"Communists?" Tibathian sputtered when the scouts had returned, at least those who had returned, were able to give a full report of what they saw in the city.

"Yes, sir. The Nagian emblem, it's nothing we have seen before, but it is difficult to tell just how prevalent it is. We did not witness any actual clashing between groups," a scout stated.

Tibathian nodded. "So they could be buddies, or they could be at a standoff," he said, surprisingly aloof.

Aralsk was not the only point of interest. Bomber out strongholds seemed to be active. The scouts came upon roads with fresh tire tracks, footprints, and the usual signs of recent activity: discarded cigarette butts, broken canteens, the occasional ration that had expired a little too long ago. Many of these paths indicated that there was an active force, but all attempts at contact only drew gunfire.

Another fact that the scouts discerned was that the source of the gunfire was from older, easily mass produced weaponry, and not the usual Dominion standard issue weaponry.

"A gun is a gun," Tibathian said, hearing these new facts. "You aim it at another person just right, and it'll sure as hell kill them. Bullets tend to do that."

Analysts had taken in the report, and others that were coming in. A plan was hatched that focused on striking every strong hold that had links to the Nagian Dominion. In turn, before any strike, an open message was relayed to the communists. Radio chatter had been detected from a distant AWACS, isolating a few of the frequencies the communists used. Using the reliable frequencies, a message requesting their positions with the Nagian Dominion forces, and a general olive branch was extended.

Tibathian knew that any alliances made in the wasteland could shift the moment the opportunity arose, but he was willing to take a chance. In the mean time, commanders prepared wilderness platoons to strike outwards, while everything from mechanized infantry to the airborne corps were put on high alert.

Pieter Medlow hardly expected any fanfare, but did appreciate it when guns weren't pointed into his face by people who honestly did not care whether or not he lived or was thrown to the dogs.

A gun to the face was exactly what he received the moment Hlaine's lieutenant saw him.

Medlow sighed when everyone else in the vicinity pulled a gun on him.

"Can our trigger fingers please stay calm?" Medlow called.

"That depends," the lieutenant said. "You're an Ulganian."

"Yes, that fact is difficult to reconcile."

"You're also getting on my nerves," the lieutenant said. "Why shouldn't I assume you're a spy?"

"If I was a spy, don't you think I would be spying? I'm in goddamn plain sight with thirty smelly assholes with guns aimed directly at me. If I was a spy, I'd be a damn poor one, at best," he said. "My name is Pieter Medlow. I used to work for the Dominion as a spy. When the war came as far as Nag Ehgoeg, coalition forces captured me and tossed me in a jail to rot. Until the other day, I hadn't even smelled anything that didn't already come off of my own body," Medlow explained. "Not that anything here is any better."

OOC: Whatever happens with Medlow, I only really want him to stay alive in the very end of this. I have plans for him.

Using the reliable frequencies, a message requesting their positions with the Nagian Dominion forces, and a general olive branch was extended.
The reply from the Communists was a simple transmission of the co-ordinates of Dominion forces. As the findings seemed to match the scouting efforts made by the Ulganians, it appeared to be good intelligence.

A follow-up message was dispatched, offering a meeting between communist commanders and Ulganian. There was a general fear that the communiqué would be intercepted, so security measures would be taken.

Airstrikes pre-empted troop movements. Once boots were headed towards the four initial targets, artillery platoons bombarded the area as soldiers moved in. Despite pounding the area as hard as possible, it was still unclear exactly what sort of resistance the soldiers would see. Recon photos and videos from armored scouting patrols showed remnants of bunkers, and came under fire from what could only be described as active bunkers and trenches. This was the case in the four different attacks taking place.

Pieter put on a dark look. "There are things that would be better left unsaid," he said in regards to his 'escape' from Ulgania. "Communists? Since when are there communists?" he asked with a laugh. "Damn, things are different. Sure, why not. It'll be nice to have a gun in my hands again, instead of my face."

