Aksum Peace Summit; EU-DCA Diplomacy Part 2

The city of Aksum had undergone many changes since the establishment of the Federation. No longer was it a small, relatively forgotten town aside from those who made spiritual pilgrimages to the Church of Our Lady Mary of Zion. Today it was a growing metropolis, a hub of economic and political activity on the African continent. Though still no where as impressive as city such as Alexandria, Serpentine, New Zion, Vallisburg, or Mombassa; it was a growing city and its landscape was constantly changing. No greater change could be seen than the Federation Tower, a symbol of democracy in Africa, the Federation considered it a beacon of light to the once considered dark continent.

Today, it seemed, a new page in history would be written for the tower. For today, and presumably for as long as it took thereafter, the tower and one of its most impressive conference rooms would be the site of undoubtedly one of the most ridged and tough peace negotiations. Though still considered by some to be a political novice in international affairs, General Secretary Zelalem Wolde-Yohannes was eager to take the task. He had grown to know both the Democratic Confederacy of Africa as well as the Republic of Porcu an E.U. on similar levels. Both nations he respected for both similar and different reasons. Regardless of who he felt was wrong or right in this international matter, he knew that peace was more precious and had to be achieved.

Though the military of the Federation was still young, the young men and women of the armed forces polished their uniforms and came out in force at the international Aksum airport where the delegates were to arrive. Federation Security forces would be the main detail that would protect all parties involved, to ensure the best possible impartiality. The Flag of the Federation, the DCA, and that of the E.U flew over high near the top of the airport terminal. Symbolically, the Federation's flag was in the middle, the D.C.A to its right and the E.U's to its left. It was clear of the Federation's role in this matter and it would do everything within its power not to fail. Even the area where the two delegates would disembark their aircraft was symbolic. Both aircraft would land and then be taxied to an area where General Secretary Zelalem Wolde-Yohannes and the crowds were awaiting them.

The DCA's aircraft would be parked to the right, the Porcuians to the left. Both would walk down a red carpet from their stairwells, until they met in the middle where General Secretary Wolde-Yohannes was standing to greet both. From there they would be led to a motorcade awaiting to talk all parties involved to the tower, where the negotiations would begin.

OOC: Just ignore the fact that I have a couple different Ministers of Foreign Affairs running around. I'll just use the same guy as I did in the other negotiation thread. :P

It had been a stressful late evening and early morning for the diplomatic leaders of the Republic. Speaking with her colleagues on the EU Council, President Gularis navigated the subtleties of protocol and treaties to dismiss all efforts at an EU representative being sent to Africa alongside a Porcuian diplomat. However, even before this marathon of discussions via video conferencing, national elections across the EU had to draw to a close and new governments had to be proclaimed.

Though deeply disappointed, the decision was settled with an official vote and complete responsibility for the negotiations in Aksum was given to the Porcuians, settling one of the conditions of the secret negotiations with the DCA. President Gularis had no desire to see representatives of the DCA for a long time and, therefore, ordered her Minister of Foreign Affairs Marimus Cavo Alcesus to lead the negotiations. Supporting him would be Head Representative Jonnus Halfus Sapientus of ICON.

Upon arriving, Minister Alcesus and Representative Sapientus did their best to warmly greet their hosts and their presumed allies in this corner of Africa. However, their demeanor quickly became stern when confronted with the diplomatic team from the DCA, for both Porcuians had grown a profound dislike for them and did little to hide it.

"It is a pleasure, Mr. General-Secretary. The Federation has made great strides recently and you should be extremely proud of the work you and your countrymen have been able to accomplish." Minister Alcesus said to Wolde-Yohannes.

While Representative Sapientus greeted the popular crowd that gathered, Alcesus discretely asked his host why a separate space had not been made for a Roman-Byzantine delegation.

"Additionally, while the leadership of TIM is not expected to come in person, it is my understanding that they will respond to an open communication channel once negotiations have commenced. Will the room be equipped with a television or projection screen?"

