The Transatlantic Treaty Organization

PRELUDE

The parties of this treaty,

Reaffirming their support of peace, justice, brotherhood, and unity, as well as the desire for international cooperation between the free states of this world,

Building upon their divers cultures and their beloved liberties, sovereignties, and unities,

Wishing to exist as a means of protecting the freedom and security of those men who live in liberty, and helping others gain that liberty,

And desiring a means to further the protection of our peoples through a means of communication and coordination,

Hereby establish this pact as a means to protect our common values and liberties.


I
This treaty shall outlast changes in heads of states, and shall remain in place until a member state desires a termination of the treaty. In the interests of promoting relations between member states, diplomatic presence must be maintained by each member state, in each member state.


II
This treaty is open to all nations in Europe, North Africa, the Americas, and Western Africa that demonstrate measurable granting of civil liberties, human rights, equal opportunity, and rule of law for all citizens. New member-states will be voted in by the current constituent states. A majority is needed to enter.

III
This treaty has been established to ensure the sovereignty of each government as it stands. It will not and cannot violate decisions passed through established constitutional procedures. This means that member states will not be restricted in their participation in other international organizations, and will not be bothered with regards to their internal affairs provided they do not conflict with the criteria to be a signatory to this treaty.


IV
This treaty will work to establish closer trade agreements between member states. It is encouraged, though not required, that tariffs and import taxes are removed or lessened.

V
Member states will be encouraged to open their military production markets to other parties of this treaty, and this pact should act as a medium for arms trades between allies to take place. The arms trade, however, is not required, and secret military technology may be kept to its host nation.

VI
Member states are actively encouraged to share intelligence between each other. In the interests of coordinating certain actions, this suggestion is of high importance- especially with regards to crisis scenarios.

VII
This treaty has been primarily established as a means for mutual defense of nations in the face of an attack. All the undersigned reaffirm their faith in mutual defense and protection from aggressors, and recognize mutual defense to be amongst the primary reasons for this treaty’s creation.

VIII
The parties undersigned agree to cooperation in criminal justice- this goes to the extent of exporting known criminals wanted in another member state, working to prevent human and drug trafficking when applicable, and working to find wanted criminals.

IX
The headquarters of this organization will be in Miami, Florida, in the Confederate States of America. All member states must send a delegation to Miami for the sake of keeping communications open and ready.

X
The military command center of this organization will be in Montréal, Québec, in the French Republic. All member states are encouraged to send a military delegation to Montréal for the sakes of coordinating military strategies, international intelligence, and the military technology trade, should the need for any of these arise.

Great New France is interested in strengthening its relations with the Transatlantic Treaty Organisation but would like to have formal guarantees that the Treaty in no way can undermine national sovereignty and interfere in the domestic affairs of its member states. Great New France nonetheless sends its warmest congratulations to the French Republic's role in contributing to world peace and stability in an effective way. It is Great New France's wish to strengthen to a new level our relations with the French Republic within the basis of the newly created French Union and thus it would be a good opportunity in that respect to organise future top level meetings between officials of both Parties.

The Falkland Confederation would like to join this treaty. It's current members are nations we have interest in gaining trust with, most specificaly the Confederate States of America, which helped us so much during the Dominion Wars.

We also wish to point out that some of us share common enemies. For example, the French Republic do not see the Dominion of Celebes in a favorable eye, and nor do we for obvious reasons. We hope to be accepted to this promising group.

The Confederate States of America votes in favor of: Wales,Great New France, and the Falkland Confederation.

In regards to the recent inquiry an request from the Iberian-States Federation, we shall abstain from voting. We must agree with our French allies that too little is known of the Iberian-States at this time. However, be that as it may the Confederacy is open to diplomatic relations in hopes to better understanding the Iberians so that a future vote can be made.
