No sooner had the beleaguered survivors of the Battle of Bornholm struggled--often through sheer force of will--into the safety of their docks in Danzig then medical and repair crews had swarmed aboard. Injured sailors had to be removed to hospitals (and dead sailors identified by vague remains). Armor plates had to be replaced (and gore and blood scoured from bulkheads). Urgency was higher than usual. Though the Fleet had--for now at least--secured the safety of the Sectors, rumblings along diplomatic backchannels and intelligence lines indicated that the Baltic Sea's newfound calm would disappear just as quickly as it had once more come back into the light. Whatever the other Baltic powers were planning, their motives for doing so--this did not greatly interest Piett. What was of concern to the Moff was the very real possibility that the territorial waters of the Sectors would be considered as fair game for the foreign fleets to enter. This could not be allowed, if The New Order was to be taken seriously. The Battle of Bornholm had proven that the Sectors could defend themselves. Now they had to further press the issue, and prove themselves to the other Nations of the Baltic--and Europe, and the World--that they were indeed Peers. * * * Official Statement of the Council of Moffs Let it be known that we are temporarily closing all access to the territorial waters of the Sectors to all parties. This is intended to be a short-term security measure, given the present volatile atmosphere of Europe. No Foreign Vessel, Civilian or Military, may enter the prescribed area until such time as access is reopened. Any violation of this will be dealt with appropriately. It was essentially a bluff, given that the nature of the Fleet allowed for only a few scattered submarines to patrol a wide area. Hopefully, nobody would call it. |

It had been a busy day in Stockholm. Both morning and afternoon parliamentary sessions had essentially ground to a halt due to ferocious opposition from the far-Left and far-Right, the EU Council had convened to discuss efforts at improving the perilous situation in Quinaranum and the volatile situation in Tanganorium, economic statistics released by various government ministries indicated weak growth in the months ahead, and, all the while, intelligence reports continued to filter in courtesy of the Abwehr with regard to the possibly of additional hostilities in the Baltic. President Gularis was very much looking forward to a hot, cleansing bath that evening and then dinner with her family, but events seemed to dictate otherwise. "Is this the latest from the Abwehr?" Gularis asked her assistant, as the two of them hurried along from one room in the Presidential Residency to another. "Yes, and the Foreign Minister wishes to speak with you about these reports. Prime Minister Quintianus called earlier stating that he should be able to get Cea on-board should the Supreme Command recommend mobilization." "Very well." Sensing her President's shear tiredness, the assistance offered to have a hot bath prepared at once and to have the cooks begin to prepare the evening meal. Gularis smiled weakly and marched on and into her office, a stack of papers and manilla folders held close to her chest. Settling behind her desk, she read and analyzed a number of things until a light knock caught her attention. Looking up to find her husband, she yawned and gave a bit of order to the mess in front of her, slowly getting up and feeling a rush of relief, as she could almost feel the hot water embracing her and massaging her tired body. "You'll join me, won't you?" she asked. "I will." came the soft reply. It was just as the most powerful woman in Porcu, indeed one of the most powerful figures in the world, was letting her mind wander after having settled into the seaming water of her private bath that she felt the water ripple and sensed the presence of another. The light pressure of a kiss on her forehead after a moment allowed her to keep her eyes closed and her mind focused on the relaxing current of energy passing from the heated water to the deepest muscles. "Today was rough, eh?" "Oh, dear, you have no idea." "I've heard rumors that this mess in the Baltic may not be over. The media definitely is jumping, prematurely I think, at a lot of stuff coming in from the internet and from their sources." "Yeah..." Gularis replied, letting herself sink into the water and cutting short her reply. She arose after a couple of seconds and stood, combing back her hair with her hands. The water outlined the contours of her breasts. "The Pope of Cologne seems to have approved passage for the Irish, which was to be expected, but now it seems that Quaon and Russia do not approve of the Pope's decision to effectively close the Danish straits and are amassing a force of some kind." "Is another war possible?" "It seems that way." "Are we to remain neutral should hostilities break out?" "As much as I would like to, I don't think there's much hope for that. The Supreme Command would rightly argue that we cannot afford to be pinned inside the Baltic, our own backyard essentially and our only means of naval transport. That bastard Cea will continue to rail against me for being weak and complacent." "Surely, though, there must be a way..." Moving close and hugging her husband tight, Gularis let herself fall back into that half-meditative state, as steadily as the steam from the water rose and filled the closed, beautifully decorated Roman-style bath hall. |