The DCA disembarked the plane. Unlike with the secret negotiations, Rawiri did not come. Upon seeing their hosts from the EAF, the DCA delegation broke out into a smile and greeted their counterparts like old friends. Among them was Colonel Za Zanga, the Foreign Minister, and Martin Niels Muatetema, the Ambassador to ICON, and their respective aides and staff. They then turned toward the Porcuian delegation, gave a cold shake of the hand, and then all together they walked to where the summit would begin.

OOC- I think I will eventually have enough positions in the DCA's government for every RL African dictator's image to get used. :lol:

The Secretary General gave a smile to both Porcuian Representatives. "They arrived about an hour before your delegation and that of the DCA's did. Their representatives were just as eager as both parties here now are to find a solution to this problem." He shook both representatives hands and then move to his right to greet the DCA's delegation.

"It is good to see you Colonel Zanga" said Zelalem, who'd meet the Foreign Minister once before.

After his own warm greeting and that of the two parties more cold greeting with one another, the General Secretary led the group down towards the awaiting cars, but not before stopping momentarily before the press.

"This is a momentous time for the Federation" he said the reporters as the cameras rolled. "Today, we are honored by two nations with whom we hold high esteem towards. It is my greatest pleasure and most honored duty to find peace between them and all parties involved in this situation. I assure all people whom are involved that we will find a solution, beneficial to all, that will allow peace once again."

After that most brief speech, Zelalem led the group into the cars, taking only the top officials in the groups with him in his personal limousine. Exiting the confines of the airport, the convoy of vehicles were escorted by police onto the mostly wide-open highway from the airport to the tower. It sat not far from the airport itself and was really the only current structure between the international airport and the city of Aksum itself. Naturally, the government had plans of seeing the city expanded and one day this open highway would be transformed into a main street in the new downtown Aksum. While during the car ride, which was relatively short, Zelalem assured both parties that everything had been taken care of. There would be equipment for telecommunications and whatever other needs that could arise during the negotiations.

The convoy was driven into the underground garage of the tower, entering the building through the secure entrance of the General Secretary himself. They road up the tower on an elevator more the size of a service elevator than that of a normal passenger one. Almost all the elevators in the building were over-sized given that they had to accommodate so many people during the day. Even this elevator, which was only used for the highest profiled guests to the Federation, usually saw large groups. The group rode the elevator almost to the top of the tower, about 4 floors from the top. It was the floor of for the Federation's Foreign Ministry, and it had several conference rooms of varying size. One of the largest, that took up almost half of the left side of the building, was the conference room that the group would use. Though having a very ultra-modern look to its exterior, the interior of the tower was more of the traditional. Wood was the most prevalent medium in the rooms and metals were kept to a medium.

The group enter the room through two large wooden doors, the rest of the walls were mostly glass. The wall oppose them form the door wasn't walls, but a large seamless window which looked out over the landscape and in the direction of the city itself. Before them was a table, certainly large enough to accommodate everyone in the group and some. The table was made out of a finely polished dark cherry mahogany wood. Plush black roll chairs lined either side of the table, with four chairs at the head of the table. The DCA and its delegation was offered the right side, the Porcu and its delegation the left, the General Secretary and his foreign minister to the two seats closest to the right and the Roman delegation the two seats closest to the left, the General General and the Roman's chief diplomat sitting closest to the Middle. Behind the head of the table were refreshments that would be served by aids sitting in chairs against the wall on either side of the refreshment counter. Just from the end of the table the other wall had one large monitor, floor to ceiling, that took up most of the middle of the wall. Two smaller monitors flanked the larger one on either side. The seal of the Federation was currently the only imagine on the monitors at the time. A small touch pad was embedded into the table, in front of both the General Secretary and the Roman delegate.

Touching a key of the pad, the windows to the interior hallway they came from frosted over, allowing for privacy in the room. All the windows were bullet proof and in passing, the General Secretary mentioned it to all before officially starting the meeting.

