Pacific Coasts and Islands Trade Organization

Preamble:

Recognizing the urgent need to implement a trade program for the war-ravaged economies of the nations in the Pacific and realizing that the establishment of free trade could be a powerful stimulus for the reconstruction of our damaged economies, the nations of ___, ___, ___, have agreed as follows.

Article I: This treaty is intended to establish closer trade agreements between the agreeing parties. Thus, it is required that tariffs and import taxes are at the very least lessened when dealing with other signatory nations. The complete removal of these tariffs may be discussed at a future date, though any nation of this treaty is welcome to take the initiative and do so on its own.

Article II: Provisions and repairs required for any ship or aircraft of a signatory nation are to be provided at no expense. In the case of any product not recognized as provisions by this treaty, trade is as normal.

Article III: All ports agreed upon during the creation of this treaty are to be open to all other member nations for free trade. In these ports, it is required that tariffs be removed for signing nations.

Article IV: Shipwrecked or stranded persons are to receive free transport to the signing nation they arrived from.

Article V: All trade is to be done in the local currency. Conversion of currencies will be done without tax. All purchases done with the converted money may be taxed as usual.

Article VI: Should any nation trade with a signing nation of this treaty and sit within the reach of this document, they will be invited to join this treaty. The reach of this treaty starts from the Oceanic islands and Pacific coast of Asia, India included, and extends to the Pacific coasts of North and South America.

Article VII: If a signing nation enters a state of war with another signing nation, a conference of all the uninvolved parties will be called to determine a course of action. These actions include a temporary embargo, neutral but continued trade, etc.

Article IIX: Companies and small businesses should be encouraged to go multi-national. When a business goes multi-national, they are subject to the local taxes.

Article IX: A stock trade organization will be set in place by this treaty. The stocks in this organization are on an international level and separate from stock trades within each member nation. When stocks are sold, taxes that are drawn from the sale go to the nation that the stockholder resides in.

Article X: A conference of financial advisors, risk analysts, etc, will convene every 2 months to discuss any potential changes and problems that have arisen since the previous conference. These conferences are the time to inform and enact new taxes, the removal of taxes, announcement of new goods, greater need for a certain product, etc.

OOC-

Might as well move it, since it includes parts of the Americas in your scope. I'd help you out, but Kasnyia in the post-Dominion timeline is strictly non-aligned. They also do not like any treaty from anyone encroaching on their sphere of influence, so I'd change the scope for including India....

Hunt for members dude. No one will come willingly.

OOC: Well looks simply enough and shouldn't interfere with my other obligations and since we're in Hawaii...

IC:

The Confederate States of America is eager to sign this treaty and given our presence in the Hawaiian island of Oʻahu, we feel our request to enter the treaty is just. It is our greatest desire to given back to the pacific people in hopes of rebuilding their nations and fostering a new sense of freedom and economic success to the region.

-Secretary of State Alexander Ballard,
Confederate States of America.