He turned to his aide nearby, "Get me Rothschild and also inform the Defense Ministry that we may have to honor our treaty with His Holiness." "Yes sir," said the aide, saluting as he left the room. -------------- Cologne "What are we hearing from Kasnyia on this?" asked one of the cardinals. "We must insist on entering negotiations as stipulated in the decree and to not act in haste," replied another, "However, if they do not listen, we must enforce the will of the Church." The Baltic Sea... Though the Quaonian leadership had expressed interest in a joint military exercise, it seemed when it came down to more concrete agreements over the matter, the idea fell short. Moscow, on the other hand, wasn't willing to wait until the Quaon government hammered out the details and instead decided to take the initiative. It wasn't that Moscow believe the Colognian government did not have the right to refuse ships through the straits that it controlled. Indeed, they felt that the Pope in Cologne was well within his right to do so. What did not sit well with Moscow was the fact that they choose to refuse everyone, instead of those that did not respect Cologne and its sovereignty. Russia had never threatened Cologne in its past, deciding instead to leave it to its own sovereignty and devices despite its monarchy's personals wishes to install a Ribbenzoph to the throne instead of the Pope. Now it seems the Pope desired that all nations beg for the right to use the straits. This did not sit well with the Tsar at all, and Alexei refused to beg for his sovereign right to send his warships were he pleased. That was why he decided, despite not having the aid of the Quaon navy, to send his own detachment of the Baltic Fleet towards the straits. The group was mostly composed to submarines, destroyers, cruisers, battlecruisers, and a single aircraft carrier. Enough firepower to make the statement that the Tsar was looking to make against the Pope of Cologne, but certainly not the entire fleet that Russia sailed in the Baltic itself. "Admiral Anosov" said the helmsman, "the fleet will be within 12 miles of the straits within the next five minutes." "Good" said the Admiral, "Our orders are to continue on until we are hailed by the Cologne authorities. Then bring the fleet to a complete stop and send word back to the naval authorities in Saint Petersburg. They'll inform the Tsar and we'll wait for further orders." "Aye Admiral!" |

A transmission was sent as soon as they were within five minutes of the sea boundary, by the superbattleship IKS Zorlin, the command ship of the fleet. "By Order Of His Holiness, John David I, You Are Hereby Ordered to Halt All Vessels. Failure to Comply Will Authorize the Forfeiture of All Vessels Who Enter the Papal Waters." Not taking any chances, they also readied her massive guns into salvo position, in case they failed to comply and resisted. |

The Kremlin, Russia.... Each step that was taken echoed through the vacant hallways of the Kremlin Palace as his finely polished boots hit the equally polished floor beneath him. His movements were both swift and precise though he was made of gray hair. Though older than most who'd previously held his post, one would not notice it as there was much life still left in him. Indeed, there was a youthful spring in his step as he ascended the staircase. Walking down another hall he reached the door and entered the small reception area. The aid at the desk recognized him immediately, smiling as she rose from her seat. "The Tsar as been expecting you, you may enter his office right away" she said. He smiled back as he moved away from the aid's desk and straight to the much larger doors. Opening them, he went straight into the Tsar's office and approached Alexei's desk. With his hat under one arm, he used the other to Salute his Grand Marshal. "Your Majesty, Admiral of the Fleet Feliks Masorin reporting sir" said the Admiral, dressed in his finest military uniform. The Tsar rose and saluted the navy Admiral back before offering the man a seat, one he gladly accepted from the Tsar, but choosing to sit only after the Tsar himself was reseated. "Admiral Masorin, I assume you bring me word from the Baltic?" said Alexei. "Indeed your majesty, we've received word that the fleet has been hailed by the Colognian authorities. The fleet was brought to an all-stop and is roughly now ten miles towards their sovereign waters. The Admiral is awaiting word from the Admiralty in Saint Petersburg however, the last report received indicated the Admiral's belief that the Colognians were taking an offensive stance against him." "Perhaps more defensive than offensive" said Alexei. "I doubt they will risk firing first but surely they've already trained their guns on the fleet in hopes of making the best possible second strike, leaving us to make the first move naturally." "Of course your majesty" Alexei sat in his chair and said nothing, leaving the Admiral of the fleet just sitting there and wondering what it was his majesty wanted to do over the situation. Indeed, for Alexei, it was now a great chess game and won he was determined to win, even if it were only a symbolic victory. The question was not really what to do, in Alexei's mind, but when to do it. After some contemplation the Tsar sat forward in his chair, turning towards his naval officer. "Have the fleet prepare its own weapons" said Alexei with a great deal of seriousness in his voice. "Have their weapons prepared but ensure that they understand that under no circumstances are they to use their weapons until given expressed orders by myself." "As is your will, your majesty" said Admiral Masorin. "You are dismissed Admiral" said Alexei. The Admiral rose from his seat, saluting the Tsar again before turning and leaving the office. Waiting only a few moments, the Tsar paged his aid to come into the office. Approaching the desk, the young woman curtseyed in front of Alexei before ask "Yes your majesty, what can I do for you?" "Telephone Count Tolstoy in the foreign ministry" said the Tsar, "tell him to ensure a clear line to Cologne is open. I suspect we shall soon be hearing from the Pope soon and I want to receive said communication as soon as it is received." "Of course your majesty" said the young aid, curtseying again before leaving the office. ------------------------------------------------ Admiral Anosov received his orders over a secure channel from the admiralty in Saint Petersburg. Returning to his own command bridge, he radioed the captains within his fleet with their orders. Within minutes the fleet was put on a heightened alert and the combined fire power of the fleet was brought online. Sailors made quick working hustling through the corridors of the ships and manning their battle stations. The great guns of the battlecruisers were raised and loaded, naturally choosing the Kasnyian super battleship as an intended target should they be given the order to fire. Missiles on the cruisers and destroyers were also brought online as well as the submarine's torpedoes. Sitting back comfortably in his chair, the Admiral was pleased at the speed with which the ships seemed to be responding, each Captain checking in with their full-ready report. While ready to fight for Russia's honor, like any good soldier, the Admiral simply sat and awaited further orders. |

