He comes from a military family who were ennobled by Emperor Isaac the Fair during his command as Exarch in Carthage. ***** Palace built for Apocrisiary Genesopolis, Thrace With a new Apocrisiary, Marcus Foscari, named by the Latin Church to act as ambassador to the empire, the old Papal palace in Genesis has been restored so that the Apocrisiary can take up residence there. Foscari will act as contact between the Latin Church and the emperor, while also serving as head of the Latin Church in Genesis. The Genesis district, which is retained from the old Catholic European capital of Genesis City, is also known as Genesopolis. Located to the west of the City's main districts, it remains a Latin-dominated neighborhood, and the Apocrisiary has secured the emperor's pledge that that status will be preserved. Additionally, the Apocrisiary has worked tirelessly to restore Catholic European monuments and churches in the district in order to promote the legacy of Catholic Europe and make the area a center for Latin Catholic tourism. While these measures have been unpopular among the orthodox populace, the emperor has chosen to support them in order to make peace with the Church of Elder Rome. It was a smooth transition of power, putting an end to a long period of unrest in the region. As of yet, the terms of the change of power have not been publically released, but one thing is certain: Gaul is no longer part of the Roman Empire. ***** Northern campaign commences Constantinople For the first time since the end of the Third Catholic European War and the capture of the Greek lands, the Imperial Armed Forces are on the move. Troop movements are currently underway in multiple locations. Soldiers from Thrace, Macedonia, and Epirus are pushing north, with the aim of extending imperial control north to the Ister or Danube river. Morean levies are being sailed to Italy, where they will be joined by a contingent from Sicily, in hopes of securing the southern portion of the Italian penninsula, allowing the Roman Empire to return to Italy after many centuries of absence. Furthermore, the government is attempting to secure the allegience of the Adriatic and Tyrrhenian city-states. The Hibernian kingdom has sent forces of its own to support the imperial ones. The field commander, Prince Thomas Rangabe, is said to have contacted and established an alliance with the chieften of the Olt Vlachs who dwell on the northern side of the River Ister. It is expected that these northern Vlach allies will attack the Bulgar positions from the north, forming a pincer movement with the Armies of Thrace and Macedonia. Furthermore, there have been talks of imperial aid to the Vlachs in forming a stable and prosperous state. ***** Italian campaign progresses Brundisium, Italy The Morean Army under Count Joachim Iakovakis has proceeded to establish control in Brundisium. It is said that there was a short seige, after which the commander of the city surrendered to the Roman force and terms were established amiably. ***** Human rights groups protest the northern campaign Scupi, Bulgaria The human rights group Amnesty International has staged protests at Scupi and Tauresium accusing the imperial government of human rights violations during the northern campaign. The Army of Macedonia was preparing to attack those cities, which are being used as fortresses by the bandits. However, the protestors have placed themselves in front of the cities' fortifications, acting as human shields for the bandits. It is currently unclear how the Macedonian Army will proceed. |

***** Franco-Roman tensions reignite Constantinople With news of the massacres at Scupi and Tauresium began to spread, the imperial government in Constantinople recieved a strongly worded condemnation from Versailles accusing the empire of "vile and barbaric" behavior and demanding reparations for any French citizens who may have been among the dead. With this most recent event, Franco-Roman relations have reached another low, whereas they had warmed somewhat after the Treaty of Poitiers transferred the Exarchate of Gaul to French possession. Such a major rupture in continental relations, with the Third Catholic European War so recent, has been cause for worry among many international observers, who hope that the current incident can be patched over and the tensions calmed. The empire has a representative at the French summit being convened in Paris, and it is believed that relations have not been irrevocably damaged by either state's behavior. ***** Investigation completed, officers disciplined Constantinople The Romano-French investigation into the Bulgarian Massacre has been completed with the results released and submitted to the emperor. Following his review of the results, Emperor Constantine XIII personally ordered the imprisonment of the implicated officers and announced this result to the governments of Europe. The imperial family did not escape scandal, as the emperor's cousin Andrew Palaeologus was stripped of his titles and incomes and placed under house arrest in Sicily. Opinion within the empire seems to be mixed on these results. While some are happy to see the punishment of those who committed what many consider a human rights abuse, others think that the emperor bowed to French pressure in an unseemly manner. ***** Princely Serbia formed Belgrade, Serbia The Army of Epirus, in the course of its northward movement, had made contact with Radoslav Nemanjic a Serbian prince who rules from Belgrade. In negotiations it was agreed that he would accept incorporation into the Roman Empire. He would recieve the title "Prince of Belgrade," while his small realm would accept annexation and Roman administration under the name of "Princely Serbia." With Lord Nemanjic's aid, the rest of the Serbian lands that the Army of Epirus was seeking to conquer have been subdued. Now, the final thrust of the Northern campaign will likely begin soon. ***** Bulgaria conquered Nicopolis, Bulgaria Thomas Rangabe, the Prince of Adrianople, has announced today that Bulgaria has been completed pacified and joined to the Roman Empire. This brings an end to the Northern Campaign and brings the border of the Roman Empire to the Danube and Drava rivers in the north. The victory was completed by the Armies of Thrace and Macedonia, with the assistance of the empire's new Vlach allies north of the Great River. Considering the instrumental role they played in the Northern Campaign, it is assumed that the emperor desires to cement the empire's ties with this orthodox Christian nation, and to welcome them into the family of nations, of which the emperor is the natural head. The emperor's departure from the City was accompanied with victory celebrations as the sovereign and his entourage made their procession through the City and outside of it.
