OOC- Just setting up the thread for now. Basically its to be a meeting between representatives of the American Alliance, the European Coalition, the Commonwealth-Ulgania Pact, and the Kasnyian Resistance Network. Before the meeting can take place, the various organizations have to make contact with each other to propose the meeting. Also, the meeting itself will have to take place where the Dominion can't easily reach, and at this point only Europe fits the bill. Location ideas gentlemen? And someone else start off the contacting of the various organizations. |

The trip was quiet. Even with the Dominion military removed from Europe, there was no idea how many spies the Dominion still had there, especially in Spain. The unmarked aircraft approached the city of Toledo, capital of neutral Xeres & Catalonia, making sure to not draw any attention to itself while keeping the local air tower informed on the plane's VIP status. After an uneventful landing and deboarding, a pair of white SUVs drove them to the meeting place, an unassuming brownstone located in the downtown of Toledo. Entering the building from the small convoy were the representatives of the Kasnyian Empire, led by the elderly Prince Lionel Karschburg, the Prime Minister and leader of the Imperial Government in exile, and Theodor Halschmann, the Kasnyian Intelligence Chief of Operations, and their respective aides. |

OOC: Taking the liberty of believing the floor is open.... IC: Two more unmarked convoys pulled up to the rather large, but not entirely remarkable Catalonian building. The first to arrive of the two was the Russian Delegation, led by the aging Tsar. Within him was several key Ministers as well as key military advisers. The second Convoy pulled up to the building about twenty minutes after the Russian's car had pulled away from the building. From this car emerged President Montgomery of the Confederate States. He also brought a few key Department Secretaries as well as top military officials. Both delegations eventually met up with each other, it was the first time that both heads of state had met with one another face to face although both government had been in communications with one another for sometime now since the outbreak of war in the Americas. After all the Confederacy was just as eager to push towards South American and free Panama as the Russians were. The two delegations also met up with the Kasnyian delegation once deeper inside the Catalonian building. Everyone exchanged formal pleasantries before being seated. It was assumed by everyone that more representatives were on the way. |

OOC: Oh, right, this :lol: IC: President Edwinson and his joint chiefs of staff deplaned in Toledo. Edwinson had little standing internationally, having faced an unsteady reelection between its participation in the two major South American conflicts, first against Espanora, then against the local Veicht and Dominion presence in Neo Paradise and the Caribbean respectively, with the later being heavily limited in contrast with the land war. While the Fen president made his way through the city with his military advisers with little fanfare, he still greeted and shook hands with other heads of state and acted as diplomatically as any other, but had otherwise kept with the other Fen officials. Shortly after, Supreme Chancellor Tres Valentine, Thaddeus Barbaro, generals Tibathian and Mateljan, and Admiral Mustang arrived, with various aids and handlers all comprising the Ulganian delegation. Their motorcade wound through Toledo with the delegation, and in one spot was slowed over anti-colonial groups, demanding Srolankan independence. OOC- No, you guys are neutral as per the agreement with the Dominion, and currently busy rebuilding in former Catholic Europe and North Africa. At this point the Dominion still controls the Levantine provinces as well, so you still have something to lose. And yes, the conference is opn, I apologize for not making that clear earlier. |

Old, cynical, and bitter - and looking the part, no less, Antonio Alcala's plane descended on Toledo. He had spent two hours flying over land that had previously been his own home, the country of Spain, which broke apart only a few short years ago thanks to that despicable Roman and that idealist militarist. The Dominion, and her Roman allies, had destroyed this country. The journey was a sad reminder of that which he no longer had. It was also difficult, at his age, to leave the Pyrenees. No matter. His attendance was necessary. He had played a huge role - Huesca had played a huge role - in Benasque, and now they would step up their commitment. His entourage including General Enrique Lopez, who had volunteered to lead the Huescan division against the Dominion. |

As the others came trickling in, the Kasnyian delegation busied themselves with establishing their communications link up with the various resistance contacts around the world who were still behind enemy lines, as well as their own Kasnyian resistance that had taken shape in their occupied homeland and that of Alexanderhaven. |