"If I may start" said General Secretary Zelalem Wolde-Yohannes as everyone seemed to be settled. "I first welcome both the Democracy Confederacy of Africa, the Republic of Porcu, and the Roman Empire to the Federation of East African Nations. I ask that during negotiations we all remember that it is peace which has brought our esteemed leaderships together today. While I can understand there is obvious tension between all parties, I do believe we can indeed negotiate a peaceful resolution to this problem that will be beneficial to all. I would like to start by giving both parties a chance to open the negotiations with the points their side hopes to resolve here today. I will defer to the DCA, in representation to the Republic of Zanzibar first, and then will give the floor to Porcu. I ask that we refrain from any commentary until all parties have had a chance to speak."

"Good day to all," stated Ambassador Muatetema, "The DCA has agreed to be here to speak on behalf of the Zanzibari leadership and to ensure a peaceable accord for them with Porcu and the EU. We wish to enact the terms discussed back at ICON regarding this end of settlement. We would also like to suggest a timetable to be created that will have everything handled as quickly as possible. However, we must also acknowledge the big elephant in the room: the civil war wracking Tanganyika between revolutionary forces and colonists. So long as that persists, Zanzibar will be in danger of getting dragged in again. As such, perhaps we should discuss the TIM as well..."

"I thought we were to hold any commentary..." Head Representative Sapientus snapped back, trying to draw attention to the use of the word "colonists" by Ambassador Muatetema.

Calmly, Foreign Minister Alcesus stood from his seat and read a statement he had prepared ahead of time.

"It is in good faith of the diplomatic process of conflict resolution that my government has seen fit to approve of these proceedings. The Republic of Porcu desires a termination of casualties and political and economic stabilization for the people of Tanganorium. A series of conditions has already been approved and so it is our hope that we can avoid rehashing these same points. Though we are interested in hearing from the Roman delegation, starting with a discussion of a timetable would be fine by us.

"As for the TIM," Alcesus said while clearing his throat, "it is our understanding that they will attempt to make contact with us at some point during the proceedings."

OOC: I've been given permission by RD to RP the Romans as well. I'll be RPing them as I understand RD feels they should be.

The Roman Empire had sent Theodore Aldebaran and Thomas Damascene-Dalassenos. Both gentlemen had been advised by the Emperor himself before having left the Empire. The Romans weren't pleased at all that their own sovereign waters were violated by the Zanzibar government. Indeed, they had come very close to demanding that Romans monitor the ceasefire personally from Zanzibar, the consequence of denying them being war. However, the diplomacy in ICON had moved swiftly to this meeting in Aksum and as a gesture towards the ideas of peace and diplomacy, the Emperor had his representative in Toledo hold his tongue.

"If I may, I wish to remind that the Roman Empire has had its personally security threatened by the government of Zanzibar" said Theodore Aldebaran very straight forward, very abruptly. "The Emperor has allowed this conference in the interest of peace and diplomacy but will seek retribution for our sovereignty regardless."

Zelalem could feel the tension in the room, so thick perhaps one could cut it with a knife. Not that he expected any less but he knew he certainly had his work cut out for him. Hoping to move quickly after the Roman delegate had spoke, Zelalem spoke up with a smile.

"The problems in Tanganoriuma is certainly an issue that I hope we can resolve in this meeting" he said quickly. "Given Zanzibar's location, their sovereignty and their interests should be accounted for as they are interconnected with Tanganorium. The people of Zanzibar have chosen to become an independent an sovereign nation, this is something the Federation can respect and one that we wish to preserve along with the DCA. However, as the Roman delegation has pointed out, the current government of Zanzibar has threaten the sovereignty and peace they themselves have fought for. They have threatened the sovereignty of another nation and while their own sovereignty may or may not have also been threatened, even we here in the Federation will admit that two wrongs do not make a right."

