A trio of ORCA attack aircraft skimmed the waves of the Baltic Sea, racing northwards.

W-4, a Dire Wolf-class attack submarine, had silently crept through the deep until it had established visual contact with the Russian fleet; the flight of ORCA's were converging on its position.

Chief One, I have visual contact. Flight confirm.
Chief Two, contact confirmed Lead.
Wait--Chief Three, contact confirmed Lead.


It was just barely above the horizon--a gray smudge, which to an untrained eye might have simply seemed a trick of the light, but which the Legionnaires knew indicated a battle fleet.

They were literally just at the farthest extent of Authority waters; if there was an actual dotted line, as though on a map, it would appear right in front of them. They had been sent to observe the ominous proceedings which were, it seemed, prepared to come to a head at any time.

In Warsaw, Moff Piett continued to watch over the furious repair of the Fleet--but it was painfully obvious that it would be some time before it could be considered ready for any action. In its stead, the small contingent of Dire Wolf submarines were scattered along coasts of the Sectors, serving as submerged observation posts as Piett attempted the impossible: to ensure that no foreign fleet sail into waters controlled by The Authority.

While W-4 remained safely anonymous, Chief Flight knew that they would easily show up on the high-powered radars of the squabbling battlefleets--which was precisely the intention. This flight of ORCA's, however seemingly insignificant, were serving as a show of force. The Moffs would not stand idly by as Emperors fought, not if it endangered The New Order.

Chief Flight patrolled for some time, until fuel concerns eventually led them to return to their coastal airbase. As they flew back, they encountered Fox Flight coming to take their place....

OOC: I mean to label the sections as articles, I'm going to edit it as such for easier reference sorry about that Kas. Also going to add your Cardinal's requests to the treaty.

IC:

"Of course" said Prince Boris as he cracked a small smile at the Cardinal. "Russia understands that these things take time and is willing to wait so long as the proposal is seriously considered."

The Prince then opened his own copy of the treaty up.

"An yes, Article Three, subsection two. To be honest Cardinal it is a most diplomatic way of saying that borders and sovereign territory will be respected by all who sign this treaty. Furthermore, that the internal and international policies of a nation will be that nation and only that nation's business. No other nation will have the right to infringe upon another when it comes to their affairs. The main idea, however, is the respect of borders and sovereignty as that is something we believe Cologne was most worried over when the original decree was issued. This will ensure that no nation, who has signed this treaty and given the luxuries afforded within, will be able to threaten Cologne's sovereign borders within the straits without military consequences from all others involved."

The Prince continued looking over the document himself, nodding as he went.

"I see no problems with adding that the Papal Navy can limit commercial ships that cannot pay the toll to article three subsection one. Also, while I believe our foreign ministry assumed that it would simply be implied that the Papal Bull would still apply to non-signatory nations as well as apply to all in the event that the treaty was nullified, I see no reason why that cannot be more clearly specified within the limitations."

Taking a pen from his breast pocket the Prince began making notes on his copy of the treaty. After a few moments in silence the Prince pull up his pen from the paper.

"I can have our foreign ministry rewrite a more formal copy to present to the Pope and Emperor" said the Prince. "So, so long as there is nothing more to discuss, I will contact Moscow right away. Naturally, Russia hopes to expedite the process as much as it is feasible to do so."

OOC: I mean it's close, but IC the Moff's will have difficulty with the binding nature of, for example, Article One Subsection Three... also, they will feel extremely insulted that they are not part of the discussion (and yes I understand you are both much more powerful than me). If, on the other hand, there might be some sort of interBaltic conference held in, say, Warsaw, to hammer out a treaty acceptable to all Baltic nations....

Your response is your own choice. Really it's just to signify, Hi, we're still here, et cetera.

OOC - That the treaty came into existance at all was a favor being granted to the Russians by the Pope. A favor Cologne will one day call in, but no time soon. Anyone who doesn't sign the treaty is then treated under the Papal Bull. The Kasnyian Emperor has to sign off on such treaties wherever Cologne is involved (he may not be active in his role as protector, but that doesn't mean he's not powerful/influential in these decisions) and he's not likely to renegotiate as he's got better things to do. So really, its take it or leave it.

