Barcelona, Catalonia....

The city of Barcelona was a thriving metropolis within the Iberian peninsula. Located on the Mediterranean coast between the mouths of the rivers Llobregat and Besòs and bound to the west by the Serra de Collserola ridge. Barcelona was at the moment a global city with its importance in finance, commerce, media, entertainment, arts, international trade, education and tourism. It is a major economic center with one of Europe's principal Mediterranean ports, and Barcelona International Airport is the second largest in the whole of what once was Spain. Most importantly it is the capital city for Catalonia, a place of unimaginable beauty, culture and history. Few ever wondered why the Russians came to this place although some forget the how and when. The Russian Empire came to Catalonia by interesting means. Tsar Paul Romanov II came to Surulia, a nation no forgotten to time which once stood in the lands Venice now holds in the Peninsula. He had come as a friend but attempts on his life quickly turned the two states into enemies. Like any good Empire, the Russians reacted with a quick and violent end to Surulia and the Surulians. Hispania was pleased at the end of Surulia and bargained with the Russians for the territory. Russia was all to happy to give up lands it neither cared for nor wanted however, they weren't about to give up lands that Russians died for to the Spanish for nothing. In return for Northwest Iberia, the Romanov Dynasty got a home in Barcelona and the navy got a military base along the coast. It was an acceptable agreement at the time and overtime the Catalans came to accept the Russian presence.

When the Spanish Civil War broke out, Russia could have left the region but Barcelona held a special place in the Tsar Paul's heart. He'd spent several summers at his home there with his children and the Catalans were always hospitable to him. So instead the Empire fought for what they believed was naturally their territory to inherit and inherit they did. Yet like all precious things, Catalonia became the desires of another. The so called Caesar of Genesis City came to desire Catalonia along with all of Iberia. Using the dogs of the Dominion he conquered the peninsula forcing the Russians and most all opposition out. Barcelona and the Russian naval facility became an auxiliary port for the Caesar and for the Dominion in the Mediterranean. Luckily for the Catalans, this reign of terror came to an end and the Russian Empire again liberated them from fear an oppression. Their freedom came with a relative price however, as the Russians did in the end the only thing they could to at the time to preserve the peace they had one, they instituted Marshal Law. At first the Catalans were pacified after this measure was taken. After all, being under the military rule of the Russians allowed for far more freedoms and luxuries than it did under the Dominion. Plus the Russians continued to promise new reforms and new government in time. Months went by without change and as more time elapsed the Catalans grew restless.

When Alexei came to power he knew this problem had to be solved. Some within the Empire called for Catalonia to be set free. "Russia has no further business there" they would argue. "We must give it up." Alexei ultimately disagreed and he felt there was significant importance to retain their military presence in Iberia and their port on the Mediterranean. What the Empire could not do was allow the Catalans to remain under marshal law as they would certainly revolt against Russia. So, to please the Catalans in order to keep Russia in Iberia the Tsar decided to reorganize Catalonia into the Catalan Autonomous Okrug. An Okrug was more autonomous than say an Oblast, and usually held a substantial or predominant ethnic minority. The Catalans were different from the Russians and certainly outnumbered them within the region. This would allow them to primarily run Catalonia down their own determined path with Russia simply keeping a watchful eye. Russia would appoint a Governor but the Catalans would build their own Duma, Announcement of Tsar Alexei's plans to the Catalans came with mixed results but predominantly the response was support for the move.

With a majority of support Tsar Alexei pushed the intiative forward and now today the Catalan Autonomous Okrug is to become a realty. For the occasion, Tsar Alexei himself along with his family and a few Imperial Ministers an advisers have come to Barcelona. In a ceremony dedicated to praising the Catalans for the patient, to thank General Vladimir Makarov for his years of service to the army and as administrator of Catalonia, and finally to official sign the Imperial Charter to official establish the Catalan Autonomous Okrug. Along with this was of course the various trips around the region the Tsar and his family was expect to make as well as the Tsar's meeting with the Doge of Venice. The Prime Minister had arranged it and the Tsar was more than happy to cement relations between the two countries. Venice had promise and their growing naval superiority in the Mediterranean was certainly attractive to the Russian Empire. Having them as allies would help secure Russian influence over most of southern Europe.