"We have all stated that we've come here in the faith that diplomacy will lead us to solutions mutually beneficial to all parties involved. A time table to enact the resolutions created and agreed upon here in this conference appears to be the best place to start so far, until such time as we can begin discussions with a TIM representative. I will turn the floor to the Porcu delegation to propose a time-table suitable to the Republic and the E.U. After such time I open the floor to the DCA and Zanzibar to either agree, amend, or counter-propose their own preferable time-table. Finally, after the DCA and Zanzibar has been given their chance to speak, we open the floor to the Roman delegation for their won suggestions."

"Thank you..." Foreign Minister Alcesus replied. "Incorporating the conditions put forth and accepted by both sides during previous discussions in Toledo, our time table begins with an immediate and mutual ceasefire, with responsibility for its management being undertaken by the East African Federation. Recognition of Zanzibar has already been agreed to by the Republic, as has the ending of economic sanctions, and the fact that negotiations are binding to all members of the Euroveraminus Union.

"It is imperative, however, that lasting security is provided for those citizens that have survived the war. The state of Tanganorium and the people of the capital city of Avaricum must have guaranteed safety from attacks from Zanzibar. It is my hope that a free and international sea lane may be created between the length of Tanganorium and the Republic of Zanzibar to facilitate the movement and trade of materials, equipment, and goods.

"Additionally, it my government's belief that Zanzibar is directly responsible for a portion of the suffering of the people of Avaricum via their blockade. We aim to negotiate a sum for reparations to be paid by the government of Zanzibar to the city government of Avaricum."

"Binding on the EU AND allies," stated Colonel Za Zanga, "Your nation brought in the GCA into this, it is on you to ensure they follow whatever is agreed here."

"And the lack of recognition and threats on your part had caused the blockade. As such, they do not feel the need to pay reparations when it was your own fault for the incident in the first place."

"Regarding the creation of a sea lane, that can be arranged, but only after a political settlement has been made with the TIM, as it is foolish to negotiate assuming current political realities..."

"Let us not forget that ultimately Zanzibar chose to threaten a third nation in response to their own sovereignty being threatened" said Theodore Aldebaran with a stern resolve. "Zanzibar will end up paying a debt to someone, what it is and how much is what we've come here to discuss"

Zelalem gave a nod but did interject when he spoke. "Zanzibar's actions, while unfortunate, were a result of their fear that imperialists powers were willing to deny them their natural right to independent sovereignty. I will agree that Zanzibar does owe something to the international community for its actions for indeed, they did chose unfortunate options to solve their problems. However, Zanzibar should be guaranteed some concessions for they have been victimized just as the people of Tanganorium."

Stopping momentarily to clear his throat, Zelalem continued.

"Until such time as TIM contacts them we cannot discuss negotiations in that area. While equally important to a peaceful resolution for the region, we cannot stall negotiations. For now I suggest we do indeed move the floor to the point of opening a sea-lane so that the people of Tanganorium can receive aid, something I feel even Zanzibar is willing to discuss in order to help fellow Africans. I open the floor to either side to propose a proposition to this point."

"Zanzibar has nothing against giving aid, and would have no problem with a port further south being tasked for such an operation. As for aid to Avaricum, we request they use air space to the north of the city rather than the east. If it is necessary to use ships to bring in aid, we request only neutral parties, such as HEART, the EAF, Kasnyia, and others take up the duty rather than Porcu or its allies."

"Unfortunately, no port with the exception of Avaricum is large enough to effectively act as the central point for the transfer of food, medical aid, and equipment necessary for reconstruction efforts - of homes and public utilities." Minister Alcesus said, forcefully adding that last point in an effort to stem any retort. "Additionally, relations with Kasnyia are not at a point in which we would feel comfortable calling on them to undertake the enormous responsibility of said transportation. Furthermore, our hosts have been generous enough, and have the fullest thanks of Stockholm, to oversee the mutual ceasefire. Asking them shoulder anything in addition is unfair from our perspective.

