shall provide the DCA its full support in this endeavor."

"The Federation has no problems with giving the DCA precedent in providing humanitarian to local populaces" said Zelalem with some relief in his voice. "Indeed, we offer support to our African allies in this endeavor should they so request it. Though presumably a small step, I think we can all agree to that this is the right step towards a direction which we all can agree is the desired direction of these negotiations and that is peace. With this preliminary agreement reached I suggest we move to bringing the issues of Zanzibar to a close first as it seems the most pressing and naturally, the most divided issues between us."

"I applaud the agreement so far reached between the Roman Empire and Zanzibar, surely I feel we can build on this success. The Federation can offer more security to join Zanzibar's fleet if it will ease their concerns with allowing the Roman Empire to patrol the sea-lanes. The Federation is also willing to being a humanitarian effort in Zanzibar to help with the developing country."

IC-

The offer to convince Zanzibar to disavow was contingent on Rome dropping its intent to patrol the ocean. If you will not give up this condition, negotiations are simply over and we will negotiate independantly on behalf of Zanzibar to an independant power to handle control of the sea lane in an effort to keep the peace. If we are hindered in this regard, then the DCA shall take responsibility for the control of the sea lane, as we are the only power trusted by Zanzibar other than the Federation.

Lord Damascene-Dalassenos' face contorted into a dark rage, but he kept silent due to a glance from Lord Aldebaran.

But Aldebaran was barely happier. He said, "Either Zanzibar was responsible for the violation of Roman waters or she was not. If she was not, than she would happily disavow the action because she would not desire to be held responsible for a crime of which she is not guilty. On the other hand, if she was responsible for violating the waters, then we have unfinished business.

"In the first case, if Zanzibar was not responsible, she will allow us to enforce the peace in order to demonstrate her good will. On the other hand, if she is guilty, we will enforce the peace according to our own terms. Either deference or submission, I see no other outcome. Do my colleagues from Porcu or Ethiopia see anything I have missed?"

His voice was cold, and it seemed that the whole room had grown cold.

"Zanzibar does not trust Rome because Rome has, on several occassions, backed Porcu and other states in not recognizing its sovereignity. So your good will is suspect even if the cruiser is disavowed," Colonel Za Zanga replied simply, "Also, as a native-run African state, it is untrustworthy of outsiders besides."

Foreign Minister Alcesus carefully adjusted himself in his seat and spoke softly at first to gain the attention of those around.

"We don't believe that our Roman colleagues have missed anything in their analysis of this particular matter.

"Representatives?" Alcesus continued, looking at one of the DCA delegates. "Progress has already been made with regard to TIM and my government has already bowed to a number of demands, including that to formally recognize the sovereignty of Zanzibar. Why must this game be continued? Porcu is ready to commence with plans for the sea-lane. Our hosts have indicated numerous times of their good will. Rome is a respected power the world over. Why does Zanzibar spit upon reasonable proposals?"

Because Rome has not agreed to these same conditions. Only Porcu has. It is an issue and I suggest another power not previously affiliated with Porcu, for the sake of posterity, be chosen. We once again offer the Federation...

"The Federation believes that Rome is well within its rights and we cannot, logically, disapprove their request" said Zelalem. "However, understanding xenophobia towards Europeans here in Africa as we do, we understand the reservations Zanzibar has. Again, the Federation is willing to stand-by Rome's wishes to patrol the sea-lanes but offer to Zanzibar, a contingent of Federation naval vessels to stay within Zanzibar waters and safeguard Zanzibar against any aggression."

"We do not perceive aggression naturally from any nation here" Zelalem added, "but if it will help the Zanzibar people to feel better guarded, then we are willing to comply."

