Russia can agree that all military conflicts should cease in the region for these plans to work and that diplomatic channels should now be used as the primary weapon to solve this problem.

Foolish war?! While my government is entirely prepared to bring this conflict to an end, do the respectable members of this congregation willingly forget such slaughters such as that in Mwanza, near Victoria Lake? This conflict is not one that the people of Tanganorium desired, nor is it's conduct a responsibility the Republic takes lightly.

My government is entirely prepared to participate in negotiations, but will flatly reject any such calls until an acceptable amount of security can be provided to those innocents still suffering in Avaricum and immediately surrounding towns. Now, this representative body, and our Russian comrades in particular, may rest assured that Porcuian and EU military forces can enact and honor a ceasefire - and will do so when given the appropriate orders - but can the same be said for the TIM? In demanding such actions, does the Democratic Confederacy of Africa speak with an authority and ability to control the TIM?

While Venice cannot act in an official military capacity, there are many Condotierri organizations that the Pregadi trusts and can recommend for deployment in various situations, from escort to patrol detail. This should help free up some of your resources.

As for the innocents, I can promise a certain sum of relief money and supplies, if you could find a use for it.

I cannot imagine there being a moment in the immediate future when humanitarian aid and supplies will not be needed or used by the local population. Venetian support in this regard is treasured and will not be forgotten. Additionally, Condotierri organizations are most welcome, and details can be formalized in cooperation with the EU Commission on Foreign Affairs.

The responsibility falls on the internationally recognized regime of the country in question to end the conflict and come to terms with the TIM, who seem to be winning this conflict anyway. If Porcu delays further, it will soon be out of their hands, and the DCA would see no reason to try coax the Zanzibari government to do anything since Porcu would no longer be a factor in the region. Attempting to lengthen the conflict by taking in even more foreign troops into African lands would also forfeit any deal. I thus advise the Porcuian leadership to not quibble further on the wording of the agreement."

My government is prepared to enter formal negotiations with the Republic of Zanzibar and the leadership of the Tanganyika Independence Movement immediately, conditional on the following:

(1) Orders for a general ceasefire by the Supreme Command of the Self-Defense Forces of the Republic of Porcu are immediately reciprocated by the Republic of Zanzibar
(2) Borders of the city of Avaricum and surrounding coastal territory currently held by Porcuian and EU forces is provided international recognition for benefit of humanitarian assistance from H.E.A.R.T.
(3) Sea lanes to the port of Avaricum are freed and the Zanzibar blockade is immediately lifted
(4) Participants in the ensuing negotiations be limited to the Republic of Zanzibar, the TIM, the Roman-Byzantine Empire, the East African Federation, and the Republic of Porcu
(5) The hosting of negotiations is not done by the Democratic Confederacy of Africa nor the Republic of Zanzibar

In addition, a detailed proposal for specific economic and diplomatic steps is kindly requested of our Russian colleagues, with knowledge that Russian proposals may be brought into negotiations.

Though disappointed at being left out of the negotiations, we would like to offer to host the summit as a third party with no weight in the discussion, as per the conditions proposed.

To satisfy all parties, the summit can take place on a neutral Venetian carrier off the coast of the area in contest or, for safety reasons, at another location protected and/or under our influence.

The DCA has spoken to the Zanzibari leadership. This is their response to the terms.

- Condition One is agreed to. The Zanzibar Republic Defense Forces, including the Republic Navy and the Republic Air Force, will reciprocate.
- Condition Two is not relevant as the Avaricum government was always recognized by Zanzibar, despite its lack of true legitimacy in the eyes of the African people and despite not according the same honor to Zanzibar.
- Agreement to this condition is itself conditioned upon the immediate demobilization of all Porcuian and allied fleets. ONLY humanitarian vessels and aircraft will be allowed to pass through Zanzibari territory. Failure to uphold this condition will forfeit the ceasefire.
- Condition Four is agreed to.
- As chief negotiator on behalf of Zanzibar since that nation exited ICON, the DCA has been granted the power to negotiate on their behalf. Condition Five is not agreed to.

Zanzibar has its own conditions that must be met.

- Full recognition as a sovereign state by Porcu, the EU, the Grand Confederacy, all other antagonists supporting Porcu, and ICON and all the privaledges and honors that is accorded with recognition, including borders.
- Porcu's admission of guilt for starting the war and its guarentee not to continue to disparage Zanzibar for defending itself.
- Ending of all sanctions against Zanzibar.
- That negotiations with Porcu are binding on its allies. There will be no secondary negotiations or excuses that said negotiations do not speak for all players involved.
- That a neutral third party is allowed to enforce the ceasefire.

The Roman Empire has already proven its biases against Zanzibar and in favor of Porcu. Neither Zanzibar nor ourselves will accept Byzantium as arbiter, just as it would be inappropriate for the DCA to do so, as we fully support native rights to native lands and have made our position just as clear in the past.

