OOC: Yes I also look forward to RP with my fellow South African Nations. IC: It had become easier for the men of the North Transvaal, the Commonwealth were doing well, almost no action was left for North Transvaal behind the lines. However the arresting of Inhabitants went forth, hundreds of thousands of weapons were found in huts and houses behind the lines, POW camps were beginning to pop-up all over the place, with the flag of North Transvaal flying high above. This was however nothing to be proud of, President Martin van Staden thought. "This will just further upset the Nats, we will now be seen as barbarians! Throwing innocent women and children in concentration camps!" The President exclaimed to his advisors. "Mr. President, if we don't do this the inhabitants might take up arms and attack our flanks, this is the only way." One of the Advisors said. "Nevertheless, this does not help our country's image in any way..." The President did not support this what so ever, but he gave this job to his military advisors and the Minister of Defense. OOC: Allow me to wrap this section of the story then gentlemen, although there is still a bit of discussion left between our three parties before Ulgania and I move into Europe. IC: North Transvaal Forces held their lines brilliantly against Dominion forces along the southern borders of Zolony. The Dominion was sending less and less supplies down to Southern Africa by this point in the operations. Northern Africa now appeared to be the greatest concern, aside from Europe itself. This did not mean that forces left in the south fought any less than they would in the North, it did mean however that they were less organize as they were mostly expeditionary forces assigned only the keep order. Fighting three nations was not on their agenda nor was its something Zapht wished to deal with at the current time. Southern Africa was in Zapht's mind an acceptable loss at the moment but certainly something they would turn their attention to when other more important regions were dealt with. Thus by the time Commonwealth forces had reached the Southern border of Flumes and began securing battle lines it was almost generally accepted among Dominion ranks that they would give up the Kalahari region in favor of bottling these forces in the South to deal with at another time. However, though this strategy was apparent to Dominion officials it was less so to the African nations. Dominion fighter bombers carpeted several areas of both Commonwealth and North Transvaal lines with enemy fire. Ulganian fighters were called in to double their efforts. Using similar scorch-earth tactics as was going on in Europe, the Dominion hoped to leave little to the victors. This tactic lasted for at least a week before it finally began to calm down and African forces secured the lines they were holding. The fighting technically never ended, as forces along all lines stayed on 24-hour alert. However, eventually attacks on the lines came to a minimal and it was easily apparent that the Dominion was no longer interested in fighting. The Africans had secured for themselves a small victory in the global war. They were for now a bit more free than they were months before. Dominion lines were now much farther North from all major capital cities than they were before the fighting began and local seas more free as well. Now was the time to discuss plans for the future, to discuss relations between the three South African powers. The Metz Kingdom was now falling apart, with local government quickly evaporating as it no longer had the support of the Dominion. The entire country was on the brink of complete collapse and naturally the Commonwealth had interests to prevent this from happening. However, it wasn't the powerhouse it once was. The war had taught them that and they understood it would take diplomacy and not a show of force to get what they want. That was why when the war began to die down and it was apparent and unstable peace was taking effect, her majesty decided to invite the leaders of Free South Africa for a submit to discuss both the future of the war and of Metz. Moving right along… IC: With a small legion of bureaucrats and councilors in tow, as well as a minimal security detail Tres’ plane landed in Acropolis, a city once feared and reviled in all Ulgania. While the scars of the past lingered in the minds of many politicians, Tres was still indebted to the former government for their arbitration that allowed him to become chancellor of Ulgania. The past, to Tres, was in the past. The man, now much older, had new business to consider as he deplaned and greeted a delegation from the Commonwealth. |