The response came as swiftly as he had expected, perhaps even quicker than he'd expected. Intelligence reports for Imperial Security Ministry suggested that the Cologne was fielding more ships, ready for a fight no doubt. Alexei leaned back in his chair, leaving Count Tolstoy to wait for a Russian response. He turned his chair towards the window for a moment, contemplating the exact response we wished to send the Papal authority. "Lets keep it short and direct" said Alexei finally, "here's what we will send back...."

OOC- I don't think there would be, for a variety of reasons. The papal fleet is purely defensive in nature. And it's not really a blockade guys, the Pope is just asking people to ask him first before they enter his waters... Why do the Normans care anyway? OOC: It would mostly be just to try and stabilize the Baltic, particularly in terms of trade and free passage. A Russian-Papal war would be more destabilizing to the region than the Irish-Moff war given the power of both nations. But there isn't any real animosity between the Normans and Cologne anyway, so perhaps a more diplomatic avenue is a better course... IC: "I beseech His Holiness and the Russian Tsar to please use moderation in their actions in regards to this dispute. A war between the Papacy and the Russian Empire would create instability and conflict in the Baltic Sea well beyond what was caused by the war between Ireland and Authority Poland. Perhaps a long-term treaty of free passage between these two great powers would be of agreement? OOC: Not so much negotiate for permission, but some of the more specific terms of the negotiations. IC: The Tsar sent his Prime Minister, Prince Boris Ribbenzoph V, as his diplomat and emissary from Moscow to Cologne. Naturally, there was some irony in the assignment that even Boris himself recognized. He negotiating with a Papacy that recognizes the very usurpers his family is sworn against. The idea had crossed his mind to refuse the Tsar, his cousin, and request that some diplomat from the foreign ministry be sent in his stead. However, even Boris recognized that he had to be him if not the Tsar himself, to go to cologne. Russia had to exert as much authority as it could, especially during this most difficult time. Naturally the Papacy felt hurt, perhaps even angered by the moves the Tsar had played. So far as Boris understood it, this was exactly how Alexei wanted the Pope to fear. He wanted to feel the same insult and anger Alexei felt when the Papal decree was originally delivered. The Tsar didn't feel it hurt Russia, it made the atmosphere equal and hopefully some understanding could be reached. Posted Image The Russian aircraft, one of several within the Tsar's personal fleet, touched down in Cologne to little fan fair from the citizenry. After all, Russia was the aggressor in this instance as far as the people of Karlsburg and Cologne were concerned. Descending from the staircase of the aircraft the Prime Minister was met my government officials who welcomed him to Cologne, albeit the greeting was short and quite to the point. Boris returned, in kind, the same pleasantry and thanks for being received and ended the conversation as quickly as it had been started. Shown to a car, the Russian Prime Minister was swept away from the airport and taken through the downtown district until at last they reached the offices of the Pope and government. The car arrived at the gates of the seat of the Catholic Church in Cologne. A beautiful palace that had initially been a Genesian Basillica before being converted into the Colognian Church, every protector since, from the Polish to the Kasnyians, had added on their own mark to the structure, giving the Palace a beautifully unique, yet almost chimera-like look. Boris was led into the audience chamber by the palace guards. Waiting for him was Cardinal Rodriguez, the Pope's secretary and de facto prime minister. He looked on at Boris with an annoyed expression as they sat down to begin negotiations. "To what end do you wish passage through the straits?" He asked. |

