Aksum, the East African Federation... "Surely aid is not the only thing the Federation is thinking of exchanging with the Socialist Union" said President Hassan Abdallah Mohamed of Djibouti. He hadn't been in Aksum for months and Zelalem took that as a sign that the Djibouti government was happy with his work and the work of the Federation. Little did he know that they would take such interest in their neighbors but then again, Djibouti was socialist itself. It made sense that President Mohamed would want to see the Federation create good relations with one of its own. "We are exploring the idea of more formal diplomatic relations President Mohamed" Zelalem returned. "However, these people have just finished a rather bloody civil war and are now just in the processes of building for themselves a legitimate government." "Exactly" said President Mohamed as the General Secretary grew a puzzled look on his face. "What better time to setup diplomatic relations with a country than now. We can offer so much assistance in helping them to build a stable government. There is much they can learn from us and us from them, it would be mutually beneficial for us to act now." "We must also take into account Mr. President, that they have declared their opposition to Mintsaism. Need I remind you that a representative from the DCA sits on the Federation Council as an observer member. They are one of our closest allies, something our Eritrean brothers feel is a strong ally to have." "Yes well, State President Ahmed and I don't always see eye to eye but I'm sure he would agree that we should not pass up an opportunity to form another strong alliance with a potential regional power." That was something of a lie and President Mohamed figured the Secretary General knew as much. The Eritreans most likely cared little for the Socialist Union and certainly wouldn't support diplomacy with them if it endangered relations with the DCA. However, the President really didn't care and he was going to make sure he had his pet ally just as the Eritreans did. "If it makes you feel any better, we can offer them an observer seat as well so that it evens everything out and perhaps we can even offer to broken some sort of diplomacy between the DCA and the Socialist Union in the name of African peace." Zelalem was no fool as he certainly wouldn't had gotten as far as he had if he was. That said, he too understood the benefits of more allies, especially in Africa. Diplomatic relations with the Socialist Union would be trying given the Federations ties with the DCA, but he felt he could manage it. Plus, it would benefit the Federation just as much as it would the Socialist Union to have another trading partner. "Ok Mr. President, I'll send our Foreign Secretary, Alexander Kosrof, to Mombassa if the Kenyans and Zolons will have him."

Posted Image The trip from Aksum to Mombasa was a relatively short trip, especially by plane. This was to the delight of the foreign secretary, Alexander Kosrof, whose flight on a Junkers Ju 52 had been an especially bumpy one. It had been the only aircraft available to the Federation at the time, another loan but this time from the Eritrean government. The Secretary wasn't at all thrilled when he saw it on the runway but figured it was a short enough trip that he could stand the flight. When it finally touched down he could not wait to get off of it and certainly hoped that a new-age jet airplane was top of the list for the emerging Federation air fleet. The fan fair awaiting the Secretary was light and this didn't surprise him, given that the Kenyan and Zolon people had just finished a bloody civil war. People were surely more interested in picking up the pieces of their lives than to come out and wave at some diplomat from a foreign country. Still, the Federation had sent much needed food and water so a good number of citizens had come out as a way of saying thanks to their northern neighbors. Jokingly, Secretary Kosrof thought to himself that it was a good thing supplies were being brought to the country by land, over the Federation border. Were they to be brought on the same aircraft as he was, they might not make the trip. Moving away from the blasted aircraft as quickly as he could, the Secretary soon stood before those representatives who'd come out to personally greet him. "My name is Alexander Kosrof, I am the chief secretary of the Foreign Secretariat of the Federation" Alexander said with a smile. "May I first say what a pleasure it to be welcomed here and may I add that I look forward to diplomacy between our two people." |

Secretary Kosrof was greeted by General John Kelda and a small retinue of bodyguards. Kelda, a short but well built man with a weary faced, extended his hand to the ambassador. As they shook, each man trying to crush the other's hand, Kelda introduced himself. "My brother and President Kibeki offer their apologies for not being available to greet you here, but I'm sure you understand that the security concerns." He paused for a moment, turned to one of his bodyguards, and quickly issued an order in Zolonic. "That is not to say that your safety is at all at risk. This airport is heavily guarded, and there have been no reported attacks against the legitimate government since the conclusion of the war. This is all merely a precaution." A sedan with tinted windows pulled up. "We will be driving to the Council Building, about a fifteen minute journey. If you have any requests, please do not hesitate to voice them." The driver, as best he could, avoided areas heavily damaged in the taking of the city; nonetheless, the Secretary still could sense how devastated the city was. The roads were pockmarked where shells had fallen, shops and boutiques were decorated with bullet holes. They arrived at the Council Building and the Secretary was escorted to the Chambers of the Federal Council, a medium sized conference room. Presidents Benjamin Kelda and Joma Kibeki waited there, both dressed in western business suits. "Welcome to the Socialist Union, Mr. Kosrof," said Joma. "I hope that your flight over was pleasant." After a false reassurance that it had been, Benjamin spoke up. "To begin, we would like to offer our sincere thanks to your government for the generous aid it has provided over the last few weeks." OOC: Just so you know, I don't intend to play Kenya-Zolony as a destitute country; it's a country that has indeed been hurt hard by the civil war, especially in Mombassa, but it's also a heavily industrialized country. It's not exactly wealthy, but, except for a few areas, poverty is not crippling. |