Acropolis, South Africa... Posted Image The city was still as beautiful as most people of the Commonwealth remembered it. Like a shining Emerald city, a lighthouse for Catholicism at the darkest end of the world the city sat nestled at the edge of the coast. Many of the statuary and famous landmarks of this once capital of the Catholic world in Africa were still very much intact, consciously preserved by the city's inheritors as reminders of their past. Most of the most notable of land marks were from the first Commonwealth and even before that. Less noticeable were those features added to the city during the height of the Hegemony. The old Chancellor's building was in great decay, much of the national symbols and statuary all destroyed during the great riots. The Parliament building, having been destroyed by a bombing on the eve of the great riots still lay in its rumble. There were some signs that the Metz government was in the process of refurbishing the city but for one reason or another those projects had ceased. The airport where the Commonwealth delegation awaited the other dignitaries was one of many structures that had stood the test of time, mostly due to its constant use. It was there that several Commonwealth officials stood to greet the guests and their parties as they arrived including Prime Minister Johan Shezi. The Ulganians were the first to arrive and given the past histories between the two nations and people the Prime Minister hoped to make them feel especially welcomed. After all they were a militarily strong nation and until the Commonwealth became a strong nation again they would need to stay within the good graces of their stronger neighbors. Especially given what the Commonwealth hoped to gain out of the conference. Though apparently obvious by the tone the President of North Transvaal used last time the three nations sat at a conference, the Commonwealth had made no great public show for their desire to have South Africa again. Perhaps their only show was taking Acropolis itself however, even that was done in the name of fighting the Dominion. They had yet to announce their intentions of taking the city and placing it back under the flag of the Commonwealth. The Ulganians would be showed to cars waiting to take them to the Royal Palace where the Queen intended to hold the conference. Though the parliament building could have been used, the Queen had no intention of associating her government with that of the Hegemony and given the palace was in far better shape it seemed like the appropriate choice. Now all that was required was the arrival of the delegation from North Transvaal. |

"Oh greatness we are late! Sir we have to leave!" Exclaims Vice-President Jacob Mbeki at the Presdidential residence outside of Johannesburg. "Relax Jacob, I had to debrief the generals, the meeting took longer than I had anticipated..." "Yes sir, your family is already on the plane, the same plane which was scheduled to leave three hours ago." The President and Vice-President, escorted by four bodyguards left the Presidential residence, making way to a convoy of two limousines in the middle, and four police vehicles to the sides. Half an hour later, Jozi International Airport, Johannesburg The convoy arrived at the behind-schedule airplane, the President and the Vice-President entered and flew to Acropolis. Three Hours later, Acropolis Airport Posted Image There, the escorts from the Commonwealth were waiting, the President could see these men were in a hurry. He did not waste their time, he and his VP entered the convoy and went to meet the rest of the Ulganians and Commonwealth officials at the Royal Palace. |

Tres was more than happy to see that the Commonwealth was diligent about its focus away from the former Hegemony. "Remember this city, Emmanuelle," he casually said to his much younger cousin. Emmanuelle D'Annunzio had started accompanying Tres on various foreign enterprises. "How could I forget it?" he said casually as the two stepped out of their car and shown towards the building where the conference would be held in. "You said I'm supposed to get a taste for the world. Acropolis is living up to his heritage." "Be careful who you say that to," Tres said with a sour expression. "You could make a lot of enemies very quickly by bringing up the past like that." "Of course, cousin." The conversation was cut short as the two were quickly introduced to various members of the Commonwealth's government and the queen's personal entourage. OOC: Emmanuelle will be replacing Tres soon. Posted Image Upon the North Transvaal delegations arrival at the Acropolis airport, they too were shown to cars awaiting to take them to Her Majesty's Palace. Prime Minister Shezi had welcomed each delegation with great affection paid in hopes of being as warm as possible to the Commonwealth's guests. Both parties were led to the Queen's palace, a structure which had stood on the Northern end of the Cape Peninsula since the earliest days of the Commonwealth's nation. It was St. Alexander Palace, named after the first and only King of the Catholic country. Almost perfectly preserved since the last time a Queen inhabited the palace, only minor furnishings were missing thanks to the Hegemony and their policy of selling off priceless furnishings to fund their oppressive regime. Posted Image The guests escorted by Prime Minister Shezi were led through the great hallways and staircases of the Palace to the Alexander Hall. It was one of a few rooms whose collection of furnishings had mostly remained intact. It had served the royalty of the Catholics as a conference hall and it appeared as if the only thing taken by the Hegemony was the once great ornate round table and accompanying seats that sat at the center of the room. Having no real time to find a proper replacement, the Queen