OOC: Lets not forget the C.S.A. is currently boycotting ICON because of slavery (the new administration having no desire to change that fact).

Need we not remind the Democratic Confederacy of Africa and Zanzibar that it was Zanzibar that illegally entered Roman waters and used said territory as a staging ground for an attack. I believe even the DCA can recognize that there is probable cause for any bias that may exist between the Roman Empire and Zanzibar. That said, the Roman Empire has interests in both Europe and Africa, peace within both regions is beneficial to the authority in Constantinople. That said, Russia suggests we possible seek help from an Asian or Middle Eastern power to arbiter these negotiations. In Asia particularly, Kiru Tao or Chirondom are both nations that, as Russia understands it, has any claims or interests in this matter. Both could be equally fine choices for arbitrators in this matter.

In review of the requested additions of Zanzibar, Russia suggest that it does NOT seek admission of public guilt, in any form, from Porcu. Both sides are equally at fault for this situation to have escalated to the point that it has and to point a finger now is counter-productive to the negotiation process. As suggested earlier, aid that Porcu will provide to Zanzibar, is a far more productive way that any admission of guilt could be. Beyond that, Russia is willing to stand by Zanzibar is so much as it will help to enforce that negotiations between parties will be enforced on all parties and allies thereof. It will also, is so much as it has the power to do so, freeze any attempts at sanctions against Zanzibar so long as the negotiations continue and will work to cancel any such sanctions when a peace treaty is signed.

Perhaps there is equivalency of fault, but so far only Zanzibar has been blamed, despite the flagrant violations of its own sovereignity. As such the condition has been placed by the Zanzibar government as a way to equalize siad blame. The condition will not be removed unless Porcu and all other states publically apologize for haranguing Zanzibar's actions, an act which even we as their stand in for these negotiations feel is unrealistic. As such, the condition stays.

As for the Roman Empire, we explicitly stated that Zanzibar wishes for a NEUTRAL third party. For the Byzantines to suggest themselves is thus laughable, no matter the circumstances. As for the alternatives suggested by Russia, we would find Kiru Tao acceptable.

The Republic of Porcu is in a state of war with the Republic of Zanzibar. It was naval forces bearing the flag of Zanzibar which imposed a devastating blockade on the port of Avaricum, in addition to utilizing Roman territorial waters to lay waste to an entire nation. I suspect the Honorable Representative from Constantinople would agree with my own government's demand that negotiations to draw this conflict to a close must held between those countries involved.

Porcu is ready for negotiations to begin and accepts the kind proposal of Kiru Tao by our Russian colleagues, should they desire to act as host, but no less than the leadership of Zanzibar itself will do. The DCA cannot stand in for Zanzibar.

That said, the Republic of Porcu has the following responses to the Zanzibari conditions.

- Condition 1 will be accepted if Zanzibar and the DCA drop their call for a public apology from Stockholm
- Condition 2 is not accepted
- Condition 3 is accepted
- Condition 4 is accepted
- Condition 5 is accepted, granted that the third party is mutually agreeable

Zanzibar has stated that it will not allow Porcu to get away scot free from its transgressions in the conflict when Zanzibar has been dragged through the mud. Recognition is a prerequisite for negotiations to end the conflict. They insist on all conditions being met. They are non-negotiable at this point.

The DCA will also insist, seperate to Zanzibar, that the TIM not be included in negotiations, as they have nothing to do with Zanzibar and that by associating the two, there are insinuations. We of course applaud the Porcu colonials for finally deciding to take TIM seriously, but this negotiation seems geared toward the seperate conflict with Zanzibar and so to keep things focused, we ask that Porcu contact the TIM and negotiate with them on their own.

OOC- The DCA and Zanzibar are talking about the Byzantine desire to enforce the ceasefire. Because they are not a neutral party, they can't be trusted to do so. You're talking about the Byzantines having a place at the table, which was already agreed to.

Condition 1 is accepted, though Condition 2 is again not accepted.

We propose that the Venetian Republic, the East African Federation, or the Kingdom of Ireland take the role as the neutral party to manage the mutual ceasefire.

The DCA will only accept an African state as a neutral arbiter. Europeans are friends only to Europeans. The East African Federation is the only acceptable choice.

Zanzibar continues to insist on the apology, but as the party charged by them to conduct negotiations, we will leave it aside for the moment. That is not the same as dropping the issue however.

The Federation of East Africa is willing to mediate negotiations between Porcu and Zanzibar, who shall come with the aid of the Zanzibari allies of the Democratic Confederacy of Africa. Negotiations can be held within Aksum at the earliest possible time that is convenient for all parties involved. Acting as host nation, the Federation requests that only dignitaries be allowed to come to Aksum and that all parties agree to leave to the Federation, all matters of safety and security for the proceedings as well as the personnel involved.
