Caspian Naval Base To Be Established

The Alexanderhavenien delegate glanced at his Russian counterpart and nodded in unspoken agreement that the Russian would check the docks while he'd check the large military airfield adjacent to it, which seemed designed for a few dozen fighters and some larger aircraft besides. Indeed, one could already see a few transport planes on the tarmac, bringing in materials for the construction of the base that was still going on.

After their public meet and greet, the foreign minister was escorted back to his limousine, set to bring him to the Nekah airport. The Supreme Admiral and his staff were happy to escort their guests through the base, however, explaining the purpose and ambitions of the facility with great pride and joy.
"As you can see gentlemen, we have wasted no time with our production effort here. We hope to have a fully functioning naval base by January of next year, with the completion of two new Siren Class frigates and a Trident Class destroyer by Summer of next year" he explained, seeming not to notice the unamused expressions on the two diplomats' faces.
As the two inspectors went their separate ways, the Admiral accompanied Mr. Shuvalov on his investigation of the docks, sending his troop of aides with the Alexanderhavenien inspector towards the airfield.

En route to the airport, Foreign Minister Aoun looked at his ringing cell; it was his AIA (Aghaban Intelligence Agency) contact. The foreign minister grumbled and answered.
"Yes?" he asked, stress evident in his voice.

"Okay... Okay... We will discuss this when I arrive back in Al Abad. Brief me on the media reaction and what other agencies are saying. No... Okay... Good, good, bye." He ended the call. Alone in the limo, Mr. Aoun considered the events, eagerly awaiting to meet with the AIA and Marshal Baba in the capital.

Shuvalov made his walk through the facility, heading towards the docks. He'd naturally seen much of the construction from afar when they'd made their approach to their port itself. At a glance everything seemed as it was suppose to seem, this was a port with which would be used for Caspian defense and patrol. The Supreme Admiral had come along with Shuvalov and the two border the ironwork skeleton of the Trident Class Destroyer. There was a good foundation to the ship already in place, he had to give it to their engineers, they'd not wasted much time in the building process. Still, they were far from complete and Shuvalov made sure to inspect every inch of the skeleton as they walked through and around it.

The Supreme Adminral seemed pleased with the work that was already done and certainly made it clear, his pride in what was being done.

"Three ships in all" said Shuvalov as the two men continued their tour. "I will say that so far this facility is impressive, but what will happen to the ships in use by Al Adib's government? Can I assume there will be some sort of integration program and if so, what the numbers we're looking at?"

OOC: I'm just going to dance around the official forum military numbers here and not actually factor in integration, of course.

With a smile, the Supreme Admiral pointed to the Al Adiban vessels docked at Nekah.

"Al Adib's navy is undergoing a reformation, yes. The frigates and destroyers you see here will be absorbed into our Caspian fleet, as will be their cruisers, whereas their other, minor ships will compose a new coast guard. I believe they will retain about 60% of their current fleet. Coastal defense will remain an Al Adiban mission, while my forces will provide logistics support and conduct wider patrol operations."

He paused to take out a cigarette from his breast pocket.

"Would you like a tour of one of Al Adib's monkey model destroyers, Mr. Shuvalov? They are roughly the same as our Trident Class, and it would be my pleasure" the Supreme Admiral offered, lighting his cigarette.

On the other side of the base, four young up-and-coming officers in the Aghaban navy walked alongside Alexanderhaven's inspector at the airfield. The C-130s and Russian-made IL-76s taxied across the runways, delivering crucial equipment for the completion of the base. Empty hangars lined the runways, leaving the delegate to wonder what would fill them, and why. The officers were keen to explain how most of the airfield was temporary as part of the construction, and that most of the space would be used for extended barracks and warehouses.

"That will be fine" said Shuvalov as he continued his tour of the facility. It was a massive project and while everything seemed fairly in order on the outside, the Russian delegate could not help but feel that something was out of place. Al Adib's navy or coast guard was basically being swept aside at the cost of Aghaban desires to have access to the Caspian sea. But why, what would the Aghaba government immediately gain from having this access to the Caspian? Maybe it was as they said, for defense and maybe trade. The thought certainly wasn't out of the realm of possibility of Shuvalov, after all he'd not exactly seen anything out of the ordinary. Yet, who could the Aghaba government be looking to trade with? Transcaucasia was a mess and intern fighting among the states were hampering any real economic progress in that area. Kiensland was a toxic waste...literally and has been in self-imposed isolation for as long as Shuvalov had been alive for goodness sake. Hallistar had also been quite silently recently, perhaps entering their own isolationist period.