"What would you have us do?"
The response to the DCA troops was universally the same.

Each commander was taken to the heart of the Nagian Command Centres and shown a video uplink.

"I am General Atterton. I speak for the Supreme Chancellor. For the time being, our biggest concern is limiting the interference from other nations. Your blockade running has done little to aid this. We desire the removal of the antagonistic foreigners so that we can deal with our internal problems ourselves. To this end, we believe that you are capable of acting independently employing whatever methods you see fit. Local Nagian commanders will provide you with local intelligence on a case by case basis. Where there are no obvious external threats, fortify and reinforce your current positions."

On first inspection, the airport did, indeed, appear to be abandoned. Furthermore, all things considered, it was in pretty good condition. The terminal building was in a state of disrepair - but while it would probably have been condemned in any civilised country, it didn't look like it was about to collapse. The runways (while cluttered with debris) seemed like they would be usable. The main problem would be powering the facilities - and indeed, fuelling the aircraft (the fuelling facilities of the airport being the most damaged). With portable generators and a supply of aircraft fuel, it would certainly do for shipping men and supplies.

In regards to defence, lying outside of the city in (relatively) flat terrain, it was not an ideal location. But the layout of the runways around the terminal building meant that a secure perimeter could be established - with a little building work.

Deeper probing showed that the airport was, indeed, abandoned. Certainly no-one was living there now. But it seemed like a number of people had been living there not long ago. Even further inspection of the grounds showed small signs (like the wrappings from Confederate aid packages) that a small number of people had been at the airport very recently. This small mystery was added to when dozens of crates of red spray paint were found in the Number 1 Hanger.
The Confederates went to work in securing the airport for use by ICON forces. The Runways were cleared, the terminal building was inspected again more thoroughly and patchwork repairs were made to the building to ensure it wouldn't collapse in on them as they began setting up offices. Fuel tanks and generators were also flown in to help solve the immediate problems of using the facility. Within a few days the first major transports began arriving at the newly opened, ICON Kazakh Aid Installation. They refrained using such terms as "Administration" or "Military Facility" to ensure that there was no mistaking the fact that ICON nations including the Confederacy were in Kazakhstan for the sole purpose of aiding the Kazakh people. Flags of each participating nation from ICON was raised on poles at the front entrance of the airport terminal. Supplies to build a retaining wall around the airport facility were being brought in daily along with troops, weapons, tanks, and other various supplies both from the Confederacy as well as other ICON nations. Most important, more food, medicine, and other dire supplies were making their way into the airport and General Campbell gave priority to these uspplies ensuring they spent the least amount of time possible in the facility before being put in truck to be dispersed among the people.

Of course now going into a week or more since landing in Kazakhstan, General Campbell had more questions than answer for both his own government and that of the participating governments from ICON. The mysterious "22" graffiti continued to pop up in sections all across the Kazakh capital despite the General's efforts in squashing whatever gang or combatant group was behind the message. Securing the capital was his biggest task, and with troops now it was becoming a more feasible operation. More and more patrols were hitting the streets, handing out supplies, while also helping the Kazakh government by going census reports on the citizens of the city. However, while a majority of the General's attention was on Astana and securing the city both from insurgency and Dominion full frontal attacks, he was also looking outside the city at other options. Hoping to make it a weekly routine, General Campbell returned to the Kazakh government building and once again sat down with the Kazakh president, going over with him the security plans ICON forces would be implementing both for the city and with the airport. During the course of the conversation, General Campbell revealed his new plans in regards to other settlements.

"Mr. President you discussed with me the people of Pavlodar. If it is at all possible at this time, I would like to explore the possibility of meeting with someone from their side. I understand they have reservations in accepting your leadership however, if they are anti-Dominion then they certainly deserve what supplies we can get them and we could certainly use more eyes and ears on the group."

OOC: Confederate and Ulganian forces have a foothold. I discovered communists who wish to fight against Nagian Dominion forces. The Confederacy's in more direct contact with the government we decided to recognize than the Ulganians. DCA is padding the ranks of Nagian forces.

