Having gained what most pragmatic politicians would consider a success in drawing a diverse group of nations together to collectively condemn the actions of the Democratic Confederacy of Africa and impose economic sanctions against the Mintsa regime, the Parliament of Porcu, and President Gularis especially, felt that the Republic could count on even more support from the international community in a desperate time.

The EU memberstate of Quinaranum had just been devastated beyond recognition. Its people littered the streets, the beaches, and the wilderness - blood saturated many areas of the nation. To state that there was a humanitarian crisis would be an almost laughably understatement if it were not for the millions who had their lives ended without a moment's notice.

Porcuian Self-Defense Forces satellites only managed to catch those final moments before life was obliterated and practically an entire country wiped clean. Strong circumstantial evidence pointed to a single culprit, a menace that had previously devastated Maritime Self-Defense Forces and Confederate naval forces alike. Porcuian officials were absolute in their conviction that the ZRN Light of Zanzibar, and consequently the nation of Zanzibar, was responsible.

In ICON, the Head Representative of the Republic of Porcu had immediately called for a session after receiving orders directly from the President. Now, preparing himself to deliver his opening remarks, Head Representative Jonnus Halfus Sapientus thanked one of his aides who quickly walked up to him and handed him a page of information that had been prepared by the Abwehr. Once acknowledged to speak, Representative Sapientus stood and cleared his throat.

"Representatives of ICON, on behalf of the Parliament and People of Porcu, I am honored that you would accept my request for a session of ICON. Times are most difficult for a large number of people on the African continent, as all of you are no doubt aware, and I think it would be a waste of time to speak on the horrors of the vulgar terrorist organization known as TIM and their masters in Vallisburg.

The Parliament and People of Porcu are most grateful to those nations, governments, and peoples which have aided the Republic and the memberstates of the Euroveraminus Union against the despicably barbaric actions of the aforementioned. The situation in Tanganorium has only just begun to get better, thanks in no small part to the international community, and while small victories against TIM and other fanatic organizations are won everyday, we are occasionally reminded that, left to simmer and spread, our common enemy grows stronger and more resilient. The recent terrorist attacks in the metro system in Patavium, the heart of the Republic, should serve as a stark example.

A concentrated and aggressive approach is necessary in overcoming the enemy, which represents nothing less than abject slavery to fear and totalitarianism. While the news has spread rapidly already, I have the terrible duty to report that the EU memberstate of Quinaranum was subjected to a full assault of ICBMs, and currently lies in a state of utter destruction, such the world has not witnessed since the Dominion Wars.

Reliable intelligence leaves no doubt that the source of this attack is a Vallahalla-class of missile cruisers, also known as the Vallahalla Mk. I Type B, christened as the Light of Zanzibar. The Abwehr believes this ship to be, in fact, the former Karakazakata of the Eastern Empire. With Zanzibar's official diplomatic, if not also military, ties to the Dominionist DCA, I leave it to the intelligent members of the audience to reason how the small state of Zanzibar could have procured such weaponry.

I by no means wish to take up more of your precious time, fellow diplomats, so let me end with an appeal from my government. The Republic of Porcu is calling for the international community to support the removal of totalitarian and fundamentalist elements from Zanzibar via military collaboration with the Self-Defense Forces of the Republic of Porcu."

"The Lend-Lease Treaty between Zanzibar and the Democratic Confederacy of Africa is common knowledge," replied the Kasnyian delegate, harshly, "as is their official mutual defense pact, which has surprisingly not been invoked, or this war would be far faar larger. Considering that Zanzibar tried to reason and negotiate with the EU and warned them several times not to enter its waters, the EU did it anyway. As such, the involvement of the Light of Zanzibar in your police action in Tanganorium is entirely on the fault of your diplomatic leadership."