Eliminating those three only left one other Caspian power and that was Scythirus. They didn't need the Caspian to trade with Scythirus and from what Moscow had seen so far, if they wanted trade with the Persians they weren't going about it in the right way. No, Shuvalov could not imagine this port and its defenses were for trade. Why create such a military presence, were they expecting a fight and if so, who from? Again, Transcaucasia was a mess and certainly not a threat to anyone at the moment. Hallistar and Kiensland were isolated at the moment and certainly not posturing themselves against anyone. This again left only Scythirus and to Shuvalov's knowledge the Persian authority had never spoken to the government of Aghaba officially or unofficial until they began this port. Surely the Scythirians had been watching their neighbors sure, but to Russia's knowledge it wasn't openly and no ill-intentions were ever expressed officially. Knowing the type of power Scythirus was, Shuvalov knew that if Scythirus had been meaning to attack Aghaba they'd have openly said so.

No something about this port simply did not sit well with Shuvalov. Though he was interested in seeing the entire facility, he was also eager to get back to his Alexanderhavenien counterpart and discuss their finding as well as their personal opinions and assessment on the situation.

The military airfield was large. Suspiciously large. It had enough runways and tarmac to facilitate an international level major airport, but the only aircraft as far as the Alexanderhavener delegate could see were fighter jets. At least a hundred of them, Dominion design (including Morgehnraat Mog-FFIX multirole fighters, Mog-FFVI strike fighters, Karna KnaFM8Bs air superiority fighters, KnaFM19Ds fighter bombers, and KnaFM41As multirole fighters) some even vintage Dominion from the shabbiness of it, but most brand new versions with newer weapon systems. In the far distance, the delegate could make out a couple of dozen Objekt-908 heavy multi-role military aircraft...aircraft that were mostly used for transport but had been in service also in bomber, AWACS, ASW, and gunship configurations. He saw half a dozen air refuelers parked right beside them, though these at least were of local design. Curiously, at the opposite end of the field were two dozen attack helicopters (Some were Dominion, like the Raz-44, which were ubiquitous on the world market these days, so it didn't surprise him, but there were also locally designed fighter helicopters right beside them, clearly derived from the Raz design, but also clearly improved and different in its own way as well), whose use he could not immediately fathom considering their Persian neighbor could easily swat them down...unless the Alexanderhavener was missing something.

They must have raided a Dominion warehouse for all this...or perhaps they've commandeered one of their old factories...but where?, thought the delegate from Alexanderhaven, Who is funding them, who is supplying the materials?

The facilities on the airfield were all brand new from the looks of it, and well defended. The delegate had counted at least twelve static anti-aircraft, anti-tank, and anti-personnel systems, and he could guess there were probably more, not even taking mobile units into consideration.

These people are preparing for a war...

He quietly, quickly, but methodically took in everything. When he was done, he went to meet back with his Russian collegue, to compare notes.

Shuvalov and his counterpart's tour took the better part of the day to complete. There was naturally a lot to see as there was a lot going on in the new port. A lot of notes were taken as well as small talk recorded as the two inspectors chatted with their escorts about minor details at the port. Finishing the tour the two delegates were once again united, both notably eager to discuss with the other what had been seen and what the other was thinking about the whole facility. The entire party was loaded back into cars and driven back to the airport where their air plane was awaiting. Both Shuvalov and his counterpart shook the hands of their hosts and thanked them for their time and patience with the international community currently involved.

"We will have to discuss our findings in private naturally" said Shuvalov, "but I assure you we will not waste time in deliberating. Your government as well as the Scythirian authorities will get our issued statement soon."

With that both delegates reloaded the plane, sitting down in the comfort of their cabin as the plane readied and then took off back into the air. Both men looked a bit exhausted, after all, that was indeed a good bit of walking both men did around the facilities. Taking a bit to simply relax, both men then turned to one another with their notes in hand. Shuvalov the first to speak among them.

"There was a great deal for us to see" he said, "what did you think?"

Following the departure of the two inspectors Admiral Al-Jalahimah, followed by his fellow officers and personal aide met gathered in the briefing room of the command building. The Supreme Admiral asked for each man's account and opinion of the inspection. The overall consensus between the officers was that it had gone quite smoothly. It was mentioned that the Kasnyian inspector took a keener interest in the airfield than they had expected, but all else was satisfactory.

After a farewell to the men and women operating in and constructing the facility, the Supreme Admiral boarded a plane bound for Adelaide, where he would discuss the inspection and future of Nekah with the Al Adiban president and his Joint Chiefs of Staff. After receiving word of the attack that rocked the Al Adiban border with Scythirus in the debriefing, he believed it vital to address that as well. He would not allow any elements to interfere with Nekah.

"Then I can assume we both agree that this port signifies a road to war" said Shuvalov plainly. He reached over for a lighter and handed it to his friend before leaning back in his seat.

