Cardiff, Republic of the Seventh Era

Cardiff was a glistening city, sitting by the sea and perfectly representative of Wales. With the Republic of the Seventh Era's establishment, it now represented the capital of a growing fledgling democracy. As Europe's Democratic-block leader, the French Republic had an obligation to aid in the consolidation of the young democracy. The new nation had been largely ignored by much of Europe and the world, but it stood at a strategic point in European affairs. Sitting upon one of the "Celtic Nations," that had caused relations with Ireland to deteriorate so heavily, the government in Versailles recognized that winning over Cardiff would be a fine way to both support democratic values, and get back at the Irish for supporting Breton independence.

For these reasons, foreign affairs minister François Dulac ventured to the Republic alone to meet with its highest leaders, and establish further interconnections within the truly free world.

As the sun glistened in the beautiful city, the private conference took place inside the Tŷ Hywel (http://upload.wikimedia.org/wikipedia/commons/a/a7/National_Assembly_for_Wales.jpg‎)

Speaker of the house Megan Conway starts the conference. “As for being such a small nation, it is with much honor that the Republic of the Seventh Era has been recognized by the powerful and just nation of France. Little is known of Wales, and has almost nothing to show for. May this conference bring prestige and prosperity upon both our nations.


Arlywydd (president) Glyndŵr is next to speak. “It has come to our attention that the Celtic Nation is causing aggression and rebellion in your country. What have you done to quell the violence, and how can we make ourselves useful, if you need it?

Dulac was quite pleased to be in Cardiff, on the first state visit to Wales by a French leader in centuries. "We have recognized the Welsh Republic because it embodies democratic ideals, and has shown itself to be a fine, and free nation. We in Versailles have had a great time viewing the development of Wales, and we can no longer rest on the sidelines of that development.

"Monsieur Glyndŵr, I am thankful that you have brought the Brittany question to the table today. The "Celtic League" perpetuated by the Irish monarchy has caused a damageous state of affairs in Western France, and the open agitation has been concerning. The Irish have openly supported Breton independence as a way to further their own visions of "Celtic Nationalism," which we feel is a thin veil for imperialism. The Welsh would be wise to watch the Irish carefully. They have used their Celtic League in the past to take over the Isle of Mann, and they are attempting to do so now as we speak in Bretagne.

"In response to this violence, we have sent in military troops to smash the rebel forces. So far, we have seen marginal success, and feel as though the operation is proceeding quite smoothly. If the Welsh wish to deploy some additional security forces to the area to aid us in wrapping up the operation, it would be much appreciated.

"However, the Irish continue to be an issue and a nuisance. If the Welsh wish to help us in our situation, then we would like to request that we can establish a small naval and marine base along the Welsh shores. We would of course compensate the Welsh Republic with a lease, or the offer of a similar base within France or one of her colonies."

"I agree on the latter of the two requests. We will allow a port to be opened and operated under the French, in return for lease." Glyndŵr continues on, stroking his beard. "But, what if we went further. The only way the Breton can keep this rebellion up is if the Irish monarchy continues to support them. But the only way send them supplies, equipment, and man power is through the sea. So, if we were to successfully apply a blockade, the Breton would receive almost no support. How does this sound?"

OOC: Officially, the Irish have yet to send military supplies to Brittany. Though, it does make sense that a fear would exist.

"We are pleased to hear that the Welsh are willing to allow us to set up a base near Cardiff. We will establish a naval presence in the Irish sea, to keep any future hostile actions in check.

"However, we do not feel that a blockade is in order at the present. By the law of nations, a blockade constitutes a declaration of war- and an open war in Europe is not something we can afford right now. Unless we find that the Irish are tangibly supplying the Bretons with supplies, there is nothing we can really do. International politics is a dangerous web, you know...

"The Irish are close allies to the Roman Empire, and that must be factored in when making such aggressive actions. A war between France and the Roman Empire would surely cause great damage in Europe and elsewhere. With us perusing other actions in Asia, our European actions must be strictly defensive in nature.

"As such, we will gladly move a flotilla of the French navy to Cardiff, to establish a base, and monitor Irish actions carefully. We shall pay whatever lease price you may request.

"We also have additional measures to discuss."

IC:"It is not a great faux pas. Your country is new to international affairs, and we can not hold you at fault for that. Consider this your "grace period." Other European nations, however, may not be so friendly.

"France is very interested in the civil development of Wales. As it is a new Republic, we must ensure that it grows to be a strong, modern nation. As such, my government would be very interested in signing a trade agreement. We have much to offer. French merchants are gathering goods in the Caribbean, Indochina, Hainan, and even Québec. With such wealth available to us, we would love to spread the opportunities to the Weslh. We would like to drop all trade restrictions from your republic- meaning that Welsh merchants will be able to operate within France unhindered. You'll also be granted the capacity to access our colonies in ways that other powers can not. It is in the interest of diplomacy, after all- money is the international language, you know....

"And in addition to this, we would love to see Frenchmen working within Wales to build up a stronger nation. Our Humanitarian Corp could be sent to impoverished areas, in the interests of helping those neighborhoods rebuild, and providing basic services to those who do not have them."

"A trade agreement is most welcomed. As you might know, Wales is home to an extreme abundance of coal, as Cardiff being the world's largest coal port. That is but one of the many resources that we can offer. We would be honored to exercise free trade with France and her colonies."

"As for being such a young country, our government has been forced to spend time and money in other areas of our national needs. We have not had the time for government intervention in needy neighborhoods. This help would be greatly appreciated. The very idea of our people working together to build a better world is heartwarming. Your generosity is unrivaled in these times."

"A trade deal for coal would be most excellent. In return, we may offer sugar products from the Caribbean, furs from Canada, manufactured goods from France, and rubber products from Vietnam. Indeed, the list goes on. We hope that this deal will be beneficial for the both of our nations.