had another less impressive table brought in along with seating for the dignitaries. The Queen herself was dressed in a beautiful white gown, sparkling diamond studded tiara with a thick veil over her face for which the tiara held in place. Since time memoria Sacred Queens covered their faces allowing no one, man or woman to look upon them. It helped ensure purity as they believe no one could conjure impure thoughts about her if they could no see her face. Two veiled women dressed similarly, although perhaps a less glamorously than their Queen, stood by the Queen. They were two of the first women to devout themselves to the newly restored Sisterhood of Mary, the nunnery of personal attendants who served the Queen personally. The Queen waited patiently until at last the doors of the conference room were opened and Prime Minister Shezi personally announced Supreme Chancellor Tres Valentine and President Martin van Staden as they entered along with the carious delegates that had accompanied the two men. The Queen approached the two men and graciously welcomed the two men although did so only with words, as extending a handshake would have been improper. "Gentlemen may I say what a pleasure it is to finally meet the two of you in person. Together we have driven back the Dominion scourge to the outer reaches of the Kalahari region making it possible for us to meet here today. Please take a seat so that we may begin this conference and perhaps lay the ground work for better diplomacy between ourselves, the great South African powers." The table seating was designed so that only the top ranking officials would have a seat. The attends to the Queen, the two sisters, took seats which ran along a back wall as did other aids. When everyone was seated the Queen went on, hoping to open the Conference subtly but also to get as forward to the point of the Conference as possible. "Gentlemen again I thank you for coming here today. South Africa faced a great threat in the Dominion and it was only through the cooperation of all three states that we were able to beat them back to the lines they now currently hold. Stability and Union between the various South African states is what our people need now if we are to survive this Dominion age until its end. However, as you can plainly see gentlemen there are only three heads of state at this table though there exists now four countries. The Kingdom of Metz has cause no great trouble between your two countries I understand and only became a problem after they were occupied by pro-Dominion forces. However, with Dominion support for the government defeat, those officials are losing power and the state is slowly collapsing. Something must be done, some new power must step in to stop a complete collapse in the area less we wish anarchy to rage along our borders. Naturally the Commonwealth believes that we should be left in charge of this Kingdom. Its inhabitants were once our own countrymen and we feel we make the natural choice for inheritors. " "However" said Juliana stopping only momentarily to view her guests reaction to her previous statements "I understand that given the current status of South Africa this choice is not the Commonwealth's alone. Thus first and foremost I believe that together we must come to an agreeable solution for the Kingdom of Metz. An agreement that will ensure, to the best of its abilities, that all parties are made satisfied." |

"Ah and Queen, what an honor it is to meet you..." says the President with a big smile on his face. "And what good hospitality you are providing us with here, at this most beautiful palace, I had always had a great love for the Cape, and the beautiful city it houses." "But there are more important things to discuss, North Transvaal completely respects the fact that your government controlled the Kingdom, in the past. But I need to carry the North Transvaal's interests at heart." Suddenly the President got a serious look on his face. "My country, as you would obviously know, is landlocked, one of the few landlocked countries in the world. Our trade is failing, we are forced to hire merchants from other countries, to transport our imports and exports via sea. But when there are none available, we must transport them by land, now you know how difficult it is to transport tons of goods from North Transvaal to Europe via land." And it was true, for the last few months there were very few good quality merchants willing to transport the North Transvaal's goods via sea. These that were available were Dominion merchants, the President didn't even dare think about hire them. "Point is, your highness, the North Transvaal also needs some of Metz' territory, and if what is left of the former Metz government wishes to stop us, we will use force. We just need the territory under the North Transvaal to become part of the Armed Republic, so that we can house a navy, and a good merchant fleet." "We are willing to pay, dearly, the North Transvaal is rich in gold in the Johannesburg area, we can give some of that to you. And if you want, we can give you a sum of our native currency. Its up to you, your highness. Now I don't know if the Ulganians also want in on that territory, but we shall pay both parties. That is, if reasonable." The President looked over to Tres Valentine, who was also paying attention to what he was saying, and Vice-President Jacob Mbeki, standing right behind the President, who was taking notes on everything the President was saying. |