OOC: Yeah, I mean the treaty may not be perfect for all, but it seemed fair enough for Russia and it ensures we don't have to go about asking please each and every time we want to use the Straits nor that the Straits can just close at the whim of the Pope without some consequences. That said, its not the end-all agreement for the Baltic. I know it works more or less for Russia, but if its too much for the Moffs then that can always negotiate their own agreement under the papal bull.

"Excellent" said the Prince, "I'll be sure to have a revised and finished copy of the treaty faxed to from our foreign ministry to your own. Naturally, his majesty the Tsar will also have to approve it but I do not believe that will be much of an issue."

The two diplomats shook hands an cordially as possible. What each man thought of the other was left to guess but as far as the Prince was concerned, the negotiations went as well as could have been expected. Taking his leave from the Papal Palace, Prince Boris was soon back in the air and traveling back to Moscow.

OOC: What I was really hoping for, and trying to allude to, was for some sort of Baltic Convention to be held (perhaps with the Moffs as hosts). This would signify a broader acceptance of the Sectors as a legitimate regional influence--as well as giving us a great roleplaying opportunity.

If I pushed for it IC, would anyone bite or should I not bother?

OOC: With regard to Stockholm, it depends. Gularis and about half of Parliament don't want anything to do with the Moffs, but a sizable portion of Parliament does (read: the Republican Front). That alone wouldn't have Gularis accept, but having all and/or most other Baltic powers accept an invitation would.

OOC: It's unfortunate that the slavery storyline hasn't progressed for a while because it has kept us at diplomatic odds. Incidentally, Porcu, any storyline that might lead to the Republican Front calling of a vote of no confidence in Gularis (perhaps with Moff assistance...), and a turn of opinion regarding the Confederacy....

OOC: "It is within the Prime Minister's powers to dissolve Parliament and call for a general election. The President may be recalled from office with a successful motion of no-confidence by Parliament, stated to be a passing motion of 623 votes or more." - from my nation description page, link here

Cea and the Republican Front do not like Gularis at all, but they simply do not have the votes to bring her down. Now, the government...That's another story. Parliament is actually very evenly divided and I've been thinking about dissolving Parliament and calling for elections. The only thing is that, since I let others vote to decide my government, I'm not confident in having a good number of people vote (which, ideally, I'd like to have every time).

I'm open to ideas though, so if you have something definitely shoot me a PM.

OOC: I know, apologies on that front. I'm waiting on Telosan to get more time for RPing, then we can progress the Patriot story forward. Perhaps, after the treaty is signed between Cologne and Russia an made public, the Moffs can express their concerns and request a meeting between the greater heads of the Baltic. If the Moffs word it right, I could actually see Porcu favoring the Moffs in their protest as certainly I should think the Republic would also feel a bit peeved that a treaty was made without them knowing.

Russia would be willing to come to such a conference as certainly opinions within the government actually favors the Sectors. Though originally mixed when the authority was first announced, the recent meeting as well as just observations have led most within the Tsar's inner circle to favor the Sectors due to the fact that they view them as having strong autocratic principals (or that's how they perceive the authority).

Of course, Russia will push in the conference to stay within the ideas it put forth in this treaty, namely the indefinite use of the Straits and a united front from all nations to defend the Baltic. The later Russia presumes, is the only way to ensure no one tries to threaten Cologne's control of the straits and lead them to closing it from all traffic, which is was Russia fears.

OOC- The Pope is under the protection of both the Holy Roman Empire and Kasnyia, and are allies with the Scyldings. The conflict would encompass the entire continent for no real benefit since its cheaper and easier to simply negotiate passage with the Pope.

People, its real simple: The Papal waters are sovereign territory of Cologne and Cologne feels that its sovereign rights to control the straits are not to be negotiated. It did so with Russia for strategic reasons (and as a favor to eventually be repaid). That treaty is, at best, an exception to the rule that IC won't easily be repeated. The Pope has no further reason to negotiate and, if it gets to be too much of an issue, might even decide its not worth the trouble for a treaty in the first place.