The Doge of Venice arrived in Valenciana by aircraft, still within Venetian territory. From there, he took another plane north to Barcelona, landing on an airstrip near the city limits. During the flight, Domenico had taken in the sights from above and could see why the Russians held onto the land, even though it was so far from the Russian homeland. The mountains to the west seemed no different than the Apennines of Italy, but the coastal areas were alive with color both natural and man-made. The towns seemed to blend in to the surrounding countryside, becoming increasingly urban as they neared Barcelona.

After the Doge and his few belongings were ushered to the hotel, he just stood on the balcony of the suite, being near the top floor, and looked out over the city. He had arrived a day early, so as to settle in and prepare for the ceremony the next day that he would be attending as an observer, though he knew his guards wouldn't allow him to take a seat in the audience. The city lights kept him awake that night, but he was used to such things in foreign, more modern cities. It would only take a bit of espresso to get him going for the day.

The day was more beautiful than the Tsar could have hoped for and the crowds began amassing. Stages had been built beneath the Triumphal Arch with royal boxes, one for the Romanov family and a second for guests of the Tsar which would include the Doge of Venice of whom the Tsar was made aware had arrived safely. Among the Romanovs were his parents Grand Duke Paul Georgovich Romanov II and the Duchess Aaline Alexandervicha Ribbenzoph Romanova. His brother Grand Prince Ivan Paulovich Romanov VIII, and finally his youngest sister Grand Princess Maria Paulovna Romanov. They sat within the archway just the right of the podium, the guest box was to their left which included various Russian nobles, a few Catalan nobles, and of course the Doge himself along with what aides or guards he felt were appropriate. The Arch itself was draped with the Russian flag and the crest of Catalonia. When the streets in front of the archway were filled with hundreds of thousands of Catalans Alexei finally made his appearance. The crowds began cheering "love live the Tsar" as he made his way to the podium. Waving to the crowds to claim themselves a silence finally fell over them and gave Alexei the chance to speak.

"The realm of Catalonia is one of beauty and majesty. It was in 1137, Ramon Berenguer IV, Count of Barcelona married Queen Petronila of Aragon, establishing the dynastic union of the County of Barcelona with the Kingdom of Aragon that was to create the Crown of Aragon. As part of the Crown of Aragon, Catalonia became a maritime power, helping expand the Crown by trade and conquest into the Kingdom of Valencia, the Balearic Islands, and ultimately even Sardinia, Sicily, Corsica, Naples, Athens, Canary Islands and America. In short these lands are one of history, one of power, one of glory, and one of greatness. It is why we the Russians saved you from the onslaught of the Spanish War and it is why the Genesians sought you during the Dominion Wars. We fought hard, both the peoples of Catalonia, the soldiers of Russia, and the European Coalition.

The man who we have to thank for the Catalan liberation, the man who has selflessly restored order and maintained it here from the city of Barcelona is General Vladimir Makarov. The leader of Russian forces in the Iberian campaigns, General Makarov has won high honors in the court of Moscow. I left General Makarov here, in power through marshal law for I knew he was the only man for the job. A tireless man of his work, today is in part possible only because of the peace and prosperity that General Makarov has created and maintained here in Catalonia. For this the Empire of Russia and the Catalan people are and forever will be grateful. So please join my in a round of applause for General Vladimir Makarov!"

At that the crowd, guests, and Romanov family began to applaud. General Makarov stood from his seat just feet from the podium. Coming to the Tsar's left, he knelt like a knight before his king. The applause ended and Alexei continued.