Then he softened,

"That said, the attack on Quinaranum, which is not an active participant in this war, was unprovoked. Furthermore, the was several magnitudes greater than ANY slight done to the Zanzibar Republic, just short of a nuclear barrage and not by much. As such, The Kasnyian Empire concurs that Zanzibar has acted criminally and should be removed, ONLY provided that you can convince the DCA not to abide by its mutual defense pact, which they would be legally forced to do should you invade, if the documents produced of that alliance are accurate. That means you must talk to them. Kasnyia will not agree to this move if it means the war will expand into a larger conflict than it already is."

"The attack on Quinaranum was beyond an act of terrorism" said the representative of the East African Federation. "The international community cannot allow this transgression to pass without judgement. The government of Zanzibar have shown themselves a hostile entity which does nothing beyond creating further chaos in an otherwise, peaceful region. We further support actions against Zanzibar and believe that the leadership of the Democratic Confederation of Africa will side on the end of Justice. For while we understand they hold resentment against Europeans and others that have historically taken advantage of Africa, they certainly would not have condone such an action that not only took the lives of Europeans but also Africans. Diplomacy with the DCA will prevail and the Federation offers itself as a mediator for such negotiations."

"Zanzibar should be dealt with swiftly" said the Russian representative. "This ships should be sought after and completely destroyed and all other Dominion-era weapons of mass destruction should be confiscated from the Zanzibar people and also destroyed. Their hostile government should be removed and their people should be forced to pay reparations for all that was lost in Quinaranum. Finally, Moscow feels that this situation highlights a larger problem in Africa, one that should be dealt with less we wish to sit in session again over the same issue. The DCA has shown itself to have in stockpile an alarming number of Dominionques weapons, many of which are of mass-destruction capabilities.

We, the international community, failed in many respects to clean up the Dominion mess as properly as we should have and this event only shows that. Moscow would like to push this issue further, and call for an investigation against the DCA. They are obviously holding weapons that their government is not capable of caring for responsibly. These weapons should be removed before the DCA is allow to sell them to even more fanatical fringe groups and endanger more innocent lives."

"The interference of the Zanzibar Republic in the internal affairs of an EU memberstate deserves whatever retribution it garners. When such retribution is returned with such an overwhelming show of force, there can be little justification. This is no different than children on a playground, when an antagonists runs for help the moment their victim responds to their provocations. If only this didn't carry so much more weight.

Venice believes Porcu is wholly justified in taking whatever actions they see fit in retaliation against the Zanzibar Republic. The people of Zanzibar have asked for trouble and have now found it."

"So that it is on record, it was the understanding of Moscow that said forces were in an attempt to move supplies to the EU mainland territory. Zanzibar's blockade prevent these ships from passing and presumably fired upon the two fleets first. More clarification on this matter may be necessary but Moscow is almost certain they understand the facts. Zanzibar has acted hostile toward Porcu and the greater EU, hostility that has been unprovoked as far as Moscow understands it. They are a rogue state that has disrupted the balance of regional security and should therefore be dealt with."

We would request that our allies declare the government of Zanzibar illegal, as they have certainly proven that they do not act in the best interest of their people. For surely the best action would have been to seek a solution through diplomacy, which they have apparently chosen not to do. A coalition force can be assembled to take out the government of Zanzibar. We would request that DCA units we allowed to participate in this coalition so as to fulfill their mutual defense pact, which in this case would only apply to the people of Zanzibar. They can ensure that the people are not harmed in the campaign and assist in taking out the illegal government. After all culprits of this crime have been dealt with, an international committee can be established to oversea free and fair elections on the island for a new government."

Despite having heard nothing from the Roman representative and despite finding their silence thus far quite odd, Representative Sapientus nonetheless took the opportunity to respond.

"The Republic of Porcu wishes to thank those representatives who have spoken thus far on the need for a focused response from the international community. A stand against such barbarism is noble and just and Stockholm will not soon forget those nations who gave their support to bring an end to this tyranny.

"The Self-Defense Forces of the Republic would be honored to complete their mission besides their comrades in the international community. If I may, I would like to press each country that has spoken thus far into providing a guess to the number and type of military forces they would be willing to provide towards this international endeavor.