In short, IC, this treaty is a favor and should not be abused.

RUSSIA ANNOUNCES BALTIC TREATY


MOSCOW:The Kremlin announced today that a unilateral agreement has been reached between the Russian Empire and that of the Papal State of Karlsburg and Cologne, one that not only affects the two nations but one that could potentially ensure peace in the Baltic region for generations to come. The announcement came in concert with an official announcement from the Papal office in Cologne.

"The signing of this treaty is the culmination of understanding between the Russian Empire and that of the Papal State of Karlsburg and Cologne" Tsar Alexei Paulovich Romanov II to eager reporters at a press conference and signing. "Though we stand divided on many issues, both myself and the Pope of Cologne can recognize a general necessity both for a protection of commerce in the Baltic as well as mutual defense against those entities that would wish harm against Baltic nations and disturb the whole of the Baltic in the process. I can respect the Pope's wishes to see some respect given to the Papal State and more particularly, to their ability to defend themselves against aggressors. Though we may never agree on issues of religion, I have seen fit to agree with the Pope that defending the Danish Straits and the whole of the Baltic is something that needs more attention." The treaty, known officially at the Treaty of the Baltic, agrees that all signed to the treaty will join in the mutual defense of the region as well as agree to fair economic policies designed to stimulate the economy of all nations involved. "Though Russia and the Papal States sign this treaty, it is my deepest hope that together we can bring the other Baltic powers also to the table" the Tsar said further. "For only with the whole of the Baltic behind this treaty can all of its assurances be guaranteed. Surely the rest of the region can respect what this treaty means and in the interest of peace an economic prosperity, sign it as well."

"While the Tsar has hopes that the rest of the Baltic will endorse this treaty and sign, politics aren't leaning towards that desire" said noted political scientists Vladimir Kerimov of Moscow State University. "The treaty is certainly a hallmark in Russian diplomacy, especially in context of relations with the Papal States. Naturally, there are many misgivings between the Russian Empire and the Papal States, perhaps most obviously due to the religious differences between the two powers. Indeed, I must say that I was a bit surprised at the treaty although, reading through the lines, one naturally begins to understand the nature of the document and the reason." The Professor, an accredited authority on Russian politics, then further discussed that while the treaty worked for the Empire it might not work for the rest of the Baltic region. "The facts are simply, the treaty was created through a private conference between the Russian Empire and the Papal States. While this has worked in the past and has lead for many great alliances to be built, I'm not so sure the Baltic political atmosphere will be so willing. Simply put, the Baltic region is filled with too many differing political entities and I'm doubtful that certain ones will be so willing to sign this treaty in the interest of peace. If it does happen then certainly it will prove to be a great political triumph for the Tsar. However, I feel these is enough political data to suggest that this treaty won't spread as well as Moscow may be hoping for.

The treaty has already been signed by the Pope of Cologne and came into effect immediately after the Tsar signed. Though there are some doubts over the effectiveness of the treaty among some circles in Russia, most are hailing the treaty as a political triumph. Military officials are saying that while they are now bound by the treaty, the defensive measures discussed aren't outside the natural interests that the Russian military had before the treaty's creation.

If Yshurak wants to make an arrangement under the treaty with the Papacy, it will have to be negotiated first. The treaty is not a giveaway.

Then Yshurak will send a delegate to negotiate the treaty with the Papacy, but unless the Papacy feels that there's something to add, our government doubts that very much of it would be different from the original signed with the Russians.

OCC: If you want to switch something up in the treaty Kas that's cool with me. Just say the word and the Russians will come back to the table and will certainly have no problem altering some parts so far as the overall idea remains the same, that is unobstructive access through the straits which is the main point of the treaty...well along with economic prosperity and defense etc etc etc lol

IC-

The Pope called the Czar. It was only a small matter, easily settled by their diplomats without fanfare, regarding a change His Holiness intended to make toward the treaty. That if the Papacy felt that the treaty was being abused, His Holiness could nullify it to reimpose the Decree. It was merely a cementing of a loophole.