"General Vladimir Makarov, for your tireless service to the Russian Empire, to the crown of Russia, the people of Russia, and the people of Catalonia, it is with the greatest sense of pleasure that I, Tsar Alexei Paulovich Romanov II by the Grace of God, Emperor and Autocrat of All the Russias so on and so forth, bestow upon you the Order Of Saint Andrew The Apostle First-Called for your exceptional services leading to the prosperity and glory of Russia. An for the prosperity and peace you have created and preserved here in Catalonia!"

Again the crowd began to applause and cheer as Alexei bestowed the metal upon General Makarov. He then stood and turned to the crowd to wave again as the spectators. This went on for several minutes until at last Alexei calmed the crowds. A table was called for and brought to the stage, the podium taken away and a chair put before the table. Finally the Imperial Charter of the Catalan Autonomous Okrug was brought forward along with a pen and the necessary tools to imprint the imperial seal unto the document.

"With this pen" said Alexei after taking his seat behind the table and picking up the pen, "I shall sign into Imperial law the establishment of the Catalan Autonomous Okrug. With this law the Catalan people shall enjoy a level of autonomy from the Russian Empire to establish a level of laws they may call their own. You shall be free to assemble and free to speak on what you desire and what you wish of your government. I shall appoint for you a Governor whom will, much like General Makarov has since the end of the Dominion Wars, preserve prosperity, peace, and freedom. He will ensure that Russian laws and obedience to the crown is observed but more importantly, this Governor will help guide you the Catalan people to a more perfect union with the Russian Empire. Today, I sign this charter so that today, Catalonia can become one with the Russian Empire and enjoy a happiness the Russian people have known for generations."

With that Alexei signed the Imperial Charter, had wax applied to the paper and imprinted the imperial seal. Yet another round of applause came from the crowd, Romanov family, and guests.

"You patience and your strength in waiting for this day shall never be forgotten. The people of Catalonia shall now and forever hold a place in my heart. Now and forever, Catalonia shall be a possession of the Russian Empire. Now and forever shall we preserve your peace, your fortune, and your future. Now and forever Russia and her armies will lay down their lives to protect Catalonia. Now and forever I shall be YOUR TSAR!"

A final burst of cheers and applause were held. "Long Live the Tsar" was again chanted as the Tsar stood from his seat, waving to the great crowds. This lasted for a few minutes until at last we was walked off the stage. A festival was to begin after the ceremony for the people of Catalonia. For the Tsar, his family, and guests a Banquet on behalf of the people of Catalonia was setup. Everyone was placed in cars and driven to the Banquet site, it would be the first chance Alexei would have to speak with Doge Contarini since his arrival in Barcelona.

Official Statement of the Union:

The Union of the Pyrenees applauds the efforts of the Russian state to grant the Spanish people autonomy in their own affairs. The tragedy that destroyed Spain deprived many Spaniards of the ability to pursue their own paths, and a return to their former autonomy is always a good thing for Union-Russian relations.

As always, the Union hopes this is but the first step to reunification under the legitimate government of Spain, and that all former Hispanic territory one day be reunited under the Spanish flag.

The Doge had arrived a bit behind the Tsar, the crowds having moved into the streets and hindered the safe movement of the state vehicle the Russians had provided him with. When he arrived, he wasn't late, but the parlor of the building was crowded with dignitaries, mostly Russian, but a few select representatives were present on behalf of Russia's closest allies. Domenico did his best to give off a good impression in few second he had with them as he stumbled through the room like the rest were attempting to do.

Once in the dining room, things were not so hectic, though there was still a good deal of people. Domenico was approached by a servant, who led him to the Tsar. They talked lightly, mostly reflecting on the ceremony and its importance to Russia and the stability of Iberia. He was introduced to General Makarov and the topic gradually moved on to the Dominion War and their own personal experiences. Domenico had heard of Makarov, having fought for Telosan Europe as an officer in the Iberian Campaign, but had never actually met him. Their conversation was interrupted by the start of the banquet and all made promises to speak again afterwards.