"Furthermore, I wish to assure every representative present that the target of this endeavor is the government and military structure of the Republic of Zanzibar, not it's people. I echo the sentiments of the Honorable representative of the Federation of East African Nations in this regard, and guarantee that the people of Zanzibar will be given a free and fair opportunity to decide their future."

"We will not argue that Zanzibar had their right to protect their waters if said waters were threatened. However, a convoy of supply ships is hardly an invasion fleet by any stretch of the means. Furthermore, if warships were within the convoy, they were there to protect the supply ships from the terrorist operating in the war. Of course mindless finger-pointing is useless at this point as it will solve nothing. The facts are that Zanzibar has chosen to disrupt the total balance of African peace and it has to be dealt with."

"They were sending a MILITARY CONVOY into the island waters without permission, and after having declared Zanzibar a non-sovereign nation, only then did they move in! It was highly provocative and it is frankly ridiculous to say they were not well within their rights to defend their waters! And 'finger pointing' will continue so long as Zanzibar is blamed for hostilities. Simple."

After having listened carefully to the various parties, Theodore Aldebaran finally decided to speak. He had pledged support to Porcu in private negotiations, but it would have been rash to declare that publically before seeing how they winds were blowing. Finally, he stood up to address the assembly.

"Honorable lords," he began, "the Roman Empire condemns with the utmost force the criminal actions of Zanzibar against the EU member state of Quinaranum. This sort of action is an affront to God and man, and calls to mind the great horrors of history. We were quite eager to hear Zanzibar's side of the story and perhaps to learn that the accusations were false, but they have stormed out of this assembly, practically admitting their guilt! Thus, the Roman nation sympathizes with the EU and we are willing to offer support to Porcu in its action. However, we would join others in cautioning against being too eager to expand the existing conflict. We ought to wait for negotiations to play out before engaging in a potentially more devastating war.

"Furthermore, if this does come to war, then it is our belief that limited military goals should be specified in order to maintain a limited scope of war. It must be decided what degree of punishment or neutralization of Zanzibar is appropriate in that case. In particular, if regime change is in order, and if the Roman Empire is to play a part in the coalition, then it is our belief that the coalition nations should all have a say in the new form of government set up in Zanzibar."

The implications of this condition were left unstated, but nonetheless, were quite clear.

OOC- Ah. Well, the Light of Zanzibar (a Vallahalla-class missile cruiser) secretly put anchor in the Canary Islands. From there, in the dead of night, it launched the missile strike just as the Confederacy had pulled in from its beatdown back near Zanzibar.

Discussions within the vaunted walls, conference halls, and general assembly of ICON over Zanzibar and the general Conflict in Tanganorium had sputtered to a near halt. Though disappointed with the sluggish progress, President Gularis had pressing domestic concerns to attend to, including midterm parliamentary elections, and since the fighting in Tanganorium had calmed to an unprecedented level she felt capable of letting the subject slip.

Recent events, however, changed that outlook. Her political position in Parliament reduced, Gularis hoped to regain lost momentum on the international stage and thereby boost her standing at home. TIM had launched another offensive against local security forces, this time against Victoria province, which surrounded the stunningly beautiful Victoria Lake. Supply streams to that area of Tanganorium were always sporatic and many Porcuian military commanders felt the city of Mwanza would inevitably fall into the hands of TIM. This sudden escalation of force seemed to be the perfect catalyst for continuing diplomatic efforts.

Gathered once again inside the General Assembly, representatives who had answered the request made by the Head Representative of the Republic of Porcu waited for him to address them anew.

"Ladies and gentlemen, on behalf of the Parliament and People of Porcu I wish to thank you for honoring my request and opening this session of the General Assembly of ICON. In short, I have asked you here today in conclude a discussion that had been started many months before and unfortunately left incomplete.

