The Indian-Pacific Treaty Organization PRELUDE The parties of this treaty, Reaffirming their support of peace, justice, brotherhood, and unity, as well as the desire for international cooperation between the free states of this world, Building upon their divers cultures and their beloved liberties, sovereignties, and unities, Wishing to exist as a means of protecting the freedom and security of those men who live in liberty, and helping others gain that liberty, And desiring a means to further the protection of our peoples through a means of communication and coordination, Hereby establish this pact as a means to protect our common values and liberties. I This treaty shall outlast changes in heads of states, and shall remain in place until a member state desires a termination of the treaty. In the interests of promoting relations between member states, diplomatic presence must be maintained by each member state, in each member state. II This treaty is open to all nations in Asia, the Middle East, Eastern Africa, and the Pacific that demonstrate measurable granting of civil liberties, human rights, equal opportunity, and rule of law for all citizens. New member-states will be voted in by the current constituent states. A majority is needed to enter. III This treaty has been established to ensure the sovereignty of each government as it stands. It will not and cannot violate decisions passed through established constitutional procedures. This means that member states will not be restricted in their participation in other international organizations, and will not be bothered with regards to their internal affairs provided they do not conflict with the criteria to be a signatory to this treaty. IV This treaty will work to establish closer trade agreements between member states. It is encouraged, though not required, that tariffs and import taxes are removed or lessened. V Member states will be encouraged to open their military production markets to other parties of this treaty, and this pact should act as a medium for arms trades between allies to take place. The arms trade, however, is not required, and secret military technology may be kept to its host nation. VI Member states are actively encouraged to share intelligence between each other. In the interests of coordinating certain actions, this suggestion is of high importance- especially with regards to crisis scenarios. VII This treaty has been primarily established as a means for mutual defense of nations in the face of an attack. All the undersigned reaffirm their faith in mutual defense and protection from aggressors, and recognize mutual defense to be amongst the primary reasons for this treaty’s creation. VIII The parties undersigned agree to cooperation in criminal justice- this goes to the extent of exporting known criminals wanted in another member state, working to prevent human and drug trafficking when applicable, and working to find wanted criminals. IX The headquarters of this organization will be in Singapore, in Porcuian Oceania. All member states must send a delegation to Singapore for the sake of keeping communications open and ready. X The military command center of this organization will be in Saïgon, in French Indochina. All member states are encouraged to send a military delegation to Saïgon for the sakes of coordinating military strategies, international intelligence, and the military technology trade, should the need for any of these arise. Signed, Georges Duval President of the French Republic Daniel Montgomery President of the Confederate States of America Richard M. Nixon, The Younger President of the Porcuian Republic Generalissimo Miyazaki Kenichi Representing the United Islands of Chilsherdia Observer States Ulgania Kasnyia North Transvaal Edited by Toussaint, Aug 27 2009, 12:08 AM.

Chilsherdia will be glad to join this grand alliance. -Generalissimo Miyazaki The Ulganian people fear to consider the consequences of the burgeoning role of European power growing around the world. However, for now, we will send an observer. We may choose to take a larger role in the IPTO at a later date. -Office of the Supreme Chancellor |

The Indian Ocean remains under the perview of the Kasnyian Empire. So long as IPTO respects this sphere of influence, Kasnyia shall have no issues with this new pact. OOC- Don't bug Kasnyia, and Kasnyia won't bug you, pretty much. |

"We are strongly supportive of Chilsherdian entrance into this organization. We vote IN FAVOR of their ascension to this treaty. "We hope Ulgania can rest assured, and we gladly accept them as an observer to this treaty organization. "If Kasnyia is wary, perhaps they would like to send a representative to Singapore to act as an observer? "We shall take in the Transvaali observer with pleasure." |

The Kasnyian Empire will send an observer due to the particular circumstances of this organization. However, Kasnyia is a neutral country and as such would like to make clear that it does not mean anything other than what it says: observation. |

The Second Republic of Porcu repeats the sentiments of the French with regard to the request for Observer status by the governments of Ulgania, Kasnyia, and North Transvaal, as well as the request for Full Membership status by the government of Chilsheridia. |

The French should be wise not to consider the Kasniyan words hostile, as they are not. If the French do not uphold Kasniyan territorial claims that have been otherwise recognized by others, then there may be repercussions for them in the future in this area of the world. -Statement from the chancellery OOC: ^^ |

OOC: Chilsherdia, then, is in. Gimme the name of your signatory, and I'll add them on. ^^ IC: "We've never encroached on the territory of another power, save for when we were fighting the World Military Dominion on a large scale. France recognizes Kasnyia's territories, and has never stated otherwise. Kasnyian xenophobia need not turn its sights towards the French Republic." |

Generalissimo Miyazaki Kenichi bares the Stamp of the Three Families in this endeavor. OOC: The 'stamp' is the equivalent of the government approving, but the signatories are technically the heads of the families, ergo the heads of state. |

OOC: Put his name down as the proxy signatory. Still, I formatted Chilsherdia's signature a little bit different than the rest of 'em. IC: It is with great joy that France welcomes Chilsherdia into this alliance. We hope that this will present an opportunity to build on an already blossoming relationship between our states. |

The Kasnyian Empire means no particular disrespect. However, we must not show favor to any one state or alliance as per official policy. So long as the spheres of influence remain in tact, trade and tourism and other minor privaledges can flourish between the Empire and the twin alliances. OOC- Kasnyia just doesn't want to get involved in any cold war between you and whoever else, including the Romans. As such, the disclaimers are flet to be necessary. |