I have tried to tempt them into taking joint action against our mutual enemy - but they are resolute in their godless ways. You would have to travel to Pavlodar to meet with their leadership. I can furnish you with guides, but I cannot vouch for your safety."

General Campbell was not a man to be dissuaded. He knew that the relief effort would have to move out of Astana sooner or later, and if the enemies of the Dominion - and suffering potential allies - were to be found in Pavlodar, then to Pavlodar would they have to go.

Or, rather, to Pavlodar he resolved to go. He could have sent someone else, but he was here - on the ground. If he wasn't meant to lead from the front, he would have stayed in the Confederacy. Contact with these people could be every bit as important as contact with President Baimenov and his people.

On the President's instance, a heavily armoured convoy was put together to make the journey: aid playing second fiddle to security. General Campbell couldn't help but think that maybe the President was trying to keep as much aid in Astana as possible. The President, however, insisted that more aid could be sent once a safe and reliable route had been established - citing that Pavlodar was under much heavier attack from the Dominion than Astana.

It took a full day for the convoy to be put together. A day that President Baimenov spent trying to convince General Campbell not to waste his time or risk his life travelling out to Pavlodar under the guise of briefing him about the city.

The useful information that General Campbell could glean was this: The people of Pavlodar, it seemed, laboured under the same harsh conditions as the people of Astana - eking out what existence they could. Pavlodar, however, had the dubious advantage of massive stockpiles of Dominion military equipment - making its inhabitants heavily armed and a large target. Politically, they were atheists to a man and had formed a Constitutional Republic. While Astana and Pavlodar had co-operated against the Dominion and marauding bandits when they first encountered each other, religious and political differences quickly chilled relations - with each city state trying to usurp the other and draw other survivors into their fold rather than see them go to their rivals. Apparently, the Republic in Pavlodar was on its way to being closer to a military republic than any democracy - a Dominion with voting. Their leader was one "Ben Stilgar".

The journey to Pavlodar was not difficult. Recon, in the form of UAVs and (increasingly reliable) satellite imaging suggested the city was under near constant skirmish-level attack from handfuls of Dominion soldiers.

As the convoy drew ever closer to the city, the Confederates braced themselves for a full on engagement with the Dominion, but none came. By the time they arrived at the city, the only evidence of Dominion forces was dead bodies and spent ammunition casings.

Two flags flew proudly over the entryway to the city. The first was the emblem of old Nag Ehgoeg. The second was a simple white flag - onto which stood, in bright red, the number "22".

Taking stock of the situation, there appeared to be no immediate danger to the Confederate Convoy. And on announcing their intention to provide aid and enter peaceful negotiation, a cautious (and heavily armed) party of locals went out to meet the foreigners and welcome them into the city.

The man at the head of the welcoming party introduced himself as "Stilgar", and seemed eager to find out who the Confederates were and what they wanted.

The Ulganians had numbers on their side. And airstrikes. Good logistics and support was bad news for Dominion forces caught on the defensive.

These Dominion troops were under supplied, and used to conducting war against gangs of unruly citizens rather than a foreign army. Used to being the attacker rather than being attacked.

But they still had the homefield advantage. Positions (like ruined bunkers) thought destroyed by their enemy soon punished scouting patrols. Roadways thought safe to move troops along by the foriegners quickly proved booby-trapped. And an enemy thought cornered and broken fought like only a cornered and injured animal could.

The fighting raged for the better part of a day. Still, this was a battle (or rather, four battles) the Dominion could not win.

At precisely the same moment, resistance from all four Dominion bases ceased. For just a moment, this relenting left the Ulganians baffled. Then the bases started exploding.

Dominion military chiefs had hoped that the Ulganians would push the perceived advantage rushing headlong into all four bases before they blew apart, but expected that the Ulganians would show some restraint. The main purpose of the explosions was not to kill the enemy, but rather to throw up dust and heat - to cause confusion and provide a smokescreen for a highly organised retreat.