IC- Karschburg, who had called the meeting, opened the conference with a simple "hello" before getting to the point, "Gentlemen, we have problems. Europe may be liberated, but the Americas, despite the adventurism of Veicht, remains heavily contested in the north and they have almost totally recaptured the south, as does Africa, despite being weakened when the Dominion shifted their forced to Europe. Gassel is still keeping about half of his total forces in reserve, and is changing tracks with his strategy over-all, preferring to keep his forces close by rather than take any further risks." "Furthermore, gentlemen, we do not have much left with which to resist the Dominion. Europe is secure, but the Coalition couldn't hope to take on the Dominion in the middle east or beyond the Urals...Zapht has anticipated that obvious avenue. Likewise the north does not lend itself well to an operation by our forces due to the terrain and general climate. That leaves attacking from either the east, across the vast Pacific, or the south, through the Arabian Sea and Indian Ocean. Both are well protected by their respective fleets and no easy task to conquer. But then we recieved a break." With that, Karschburg turned to a map of the United States. "Three days ago, Dominion forces launched a surprise invasion of neutral California. Los Angeles itself capitulated thirty-six hours ago. Kasnyian forces have secured their northen enclave, and there is still heavy resistance by the locals in the Nevada sector, Northern California, and the Southern California hinterland, but the Los Angeles Section is likely to be overrun entirely by the end of the month. This is good news." He saw the brief perplexion on the others faces, "In order to pull off this attack, the Dominion has had to dedicate yet another army, putting the Dominion's total forces in the Americas at four armies plus one reserve. That makes Asia that much weaker. But more importantly, in order to successfully launch their invasion of California, they have had to pool attention and resources to Hawaii, which they are using as a staging area for the attack on top of its duties as command post for all Dominion activities west of the Mississippi. They know that its a valuable target, and so they have added more security. This is potentially a fatal mistake on their part, since Dominion operations in the Americas are guided by not just Hawaii, but Galapagos and Cuba as well. In order to up Hawaii's security during their invasion of Los Angeles, Galapagos has had to have ships pulled away from its defense. There in comes our plan." "We use Kasnyian superbattleships to attack the Galapagos Islands, enough to warrant them sending out a distress. Cuba will likely respond first, as it is not currently involved in any active operations and is furthermore supplied by the Dominion's fleet in Africa. We must not let this happen. As such, as soon as the distress is sent by Galapagos, whatever naval assets we all have left in the Atlantic should be used to keep Cuba and the African fleets busy. Eventually they will call in reinforcements from Hawaii. As soon as enough are gone, a larger strike force, consisting of all of Kasnyia's naval assets in the Pacific, will launch on Hawaii, while our forces in Galapagos move north to engage whatever Hawaii sent down so that they don't try to return north. This means the Dominion will get to keep Galapagos, but the damage wrought there would be enough that it wouldn't matter. Keep in mind, as soon as Hawaii is secured, if it is secured, whatever assets left in the Atlantic and Carribbean should return to protecting their coastlines, as Cuba is not worth the losses that would be taken." "Once Hawaii is under our control, we can plan an attack on Asia and finally end this war." |

"The bulk of Ulganian naval assets can operate in the Atlantic as necessary. As long as a strike does not come from Paradise, and into Rome or Sahndaq, we can remove our presence from those waters. Our carrier-destroyers can engage essentially anything. The Valentine will be volunteered as a general headquarters in the Atlantic, should it be desired." *** Edwinson spoke. "A strike into Paradise is impossible at the moment, due to the enemy's heavy presence. So either they will remain at their bases, or they could take a chance that Gassel would not strike into Africa to keep up security, but thats a gamble you and you alone have to decide." OOC- Rome is liberated at the moment, so I dunno why one would want to strike that. |