"That is why a clearly demarcated zone, an international sea lane, should be agreed to immediately. Zanzibari waters would not be threatened and the people of Tanganorium can begin the effort at reconstruction."

A light buzzing sound filled the room and Alcesus surmised that the TIM leadership had decided to take him up on his offer. Indicating that a projector was needed now, Alcesus and Representative Sapientus set up the laptop they had with them and adjusted the picture so that the dark, sweaty face of Sharif Masood Cassio, self titled 'General' and commander of all TIM forces operating in Tanganorium. Once understanding that he could be seen and heard clearly by the diplomats gathered in Aksum, the TIM leader burst into a speech that railed against the capitalist and imperialist power of Porcu that worked solely to suppress and stifle the freedom of the peoples of Greater Tanganyika. Because he spoke in a common, but local dialect, a Tanganorese translator was necessary if anyone was to understand a word.

Despite the efforts of Zelalem, Cassio did not stop his rant, eventually ending with a call to his "African brothers of pure and black blood" to resist the temptation of negotiating with the "white imperialists, who poison our common land and heritage."

OOC- There wasn't already a currently existing TIM leadership or did you just like Cassio so much that you promoted him? :lol:

"And you think we do?" Colonel Za Zanga replied in reference to Kasnyia, "They are our former colonial power. We despise them, but we offered them out of the interest for peace. And because we also know that they are not your peons which is why we trust them not to join your ilk and turn this peace into a reocolonialization."

"Zanzibar will not agree to any potential infringements on its sovereignity until a trustworthy third power is agreed upon."

"The Roman Empire can act as a medium between Porcuian and Zanzibar forces for the purpose of defending and ensuring that both a ceasefire and Zanzibar security is maintained for the purpose of a sea-lane of aid" Theodore Aldebaran said, continuing in a forceful manner before any retort could be given "AN before anything is said I again remind parties that the Roman Empire was forcefully dragged into this conflict by Zanzibar itself. As a African power in this region, peace is every bit a security concern for ourselves as it is for all other African nations. While we share continent with the Porcu, we every bit share one with Zanizbar as well so to suggest there is conflict of interest seems a bit unfair to say the least. Constantinople affirms that the Empire must be given a role in this matter and is willing to for go any monetary reparation from Zanzibar for such a position as we understand Zanzibar's fragile nature. However, denied we will seek other more harsh demands against the Zansibar leadership."

The General Secretary cringed, abet not entirely noticeably, as the Roman delegations last remarks. Zelalem felt it was bad enough that they just sat through the rants of TIM that they really didn't need the Roman's remarks to make the negotiations any more heated than they already were. However, Zelalem realized the situation that the Romans were in as the point wasn't so much that their borders were crossed as it was their honor and international reputation was at stake. Of course Constantinople had to take these negotiations with a heavy hand otherwise its enemies would see it weak and no empire can suffer that. As for the TIM speech, there was a time when Zelalem felt very much the same way. Long before the Federation as a youth in unoccupied and unrecognized Ethiopia much of the youth of his day resented the other African nations, especially those that were of European origin for their successes. The youth blamed their ill-will on the Europeans and the Arabs for the poverty of the unrecognized zones of Africa. Entering politics changed that view and after the foundation of the Federation, Zelalem understood better the ways of the world.

"While the Federation appreciates the kindness and thoughtful notions of Porcu and the E.U., we understand the necessity of peace for Africa, specifically in the region for which we've all gathered to discuss peace. That is why the Federation would like to propose a deal that we believe is of the best for all mutual parties. We all recognize that this sea-lane will be beneficial to the people of Avaricum and beyond so we propose that a joint operation be launched between the Federation and the Roman Empire. Constantinople can field the ships, far more than the Federation can at this time but we ask that a significant number of our own naval personal be allowed to sail with Romans on their ships. This will ensure no conflict of interest arise as well as should solidarity for the cause of peace. To ensure Zanzibar security, the Federation will also personally send what ships we do have to Zanzibar itself as well as a diplomats. If Constantinople can agree to this, we like to formally propose this to Zanzibar and Porcu."