OOC: Doesn't Pieter still have his gun? Either way, IC:

Lieutenant Rawne made a gesture and one of his men put an assault rifle in Pieter's hands.

"Welcome back to the Dominion solider. Don't let any propaganda artist tell you otherwise, the Dominion is alive and kicking. The Supreme Chancellor is drawing up battle plans as we speak to reclaim the surface of Nag Ehgoeg, but he needs us - boots on the ground - to get the job done. Now I'd be lying if I said that the Dominion has the same agenda as it did under Gassel. We tried coming out swinging once, and we got our teeth kicked in. That's not to say that the Dominion is a hippyfest nowdays, just that when we reclaim this land we've got to be more about respect and military discipline and less about bending other nations to our will.

"One of the biggest obstacles to our operation is the 'United Socalist Order of Lenin' or 'USOL'. As part of the USSR, Kazakhstan used to be run by the old Regent of Nag Ehgoeg - E.R.A. Communist roots run deep in these lands, even after years of the Free Market. USOL is using this anarchy to try and set up a Communist government - and they're not shy about using an AK47 to gun down anyone who gets in their way.

"For the most part, they're holed up in old fishing ships scuppered and rusting in the dust outside Leninsk. Those things are like fortresses: they've repelled every attack me and my men have made on them. If we're going to make any progress in stopping the Communists and bringing the Dominion back to the surface, those things have got to go. You want to prove your on our side, you come up with a plan to destroy one of those boats. If you were any kind of good spy for the Dominion, I imagine it wouldn't be too hard for you to think of something."

OOC: Rawne is meant to be pretty dumb (jarhead dumb, not bimbo dumb). Not sure if that came across. It's perfectly in character for him to just give someone an assault rifle and a "slay the dragon" quest. If you've got an idea that you want to play off, or a cool way for Pieter to kill some Communists to gain the trust of the Dominion, then go for it. If you can't do anything with that I'll invent a brighter character to get Pieter more involved. Or you can invent a brighter character to get him more involved. Or you can have him gun down Rawne and spray the room with fully automatic death. The whole "be creative and do what you want" rule still applies.

OOC: Maybe he did... either way, one might assume that he may have been relieved of it when he saw the lieutenant.

Pieter is the sort to go on any dragon slaying quest imaginable, even if he was handed a BB gun and a stick. He's a bit of a psychopath, but sees his own twisted logic in regards to compensation. Therefore, he's loyal to whoever can offer him the most. He went with the Ulganian idea of prison escape for the sake of getting out of prison. It was logical at the time, so he went with it. Again though, psychopath.

OOC: Hey as long as you don't kill off the man, I don't mind as all. I'm pretty flexible (or try to be) when it comes to these things. I'm sure you know by now, but just in case, I've modeled the general off of George C. Scott's interpretation of General Patton in the Movie Patton.

General Campbell approached the man whom introduced himself as Stilgar with caution but not enough to be easily noticed. His motion was deliberate and without fear as he stuck out his hand and induced a firm handshake between himself and his welcome party leader.

"My name is General George S. Campbell" he said in his thick southern accent. "First and foremost I represent the armed forces of Confederate State of America. However, under the unique situation here in this region I also represent a Coalition effort put together from states of the International Commonwealth of Nations. I come in peace and I come with the express intention of understand who you are, what problems you have, and what ICON can do to help your people out."

The two men started walking, slowly of course, through the entryway of the city and into the city itself. They did so under the watchful eye of Stilgar's men of whom some were plainly visible while others, the General believed, were not. The General gave the hand signal for his men to wait while alone walked with Stilgar as they talked. It was a deliberate attempt on his party to show these people that he came both in peace and also with the intention of taking the first steps in building trust. It didn't hurt that General Campbell was as tough as nails though.