Tres nodded briefly to Emmanuelle before he responded to the queen and to the president of the Armed Republic. “The issue of Metz has been at the forefront of Ulganian politics for quite some time. Twice our armies have worked to liberate Metz from its oppressors, not only against the Dominion but in a civil war, as well. This time, the third incursion of armed forces brought the Dominion’s presence in the Kingdom to an end, but the spinoff effects of the use of force in this regard has been crippling. I agree whole-heartedly that there needs to be stability in the region. “The needs of North Transvaal are also recognized. Your economy is dependent on international trade. That is logical as we are all locked in to the international systems of trade, but I do have my requests as to the nature of the divvying of land. Ulgania needs no land, nor do we desire to expand on the former kingdom’s borders,” Tres said, making Emmanuelle do a double-take of the chancellor. “But do not misunderstand, Ulganian interests do remain in the territory of the former kingdom. I know that the Commonwealth under the Queen has the historical considerations in mind, as North Transvaal has its economic future in mind, but the Kingdom has been kept from being a more powerful bastion for the Dominion because of Ulganian blood. Countless families have been emptied of their brave young men and women because of the adventurous attitude of the Dominion in Metz. It is simply inconceivable to imagine the resources squandered on past campaigns to liberate and empower the people in Metz, only to see our efforts wasted by, and there is no offense intended by this, states that were former enemies, or states that have only begun to join us in our battles. Again, I do intent no offense, but only to put in consideration the moods of many Ulganians who, your Ladyship, suffered under the Hegemony. There is nothing either of us could have done at the time, and I implore you to consider that there are still those who fear the very existence of the Commonwealth in Ulgania. And President Martin van Staden, the assistance that you and your people have given to the anti-Dominion cause has been so invaluable that it could not have been without North Transvaal that we are here today.” Tres knew the atmosphere of the meeting was not as cheerful as it had been earlier. He did not intend to offend, but only to inform the leaders of the Commonwealth and North Transvaal of the profound reality that those in Ulgania shared in consideration to the former Kingdom of Metz. “I only wish, my friends, that a consideration for the people of Metz is taken as the actual land is divided. There will of course be upheaval, but many of these people were once solely dependent on the sacrifice paid in blood by Ulgania. There’s no telling how large of a foothold the Dominion may have been able to establish if my people had not been able to react. I ask that when the land goes in either direction, that the people within the borders be allowed to choose their own destiny once the reality of their situation is at hand, and that they be allowed to choose to remain under North Transvaal, the Commonwealth, or Ulgania.” |

"Yes we understand that Ulgania has been very involved with the inhabitants of Metz, but, I carry my nation's well begin and interests at heart. And yes, the people of that territory can decide if they want to come under North Transvaal rule, but, if the North Transvaal does not get access to a sea port soon, our economy will be dragged through the ground. Now it is not imperative that the North Transvaal gets THAT territory, we will be more than happy to expand to other parts. But for now, we have our sights on that territory. Please see that this is very important to my people." |

The words of Tres Valentine didn't exactly surprise the Queen, as she was informed by her advisers that the Ulganians had interests in Metz. Moreover it was something of a relief that they did not flat out deny what the Queen was proposing. That said what did surprise the Queen was his subtle persistence to the cause. He demanded without demanding, a quality not found in many individuals. "I understand your nations concerns President Valentine" said Juliana in a soft tone. "Your people will surely be commended for generations to come for their sole efforts on the African continent against the Dominion horde. Moreover, those who still believe in peace and freedom in the Metz Kingdom will forever sing the praises of those soldiers who died fighting for these values. However, these lands since time memoria have been the lands of Catholic Kings. Whether it was under the banner of the now long forgotten South African Empire or under the banner of the Hegemony, these people who now call themselves the Metz have historical ancestry linking them to our people. For as much as this new Kingdom provided them, I believe they will see that God's divine will now calls them home, back to the Commonwealth." "Of course" said the Queen with a slight