The food was wonderful, if different to Domenico's taste. Many dishes featured the local cuisine, which tended to be fish-related, and traditional Russian entrées. To his left was a rather boring Russian politician who continually talked about political topics and occasionally took a stab, almost literally, at the Italian language, butchering it in the process. On his right, however, the Doge enjoyed conversing with a somewhat entertaining military official, though his rank he was unable to determine. The man was obviously uncomfortable in his stuffy suit and plainly irritated by the endless charades of the bureaucrats around him, but he still made good conversation. A bit farther down the table, as Domenico was close to the end, was the Tsar and his family. Next to Tsar was a lady too like him to not be related and too close in age to be his daughter, so Domenico surmised that this was his sister. Most of this generation of Romanovs were around his age, with the Tsar being his senior by only a few years. From what he knew of the Romanov family, all but one of the sisters had been married off, meaning this must be Maria Romanov. She was quite a jem, if a bit pale in comparison to Venetian women. During the previous Romanov marriage, he had heard comments that it was incredible that Maria was the last unmarried one, and Domenico could see how it was surprising.

The banquet wound down and a few guests left. As the crowd slowly dwindled, Domenico eventually found himself near Prince Boris, the one who had been in Venice for the Marriage of the Sea ceremony and invited him here. He thanked Boris for inviting him, who was glad he could spare the time to arrive. They talked for a bit until Tsarevna Maria, rather than a servant like the first time, came for him. She led him to her brother, all the way chatting about Barcelona and how it compared to the rest of Russia or to Venice.

Tsarevna Maria was a quiet woman as compared to her older sister Tatiana, something many thought odd given that the two were hardly separable as younger children. Their mother, now the Grand Duchess Aaline, always believed they played well together because their personalities complimented one another. The youngest of Paul's children, Maria was one of the last to be wed. Only she and her older brother Ivan VIII remained single. Many believed Ivan would be married soon given his important position in the West Indies. Maria on the other hand, Maria had shown little interest in getting betrothed. Most believed after Tatiana's marriage to the heir of Draxis, Maria would be inspired to find her own love but this, at the time, seemed not to be so. Still Maria was a woman and was not blind when the eyes of men looked upon her. Most of the time she shrugged off these advances as they never before had intrigued her. Today, however, when she caught the Doge's glance she became quite curious over the man. She'd never been outside the territories of the Empire and thus never before seen an Italian man. Thus, when her bother the Tsar asked to have him brought before him by a servant she quickly asked to have the pleasure of escorting the man herself. An odd request Alexei thought, but a good one as sending a family member was more informal than a servant and would go well to break the ice for his meeting with the Doge.

Their walk was a relatively short one but in that short time Maria felt she had learned a great deal about this Italian mystery. She spoke herself about the similarities and obvious differences between Barcelona and Russia. "It is far warmer here than in my homeland as you might image, but still both places have a unique beauty about them, comparable to none." she said as the two walked. "From what I hear of Venice, I assume the same can be said of the fair city." The Doge of course nodded to the statement and elaborated on his viewpoints of the beauty of Venice. Such a tale surely had Maria's attention and perhaps would have had it all day had the conversation not be cut so short.

"Ah Doge Contarini" said Alexei as the two of them approached. "I can only hope that your trip from Venice was a peaceful one. Maria, thank you for showing the Doge to me. Please, join Atia with the others as the Doge and I speak."

Maria complied with her brother's wishes, but curtsied to the Doge and thanked him for their conversation before leaving. Alexei had drinks brought over to them and offered a drink to the Doge. Then the two walked over to a balcony just off the main dining hall. It overlooked the beautiful cityscape of Barcelona, as far as one's eyes could see. A small table and two chairs were on the balcony and the Tsar offered the first seat to his guest and then took the other.

"I apologize for not attending the recent Venetian festival but affairs at home demanded my attention" Alexei said. "The Dominion Wars have left almost all countries on earth in a delicate position and if we, as their leaders, do not handle them with care....why, we risk losing them to anarchy. Of course I'm sure you already have endured such trials as leader of the Venetians."