"Ladies and gentlemen, the Republic of Porcu has done what it can to assist the peoples of Tanganorium and Quinaranum, whom have suffered immensely under the terror, violence, and evil that is the Tanganyika Independence Movement. The Republic wishes to give its immense thanks to its ally, the Confederate States of America, whose brave men and women have stood by Porcuian comrades in arms in actively fighting back against this threat. The Republic also wishes to thank those nations which have publicly stood by the free people of Tanganorium and Quinaranum here in ICON.

"Friends and comrades, I'm afraid that this is not enough. Basic levels of support have been established at great cost in Avaricum, the capital of Tanganorium, and reconstruction is beginning to show signs of progress in Tanganorium. But the threat still exists. Innocent men, women, and children still fear possible attacks from the totalitarian regime of Zanzibar - the same Zanzibar which violated Roman territorial waters in the Canary Islands! The international community cannot let this stand, for what precedent would be set if the nations which claim to uphold peace and security shrink from responding to such a provocation, such an illegal act?

"I yield the remainder of my time to my fellow representatives and hope that a consensus can be reached this afternoon with regard to Zanzibar. Thank you."

"The Roman Empire stands with Porcu. The violation of Roman waters is an insult to the empire, and to the rule of law itself. To tolerate this perfidy would be to embrace anarchy and chaos in the international sphere. The crimes committed against EU citizens in Africa are unspeakable. It is our hope that whatever conflicts the nations of ICON have had amongst themselves in the past, all can be put aside and we can stand united in this conflict."

The Russian Empire echoes to the statements of the Roman Empire and as Vassals to the will of Constantinople, stand by the Romans in every possible way. Violation of their waters is nothing short of a declaration of war in the eyes of Moscow and should the Roman authority wish to pursue such actions, the Russia shall follow. However, in the interest of peace it may be beneficial to use our economic and diplomatic powers to insist new leadership in Zanzibar as its current leadership is obviously reckless and has no regard for the safety of its people by violating sovereign waters.

The Federation of East African Nations hopes indeed that diplomacy can resolve this issue. We understand the Zanzibari concerns that foreign imperialism may be threatening their own independent desires however, we cannot and will not condone their most recent actions. The violation of sovereign waters cannot be excused and cannot be used as an accuse to their actions. We in the Federation gained our independence through peaceful means and are willing to directly negotiate with Zanzibar to ensure their independence through peaceful means.

Kasnyia will echo their Russian counterparts in that perhaps a change of leadership within the Zanzibar Republic is needed. We also state, however, that negotiations must continue.

We, the DCA, believe that a fair application of the law is necessary. If Zanzibar is to be punished for violating Roman waters, Porcu must similarly be punished for violating Zanzibari waters. It is only fair, if this is meant to be a matter of law rather than yet another dictate of Europe.

Moscow believes that the international community can use its economic and political power to persuade the current Zanzibar leadership to step down. Economic sanctions and the freezing of assets would certainly go to press the Zanzibar people in reviewing the current leadership of their country. Surely they must understand that their current leadership has invaded another sovereign territories waters and in so doing, has put their fledgling country in a dangerous position. We also understand the concerns of the DCA and understand that it is possible that Porcu may have also violated sovereign waters. However, the time for such debate is now over and the time of action is now upon us.

We must pressure the leadership to step down and help the people to decide a new leadership. By help, let me clarify, that this will mean helping the Zanzibar people in organizing and implementing free and fair elections. For it is Russia's understand that they are suppose to be a democratic country. If the leadership does so step down freely, then Russia believes that no criminal actions should be taken against them. In exchange, Zanzibar will be given international aid to help them to rebuild. While most should be funnel through and from H.E.A.R.T, we also ask that Porcu guarantee a percentage of the aid from the Republic directly.

This action will be a concession by Porcu for actions taken by their leadership during this situation. In exchange, Zanzibar will allow Porcu aid ships to pass through their waters so that Porcu can finally get aid to the mainland and their sovereign member state. If it pleases the African nations assembled here, we would suggest that in this action other African nations be allowed to observe these ships to ensure Zanzibar security. I am sure the DCA and East African Federation would be willing to send ships for this purpose.
