We are glad too that this situation did not need to have come to war, as so many disputes in the region unfortunately have. As for the documents, we will send our esteemed diplomat Poali Bruni and several others to Huesca with the rough outdraft of the treaty, so that it can be discussed further and refined into a full-fledged treaty. We propose that it be signed in Lirnda/Lourdes, as a strong symbol of our cooperation. Poali Bruni is also vying to be our new Ambassador to the Union of the Pyrenees, so it will certain give him some first-hand experience.

We, of course, have been allies of Ireland and Venice at various points, and still are at the moment; and we know that this is a immense thorn in the side of your nation's security. To bring some clarity to the issue, we have largely supported their endeavors as of late due to the fact that the majority of both their populaces are similar to ours - that they and ourselves are considered by the "Pope" in Rome to be heretics. The Irish have their Celtic Reformed Church, the Venetians have their Evangelist Catholic Church, and we have our own Lunic Catholic Church, among the oldest rites in Christianity, and which only officially seperated from Rome in 1870. The very foundations of our state and, by and large, Sperian identity, were built on this church, or at least were immensely influenced by it.
Today, we are a secular nation, as are you. Our differences are glaring however, as much of your populace is Genesian, and your government is a full-fledged republic, while ours is a constitutional monarchy with a democratically-elected parliament. This, of course, doesn't automatically make us enemies, but it had certainly put our newly independant state on edge during the chaotic times after the fall of France. And what put us, and still puts us, even more on edge were and are the numerous states across Europe that either hate our people because they are not largely Genesian, or because our government isn't a republic. This is a fear that we still hold to this day, as it was not long ago when, before the Roman Empire rose and saved us, that Catholic Europe held sway over our nation and left uncountable numbers tortured and killed in their reign of terror. State Genesianism may be a husk of what it once was, but it certainly still lives, as does Radical Republicanism.
And this is why we have largely turned to nations similar, but not the same, as ourselves for friendship and protection, such as Venice, Ireland, the Romans and the Russians. We can certainly stand up for ourselves, but any nation without reliable allies will be tossed away by the winds of aggression. They were the closest ones we could relate to at the time of our independance.
But now we can see future potential in cordial, and even deep, diplomatic and military relations between the Kingdom of Sperry and the Union of the Pyrenees. The problem lies in our confliction of allies. We certainly haven't supported any of the imperialistic ambitions by either Ireland or Venice, and our stance has been largely that of non-interference, or at least agreement on common borders (as was the case with the Venetians to our east). But we can't outright make retributal war against our acquaintances either, as we will lose the common network described earlier. But we certainly agree that any further movements by their governments into our spheres of influences - yours Spain, ours Gaul - cannot be tolerated.
For now, we will vocally condemn Irish expansion into Ireland. Outright war to drive them out is another matter, and we hope it will not have to come to that. We are certainly interested, however, in establishing an agreement that can successfully defend our spheres of influence and ourselves from outsiders. We suggest that further discussions of this agreement be combined with the talks on our borders into a full diplomatic meeting at a specified location, like Lourdes as we suggested.

We will assume that due to the relative calm in Brittany and Houat Island that the Union of the Pyrenees is not interested in further talk on the subject of concessions. Therefore, we are willing to make steps towards our public proclamation to secede Upper Cisylvania/Pau Republic to the Pyrenees.

Relations had been warming for quite some time. The Pyrenesian consulate in the Kingdom of Sperry today bore little resemblance to the fortress that had once stood there. The former spartan style of the consulate had been long removed - luxurious furniture and paintings now stood where armories once had. The formerly bare concrete walls were covered in expensive ebony paneling, trimmed with gold leaf. A symbol of Falangist opulence, and more importantly, a symbol of the peace both countries had come to expect to continue.
This was done, surprisingly, with little communication between the countries. They had mutually begun to demilitarize the border. Sperian family members were reunited with their kin in Pau. Sperian pilgrims traveled all but freely to holy sites on the Pyrenesian side, and vice versa.
It was in this atmosphere that Ambassador Marta Otilia Ortega was given the approval by the Foreign Ministry to approach Sperry to codify their peace. With a document in hand, and the right to negotiate - to an extent - she crossed Armaga to meet with the Sperian Foreign Ministry.

The states of the Kingdom of Sperry and the Union of the Pyrenees come together to affirm their desire to maintain peace, development trade, and protect the interests of the people of the disputed Pau Republic, as well as facilitate the normalization of national relations.
Article I
The Union of the Pyreneese shall recognize the historical character of the land of the Pau Republic, and agree to protect the Sperian population that resides herein, allowing for dual citizenship, freedom of movement across the border, the free practice of faith and language, and the protection of any rights they may enjoy as Sperians.
The Kingdom of Sperry shall recognize the Republic of Pau as an integral part of the territorial sovereignty of the Union of the Pyrenees, and all rights associated with such recognition. The Kingdom of Sperry shall formally withdraw their claim for the territory, along the established border, in perpetuity.
Article II
The right of Sperian and Pyrenesian citizens who are publicly declared as Christian, of any denomination, to visit holy sites shall not be impeded, and no limit shall be placed on numbers, nor shall a passport be required for a visa. Spery and the Union shall cooperate to facilitate travel.
Lourdes shall be declared a demilitarized zone, during times that are not declared states of emergency. A railline from Tardes to Lourdes shall be constructed for the use of pilgrims.
Article III
The right of residency to those of dual nationality shall be impeded by either state. Any citizen born in the Pau Republic, or the province of Ceselvajna, shall be given the right to apply for dual nationality.
Article IV
The Union of the Pyrenees and the Kingdom of Sperry shall establish formal diplomatic institutions, to the fullest extent possible, and aim to work together toward a future.