"The Federation's guarentee is heartening, but it simply isn't enough. Thus far we have been speaking from Zanzibar's point of view, but as the DCA will be administering the Tanganyika coast as part of peacekeeper duties, and as our own coast and islands are not too far away, we see it as a security threat for a non-African entity to continue patrolling. As such, Zanzibar continues to insist, and the DCA agrees, upon a truely neutral party. The Romans were not one prior to the conflict and they certainly aren't now. Either that or the Roman patrols must be forced to strictly adhere to limitations in the type, capability, and number of ships AND the Federation naval contingent must be larger and more capable and be ready to come to the aid of Zanzibar at a moment's notice."

Naturally the General Secretary understood the Xenophobia towards Europeans in Africa. They had been the colonial masters of the continent long ago and even now, some persisted to control the Africans. But Africa was stronger than that, and growing stronger everyday. There were many great African powers from the past such as Patrua, Camizu, Great Denizistan, and Syawla just to name a few. Even now, newer powers were growing to take the old's place such as Zolony, Sutekh-Te-Ankh, Ulgania, and of course, the DCA. Africa had to assert itself and while the Romans were certainly apart of Africa, they're lordship came from Constantinople, a far cry from the continent itself. Though many were Africans by birth, their allegiance was certainly elsewhere.

"Certainly I would hope that Constantinople would be willing to agree, at the very least, to disclosing such information to this council before patrols began in the interest of peace" Zelalem said turning from the DCA's representatives to the Romans. "Again we respect the Romans Empire's priority to patrol the sea-lanes in the interests of security and peace given the events that have thus far unfolded. Surely the Emperor will be willing to disclose his desired number of ships and type of ships. I even imagine the Emperor will not seek to put more ships in this proposed sea-lane than is logically necessary to properly defend it and patrol it."

"Do we already forget the responsibility the Zanzibari government carries towards the people of Quinaranum?" Foreign Minister Alcesus asked pointedly. "My government is prepared to work for peace, and we have given much to achieve this. Thus far, Zanzibar has avoided taking total responsibility for its disastrous actions. Zanzibar has assured itself recognition of its sovereignty by my government while insisting that government institutions in Avaricum are illegitimate, and she has nearly secured herself the protection of a neutral party in the Federation by the establishment of a sea-lane for humanitarian purposes.

"The Roman delegate was absolutely correct when he said, 'The Zanzibar Republic cannot continue internationally if it suspects all who attempt to aid in of traitorous ways', and there is no indication that Zanzibar is prepared to compensate the people of Avaricum, not to mention Quinaranum, for her actions. This cannot continue."

Zanzibar has offered to disavow the offending ship. They will accept that in the fog of war, they had done wrong. Zanzibar is even willing to offer a portion of its earnings if necessary as well as a form of repayment. This, however, has not a thing to do with Rome's intentions to colonize the seas. Speak to your own issues, and let them speak to theirs.

Lord Damascene-Dalassenos and Lord Aldebaran turn to one another and spoke as the DCA argued with the Porcuians after they'd made their earlier remarks. Both Roman nobles were hardly happy with the state of affairs during the negotiations. The DCA was playing their cards well for the Zanzibari and seemed ready to defy Constantinople wishes at every turn. It seemed Zanzibar had gotten in their cheep shot and unless the Empire was simply to flood the oceans with its navy and completely wipe out the island nation and endure a war with the DCA in the process, the Romans would have to make concessions in this matter.

Both looked grudgingly at one another as they spoke. They didn't like the idea, despised it really, but both men agreed that the Zanzibari ship was a great threat to security. The least amount of help it got from outside nations would make Rome's job of finding and destroying it that much easier. Beyond that, they were willing to let Ethiopia take on this task of patrolling the seas only because of Ethiopia's traditional ties to the Orthodox Church. If nothing else, the Roman Emperor could attempt to influence them through the priest. Sternly, the two diplomats turned from one another to face the rest of the representatives. Though directed mostly to the DCA and Zanzibar, they spoke to the entire assembled group.