We have waged many wars with the Dominion up to now, and we are not about to forsake a moment of weakness by making ourselves a sitting target. I think I speak for everyone with this sentiment." "Taking Hawaii is all well and good yes, but if we are to engage the forces protecting Cuba and disrupt the supply of said fleet by Africa, would this not open up an opportunity to retake the Canal? Otherwise it would appear Kasnyia alone would be left in the Pacific to front the charge against the Dominion. I will agree that attacking the Pacific would be the best bet, while coordinating strikes with the resistance forces in Asia as I assume some exist. However, this plan doesn't actually address how the rest of the world is going to get into Pacific and Asia. Panama is the quickest route is it not, so how then do we liberate Panama?" It was no secret that the Russian Empire wanted Panama returned to them. The Confederate delegation figure such talk would come up, as they themselves had been hearing it from Russian diplomats ever since some Coalition Forces entered the fight in the Americas. President Montgomery decided to speak at this moment after the Tsar had finished. "The Confederate States of America has suffered in the naval campaigns as of yet but we still maintain a rather sizable fleet. It has of course been cut off from our ports given that our east coast is currently being contested and those ports that remain free are in the Gulf, behind enemy lines. We're fortunate enough to have supplies being graciously given to us by Europeans while the bulk of our fleet remains in the North Atlantic. We'd also be eager to attack Cuba as the rest of the Dominion fleets in the Caribbean with the prospect of freeing those waters as it would give us back ports for our fleets as well as open the opportunity of taking the Canal. Otherwise, trips into the Pacific may take longer than we have for I fear if the Dominion realizes where we're heading, they may try to stab us in our rear." |

OOC: Sorry, a little off the topic of the conversation, but I want TEu to say something so their presence is known. IC: A man who looked every one of his 86 years sat representing Telosan Europe. He bore the rank of brigadier general, but a promotion had been rumored for months for his actions in the Iberian Campaign of the Dominion Wars. Now, Nicolau Celeste spoke, "I am unsure as to where Telosan Europe fits into the scheme of things. Africa remains a stronghold in the south, despite the Africans' best efforts. Our own African brethren are lackeys to the Dominion. However loose a collection of states Telosan is, there still remains some national unity and, thus, pride. With pressure, Telosan Africa could have a change of heart, and an attack there would be met with assistance by TAf forces. This would open a two front war in Africa, with Ulgania and her allies on one side, and Telosan and Europe on the other." ~~~~~ Next to the Confederate delegation, the representative of government in exile of Telosan America spoke up at the Russian's comments. "Panama is essential for Europe's participation in the Pacific, but it is a tight corridor. Should the Dominion make a successful strike, on the canal, the war effort will be cut at the neck. There must be more than one established lane to the Pacific, and Telosan America holds the answer." "The southern islands of the country, the Falklands, are a perfect location for base from with forces in the South Pacific can work from, at least initially. After a foothold is gaining in the theater, the islands will become a primary supply route. Panama must be retaken, but so must Telosan America. With more than one point of entry, the Dominion can't shut down Europe's assistance in a single blow." "We are a government in exile, and Telosan must be freed, not just for the good of my country and people, but for the hope of a victory in the Pacific." |

Karschburg knew the Russians would ask about the canal, "If we launch an attack on the Galapagos, whose direct duty is to protect that canal, the naval forces already in Panama will move to help defend the islands. Thus we can move forward to help keep Cuba from reinforcing the positions by blockading the canal. As for taking it, while it is possible, we simply do not have the forces necessary to keep it secure without suffering extensive losses, losses we no longer have the luxury of having, as such once Hawaii is taken, we will try to move as many naval assets there as possible before the Dominion reinforces the position there, but eventually, they WILL retake it. It isn't a great option, nor does it help our efficiency any, but it is the only option for now, if we are to have any chance using our combined forces against even better defended targets." Then he turned towards the Confederate president, "Yes, the Confederate fleet in the Gulf will be key for the operation to succeed, as will whatever naval forces you were able to get away from the Eastern Seaboard. Your forces in against Cuba, followed by European fleets, should keep the Dominion fleet in the Carribbean engaged, along with the reinforcements sent by the African Fleet. However, while attacking the Dominion in Cuba may reduce naval security along the coast during the mission, they still have well-entrenched land forces there, so the ports will still be unsafe. Also, the Dominion would likely move back in soon after. My point is, take advantage as much as your nation needs to, but we will all have to keep our focus in lieu of ever-depleting strength of force." EDIT- OOC- for Telo's post. IC- "I agree, we will have to launch an operation to liberate occupied TAm. If we do, we can use that lane and the Eleytherian channels as much as possible, along with the canal for as long as we have it. That said, an operation there will take quite a bit of strength, even if the Dominion does not see it with as much importance as Panama. And, as I have been saying all along, we must be careful with how much we use up in our operations. As for an operation in Africa, let us just keep focused on moving on Asia at the moment." Paul said no more, he gave a few knows of agreement and allow that be that of the conversation. He wasn't altogether pleased that Panama would not be liberated and even wondered if such operations in Asia could even been successful if the fleets were cut off from the Atlantic, in which they would be under the current plan. At the same time, he knew well that manpower and other important resources were dwindling and if they were going to have any success, they had to make sure to concentrate their resources in the right direction. President Montgomery of the Confederacy was also worried over the idea of sending fleets into the Pacific that could possibly be cut off from the Atlantic. He wondered if it was finally time to think about the nuclear option but decided not to speak out loud about these thoughts. After all, not ever nation may be as agreeable to the use of such force as the Confederacy was. Over all both Russia and the Confederate States were both willing and ready to strike at the Dominion and make the finally push against the evil empire. |

