Map Tsar and Southern Gentleman Posts: 9,266 Group: Admin Member #120 Joined: April 21, 2005	Having made her historic trip to Catalonia, Tsaritsa Atia Alexandervicha Drax Romanova was flown to Toledo where she was greeted by the Russian Ambassador to ICON. The International Commonwealth of Nations was a grand forum designed to better facilitate diplomatic discussions between nations in the desired effort to ensure that diplomacy would ensure the safety and security of the peace that world had secured after the Dominion Wars. Since the fall of the Dominion, ICON had done its best to succeed in its goals and while it so far had mixed results, the world was in relative peace. Tsaritsa Atia's mission to ICON was to further its own goals. For too long nations of the world had worried over how to end wars, but taken little concern over what to do with the people effected by wars both during and after the conflicts. Furthermore, little if any nations took concern over those affected by natural disasters and other calamities that were beyond their control. Atia wished to change this and after receiving Alexei's support, she and some of the finest diplomatic officials and treaty drafters got to work on what she hoped would be an historic piece of international importance. The document complete, an invitation was sent out from the Russian embassy in Toledo to all interested parties affiliated with the International Commonwealth of Nations. Though the response of attendees was good, it was unclear as to how many would actually attend and furthermore, how many would be interested in what Atia was purposing. Entering the spacious conference hall, the Russian ambassador and representative to ICON introduced the Tsaritsa to the assembled body. She was about to make history as the first royal to address an ICON conference. "It is with great honor and esteemed pleasure that I introduce to you, her gracious royal majesty Tsaritsa Atia Alexandervicha Drax Romanova." With a thunderous applause from the crowd, Atia took to the podium provided her. After a few minutes to thank the crowd for their applause and allow the crowd to die down, she addressed the assembled. "Thank you most esteemed representatives and diplomats of the nations assembled. I come to you today not as a monarch, not as the wife of a world leader, but as a concerned citizens of the world. The International Commonwealth of Nations was founded on a principal that diplomacy must become the world's greatest weapon against tyranny, injustice, and war. While this institution has made some strides towards this goal, it is apparent that there still much to do done before the sun rises on a day when peace is eternal and war is extinct. Naturally, we praise those nations who have embraced the idea of diplomacy as a first resort and war as last. We praise these governments, nations, and people as much as we scour those who still remain with the archaic ideas this institution hopes to eradicate." "However, while the prevention of war and the maintenance of peace should be a high priority, it must not and cannot be our only goal. For we live in an age when war remains a possibility, an age when combatants continue to fight themselves with no thought or compassion given to the lives, the people, the families that are forces to lose the most when their front yards become the battlefield. Who is to take care of those displaced by war? Who is there to ensure that when the war ends, the displaced have something, somewhere to go home to? What the nations ravaged by war that was not their own? Who is there to help with reconstruction, with given them the tools and the knowledge to build for themselves a better future? What of natural disaster, when a nation or people are ravaged by unforeseen forces that wipe out all that they held dear. Who is there to help them pick up the pieces of their lives and begin again?" "For too long out world has existed without a unified effort to help those less fortunate than our own and while I will not argue that this effort is by any means a greater priority than the prevent of war, it is nevertheless a question that demands an answer. I come to you today with what I hope and believe is a good response to these questions. I've come to you today to propose the Humanitarian Emergency Aid and Relief Treaty. This treaty, when signed will effectively create the Humanitarian Emergency Aid and Relief Treaty Organization, or H.E.A.R.T. Organization. The goal of this organization will be simply, it is a humanitarian mission to protect the lives and dignity of victims of war, internal violence, and natural disasters and provide them with assistance. As a signatory of this treaty, you will pledge your support, bot financial and volunteer power, to an Organization designed to help those who cannot help themselves. The Organization shall be headed by a council, with each signatory entity allow one representative. This council shall collective steer this organization on its mission." "It is with great hope that I propose this organization, a hope that others will join Russia in the creation and support of a institution designed to help those of war torn and disaster struck areas. To improve the quality of life for all peoples in a conscious effort to build a better world than the one we inherited from our ancestors. Each of you have been given a copy of the treaty to review and I called this conference in the hope of opening dialogue to any changes that you feel may be necessary. It is my strongest desire that before this conference ends, we shall have signatures of this document. My husband, Tsar Alexei II, has already pledged his signature and the Russian government has pledged a donation over 50 million rubles." With that the Tsaritsa stepped back from the podium and gazed out into the assembled body, waiting for the first to respond. Humanitarian Emergency Relief and Aid Treaty The updated treaty can be found here (click me) OOC: So basically what I'd like to create here is a Red-Cross/Habitat for Humanity/World Food Bank/Blood Bank/etc. etc. for our world. I know from time to time in the past, nations themselves have donated and offered assistance but this way, we'll have an international organization created to organize all those efforts and oversee them in a non-biased manner (or at least that's the hope :lol: ). Obviously no one is obligated to signed but it'd be nice if we could get this offer, maybe inspire others to create other international organizations. This will be based out of Toledo and while it won't necessarily be an extension of ICON, it can be said to be facilitated by ICON. Edited by NRE, May 22 2017, 10:57 PM.

Also took the liberty of spellchecking the title. :P IC- The Papal Representative to ICON wishes to give his full-throated support on behalf of the Pope, and wishes to assist in the organization's establishment, financing, and most importantly, training of nurses and physicians to be sent around the world. ----------------- The Kasnyian Empire supports this, and wishes to donate three hundred transport helicopters to the cause. ----------------- Alexanderhaven awaits the word of Byzantium, but otherwise believes this to be a worthwhile endeavor. All supplies or agents of the organization may travel and be shipped on Venetian merchant fleets at no expense to areas in need. If a particularly dire situation arises, we also offer the use of an appropriate number of military transport aircraft to quickly ship materials to hotspots of activity. In addition, the people of Venice are offered a tax deductible for donations of blood, food, blankets, clothing, and other such materials.

While details of equipment will be finalized by the H.E.A.R.T. Council, Stockholm is happy to donate any of a number of transportation and storage equipment. Also, the Parliament and People of Porcu wish to provide the H.E.A.R.T. Organization with a donation of ₤120 million.

Organization without becoming a signatory member. Naturally, the Moffs would not be afford a member on the Council which would oversee the administration of the organization, however, would nevertheless still be an important benefactor to the Organization and its continued success. I would also like to personally thank, the Pope of Cologne, the Kasnyian Empire, the Doge of Venice, and the leadership of the Republic of Porcu for their support. By signing the treaty and pledging your support, you are ensuring that together we shall oversee a new era of compassion and hope for generations of individuals inflicted by pain and sorrow by man-made and natural disasters.