"Indefinite allowance of passage through the straits" said the Prince as straight forward and as plainly as he could. Boris watched the Cardinal for his reaction and though it was difficult, Boris got the sense that the man seated across from him wished to laugh in his face. Perhaps he wouldn't blame him given that it was a large request from a nation that wasn't, since the last 24 hours, in good standings with Cologne. Boris held up a hand though, as to stop the Cardinal from speaking although he couldn't be sure the man wanted to immediately speak or not. "I will not dull the conversation with diplomatic language as I think we can both agree that it is past such time" said the Prince again plainly. "Russia respects Cologne's sovereignty and its rights as a sovereign nation to protect its borders, which include the passage of the Danish straits. However, this recent decree has been interpreted as a insult to the Tsar. How long were the Danish straits open to free passage of both commercial and military vessels? In all that time, name one instance that Russia infringed upon the rights of Cologne? Yet now, by decree, we are collectively bound to other states such as any number of Genesisian nations that would do your territory harm?" The Prince began shaking his head. "No, with all due respect to the Pope of Cologne and the government invested here, the Papal Decree is impractical. We respect and understand the Pope's concerns over his sovereign territory, especially due to recent events that even Russia will admit, should have been handled differently. Baltic security is a necessity for both Russia and Cologne, as well as the other Baltic states and that is why I have been sent. His majesty hopes that we can discuss the creation of a more broader agreement that will not only ensure the security of Cologne and her territories but also give the Baltic states the broader right to field their navies in waters outside the Baltic." |

The Cardinal sneered, "Then you should have brought it up first instead of try this madness. There will be no indefinite agreement," the Cardinal stated, "Further, do not dare patronize me or the Church or His Holiness by presuming what the agreement means. This agreement did not cover civillian vessels, only military ones. As to why this was not done before, until recently we were all in a war against the Dominion, and prior to that these lands were under the direct control of the Emperor of Kasnyia. With Kasnyia still too weak to be active in world politics, in addition to the recent conflict, the Pope decided we had to take matters into our own hands." Before his counterpart could retort, Rodriguez put up a hand, "You will bring to me a more serious proposal before we move forward," the Cardinal continued, "Until then you are free to stay at the guest quarters and confer with Mosow. But do not think the Church will be bullied into agreement. We too, have friends." And with that, Rodriguez left as Prince Boris was led back out of the room in the opposite direction. |

Though a bit spiteful against this host for the quick dismissal of the discussion, it was understandable. After all, Russia had tossed around its weight and had addressed this entire matter a bit heavy handed in nature. However, as insulting as it no doubt was to the Papal authority, Russia felt to the need to assert its authority in this matter. The Cardinal failed to mention the fact that it was Russia who'd help spearhead the defense of and liberation of Europe during the Dominion Wars. Indeed, so far as Russia was concerned it was Moscow who Cologne should be thanking for having the ability today to govern. Without Russia they'd surely still be at the mercy of the Dominion regime. However, Boris himself quietly smiled it off as he laid his head against the pillow. The room provided to him was more elegant that he'd imagined. Though he could say little towards their choice in religious beliefs, he would gladly admit that they spared no expense in comfort. The dawn of the next day brought a renewed spirit to the Prince who didn't think the battle was yet over. Though precarious as the negotiations were, there was still hope and finding a mutually agreeable accord between the two. After having breakfast in his room, he requested travel back to his aircraft and was obliged. On the aircraft he contacted Moscow and spoke to both the foreign minister and Tsar himself. Discussing the situation with them, Alexei decided he would call back the fleet from their standing position as a show of recline to their previous stone-wall attitude. The ships would be well on their way back to Saint Petersburg by the time Prince Boris met with Cardinal Rodriguez. He also instructed the Prince to present a document that the foreign ministry had only drafted the day before, faxing it to the Prince via equipment on the aircraft. Alexei understood that there would be resistance surely, after all Russia had acted perhaps a bit more boldly than was necessary. However, he did believe that the Pope would nevertheless be interested in the document especially given the Cardinal's remarks the previous day in regards to the recent decline of Kasnyia's own ability to protect its international territories. While they would no doubt wish to further negotiate the specific details of the fine print, surely they would not outright refuse the document. Surely it was possible given the Cardinal's remarks that an indefinite agreement was out of the question but, then again, the Prince wasn't offering anything yesterday. Today, he would be offering a great deal and certainly enough that Cologne would at least see the benefits of considering the agreement. Returning to the Papal Palace, Prince Boris returned to the negotiation table with his head held high but certainly not posturing himself as authority but more an equal, perhaps even less so, to the Cardinal. "I have spoken with the Tsar and other officials in Moscow" he said. "I trust that the Pope has been informed that our ships have receded and returned to Saint Petersburg. Surely the Pope will recognize that Russia is very much connect to the Baltic and like Cologne, wishes to see only the best possible solution for all nations involved. While our actions may have been insulting, we too, felt insult over the Papal decree. However, in the interest of peace and prosperity within this sphere his majesty hopes that we can look past insult and towards the future.