Zelalem turned to the Roman delegation who then turned to one another for a few moments in brief and almost silent negotiations between them. It took a bit longer than Zelalem had hoped and he feared the proposal would be shot down almost immediately, taking them back to square one and getting them no where in these negotiations. Finally, Theodore Aldebaran turned back to Zelalem and with a stern voice accepted the proposal pending the acceptance of the other parties involved.

The DCA ignored the Romans and spoke to the moderator directly,

"If the EAF is willing to take part, why involve the Romans at all? Byzantium may have been dragged into the war, but they supported Porcu prior to it, so they are not innocents. If the EAF is unwilling, we again suggest a third party that was neutral throughout the conflict. If not that, then instead of the EAF conducting joint patrols, it should be the DCA. Because if we must believe the farce that the Romans would treat the situation fairly, then there should be no problem for the defender of African rights and dignities to be considered neutral as well."

"The Republic will not stand for having the DCA manage the integrity and neutrality of the sea-lane." Minister Alcesus said.

Just as the Porcuian Minister finished, Cassio began to speak again, loudly, and caught the delegates' attention.

"The people of Greater Tanganyika must be free from the oppression of the Scandinavians and will continue to fight for their independence, but if Porcu is so willing to recognize Zanzibar as a sovereign country I think it is only appropriate that some degree of formal recognition is also extended to the territories controlled by TIM fighters."

"No." Alcesus replied coldly. He turned back towards the other delegates gathered around before continuing. "The Republic is concentrating on maintaining current borders as they are and providing a sense of security to the people of Avaricum and the surrounding area. Formal claims to territories outside areas under EU/Porcuian control are for the government of Tanganorium to keep or relinquish. Although we have no wish to prolong the fighting and reclaim territory to the interior, we do not recognize TIM ownership of said territory."

"Then neither Romans nor Africans shall patrol. We once again suggest a neutral power," Za Zanga replied. It was then that ICON Ambassador Muatetema, who had been quiet until this point, spoke up.

"The TIM and Avaricum seem to be at an impasse," he replied quietly, "One is an illegitimate government barely holding onto their capital. The other is a group of non-state actors. Perhaps it would be good if a trusted party administer the territory rather than pretend the sovereignity of Tanganorium is still valid or pretend the TIM are capable of anything other than combat."

Cassio was going to object before the moderator stopped him, to wait for Porcu's response first.

"The Republic has conceded much in even coming this far with the hope of negotiations to peacefully draw this conflict to a close. However, diplomatic gestures pale in comparison to the innocent lives lost by Tanganorese who did nothing in the way of starting this conflict. Tanganorium is a recognized member of the international community and a partner in the Euroveraminus Union." Alcesus said with a large measure of anger in his voice. "To even suggest at this point that government institutions in Avaricum are illegitimate, and therefore insinuating that the people themselves are illegitimately living there, is shameful and indefensible.

"The Ambassador will rescind his remarks or these negotiations are through."

"If these negotiations are concluded without peace, despite only the DCA offering any real options on behalf of the victimized sovereign Zanzibar Republic," the Ambassador started, his voice even, "Then we will have no choice but to inform Zanzibar to prepare for a continuation for war. And as you only have the capital city left, you will likely lose everything. As such, it would be better for you to negotiate from a more realistic perspective, that is you should perhaps treat the TIM's demands with a bit more respect."

OOC: Just a heads up, I read through this, and I may take over at some point, but for the time being, I will continue to allow NRE to RP in my stead. I want to get a feel for the direction and pacing before joining in.