pause, "we will force no one to join the Commonwealth that does not desire to return to their ancestral roots. Furthermore, to better prove ourselves as being far more compassionate and understanding than the fascist government of the past, I will agree to the plea of North Transvaal. Your people deserve the coastline they so desire and we can agree to your expansion south of your border to encompass the capital Metz all and beyond to the coast. Furthermore I propose a system should be established for the first six months of the new administration of Metz to allow for the safe and free travel of former Metz citizens between our three borders so that these people can readjust and choose where they wish to make their new home. This system can be administered by all three of our governments. However, once the six months is up we should return to our normal national policies in regards to border traffic." “I thank you for the acceptance of our claim, m’Lady,” Tres said. “These lands have become the graveyards of empires. While the past is not so easily seen with our three governments, we all offer a different culture, a different suggestion for life. The more pious may choose the Commonwealth, but I still wish to give the people of Metz, many of whom were too young or not even born to know the changes that came since the Hegemony, but do know what they’re fractured lives under the Kingdom and the Dominion were like. I thank you, again, for your agreement to this simple request,” Tres said with a nod of his head to the Queen. “As to North Transvaal, the establishment of coastal territory should be a simple matter. I also agree to the Queen’s suggest. The east coast of Africa is a very busy place, with merchant interests from around the world sporting fleets in these waters. With the Commonwealth, and now yourself, Mr. President, adding to the competitive markets you will not be hard-pressed to find what you may be looking for. The Bios Corporation had a very active stake in several of the port-cities just south of Ulgania. I may suggest working through them, or at least looking into acquiring what are hopefully, to this point, not toxic assets.” Having said this much, a new idea struck Tres’ mind. The three governments were, essentially, partitioning the Kingdom of Metz in a way that had not been seen since the Dominion. While there was, essentially, freedom among the people to choose which state to move along with, there was still the fact that their freedom was being divided. This thought bothered Tres, but he knew it was something he should not consider giving his considerable plans for Iberia. But, the root of the thought involved not only land, but the former Metzian economy. There had been extremely vibrant mining operations. Tres knew very well how expansive they were; he had ordered many of those mines collapsed so that the Dominion would not have any pre-built bunkers dotting the countryside. “I have another proposition. The Bios Corporation, Andus Mining Industries, and Diome Industries were literally the most dominating conglomerates in the Kingdom. Their assets are just as up in the open as every other facet. I believe that they can be used, for a limited time, to fund our sustained war efforts. While we have driven the Dominion from the Kalahari for now, we may still have the future to consider as long as the world continues to spin. Ulgania needs very little in the ways of war, but these could, until the world settles down, be used to more quickly build North Transvaal and Commonwealth military assets. As for my own military, I can imagine that we could use a share of the surplus funds these companies may be able to create to shore up our own weaknesses. The war in the Kalahari is over, for now, but near the crux of Africa and Asia, Ulganian-Sahndaq still fights on, taking a greater brunt of the effort as we have driven our foes northwards. "A division of the assets of the area of Metz is an agreeable matter" said Juliana. "After all, the Commonwealth alone cannot at this moment fund a war machine capable of stopping a forward advance from the Dominion should it come from the Northern lines. Chancellor, you certainly make a good point for surely now nation here truly believes the war has yet been one. So long as the Dominion exists a threat remains to the people of South Africa. If it is agreeable with you gentlemen, the I propose that these three giants of Metz industrial power be seized and controlled by a joint effort, representative of our three nations. This joint effort can manage the operations of these industries as well as the distribution of products between our three nations. This agreement should last as long as the Dominion does, as the agreement comes as a direct result of the threat the Dominion poses. Thus when God finally smiles upon us once more and allows up to claim victory eternal over the Dominion horde, this agreement shall be nully and void an the remaining resources shall be the property of the country to whose borders these assets lay within." |

OOC: Its a unique situation which only likely will occur this once. The Dominion RP was going along slowly for some people, so it was decided to allow people to start RPing events shortly after its fall. |