Enrique Lopez felt it necessary to speak up. The Canal not only divided them, but the Dominion as well. "Why not bomb the canal into oblivion? Make it unusable by both ourselves, and more importantly, the WMD. This can be done at a relatively long range, with missile strikes. I'm surprised that no one has done it yet, to be honest. Later, when the Dominion has fallen, it can be rebuilt. Until then, if we cannot take it, we must eliminate it. I move that, since we do have the manpower to take it, but not secure it, we do so. We take it - and allow the Confederate fleet to pass through. As the last ship passes the canal zone, destroy it. Destroy the locks, the walls, everything. Despite obstacles in place, one could conceive that a faint towards the canal, and leaked intel that would suggest as much, would displace Dominion resources enough for other fights to move more in our favor. "Of course, should the destruction of the canal be made a priority, then doing so when there is a buildup of personnel in the vicinity could prove more useful, or on the other side of the coin, less so in regards to the means to intercept missiles." |

Paul cringed at the idea of destroying the Canal but at the same time was realizing that the war with the Dominion had truly gotten so dire that such tactics were perhaps finally necessary if victory was to be achieved. He sat at his table quiet for a few moments as he considered the options before him. His role Tsar told him to violently protest against such suggestions as blowing up the Canal but the realist, the militarist, the man who wanted a brighter future for his child knew that it was time to show his final hand. "Though my government is in way pleased to hear such a suggestion as destroying the Panama Canal we at the same time understand both the urgency of times as well as the necessity of protection the Atlantic and what remains of the free world from Asia and the Dominion. If the rest of this conference believes the destruction of the Canal is the best option in our war effort, then the Russian Empire is willing to divulge to this conference the existence, location, and means of operations of explosives. These devices were well hidden within the Canals structure and designed to blend in with the regular machinery of the Canal locks as well as the river beds of the canal route. Russian intelligence firmly believes the Dominion nor Veicht discovered these bombs and that they remain operational. Russia asks that this system be used to destroy the Canal as they were designed to inflict the most amount of damage to the Canal leaving it both inoperable as well as so severely damaged that it would take years to rebuild. Even with the man power of the Dominion, these devices would force them to spend months cleaning out the rivers and rebuilding the locks. Using these devices would ensure the end result without fear of striking other targets such as a the villages and towns which dot around the route of the Canal system. After all, we are in this for the purpose of saving lives are we not?" |

"I say we compromise both the Ulganian's and Russian's ideas. We can strike at the Galapagos, causing the Dominion to pour men and material into Panama as it will then be at risk. When we blow the canal to hell and back, we'll take down the most amount of men as we can at the same time. Some of these forces will undoubtedly come from Cuba, weakening the defenses there. Just as a force leaves the Confederacy or any volunteering nation, we detonate the canal. By the time our forces reach Cuba, the news will have spread, and they might surrender, knowing they are surrounded and have no help coming. We can take this one step farther and take the canal itself while they are still reeling from the shock so they won't get the chance to rebuild it, in the event the war lasts longer than expected. The Galapagos can then be used as a naval and air base for ships coming from the south around South America, supplied by aircraft flying in from Cuba. From there, we can hit Hawaii and other islands, jumping across the ocean". |