"The Roman Empire is willing to accept the offer of the Federation but is unwilling and shall refused to be stonewalled by Zanzibar and its representative, the DCA in these negotiations" said Theodore Aldebaran plainly and with great authority. "I think Zanzibar falls to recognize the significance of its actions in these endeavors. Those the Empire may have shown impartiality in the affairs in the beginning, it did nothing in the way of enforcing its willing militarily. Indeed, it would have overlooked Zanzibar and these affairs entirely had they not willingly invade our sovereign territory. Now we have already made concessions by forgoing our right in retaliation against Zanzibar in the name of peace but shall only continue so long as the Empire retains some control over the process. Should Zanzibar choose to refuse this offer by the Federation and should these negotiations fail entirely, I will suggest to his majesty the Emperor that Roman forces use the utmost of their power to defeat Zanzibar in the name of peace and honor. Zanzibar may have bested the Porcuian and Confederate navies, but it is highly unlikely they are prepared to best the Imperial Navy of Constantinople and legions of Roman soldiers that will follow."

Thomas Damascene-Dalassenos, who'd not spoken the entire time finally broke his silence. In a more calm voice, he spoke plainly. "The Zanzibar Republic cannot continue internationally if it suspects all who attempt to aid in of traitorous ways. Despite what the Empire did previously, it is willing to work within this negotiation to find peace. Zanzibar is foolish if it does not recognize that concession must be made if it does not wish for more war. Surely it can rely on the Federation, a nation of Africans and ones who share sympathies for the Zanzibari plight, in their promises to ensure Zanzibar's sovereignty."

Zelalem could feel the tensions between the parties only continue to grow, despite what he felt was his best efforts to cool heads and offer plain yet promising mediums for peace. Clearly he was not the great mediator he'd felt he was when he agreed to host and mediate these negotiations. Before he'd thought bringing Eritrea and Djibouti to the negotiation table and having them agree on the terms of creating the Federation was by far, the greatest mediation one could have ever achieved. Now he saw, that if he could indeed pull off these negotiations he would indeed secure his place as a great mediator. However, at this point in the negotiations he doubted his abilities greatly.

"In so far as I see it ambassadors and representatives" he said finally, "the termination of these negotiations is not an option for us. We cannot barbarically solve our problems by the edge of the sword. There are solutions to our great problems but there are also concessions that must be made on all sides in order to achieve the solutions and peace. I ask that we take a small recess of these negotiations, each party shall be shown to small room that has been reserved for your personal uses. You will find refreshments as well as access to communication and other devices you may wish to use. We shall recess for no more than 30 minutes, I ask that no party leave their room nor attempt to meet with any other delegation personally. The telephones within the rooms can be used to contact other delegations should it be necessary and aids outside the rooms can retrieve for you anything that may not already been in the room that you might need."

With that Zelalem called in aids to escort the delegates out of the meeting room. When the last of them were shown out, the General Secretary let out a sigh of exhaustion. It was clear to him that he was attacking this problem in the wrong manner and would have to formulate a new plan of attack if these negotiations were to succeed.

OOC: We can actually skip the recess but I'll leave it open to anyone who might want to RP a communication back home or whatever other subplots might be going on to this story that I don't know about (or can't remember :lol: ). I'll give this no more than say a day, two max. If no ones take the chance to RP anything, I'll bring everyone back to the table and we'll keep going.

OOC- I think the TIM negotiations need to begin seriously now. Until then, I don't think anything else could go on. So I await Porcu's post on the TIM (that isn't just ranting on Cassio's part). Then I can respond.

"Work is the curse of the drinking classes."

Gazing over coldly at the projection of the TIM senior commander, Minister Alcesus clenched his teeth in anger and kept silent as he and Head Representative Sapientus were led away to their room. Despite the profoundly negative air in the negotiating room, Alcesus felt that he had made his country's position known and he had offered a good idea in the form of the sea-lane. Still, at this point he wanted nothing more than a small meal and some wine and some time to relax.

Sapientus and the other members of the Porcuian delegation decided to join the Minister in a meal and all were anxious to taste the quality of the cooking done in the Federation, in addition to the wine. Settling down, the two senior diplomats conversed openly and frankly until their food arrived.