"Perhaps they have more than what they were showing. Arguably they've built much in a short time, but what if it were all designed to make us believe what we see is what they've got. I mean its almost crazy to think there's more when already there is so much to take in. What if, as this is hypothetical of course, but what if they have some greater weapon. The Dominion had their fair share of ground-breaking weapons technology, some of it used in the war and I presume much more of it on the drawing board but never produced due to the financing problems near the end. What if they came across something no other responsible world power has collected yet?"

It was almost clear by his posture that such a thought sent a shiver down the Russian diplomat's spine. Just a boy during the wars, he remembers many of the newscasts and newspaper pictures of some of the more horrific weapons of war employed by the Dominion. The thought that something more sinister could exist and could be under development by such a rogue nation was not a pleasant thought.

"We must assume the worst I should think " he said finally. "However, we cannot prove there is such a weapon under development at this time so that's certainly no grounds for us to request a halt to this port. What is, however, very present is the massive build up that is being undertaken at the port. Far more than what is necessary to simply defend the port itself. Like I said, I think we can both agree war is on the horizon. Furthermore, there is every indication that this project is being overseen by the Aghaba government at the exploit of the people of Al Adib."

Emperor Constantine was in Syria meeting with some of his vassals, and he chose to receive the inspectors there. Mr Shuvalov and Mr Dovler were escorted into the emperor's audience chamber (which had been comandeered from a local lord for the duration of His All Supreme Majesty's visit). After the two had been allowed to refresh themselves, the emperor asked them to present their result.

In as much detail as they could bring, the two men described their inspection. They described the reception they received, the things they saw, and their suspicions. As he listened, the emperor did not show much emotion, but his growing concern was nevertheless not far from his face.

Finally, after they had finished, he responded.

"Hearing your summary, I am concerned. The relationship between Aghaba and Al Adib seems problematic and your observations seems to suggest that the Scythirians have reason to be suspicious. Now, I have three thoughts on how to respond to this. The simplest solution is to simply do what we said we would do initially: report our findings to the Scythirians and let them act accordingly. However, this might establish Scythirus as a greater power than we, which is undesirable. The second plan is to report our plan privately to the Scythirians and to propose a joint action against the base. This would allow us to act equally with them, but would potentially commit us to a policy not of our choosing. The final plan I have is that we call for a summit, with Scythirus as the guest of honor of course, and invite our other allies and responsible nations to form a coalition. This is somewhat unconventional behavior, but it might allow us to take the lead while not shouldering the burdens, and to satisfy the Scythirians without letting them chart our course. But it might also set the precedent that Great Powers require lesser nations to ratify their actions. Neither we nor the Scythirians desire such a policy.

"What do you two say? If you wish, you may take a day to consult with Moscow and Alexanderhaven for instructions. When you are ready to advise me on one of these policies or on another suggestion, we can reconvene."

After conferring with Alexanderhaven, Dovler returned to the Emperor,

"My Liege, If we were to pursue option one and allow them their war, we would be allowing them an expansion in two directions, as Jihamed looks north to the wastes of Nag Ehgoeg. Thus if we allow this, we must exact a price in return. The suggestion given by His Holiness, the Regent Patriarch, is Socotra though other suggestions are welcome. As for the second option, in order to do so, Alexanderhaven will need to expand further north to the Caspian in order to provide support against numbers such as this. If it is accepted by you, my liege, we are ready to do so, but I cannot calculate if Jihamed would care or not. Finally the third option: Alexanderhaven is of the humble opinion of not believing it would do the Empire any good, my liege. It would be essentially the same as the second option in practice, and it would also allow the belligerent states to believe that they can successfully change regional policy via theft of Dominion weaponry. A dangerous precedent that the Regent Patriarch does not wish to allow."

"Most glorious and gracious master of all that God has set forth upon the Earth" said Shuvalov, the son of a noble himself, with a great bow before the Emperor. "I must concur with my esteemed collugue on his assessment of the third option. Beyond the Scythirians, there lies only the Empire and the Paradisians, the Arabs having fallen silent for sometime. The remainder of the power in the Middle East are either disorganized or fall under the guidance of the aforementioned such as our friends in Alexanderhaven. A regional submit would indeed cause more trouble and only give room for those who would attempt, and certainly fail, to circumvent the authority of Constantinople."

"Indeed your majesty, we don't believe the first option is desirable either and as you will undoubtedly remember, his majesty the King and your loyal vassal Alexei Romanov II, wrote to you with great disdain in giving the lordship of Jihamed more authority than is rightfully due. In fact, if I may speak so freely, his lordship expressed to me his desire to seek guidance from your graciousness in the matter of the Transcaucasus, a region that Scythirus has deny Moscow since the Georgia war. If your majesty is to act, his lordship the King of Russia ask it is done in private and that concession be made by the authority in Jihamed for your majesty's cooperation in this matter."