"As we speak, ICON is landing both troops for our Coalition effort and supplies into Astana" the General used caution when speaking of the city. "We're here to help the people of this region, all peoples of this region, against the Dominion threat. I certainly won't sit here and say I understand the relations between your people and that of Astana. I'm new in this country however, I have come here to understand the situation. I also hope to leave here with not only a better understand of the relations but also your needs for both defense and that of aid."

Though we fight under different banners, we are certainly not enemies in this fight against Dominion forces. Therefore I find it only appropriate that a Ulganian envoy be asked to come to Astana to the ICON headquarters so that Ulgania may participate in all meetings with the government of Astana that the ICON Coalition may have. Office space has already been set aside for any Ulganian diplomatic team that your government may deem necessary to send. The Confederacy personally hopes that Ulganian forces will accept this offer so that we may affirm our common stance against the enemy and show the people of Kazakhstan that we are united in our fight for their freedom. It will of course, also help in better coordinating our advances against the common threat.

OOC: Just seemed appropriate that a Ulganian been in Astana to be apart of whatever talks happen with the Kazakh government. Of course you're more than welcome to decline the offer Ulg.

Stilgar gave an apologetic shrug, his tone soft and level.

"Some people in this land aren't worth helping. And some could to with a... change of leadership. I honestly don't see how you help 'all peoples of this region'.

"Let me be straight with you General. I know Baimenov wants to bring us in line - to take down The 22 and fly the flag of his Kazakhstan. We both know that I can't fight you and the Dominion. If your men are here to subjugate us then just say so - we'll come along quietly - there's no need for us to kill each other while the Dominion is still out there."

Tibathian's office responded swiftly.

We will of course take up the offer to coordinate in Astana. Greater ICON coordination would benefit all parties involved.

ICON assistant representative Brian Eckhart and General Comiche, along with their general staffs arrived in Astana. Their assistance, in regards to resources and personnel were offered immediately.

The operation to flush out the smaller fortresses was a success. There was an ever present issue of forces melting off into the country side, but they were overshadowed by the escape the Dominion soldiers had made after they detonated their bunkers. Once the fighting had ceased, in those minutes several platoons held back, while some pushed forward to seize the situation. The maneuver resulted in thousands of casualties, but less than a thousand dead.

It was still difficult to tell whether or not the operation had been worthwhile, but it had moved the Dominion out of their comfort zones. Their casualties figures were unknown, but the next step was to start sweeping the countryside, filtering combatants into Aralsk.

In the mean time, Tibathian was conferring with Serpentine.

"Chancellor D'Annunzio, the current situation involves a possible ally in the south. Communists have set up camp in the region, and as a faction we have a common enemy with the Dominion. I have taken initiative to order heavy weapons drops to assist them in our eventual siege in the city of Aralsk."

Barbaro did not seem pleased. "How many of these communists will remain loyal to the Kazakhi government when the fighting ends?"

"That should be a long term goal to be addressed later. For now, I can tell you that they have a significant presence in the city, and know Aralsk better than we do."

Chancellor D'Annunzio spoke. "We can work out that situation later. An agreement may be met, but let us hope that the future of the state isn't weakened by entitled communists.

Pieter did not say much to the lieutenant after he left his general encampment. He rounded up a few Nagians, and brought them away from general encampment.

"You, all three of you, I'm going to have jobs for you," he said. "But the main gist is, we're going behind your lieutenant's back. If anyone has a problem with that, I'm going to feel rather sorry for you when I shoot you. It's a rather simple mission though. We're giving ourselves up to the communists, getting inside, and destroying one of those gigantic hunks of rust. It'll take a while though. We're going to blow the thing to pieces when the Ulganian army tries to march in."

"Aren't you an Ulganian?" one of them asked.

"I should hope so. I was born in that country."

Twenty minutes later, Pieter was back in the company of Lieutenant Rawne.

"You see that one ship, way over there? That fishing ship with Albatross scratched in, next to the hammer and sickle?" Pieter pointed out to Rawne. "Have you tried attacking it before?"

"Nah, can't say I have."