Karschburg nodded at the idea of destroying the canal. He had considered the option in private many times, but hadn't suggested it aloud for the sake of the Russians. "I agree with the Huescan plan," he stated. Then he turned toward the Ulganians, "And they will sacrifice Galapagos for it, but not Cuba. Still...a hit is a hit." Then he turned towards the Telosantis, "Cuba will not surrender with the loss of Panama. Not now, when they have so many assets themselves. But it will force them to be less....adventurous, this we can be sure. As for airlifts from Cuba, we must be realistic. We can launch our air from Mexico." Finally he turned to the Russians, "It is good that a self-destruct exists. It would be the cleanest way to go. In which case, I suggest that the Russian fleet be the last to cross the canal to Galapagos and Hawaii." EDIT- Suddenly, an aide informed him that the uplink was now active. Karschburg smiled, "Gentlemen, our allies behind the lines wish to make their presence known." At that he placed on the table a simple phone with a loudspeaker. He picked up the phone, "We're all here. The line is secure. Say what you need to, Sourdough." Then he placed the phone back in the cradle, "Good day, gentlemen. Well..over there anyway," came the voice of the Kasnyian Intelligence operative (and go-between for the various Asian resistance movements), "I am here to coordinate whatever plan you have with what we can and need to do here." "With that in mind," Karschburg cut in, "We need to move toward the overall Pacific strategy, unless there are further comments on the American Breakout. Any ideas?" "We must realize" said President Montgomery "that resources are not currently on our side. Europe and North America have spent much to expel and/or push back Dominion advances. However, the Dominion covered much of the Earth including key areas where the wealth of the world is concerned. I think therefore that when it comes to the Pacific we must think realistically. We cannot simply sail off into the Pacific to meet the awaiting Dominion fleets, they are far too strong and have far too many resources to call on. An since we ourselves will have to expel much of our own reserves to just get into the Pacific with the Canal gone, a full on war with everything we have is simply not viable as far as I can tell. However, we live in an age where technology and intelligence is key to any major military operation and campaign. We know for a fact the Dominion is relying heavily on its various satellites, communication arrays and listen outposts to keep an eye on what remains of the free world." "However, if we can use this technology against them and to our own advantage then half the war for our own efforts is won. However, this will more than anyone else rely on the infiltration and extent of the Asian underground. What I am proposing is an age old trick, but one I believe can still be effective even in this day and age if preformed properly. What we need to do is make the Dominion believe we are going to attack in one direction, but actually attack from another. We build a phantom naval fleet, the largest yet to stand against the Dominion and we do this by sending encrypted reports that the Dominion will intercept and decode. We make them believe that the largest of our forces will commence an all out assault straight for Zapht, one which the Dominion will concentrate on stopping. To ensure the deception is believed, we must even hack and send false video feeds to their Satellites so that they will visibly see this fleet amassing in Hawaii. However, again this will be a phantom fleet, the attack will never come but we must build it up with such magnitude the Gassel will lose sleep at night over the issue." "What we will do instead, is island hope along the lower chain of islands up to the Assassin Empire. Though it has long left the Dominion Core, the Dominion has kept it bottle up in silence from what we understand. So, though not an effective enemy against the Dominion, what they do create is an interesting backdoor. If we can get onto the Island, I have all faith that the Assassins will allow us uninterrupted passed and perhaps even some help against the Dominion. We will continue to island hop from there until we reach the Asian mainland which, hopefully by this time will be less defended since we will have sent information to Gassel which will make him believe the attack against him has been launched, just not in the direction he believes." "I understand this is an ambitious plan and if Confederate intelligence is behind then I will accept whatever new data there may be which would suggest that this plan will not work. OOC- Only the coast of Neo Paradise is taken...the Dominion is still there otherwise, unless I missed something. IC- Karschburg nodded, "I agree about absorbing locals into our ranks, but we must be cautious...Dominion propaganda is potent and the population may or may not be on our side, even if they are not on Zapht's side either. Further, Intelligence from The Peacock has indicated that much of the population, including children, are being used in slave labor for the Dominion War Machine. Some may be too worn to fight. Keeping all that in mind, its still a good idea. |
