ACON Report: Today, Supreme Admiral Sven Al-Jalahimah of the Military Maritime Fleet of Aghaba announced that the current naval base in the Port of Nekah, Al Adib is to be handed over to the Aghaban naval force. Within the same hour President Jean Meslier of Al Adib along with his military cabinet made the same announcement, citing that it will "usher in a new era of safety and stability for the nation." The current navy of Al Adib is said to be dividing itself into either a Coast Guard or new vessels in the MMFA. The newly acquiesced base will provide Aghaba with long sought access to the Caspian Sea, greatly expanding its military capabilities in the region. Supreme Admiral Al-Jalahimah also added that it will take some time before the formal establishment of the base, but Aghaban MMFA officers will begin to take over duties in the coming weeks. The request for inspection of this facility is denied - as Al Adib holds no formal military ties with The Sacred Holy Empire of Scythirus. Al Adib will not host potentially hostile foreign military personnel in its borders without extensive diplomatic discussion. There would be no reason for Aghaba to strengthen its security by building a naval base on Al Adib's Caspian shore. Scythirus has for over two decades already sufficiently patrolled the Caspian Sea with its own naval forces and maintained order in the area. During the collapse of Nag Ehgoeg following the dissolution of the World Military Dominion, it was Scythirian ships that ensured that their civil war did not spread to other shores. Aghaba would not be conducting anything that the Sacred Holy Empire was not already accomplishing. Ergo, we must suspect that there are other motives for this base. While the Admiralship of Aghaba's offer for joint exercises seems generous, once again the Sacred Holy Empire of Scythirus is forced to wonder why Aghaba's government and its ally Al Adib do not wish this base to meet regional scrutiny if in fact it's just a peacekeeping venture as they claim. Al Adiban leadership remains steadfast in its' refusal to host a foreign contingent without a clear set of criteria that are to be searched for at Nekah. Aghaba has also made very clear that it will not accept an inspection without such a basis. If the Roman Empire's diplomatic task force is cleared for entry into Al Adib, then it is likely that Nekah will be opened by the Aghabans for them to tour. ACON Report: Further details on the new MMFA base in Nekah, Al Adib have emerged. At a closed forum, Supreme Admiral Al-Jalahimah mentioned details pertaining to the controversial base. The Supreme Adrmiral is said to have spoken of the integration of Al Adiban vessels, the possibility of constructing an additional drydock, and plans to build an extension of Aghaba's missile defense system. The missile defense system, completed in 2009, is an extensive precaution against possible attack. It was heavily supported by the military at the time of its proposal, but opposed by many policymakers who believed it to be too costly. If plans to stretch the systems' reach to Al Adib are factual, it will be sure to cause many to wonder what purpose a national initiative has outside of Aghaba's borders. Moscow wasn't entirely interested in pleasing Scythirus, they had scorned the Empire so many years prior that it didn't care for the Persians much at all. However, it seemed for whatever reason (given that the treaty between Scythirus and the Romans was a secret) the Roman Emperor, through its vassals of Alexanderhaven were willing to make compromises for the price of peace. Having requested Moscow assistance, the Emperor felt compelled to answer not out of any concern for the God-Emperor and his persona concerns but out of fealty to Constantinople and its will. The Russian Tsar would send Dimitry Shuvalov, son of a Count within the Russian court and a man who was a rising authority in middle eastern affairs for the Russians. He'd already successfully negotiated initial diplomacy with the Semitistani and the Tsar felt he was as good as any other diplomat he might could send. Thus he was dispatched to Alexanderhaven where he would await with their officials until such time as they were given clearance to enter the contested city and port. In the meantime, the Tsar wrote a leader to the leadership of Aghaba and Al Adlib.

As the diplomats stepped from the plane, there was no reception for them save for the waiting column of armored sedans and their military escort. The two dignitaries were met by the head of security and Nekah's mayor, who briefly held introductions and proceeded to usher their guests into the vehicles. It was a short drive to the naval base, expedited by the imposing motorcade's ability to part traffic along the way. As they neared the base, the warships of Aghaba's new Caspian fleet were visible for a moment before disappearing behind the enormous reinforced walls surrounding the facility. Guard towers, a 10 foot tall wall, and plenty of barbed wire and machine gun emplacements greeted the diplomats as they made their way from the outer checkpoint to the main gate. Aghaban soldiers and IFVs lined the road into the base where the Aghaban officials waited on a raised platform, official cameramen slinking off to the side. Russia and Alexaderhaven's diplomats were urged to exit their vehicles and make their way up the platform... |

Dimitry Shuvalov wasn't phased by the fact there was no real reception for he nor his Alexanderhaven counterpart. After all, this was not the kind of visit any nation wanted to entertain. If the tables were turn, certainly the Tsar would not have rolled out a red carpet reception. Having made it to the ports both representatives met with the officials, introducing themselves in the process. After the pleasantries and formalities were over with, both representatives got to work. The facility was relatively large therefore, there was much to see and be seen before the Russian and Alexanderhaven representatives could make a formal decision over the intent and purpose of the facility. There were several ships already well under construction along with other facilities Shuvalov personally wanted to see before the day was over with. |
