High King Aodh liked having power, liked having an empire, and wanted to expand that empire. But he could not help but remember his days as a revolutionary. Though he did indeed have every right to be the High King (for not only was he an O'Neill, but he was elected by the people in a truly democratic election), he felt that the government he helped put in place was hardly different than the British rule preceding it, as was the O'Siadhail government before that. This could hardly have been avoided. A government had to be set up upon the old system in order to establish a powerful position quickly. But now, with the situation in Brittany at a standstill, and trade relations more or less fully fostered, the High King had the time to deal with internal reform. Ireland was far more a democracy than other nations, and control by the wealthy was not rampant as in other nations. But it was still not truly a nation for the people, by the people. It was still a nation ruled by a British-style parliament and system, with all the disadvantages thereof. If Ireland was to truly be given to the people, this would have to be done away with. However, where Ireland was different than other similar nations was its throne. High King's typically did not hold much power, unless backed by the people. Having been the leader of the revolution, and having been elected High King, Aodh O'Neill was just short of having absolute power. Only the parliament stood in his way. It was an institution hated by the people, most of whom would rather have sole rule by the High King anyways. If the O'Neill seized all power, the people would support him, as would the nobility. And that was his intent. It was only a matter of the right time and the right plan. But the real question was, would O'Neill use his power for the good of the people, or would he use it for his own purposes? |

As the parliament made more and more faulty decisions, citizen and noble alike took to the streets, many of them former revolutionaries, holding rallies demanding an end to the parliamentary system and demanding sole rule of the High King. Massive crowds soon came to Tara, where they were permitted entrance without hindrance. High King Aodh O'Neill walked out to the parapet on the center balcony of his keep, ready to address his people. The crowd cheered, and it was a massive sound indeed. "People of Éire, your Ard-Rí greets you!" The crowd cheered even louder. "The Oireachtas has gone too far! I when I say this, I mean not only the Dháil Éireann, but also the Comhairle na dRíthe! I know not all from the Comhairle had a hand in these travesties, and I am glad to see many of the Ríthe here today. But those of the Ríthe that have supported the foolish decisions, I say to you for shame! For shame! You have allowed Ireland's military to fall into shambles and her economic strength to falter! You have made it to where your local militias hold the power, and the Brotherhood are the only ones now who can keep us safe! For shame! Shame on the Oireachtas!" The people applauded and cheered. "I say to you my people it is time for this to stop! I am declaring the Impireacht na hÉireann to be in a state of emergency, and with this emergency, it is necessary that I become a full and true Impire!" The people cheered, "Hail Aodh Mór Ó Néill! Hail Aodh Mór Ó Néill!" The cheers repeated, until Aodh waved his hand for silence. "My people, you have my promise that as soon as these errors are corrected, the emergency is over, and a truly stable government can be put back into place, where you the people are truly in control..." There was a complete hush over the crowd. "...I promise, my people, that the sole rule of Ireland will be in your hands together with mine own, and we shall bring our Isle into a new golden age!" The crowds cheered and praised the now Emperor Aodh Mór Ó Néill, who retired into his keep, immediately setting to his work. The event had been televised, and around the world it was now known that Ireland was now something different, though it was not known quite what would happen now. ----- Grandmaster Siadhal was waiting inside with several knights. "A bit ballsy, brother. Your new title gains you nothing but the ire of other nations." Aodh retorted, "Perhaps, brother. But the title had to be adopted to lend legitimacy to myself being fully the Imperator of Ireland and her empire. The people certainly love it. I here celebrations are already being planned across Ireland, and that is not my doing." "Do note that your title, your power does not make you immune to the Brotherhood. If you make a move against us, we will end you, and your line will end with you. Your dynasty will continue under another Ó Néill, but it won't be one of your close kin. We control your bodyguard and for the time being are Ireland's only hope of defense and offense. I hope I am clear." "More than you need to be, brother. Now, get out. I have work to do." Siadhal waved his hands, leaving the room with his knights, respecting the wishes of the new Emperor. ----- Reform I Ard-Rí na hÉireann Aodh Ó Néill is now Impire Aodh Mór Ó Néill. He is the sole decision maker of the Impireacht na hÉireann The Oireachtas is now permanently retired. The Oireachtas building in Baile Átha Cliath will be used by the administrators of that city however they see fit. The Comhairle na dRíthe will be kept in place at the Teamhair na Rí to advise the Impire. Reform II The Óglaigh na hÉireann will be brought back up to its standards as before its budget was eliminated. A several year plan has been put in place to build it up to this point and past this point. Reform III The economy of the Impireacht na hÉireann will built up to the highest degree it can be without subjecting Éire and its citizenry to uncontrolled capitalism. All standing trade agreements will be kept in place. Reform IV All citizens of the Impireacht na hÉireann are allowed free healthcare without condition. Reform V All citizens of the Impireacht na hÉireann are allowed free education provided they are eligible for the institution to which they apply. Institutions will only be allowed to make merit based decisions. Reform VI The Arts are now financed and encouraged by the Imperial Government. |

The Porcuian Parliament looks on many of the Irish High King's reforms with agreement, yet the Republic does not endorse the unilateral declaration of the High King in making himself the sole legislative authority of Ireland. The Porcuian Parliament implores the Irish High King to reconsider his decision and to re-establish parliamentary assembly and legislative powers, as they act as the true voice of the people. |

While I understand the concerns of the Republic of Porcu, understand that the parliamentary system was tearing this country apart, and had already earned the ire of the people. It was not the voice of the people, but rather the voice of the elite. It was a mistake to reestablish it in the first place, and I will not do so a second time. We in Ireland have no need or want of the British system. A democracy more directly controlled by the people will be established once Ireland has been brought back to where it needs to be. Right now, because of the parliament's decisions, the economy is going downhill, and we have virtually no funds for a national military. These errors must be corrected before the system can be safely transitioned into the new democracy to come. I hope the Republic can understand that I take my actions only out of necessity, and I hope that the Republic will trust my word. -Impire Aodh Mór Ó Néill |