The request from Shuvalov was some what impromptu but not entirely un-calculated. Alexei had hoped that his majesty the Emperor would seek such options and had expressed to Shuvalov his desires to seek assistance from the Emperor in returning Georgia and the greater Transcaucasia to the Russian Empire. It was unclear if Constantinople would be willing to act on Russia's behalf in this matter, but it seemed as good a time as any to seek their guidance in the matter.

The Royal Alexanderhaven Army made a push northward from its western enclave toward the Caspian coast in order to be ready for anything. A base camp would be established at the coast suited for both ground and air units and, given time, the sea as well if necessary. The situation had called for it.

The Royal Alexandrian Army was able to get halfway across to the Caspian coast when its soldiers noted a trail of dust moving closer, indicating another massive force coming their way. Eventually a formation of armored vehicles and infantry transports came into view, all flying the Scythirian flag. It came quickly to intercept the Alexandrians and fired a few clear warning shots several yards off their flanks.

A radio transmission was sent to the Alexandrian commanders: "You are trespassing on Imperial land without Imperial approval. The former wilds of Persia are now fully under control of the Scythirian God-Emperor, may He live eternally! State your reason for breaching the Sacred Holy Empire's sovereignty or we will actively use force to turn you back."

"These lands belong to Byzantium and the Royal House of Alexanderhaven. There is an entire nation between this land and your own. We will not yield."

With that they continued on to the coast to establish their base, to keep watch on the al-Adlib base further east.

"So be it," was the only reply.

At that point, the Scythirian army began opening fire on the Alexandrian ranks, shelling it with cannons and missiles. Infantry began to unload from their transports and close in on the enemy lines. The foolish Alexandrians would be crushed for their illegal breach and invasion of Scythirian borders. The nature of the incident was quickly radioed back to the nearest Scythirian base and then subsequently relayed to Jihamed itself. In just a few short moments, the thunderous sonic booms of Scythirian jets filled the sky and began dropping bombs into the Alexandrian lines.

Meanwhile, the God-Emperor was absolutely angered at the breach of his newly conquered frontier. Immediately he issued a warning to Alexanderhaven's Royal House:

"It has come to my attention that your armies have breached Scythirian land. Call them back immediately or there will be grave consequences for your country. Do not seek to test my patience any further.

The Alexanderhavenian Army fought them off after the initial assault, continuing on to the base. They had made their claim and Scythirus would not cow them.

The response to the Emperor was simple,

"You dare attack Byzantium after we aided you when we had no need to. You wish to break the accord between the two empires, you do so at your own risk. Worry about Al Adlib and its bretheren and do not torment us again. You did not inform Constantinople of this development. You made no claim here. Alexanderhaven did and it shall be respected or you shall be made to suffer for your folly."

It was you that broke the compact by illegally entering Scythirian land. And do know that your Emperor will be informed of your country's duplicity. From this point forth, until the Emperor of Rome sees fit to chastise and appropriately punish your vile breed, Scythirus hereby declares war against Alexanderhaven and names you a rogue state that must be exterminated from the land.

The Alexandrian forces were continually bombarded by the Scythirian army and air force despite their attempts to continue marching toward the north. Eventually the Scythirians understood what the Alexandrians were trying to do and moved a portion of its force northward to cut them off from their goal. It was frankly folly that the Alexandrians thought they could fight off the Scythirians. Scythirus's forces had command of the air and used it to its full advantage as it continued inundating the Alexandrians with bombs. Eventually they would have to see reason and turn back from their present course, lest the Scythirians wind up decimating their forces utterly.

Meanwhile, word of Alexanderhaven's injustice was spreading across the Empire as well as word of the God-Emperor's declaration of war. Already it was beginning to mobilize a portion of its armed forces at the Scythirian-Alexandrian border. In addition to these maneuvers, the Scythirian navy was moving quickly to form a blockade of the Persian Gulf. None of Alexanderhaven's merchant traffic would be allowed to pass beyond the Strait of Hormuz.

At the Scythirian embassy in Constantinople, Ambassador Farazar Grazzan was on the phone with a representative the Scythirian Foreign Ministry.

"I understand, I'll petition for audience with the Roman Emperor immediately," Farazar said before hanging up. His orders were very clear; expose Alexanderhaven's duplicity to the Emperor. He pressed at his intercom to speak with his secretary. "Mulona, have a limousine waiting for me at the front terrace at once. I need to be at the Emperor's palace as quickly as possible."

Scythirus continued to harass, but wasn't any closer to seriously curtailing Alexanderhaven. They made camp and had begun setting up through the constant attacks.

OOC: I'm confused as to where this military action is occurring, and the reason why.

Edit: I didn't see that Scythirius had expanded so aggressively.