The Doge agreed and explained that he understood of the Tsar's commitments in Moscow but that he was pleased he could send Prince Boris. He enjoyed their meeting in Venice and believe it was a fruitful one although he admitted to looking forward to this meeting with Alexei.

"Yes, my cousin Prince Boris and I spoke a great length over the conversation to two of you had" said Alexei. "I am pleased that Venice is willing to open their markets to our oil trade. I can assure you that you will not be disappointed in our product as I know you will find Russian oil far superior to that crude they pump out from the Middle East. Of course these things have already been discussed and surely there is little more that can be said of it. No, I welcomed the opportunity to meet you here Doge Contarini because I believe Venice and the Russian Empire have a bright future together as allies in the same battle. Like I said before, the Dominion Wars have left Europe and the world in a interesting period of time. Radicals and anarchist are growing both in number and in strength and are masquerading as democrats and republicans. They are converting people over to a doctrine that can only be described as a neo-dominion manifesto. It preaches that they are here to help set free the common man from shackles that we, the monarchs, have placed of them. The Russian people have never been shackled, the mere notion of such is simply preposterous. These anarchist must be stopped, lest we endanger the world to another Dominion. Both our people fought hard against the Dominion and neither of us I presume, are willing to let the memory of all those we lost go to shame with the rise of another evil empire. That is why Doge, I hope you will agree that the spread of Republics and Democracies must be halted and that those that exist should be watched with caution."

Alexei knew such a statement may not sit easily with the Doge, given the political makeup of Venice. However, the Doge was after all a monarch by definition despite the fact that he did not evoke a divine right. If Alexei could bring Doge Contarini into his confidence, then perhaps he could use his own political will to reform Venice into a true Empire. Only the conversation to follow would shed light as to whether or not this was a true reality or not.

The Doge nodded. "I agree with your statements, to a degree. Republicanism is difficult to deal with, to say the least, but it can be an effective tool, if used correctly. If the people think they have a say in government, then they are less likely to push for reform. If the government is one that caters to their needs, as they defined them, then what is there for them to reform? Venice has achieved a state of governance that many could learn from, in my opinion. To be elected to a high office in Venice, one must be of nobility; your family name must be inscribed within the Golden Book, the manuscript that has recorded Venetian nobility for over a thousand years."

"But, we let the people pick which noble is elected. This satisfies both parties. The people can choose which candidate best suits their needs, while the government doesn't suffer from the poisoning of local rednecks in the council halls. We let them govern themselves on a local scale, like in any democratic nation, but important issues always end up in the hands of the federal, or noble, government. They get the illusion of power and we let them continue to think so. If you look back to the first Venetian Republic, this worked quite well, and our little city-state stood against mighty empires and outlasted many of them."

He paused a moment to drink, looking out over the balcony's railing at the celebrating crowds far off in the city square.

"The people of Barcelona are happy with you, despite your sometimes distant rule. If Catalonians are this pleased with you, they are either ignorant or anxious to live under your rule. I should hope it's the latter. Keeping the people happy; that is all politics are. Whether you're a monarch or elected official, you must keep the people happy. Though we don't like to admit it, the people have more power than we like to think they do. You and I, we are but single men. If our actions are criticized and the people decide they no longer wish for us to rule, who will stop them from removing us from power? Despite the loyalty of your closest friends and guards, they cannot prevent massive herds of millions from getting to you. So really, what is the difference between a monarch and an elected official? They have it easier than us, as that fear is one that hangs over our heads for decades, whereas they must only deal with it during their comparatively short time in office."

The Doge looked back from the city square to the Tsar and saw the strange look the Tsar was giving him and rushed to explain himself. "Don't misunderstand; I do believe that republicanism and democracy are a bane to government. I mean to say that it is difficult at times, that noble people such as ourselves should have to make such great sacrifices for our people. People who may or may not appreciate such acts. At times when the worst is upon us, we have only each other to turn to, others who carry the same burden, and such a thought is the only comfort for men of our status."