"The Roman Empire will offer one last concession in these negotiations" Lord Aldebaran spoke, with Lord Damascene-Dalassenos still a bit too heated to speak himself. "Should this concession still remain too little for Zanzibar's tastes then consider our part in these negotiations through, and we will handle Zanzibar on our own terms. That said, Constantinople will agree to allow Ethiopia to patrol the sea-lanes if, and only if, it is agreed that Ethiopia make regular detailed reports to the Roman consulate in Toledo over the situation in the sea-lanes. If any violation is made over the sea-lanes for any reason, then the Roman Empire will reserve the right to deal with these violations without discrimination. I will assure you know, if Zanzibar should so be the culprit of a violation, the Roman Empire will not hesitate to decimate the island until nothing remains but glass."

The room feel silent after Lord Aldebaran spoke. The Romans had been someone silent on the extent of how far they'd go against Zanzibar, should negotiations fail. Surely now it was clear to everyone that the Romans would not hesitate to use everything within their power to wipe Zanzibar of the face of the Earth. Adjusting his tie and hoping that the DCA and Zanzibar would agree, the General Secretary responded first.

"The Federation is willing to accept the aforementioned terms. We will provide all parties involved with a detailed list of ships deployed as well as relay hourly reports to all parties on the conditions of the sea-lanes." said Zelalem. "What say the DCA and Zanzibar?"

The DCA knew when a bargain was before them and, though Zanzibar's president had urged not to give even this, the DCA ignored them this time. When they met back with the delegation, they lightened the mood,

"It is good that our brothers in the Federation conducted these talks. The summit here is a tribute to their excellent ability to make peace and understanding with all. The Democratic Confederacy of Africa, on behalf of the Zanzibar Republic, hereby agrees to these terms. Zanzibar shall become a Federation Protectorate with regular reports to the Byzantines as payment for its part in the war."

He then took the Federation envoy aside privately,

"As the DCA has territories nearby Zanzibar, we would like first warning of any oddities in the sea lanes near Zanzibar, regardless of the party, so that we may prepare in case it has to do with us."

OOC- Don't mind the last bit, its just minor set up for something thats gonna happen later.

"So long as our friends from the Republic of Porcu are pleased with the terms so far agreed upon" said Zelalem, "then I believe we can all say that a second step towards peace in this matter has finally been obtained. I will also open the floor to Porcu for any last thoughts or unfinished business in the matter of Zanzibar, should any exist."

Foreign Minister Alcesus adjusted in his seat slightly and leaned forward. "The Republic has placed its faith in diplomacy and will accept the terms, though not with pleasure."

The Minister knew that once the details of this negotiations went public there would be hell to pay. As of late, all Stockholm seemed capable of doing was appear weaker and weaker. Alcesus wanted to press the issue of compensation, especially for the millions in Quinaranum, but he decided against it. The Romans had proven to be capable of maneuvering in tough diplomatic situations and this drew the approval and admiration of the Porcuian delegates.

Now, hopefully, the stage was set for real changes and improvements to be made in Avaricum, though a larger hope remained: that of crushing Zanzibar once and for all.

Head Representative Sapientus made sure to catch one of the top Roman officials when it came time to close the negotiations and exit and whispered, "I hope Constantinople maintains open channels of communication with the Republic with regard to the DCA and Zanzibar."

"Allow me to thank the Democratic Confederacy of Africa, Zanzibar, the Porcuian Republic, and the Roman Empire for their cooperation thus far in these pressing matters" said Zelalem with a smile. "These are difficult times we live in but these agreements here will show the world that diplomacy has not lost the razor's edge it has held in the past and that while different, civilized nations still remain capable of making choices for the benefit of all."

Pausing momentarily, Zelalem shuffled some papers before continuing.

"With the Zanzibar issue brought to a close, so long as there are no other issues to address, I would like to motion that the talks now focus on the situation in Tanganorium. I believe we can still reach have TIM leader, General Cassio through communications. However, before so I again give the floor to the Porcuian delegation to outline their desires in these peace talks on this subject."