Medlow scratched his brow. "It's easily the least defended of the lot. Why not seize the advantage?"

"I know it's the least defended. That's why I won't attack it. I know it's a trap," Rawne said in reply.

"I know, that could be the case," Pieter said. "Why not send me, with a few of your men as, say, prisoners?"

Rawne was obviously skeptical. "Why should I let you?"

"I'm an Ulganian. We invaded, right?" he said, noting the news of Ulganian attacks in the surround region. "They're probably going to depend on those communists, and are probably in contact with them. I could get a lot closer than you or your men ever could."

"Have you ever been to Glamorgan? I understand that there's a university there. In that university there is a small group of politics students. These students believe that a military superstate would be a good thing. How would you feel if we sent an armoured convoy under 'the white flag of peace into your nation with the intent of bringing those students 'humanitarian aid'?"

Lieutenant Killian didn't need this. He had supply lines running all over the rough terrain coordinating Dominion efforts in the North. Being this far north, Orsk had survived the war almost completely intact - being so far from Nag Ehgoeg proper, and even (technically speaking) a part of Old Russia (beyond the Dominion/Kazakh boarder). That made it a perfect base to provide relief and restructuring for the locals. But his men were spread thin: they had to be to control the freebooter and bandit presence.

Surface to air missiles were prepared to be fired off at attacking choppers and all forces carrying ATGMs had been recalled to help defend the city, but Killian knew that there was no way he could hold the city without reinforcements.

A message was broadcast to the Welsh forces asking for ceasefire and parley.

Rawne couldn't argue with that kind of logic. Not that he trusted this Pieter, but risking a couple of his men to know if this man could be trusted seemed like a perfectly reasonable deal. If the foreigner succeeded, Rawne had everything to gain. And if he failed, the causalities would be lower than the last time they attacked the Communists.

"You're right that the Confederacy and the Greater ICON states so far have only been able to see this conflict through one lens" said the General, "but the fact of the matter remains that the Kazakh people, Baimenov's people, came to us first. They've offered us a democratic Kazakhstan and my government doesn't think it wise to let such an opportunity escape us."

The General removed his hat and wiped his brow. Standing there with Stilgar he looked around at the city for a few moments before speaking again.

"You call his government a Muslim Theocracy, that remains to be seen by our government or greater ICON. However, like I said my government isn't going to allow the opportunity to build a democratic nation here to pass them by. This land will have a democratic government, the people of this land will be given the right to elect their officials. We will let no one stand in the way of this."

The General felt he'd read Stilgar well enough to feel comfortable in making such a statement. He felt the man understood that it was more directed at Baimenov than himself. Given Stilgar hadn't turn his guns on him was as good enough a sign to the General as any that he got the picture.

There is no need for your citizens to die to support the illegal regime of terrorists. Believe us when we say we understand your nations misgivings about the Dominion.

You will provide no aid to Kazakhstan. You can do this without our forces killing your citizens, or you can send your people to die trying to provide aid. Either way, no aid will reach the people of "Kazakhstan".

We are trying to save the lives of your citizens. We understand that your nation is principled. You may feel that it is worth dying for this cause. But that is only because you do not fully comprehend this situation.

Nag Ehgoeg does not wish for conflict with any nation, but we will respond with force when attacked.

We hope you can respect that. Our offer of mercy is one that is easily retracted.

"I can only imagine that the Dominion's attack on this city makes it of some strategic importance to them, especially given that you sit a stockpile of their weapons" said the General. "Though I would have no problems moving your people to Astana, I feel it would be a large error on both our parts to leave this city unprotected. However, I can move a battalion of troops or more moved into this city to aid its defense along with medical personnel and aid to help your people survive. If I were able to do this, would it then be easier to send a yourself or a representative of your choosing to be my guest and your representative at the ICON commander center in Astana?"

"Weapons, like people, can be shipped. But if you are willing to provide extra troops to assist our defence then I'd be willing to come to Astana."