He stopped for another sip of his drink and to allow the Tsar his say.

I can understand your argument and will admit that I must agree to some of the points you made" said Alexei while enjoying his own beverage. "Still, I fear Europe remains in such a fragile state and while I do not wish to bring war to its people I cannot help but fear that in this delicate time, those who would seek to turn the tides of tradition and solid governance, are planning to do just that. At least with the traditionalist way, the line of succession is clear. All Russians know that one day I shall die and that should I have children, my eldest son will be their next Tsar. If not my own, then the eldest son of my brother, Ivan. These are individuals the people can watch grow and develop into the adults they shall one day become. Even before their coronation, the Russian people will know how these individuals will rule. In democracies, it is anyone's guess who will rule and many of the time the people have only the public records to look at for glimpses of character. So it is not the system, that I fear so much as it is the people who can benefit and rise to power because of it. The world cannot afford another Gassel and it is my deepest fear that democracies leave the door open for just such people."

Alexei took another sip of his own drink.

"Ah but lets us not allow this conversation to sour with such visions of death and destruction" Alexei said with a grin. "The people of Barcelona are happy and I like to think they are happy because Russia watches over them. They may not like me as a Tsar nor support the government I surround myself with, but so long as they support the prosperity and freedom I ensure them, then I can remain happy. Barcelona was a paradise that my father fell in love with, a city he always held dear to him as much so as Moscow or St. Petersburg. For him I shall preserve it as the paradise he found it and, if possible, improve it. The same can be said of the relationship between Russia and Venice. I wish to see it grow during my reign and if possible, I hope that when I die I shall leave me heir an alliance between our two countries that is far better than I found it. I can only imagine that you Doge, feel the same. Tell me, is there anything beyond what was discussed in Venice, that you wish to gain out of a friendship between our two nations?"

OOC: While I still intend to finish Telosan and I's conversation, I'm pushing the timeline temporarily forward so that I can handle another diplomatic meeting given that Telosan is currently away. Thus, until otherwise noted, the following conversation is to have taken place after the meeting between the Tsar and the Doge of Venice.

IC:

Tsar Alexei felt good about his meeting with the Doge, as much as he did with the events that he'd gone through in Catalonia. It was certainly a beautiful country and understood immediately why his father seemed to have just a fascination with it. However, if Alexei was to ensure its complete security, he knew he had to take into account and weigh the small territories neighbors. The Romans were certainly no problem as Alexei was a faithful servant of the Emperor in Constantinople. He believed completely that he'd never have to worry over an betrayal from him so long as Alexei understood his place in the greater hierarchy of royalty. Srolonka certainly concerned the Tsar but not to an extreme point and then there was The Kingdom of Sperry. Alexei had never met the King personally but had heard of him from diplomats back in Russia. The Kingdom border the entire northern frontier of Catalonia as well as the Northern coast.

Alexei had planned to stay in Catalonia a few more days and thus thought it would make for the best opportunity to meet with Sperry representatives. If not the King himself, surely some other high officer within the court. Establishing relations with them would certainly help Russia's claims in the area as well help cement their voice to decisions made in the region by other countries. Alexei decided to have a request sent off to the court of Sperry, welcoming whatever representative they saw fit to send to Catalonia to meet with him.

Business of the Russian Empire has brought me, Tsar Alexei Paulovich Romanov II, to the Iberian Peninsula, specifically to Catalonia a territory of our greater Empire. It is not often that I travel this distance from Moscow but given that I shall remain he a few days longer and that the proximity to the Kingdom of Sperry is so close, I offer my hospitality to any representative of your fine nation. Come to Barcelona where I shall hold a dinner in your nation's honor and where our two great nations make finally meet formally an discuss between us the future relations of our monarchies.