"Thank you very much." Minister Alcesus replied. "As has already been mentioned, a preliminary agreement has been reached between my government and General Cassio, who speaks on behalf of his organization. Stockholm considers the TIM to be a terrorist organization and has strongly advised that others proceed with extreme caution in dealing with it.

"Should the TIM stick by the terms of our agreement then we may have reached a peaceful conclusion. However, if attacks are made on EU and Porcuian soliders or Tanganorese innocents, the Republic reserves the rights to defend its fellow citizens of the EU. An addendum to negotiations supported by the governments of the DCA, the Federation of East Africa, and the Roman Empire to this effect would be taken as a sign of peace, cooperation, and a desire for stability."

"Well then" said Zelalem, "If there are no further pressing matters from any further parties involved here today, then I will adjourn this meeting for one last recess and have a formal document established for us to sign. I would like to add to the agreements already affirmed here, that a article of neutrality be established between all our states. Such an agreement would ensure the peace which we've established here, will survive long after this conference is ended. It will also maintain our dedication to diplomacy over military action."

OOC: Unless there is nothing left to discuss IC and no one opposes the document below, then I'll end this with one last post where the diplomats sign and go about there merry way :) Oh and in the document, I've only included what we've discussed in the meeting officially. I omitted the agreement between Rome and the DCA as well as Porcu and TIM since it wasn't agreements made in the conference but during the recess and behind closed doors, as it were.

The Aksum Peace Accords

We, the undersign nations, in order to establish stable, creditable, and long-lasting peace for the continent of Africa do hereby certify our commitment to the terms and agreements of this document, the Aksum Peace Accords. The agreements cemented within this document shall stand as a testament of the dedication to peace that the undersign have and affirms the actions that shall establish peace for all of Africa.

Article One: Declarations of Peace
-The Republic of Porcu hereby declares peace with the island nation of Zanzibar.
-The Island of Zanzibar hereby declares peace with the Republic of Porcu.
-The Roman Empire hereby declares peace with the island nation of Zanzibar.
-The Democratic Confederacy of Africa hereby affirms the declarations of peace as an approved witness.
-The Federation of East African Nations hereby affirms the declarations of peace as an approved witness.

Article Two: Sea-lane
-A sea-lane shall be established for the purpose of allowing a direct route for relief aid for the people of Tanganorium.
-No military supply shall be allowed to access the sea-lane, a violation of such shall make these accords null and void as well as create a state of war between the violator and the undersigned nations.
-The Republic of Porcu shall be granted access to the sea-lane for the purpose of supplying relief aid to Tanganorium by means of non-military ships only.
-The sea-lane shall be monitored and maintained by the Federation of East African Nations.
-The Federation of East African Nations agrees to establish and maintain communications between all undersign nations. The purpose of such shall be to keep all undersign nations constantly updated on the status of the sea-lane.

Article Three: Zanzibar Protectorate
-The island nation of Zanizbar shall hereby become a protectorate state within the Federation of East African Nations.
-Until further notice, the island nation of Zanzibar shall fall under the protection of the Federation of East African Nations.
-The protectorate status of Zanzibar shall exist for as long as the sea-lane previously mentioned in this document exists or for as long as it is deemed necessary by both nations.
-The Federation of East African Nations does hereby agree to supply necessary relief aid to the island nation of Zanzibar.

Article Four: Neutrality
-All undersigned nations agrees to honor each individual nation's own sovereignty and as such, all nations will agree to remain a neutral party in their counterpart's national and international affairs. The only time when this neutrality can be legally broken is when one nation's actions directly threaten the security of another.
-All undersigned nations agree to establish between themselves peaceful coexistence. To facilitate this new peace all nations shall agree that it will be forbidden to threaten and/or engage in military action against their counterparts. The only exception shall be when one nation's actions directly threaten the security of their counterparts.
-All undersigned nations shall agree to exhaust all diplomatic processes before using military force.