"We shall deploy a unit of our Humanitarian Corps at once to aid those living in the Cardiffian slums. Our nation is dedicated to aiding those in need all around the globe, and the Welsh are indeed no exception. We shall seek to aid you in the nation building process until Wales is once again a modern, powerful nation.

"Perhaps the best way we know how to do this would be through a treaty of mutual defense. What are your thoughts on the matter?"

"Well, as the name implies, the treaty guarantees a mutual defense between our countries. If Wales is attacked, France will come to its aid. In return, we would expect the same from Wales. Counting on support in warfare will solidify our countries' relations further than any other document we may draft here today.

"Are there any issues or concerns that the Welsh wish to ask the government in Versailles? I am authorized to make deals as well."

Also, If it can be done, we would like the french to help us gain more alliances in other friendly countries, for that will come as a great help. Also if we are to help protect you, we would like to know of those countries who are currently or have had past hostilities towards France."

"Unfortunately, in our world, Republican governments are few in number. In Europe in particular, the Çerdon war has left many with a bitter view of free states such as ourselves. Most of our continent is governed by anachronistic monarchies that restrict their populaces' liberties, and constrict their own growth. Fortunately, however, this is not the case with all governments. Currently, France views Çerdoné, your own nation, Quaon and Porcu as the only truly free nations in Europe. Even the last two of those, however, are in the midst of transitional governments that are not yet truly free. Several other nations, such as Konosha, Murmanskaya, and the like also have democratic forms of government that could be turned into potential allies.

"However, at the moment, France's only official allies are in Çerdoné in Europe, Chilsherdia in Asia, and Upper Québec in the America's. We are currently in the process of expanding that list to include other nations- such as your own- and with any luck a forum of intercommunication may be built in Paris to link these free states.

"Our Republic is still generally new. The Revolution overthrowing Pascoag was only 25 years ago, and the execution of Benjamen Lucien put many of Europe's monarchies at odds with France. However, since our participation in the Liberation of Europe, we have gained ground in that respect. However, the Irish and the Romans both harbor hostilities against the French commitment to freedom and justice, and have each committed their own heinous acts against humanity. In Asia, the Telosanti warlords that have seized control of Sulawesi have shown themselves to be particularly disagreeable. Furthermore, the Native American Nations have extended their imperialist hands to Europe, and have had severe fallouts in relations in the recent past.

"Indeed the world is a confusing place. Stick with Versailles, however, and this place will be much less... confusing."

"Men were indeed born to be free creatures, and so we in France have made a commitment to seeing this be realized. While we recognize the delicate nature of the international arena, we are seeing to it that the uncivilized regions of the world get a taste of freedom, and may live the way that men are meant to live.

"The tensions between the old systems of government and the new ones has been building for ages. While a temporary truce was found as a result of the Dominion War, we must share your fears that a great and horrible rivalry is in the midst, and that the political climate of our beloved Europe may shift dramatically before we know what hit us."

"i fear the worst is yet to come..."

Just as Owain Glyndŵr finished saying this, a boy burst into the conference hall.

"Damn, don't you know this is a private meeting!"

"Sorry Arlywydd Glyndŵ, but i have just received bad news," the messenger boy races on in an almost illiterate speed as the rest of the room stand up,"Scotland has just announced that their King James IX of Scotland has just proclaimed himself King of England. He has already raised an army and has set his eyes on the free lands of Britain!" The boy collapses on floor is exhaustion.

"Dammit, why didn't anyone see this coming.!" Glyndŵr slams his gargantuan hands against the table, almost destroying it.

The boy lifts his head "But there is a resistance movement inside them. Some Highlander chiefs have refused to take up arms with the king, and have resorted to armed conflict with the government."

Thoughts race to Glyndŵr's head. "quick, try and establish communication with these chiefs as fast as you can. We have much to discuss."

He jumped upon the table, looking at everyone in the hall as he did. "My people, aggression is upon the free people, we must not resort to war, yet, but instead we must prepare for what atrocities that might come....."

He lowers his head and silently murmurs in a soft, but powerful, hushed voice. "Y Ddraig Goch a ddyry Cychwyn..."

Dulac was taken aback by the actions that had unfolded before him. Certainly, the position that France was finding itself in was becoming increasingly precarious. They already had a standing alliance with the Scots, including the recognition of Scottish supremacy over England. However, with the conclusion of a Mutual Defense Pact with the Welsh, the situation was rapidly deteriorating. No longer content to chat on about reconstruction and economic matters, the Welsh president slammed his desk in a fury, and ordered that his country prepare itself for war.

Of all the situations he had found himself involved in, this was by far the most interesting. Dulac, however, needed to stay true to his goals for France's foreign policy, and lworked to cool the situation down. "President Glyndŵr, this should not be a matter of great concern. Both of our nations are committed to liberty, and freedom. Most monarchies on this continent are tyrannical and illiberal. However, the Scottish monarchy is not amongst these. So far, Scotland has shown no signs of being overly tyrannical. It is a relatively free nation that does not rely heavily on it's centralized government...."

As Dulac tried to soothe the Welsh president's rage, the halls around him buzzed. Dulac continued speaking, but awaited the room's calming before he went on to anything else of substance.

For if he was really a good king, he wouldn't need an army if he wanted peace from these people. He is there only to subject the people to his throne, and if they resit, he will crush them with his army."

"We agree that your nation must defend itself. And should it be brought under fire, we would come to Wales's defense as well. However, Wales is not under attack. England is. I urge you to consider the situation carefully.

"The French position is this; we shall recognize Scotland's claim over England. However, should they expand that claim to include Wales, we shall see this as an aggression. However, until that point, Scotland is merely exercising right over its legitimate claim."