OOC: Ok, I was thinking more along those lines but wasn't exactly sure how you wanted to play that out. The Federation nations are mostly the opposite of that. When the territories were under Morrocon control, they were industrialized but that was generations ago and what was built has long since been lost to deterioration. IC: "The Federation is more than happy to assist the Social Union" said Alexander with a genuine smile. From what he'd seen on his drive to the Council building, it appeared they needed it. "We understand that your people have endured a horrific civil war but now that peace has been achieve, the Federation wishes to do everything in its power to ensure that peace is maintained." The Secretary adjusted his posture in his seat before he continued. "Given the proximity of our two nations you can understand our interests in your success. Of course, even if you were across the continent, the Federation would take an interest in your people's success as it is our policy to aid those nations in Africa seeking freedom, liberty, and prosperity. Africa deserve strong nations so that we can show the rest of the world that it isn't the helpless region of the world others may think of us. We known the Zolon and Kenyan people are a strong people and it is the Federations hope that we can forge an alliance with your government." "For there is much the Federation can offer the Socialist Union. Ethiopia is becoming a fertile region under the new irrigation programs that the Federation has overseen. Soon Ethiopia will be able to yield more than enough food to feed the Federation's citizens, allowing us to offer food products to our allies. It is the Federation's hope that we can negotiate some mutually beneficial trade agreement, among other things before this summit is complete." |

Kibeki began: "A trade agreement vis-a-vis agriculture would be very welcome. The majority of the Union workforce is involved in industrial or service occupations - or rather, will be, once our five year plan is announced and put into motion; while we do not expect difficulty in feeding our own population, the importation of Ethiopian food products would indeed be beneficial." Kelda broke in: "Of course, that is ignoring the fact that a plurality of the Zolon population is currently involved in agricultural production. While our five year plan will offer farmers incentives to move to urban areas, the Union will not enter into any agreement that would hurt the Union worker, you understand. I'm sure that we will be able to come to some sort of agreement. "Now, let us speak frankly, on the Democratic Confederacy of Africa. Your nation considers the DCA to be an ally - and the Socialist Union respects this. However, we - and myself personally - find the DCA's expansionism threatening, nor do we believe that the DCA should be allowed to lead the African continent. The DCA is, despite its greater geographic area, a small state in comparison to the Federation and the Socialist Union, economically weak, and holds the Zolon homeland in bondage. While I do not ask the Federation to abandon the DCA, I think Federation leadership ought to consider the wisdom of allowing the Mintsaist monstrosity to continue growing in power." |

"Well the Federation certainly does not wish to impair any sector of the Socialist Union" said the secretary. "I'm sure we can come to some sort of mutual agreement as the Federation could certainly benefit from the industrial power of your country." Secretary Kosrof got a little uncomfortable when the question of the DCA came up. It wasn't that he was all together unprepared to speak on such things just that he'd hoped it wouldn't come up. Certainly the Federation wasn't about to give up on the DCA, but their more aggressive nature was in stark contrast to the more pacifist policies of the Federation. "We can understand your concerns in regards to the Democratic Confederacy" said the secretary finally. "It is true that the Federation views the DCA as an ally however, there are those in the Federation's leadership that do view their policies as worrying. Peace must reign over the African continent and this is why we've courted the DCA leadership and done what we could to maintain good relations with them. While we agree with their desired result, a free and prosperous Africa, we do question the means to which they seek to accomplish that end. Its our hope that we may use our diplomatic ties to influence the DCA's leadership into different policies and for the moment, its the best the Federation can do. To be completely honest, we simply don't have the military capabilities of standing against the DCA if we were to ever so choose to do so at this current time." |

Kelda replied: "Secretary Kosrof, I understand your concern, and let me be clear, my intention is not to increase continental tensions. But as a man who has been trained in the art of warfare from a young age, I can tell you that, while perhaps today the DCA could defeat both the Socialist Union and the Federation in an all out war, that will not be the case in a year. The DCA is overstretched and economically backwards, without any realistic plans to improve itself." Kibeki: "We don't want war or anything of the sort; merely a realignment of the center of power from the west to the east." |

"I see" said the Secretary, "the Federation does feel similar although we'd be pleased with simply a balance of power in Africa. No one man or nation should lead the African people, but instead a collaborative effort should. We understand that Field Marshal Mintsa has expressed another belief, one in which he believes the DCA should be at the sole forefront of free Africa. This we will agree is troubling but it has been our hope, given that we've allowed an observer of the DCA into our government, that we may impress upon the DCA's leadership a different path." The Secretary couldn't help but chuckle at what he'd said, no doubt his hosts also understood how naive that sounded. The Federation leadership wasn't blind, they understood what the Mintsa Doctrine was all about and had a good idea of how far Field Marshal Mintsa was willing to go. Still, the Federation was under the belief that to antagonize the DCA would only bring war and instead was of the firm belief of another path. "The Federation isn't blind and certainly I don't wish to make that case. The DCA may one day become a problem for the Federation and the whole Africa. A balance of power would certainly allow for a more even playing field should that day ever arrive as well as curb DCA expansionism." |