"Even though that threat of yours went without response at the end, I think we've done plenty in terms of providing Zanzibar with an option." Sapientus said.

"They probably saw it merely as an empty threat. Everyone knows Gularis, Parliament, and Porcuians in general just want to get this war over with."

"Surely they are not willing to set the people of Avaricum outside, unprotected, to suffer from the elements and political forces."

"Much depends upon how seriously the DCA delegates believe Aldebaran and the Romans are being."

"Don't forget, Minister, that Constantinople has only to send word to Moscow and Venice for other to become involved as well. I'm not suggesting that such a thing would happen at all, merely that the DCA and Zanzibar are not stupid."

With the arrival of their food, which the Porcuians believed they would enjoy very much, came a message for the Minister. As Sapientus quietly began to eat, the Minister read over the message and then proceeded to dial a number provided in the message.

"Who are you calling?" Sapientus asked, taking a sip of wine.

"It seems that those fucking terrorists want to talk. Let's hope it's not a lecture." Alcesus replied while calling over the translator from before.

After a few rings of the phone, it's connection guaranteed to be secure by General Secretary Zelalem, a horrid and familiar voice spoke out. "Hello Minister." Alcesus worked to put Cassio on speaker and, once having succeeded, let his translator do most of the work while he himself ate.

"To what do I owe this pleasure?" the Porcuian Minister asked through his interpreter.

"I simply thought that you would appreciate some direct and serious talk."

"Yes, I would indeed appreciate that very much."

"Good, because before I say anything else I believe you should know just how delicate the situation in Avaricum is. It is true that you and your EU scum friends have reinforced the area significantly, but considering where the starting point was that isn't saying much. The people are at the mercy of TIM."

Alcesus was not as well versed in the current details of the situation, but he knew that what Cassio said was very close to the truth, if not the truth itself. "Was your proposal regarding full recognition of territory held by TIM a serious one."

"No." came the reply, without missing a beat.

"Please, clarify."

"I understand that such would require your disgusting Parliament to approve the measure, as well as general approval from the international community. I am not so naive to think that that will ever be accomplished - at least for many years to come. That said, a degree of recognition is necessary on your part. There is no getting Tanganorium back. Tanganyika will take her place. If you wish not to lose millions of lives, you will see the wisdom in accepting your place."

"The international community will not stand for this!" Sapientus barked from across the room.

Alcesus set his fork down, for it had suddenly become difficult to eat, and took a long swig of wine. "I can have all aerial attacks, both bomber and drone, called off. I can have reconnaissance missions on the ground halted and excursions into TIM territory ceased. That is the best form of recognition I can give."

A pause. "That will do."

"And what of our dead and fallen? What of the families who perished on the shores of Lake Victoria?" Sapientus asked forcefully.

"You will suggest that DCA personnel, and only DCA personnel, be given clearance to enter the recognized combat zone and retrieve the bodies you request. You will also suggest that the DCA take an active role in humanitarian assistant in Greater Tanganyika."

Alcesus could already begin to make out where things were heading and he fell into a pitiful mental state.

"For the duration of the halting of airstrikes and the free passage of goods and materials from the DCA," Cassio continued, "my men will not attack or agitate Porcuian and EU security forces."

"Very well." Alcesus replied.

The DCA delegation enjoyed their food and contemplated the remarks of Byzantium.

"They're becoming a nuissance," Colonel Za Zanga muttered, "We need to do something."

"Perhaps we can offer to keep a look out for the ship in question that crossed into their territory?" wondered the Ambassador, "If they're going to raise nonsense over one ship, let us offer to help them hunt it down, convince the Zanzibar leadership to disavow the vessel and thus make it free to attack."

"Alright."

When the recess finished, they put the offer onto the table, after extracting (a very reluctant) permission from the President of Zanzibar. The ball was now in Byzantium's court.
