For the supply of Electric Locomotives ("Tender")

Anachnu Railways Ltd. (ANR), in accordance with its obligations under the Anachnu
Mandatory Tender Laws, its implementing regulations, and the International
Agreement on Government Procurement, wishes to obtain bids for:
The manufacture and supply of new Electric Locomotives
("ELocos") suitable for operation on high speed railway tracks in Anachnu, with an
option, to be exercised at ANR's sole discretion, to purchase additional
ELocos. ANR shall be entitled to order ELocos during a period of five
(5) years which may be extended by an additional period of up to seven (7)
years.
The initial purchase shall be for Fifteen (15) ELocos.


All bidders must submit their proposals no later than February 24, 2010 by
13:00 (Anachnu time), into Tender Box No. 2 at the address: Ministry of Transport,
12 - 15 Arafat Blvd. AN-67443 Tel Aviv

I represent the Zeelar Vulcan Company, or ZVC, Zeelar’s largest locomotive and railway equipment works.

If it is an acceptable inquiry, I would like to request more information regarding the gauge of railway tracks in the esteemed nation of Anachnu. In Zeelar, and in railways outside of Zeelar owned by Zeelaran interests, the gauge has been standardized at 4' 8 ½". Moreover, I would like to request whether or not standalone locomotives are needed, or if a system that relies on permanently coupled carbody trainsets are needed. Will these be for freight or passenger service?

If single locomotives are needed, perhaps the E412 class is acceptable?

Otherwise, would the HHP-8 be a better fit?

Our railway tracks are 1435 mm standard gauge. We need standalone locomotives for our double decker coaches.

This is most certainly understood. Two fresh E412 class locomotives will be assembled, and shipped free for testing. Let me know if there is anything else we can do for you. The locomotives work well in multiple unit lash ups, so if you have need for increased power for ton-miles, the E412 is an excellent solution. That should be quite compatible with the apparent nature of your operations. However, I might also like to interest you in the electric double decker MU cars produced by ZVC.

Dear Sir

Today we received the train set. We started testing it and are quite satisfied with the performance. Because of statutory provisions, however, we must insist that it complies with the following safety regulations, when we issue a major contract with you.

- Bulletproof windows
- Security doors
- Panic/Terror button
- Computerized logbook in hebrew and arabic
- PA to make announcements in the coach/wagon

A public address system is among the regular features; though usual practice in Zeelar has the Conductor call out stops via a PA in the coach, the engineer is completely capable of making an address if need be. The other issues will be installed on future models, and if you wish to additionally purchase the two demonstrator models, a crew can be transported to retrofit them. Otherwise, we would be happy to begin shipment whenever it would be an opportune time.
