TREATY ESTABLISHING A FRENCH UNION BETWEEN THE REPUBLIC OF GREAT NEW FRANCE AND THE FRENCH REPUBLIC
TRAITE ÉTABLISSANT UNE UNION FRANÇAISE ENTRE LA RÉPUBLIQUE DE LA GRANDE NOUVELLE-FRANCE ET LA RÉPUBLIQUE FRANÇAISE


Nouvelle-Paris, 20th August 2009

The Parties to this Treaty reaffirm their faith in the purposes and principles of international law and their desire to live in peace with all peoples and all governments.

They are determined to safeguard the freedom, common heritage and civilisation of their peoples, founded on the principles of democracy, individual liberty and the rule of law. They seek to promote stability and well-being within the French nations of both the American and European continents. They aim at defending French interests on both continents and beyond. They agree that the defence of the French language and culture shall be one of the priorities of the Union. They reaffirm their willingness to admit other future members to the Union if they share a common French heritage and have agreed to defend the same values and principles of both Parties.

They are resolved to unite their efforts for collective defence and for the preservation of peace and security. They therefore agree to this French Union Treaty :



Article 1

The governments of the Republic of Great New France and of the French Republic agree to join their efforts in consolidating a confederal union that shall be of mutual benefit to the peoples of both nations.

Article 2

In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.

Article 3

The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened.

Article 4

The Parties agree that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence will assist the Party or Parties so attacked by taking forthwith, jointly such action as it deems necessary, including the use of armed force, to restore and maintain the security for both the Republic of Great New France and the French Republic.

Article 5

Each Party declares that none of the international engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty.

Article 6

The Parties hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty. The Council shall be so organised as to be able to meet promptly at any time. The Council shall set up such subsidiary bodies as may be necessary in various areas. Both Parties agree to have equal voting rights and that the Council shall use a strictly unanimous procedure upon voting and that there shall be no transfers of sovereignty at all from Parties to any new institutions.

Article 7

The Parties, may, after consultation, invite new members to this Treaty if they share the common values, traditions and principles as spelled out in the Preamble of this Treaty. Invitations shall be first discussed at the Council of the French Union where officials of both Parties meet, voting shall be done after consultation and if unanimity is achieved on a future member, an official communiqué from the French Union and both Parties' governments shall be lodged to the invitee. The process of membership shall take one full year in order to the invitee members to be in accordance with the aims and purposes of the French Union Treaty.

Article 8

After the Treaty has been in force for ten years, or at any time thereafter, the Parties shall, if any of them so requests, consult together for the purpose of reviewing the Treaty, having regard for the factors then affecting peace and security in the North Atlantic area. Both Parties shall do so after meetings to be held at the Council of the French Union.

Article 9

The Council of the French Union shall have a Secretary-General to be elected by officials of both Parties after consultation and voting at the C.F.U. (Council of the French Union). The Secretary-General shall be an official from any party that has been approved by both Parties. His mandate shall be of 5 years, during which he shall have a purely administrative function.

Article 10

Both Parties agree that they are at freedom to revise, review, or amend any part of the Treaty provided discussions have been first held at the Council of the French Union and that a general consensus has been drawn out by both Parties at unanimity.

Article 11

The provisions of this Treaty shall in no way affect the obligations entered into by the Parties with regard to third States and are not directed against any such State.

Article 12

Both Parties agree to set up agencies in broad areas where ministers of both Parties shall consult and cooperate regularly. The following areas of cooperation shall be underlined and privileged: agriculture and fisheries, ecology, energy, interior (security issues affecting both Parties), foreign affairs, overseas territories, defence, economy and industry, labour and social affairs, law and justice, education, health and sports, culture and communication, science and new technologies, space, immigration issues, humanitarian issues.


Done at Nouvelle-Paris on August 20, 2009, in duplicate in the French and English languages, both texts being equally authentic.