"SIR!" "Huh-what?" Though Pellaeon had partaken of much whiskey and lamb the night before, he nevertheless was instantly on the alert as he recognized the voice of a Legionnaire. Sure enough, as his eyes opened he saw one of the black-armored men standing just in front of him, facing the doorway, shielding the Moff in his bed. Another Legionnaire was crouched on one knee in a blind corner of the room, E-11 trained on the door. He would be able to blast anyone who-- "Legionnaires, defensive posture!" Automatically the two Legionnaires shifted their body language slightly; they would not fire unless ordered or fired upon. Pellaeon needed to know more. "Legionnaire, what is the situation?" "The High King has seized control of the government, sir" the Legionnaire next to Pellaeon replied. "He has declared a state of emergency and dissolved Parliament." "He did what--" the Moff roared just as a knock was heard on the door, followed by a voice: "Moff Pellaeon!" "Grandmaster Siadhal!" Pellaeon barked. "Is it the custom of your countrymen to throw a coup on every diplomatic visit?!" "The Emperor is only--" "Emperor!--" "Moff Pellaeon, I assure you personally that no harm will come to you under these circumstance. Now, open the door." "Orders, sir?" This from the Legionnaire in the corner. "Open the door, Moff Pellaeon, or I will be forced to open it myself!" Both Legionnaires now had their E-11's trained on the doorway. Pellaeon considered the situation for a moment, and then spoke: "As a a rightful Diplomatic Emissary, I demand the right to contact the Council immediately." "You have it, Moff," said the Grandmaster through the door. "Now please just open the--" "I also demand the right to send for more of my Legionnaires to serve for my protection!" A pause. "Moff Pellaeon, I can assure you that our Order is more than sufficient to--" "I will otherwise declare myself an International Hostage, and call for the intervention of Europe--" "Alright! Your requests are granted! Now open up!" "Legionnaires, stand down. The door is unlocked, Grandmaster." Pellaeon could hear Siadhal swear through the doorway as he tried the doorknob to indeed find it was unlocked. The door opened; the Grandmaster and a pair of Knights were with him. The room was quiet for a moment as both sides regarded each other suspiciously. Then: "I should then like to speak with your 'Emperor', Grandmaster, and find out what he is up to himself." * * * Posted Image A prototype ORC-Transport, still undergoing testing by Sienar Systems, roared its way over to Ireland, escorted by an attack ORCA's and and I-7 Howlrunner fighter. The fighter departed upon reaching Irish airspace, but the two other craft landed directly at the new Emperor's palace, and an additional 10 Legionnaires rushed out and made their way to their Moff, ready to whisk him away if necessary. But Pellaeon did not find this necessary--yet. Indeed, he smelled an opportunity.... |

On behalf of the Russian Empire, we applaud the works of the High King. Ever since the spread of Republican ideas such as large parliaments and legislatures, we've seen country after country become senselessly mired in bipartisan arguments over the simplest of legal bills. Even in Russia, while the Tsar holds the greatest amount of power, we still see the burdens of parliament in our own limited legislative body. Were it not for the authority and power of our Tsar, Russia would grin to a halt under the stresses of legislative procedures. Außenminister Fortune Rosikon The HRE is disappointed by this authoritarian turn of the Irish Empire. However, these reforms seem to have the support of the people, and Holy Roman Empire believe in the popular sovereignty. So for now, no action against the diplomatic rapprochement between our two countries will be taken. |

The Swiss government echos the concerns of the Porcuians. It is a sad day when the Irish can only transition from one dictator to the next. Free-will and decision making must be placed back in the rightful hands of the people. We urge the rest of the democratic world to condemn the Irish's immoral breach of human rights. At this time, the Swiss government will be considering all apropriate action against the Irish government. We also like to propose the creation of an international human rights council. It is time for the powers of the world to uphold the rights of man. |

Aodh was drinking his morning coffee, a large part Irish creme of course, when he read the diplomatic response to his actions. He knew going into this would carry much disapproval, but he had thought it entirely necessary. If that damned parliament had been allowed to continue, anarchy would have ensued, he thought. When Aodh read the Swiss response, he chuckled, though he knew they were mostly right. He was a dictator. He had essentially destroyed a republican institution. But then he had another thought. Republican. Not truly democratic. Not the so-called democracy that these parliamentarians in other countries seek to perpetuate. And this certainly was not a violation of human right. I did what I did by the will of the people. If anything, I have only followed the will of democracy and cast aside a broken British-influenced system. Aodh finished his coffee, sat back in his lounge chair, and lit a cigar. Enjoying it slowly, he thought of how to convey his thoughts to the world, among other things. Official Statement I am hearing many things these days. I am hearing that I am a dictator, that I have destroyed democracy. I contend that I have only done the will of the people, the will of democracy. One must remember that I was elected by the Irish people by a landslide because of my efforts to free them from British tyranny. I have not taken away any of their rights, save for parliamentary elections. Rather, I have done their will ousting an dilapidated institution that stank of the British, and I am now planning a new institution that shall be uniquely Irish, though perhaps not with time. Government transitions take time, and my people know that I have their best interests in mind. At that, while I do appreciate the concern over Ireland's status, I must insist that other nations look to their own flaws before accusing Ireland of flaw. Such is as Christ would have it. Official Statement from the Republic of England In light of recent discussions with Irish leadership and their clarifications, England cautiously supports these reforms, provided that Emperor Aodh implements his new democratic institution as quickly as possible, meaning as soon as it is an adequate representation of the Irish people's will.
