Posted Image Paris had been a major site of peace negotiations and treaty drafting for centuries. Throughout the old times, European powers would gather in the world's most beautiful cities to settle out differences, and build peace and bonding. Following the end of the Great Dominion War, Europe was beginning to come apart once again. The Yvelines could not stand by and allow that to happen. For that reason, an invitation was sent out to all free nations in Europe to come to Paris and discuss the future of the continent. From Versailles, the invitation was sent to capital cities all over Europe. OOC: Post Dominion, obviously. Anyone is allowed to send a delegation or observer, so long as they are in Europe. The guest list was long. Marslavans, Konoshians, Porcuians, Austro-Hungarians, Çerdons, Srolonkans, Romans, Wessexans, Russians, Papists, and Irish visitors were amongst those attending the meeting. With such mixed company, it was safe to say that this meeting nearly represented the entirety of Europe- well, nearly. Certain countries had not pledged to send ambassadors, however, the meeting would proceed regardless. The intention was to create some sort of plan for the recovery of war-torn Europe. Upon the arrival of the various delegates, pleasantries were exchanged, and then the conference began. The French foreign minister, François Dulac, was the first to speak. "Ladies and Gentleman, I've called you to Paris to discuss the future of this continent. Now that the war, after more than two decades, has finally come to a close, I believe the future of Europe is in the bounds. As leaders, we must ensure that this birthplace of modern civilization does not crumble. As such, we in France wish to discuss the issues of reconstruction, preservation of the peace, and the future of Europe now that the Treaty of Konigsburg has effectively collapsed with the implosion of Germany." |

In the post-Dominion period the Romans and the French had had a rocky, somewhat tense relationship that had however also produced mutual benefits. It was hoped that Roman participation in the instant conference would help to warm the tone of that relationship somewhat. However, uncertain of the political climate at the conference, the Roman representative waited for others to set the agenda. That did not happen often, but the world had changed greatly during the twenty-five years of the Dominion War. |

The Russian Empire's relations to the french were in a gray zone. The two nations were ideologically different both politically and religiously which did not set well with the Tsar nor many politicians throughout the government. However, Russia was equally tire of war having fought greatly in the Dominion wars in Europe and other sectors across the globe. So while they did not wish to make an enemy out of the French they weren't willing to bend over backwards to please them either. These were the sentiments of the government and were greatly instilled in to Russian Foreign Minister sent to the conference. "Reconstruction should of course be our top priority" said Prince Nikolay Orlov. "Much of Europe still smolders from the fires the Dominion spread across our continent. If we do not act with great compassion and resolve we face economic failures across Europe which threaten not only those who have already lost everything but also those whose economies current remain standing. The Empire is already working on a reconstruction package of trillions which we will offer to any nations willing to apply. Our banks and other financial institutions are willing to work with each government to create affordable plans to help finance the new Europe." "Of course money is only first layer of the program we are working to establish. With war now gone from Europe, the millions we employed to build the weapons of war will no longer be needed in this field and we hope to transition them to construction work, and send them with the supplies needed to help physically rebuild Europe. An of course if need the Empire will also supply any military force need to help prevent riots and other costly disturbances while countries rebuild. We are willing to work with any and all governments who wish to apply. Though we spent much on the war effort, our treasury assures us that the Empire can spend equally as much to help other nations. We can only hope those nations in similar situations as ours will be equally as generous as it is what Europe needs to survive." |

While there have been some recent tensions within Europe do issues being discussed elsewhere, the Empire remains grateful to all the nations that helped as in our hour of need, when we were nearly completely occupied by Catholic Europe and its Dominion sponsors, and to those who aided us in the final assault on Catholic Europe's core territories. While we are still rebuilding from the occupation, and attempting to secure stable frontiers, we have profited quite a bit from the defeat of Catholic Europe and have inherited substantial Catholic European infrastructure. Thus, while perhaps not in the position of the Russians, we are in a position to offer some aid to smaller nations who have also suffered during the war." |

Field Marshal Florius was not an economist nor was he a diplomat. He was a soldier through and through and because of this had been given a strict list of items to follow or comment on on behalf of the Porcuian military government. "I echo the remarks of the Russian prince. Labor and employment will indeed be instrumental in any kind of recovery effort but I believe that direct, open trade between our nations is more important. Again, I am happy to see that the Russians are willing and generous enough to open their banks and lending institutions to the rest of Europe, something Porcu is also willing to do, but I would like to see a solid trade agreement signed by the end of this conference. To that end, my government is also interested in the opinions of the other delegates in regards to a possible alliance to replace Konigsberg." |

Dulac was pleased to hear that the Russians, Romans, and Porcuians all agreed with the French position that reconstruction was a necessity for the future of Europe. "I am pleased on a personal level that such a diverse crowd of governmental representatives agrees with our sentiments of reconstruction. In France itself, the southern portion of our nation was damaged badly as a result fo Catholic European occupation. While the territory was not under the administration of Yvelines before the war, we have inherited it since then, and take it upon ourselves to reconstruct the battered country of our brethren. Wallonia is receiving similar reconstruction projects, as is the administration of La Suisse. "That said, France proper is not our only concern of reconstruction. Our reconstruction efforts have gone inter regional with our Humanitarian Corps. being deployed in both Les Caraïbes and L'Orient. Our Humanitarian Corps. has grown substantially since the end of the war, and we wish to deploy it to other nations on our own continent who need the aid. The Humanitarian Corps. distributed foodstuffs, builds shelters, and ensures order in disorderly areas. If any other nations have similar projects, we would be pleased to see cooperation take place between our own humanitarian groups and their international counterparts. Labor is plentiful in France, and many both in Europe and abroad can be hired by the service to aid in this reconstruction." Dulac had to take a moment to refrain from commenting on recent Roman atrocities concerning the presence of international humanitarian groups in their new Bulgarian domains. "As far as the Porcuian remarks regarding alliances goes, we in France are very receptive to the idea. While uncertain as to the Eurocentric nature of any such alliance, we do feel that the current situation warrants the establishment of a new international organ for security. Already, we have signed a treaty with the Çerdon government locking our two nations into an alliance. While we do exercise discretion in doing so, we'd be interested in possibly expanding this treaty to accommodate a more international membership field. Should other nations in Europe wish to involve themselves in our alliance, we offer the opportunity to be considered for admission." |

Cardinal Rudolf sat in a habit of tattered red cotton, the same habit he had worn when the dark clouds of war had spread to his home, Kiel, and when the militias of Hamburg-Bremen had beaten back Dominion forces to liberate the Genesian flocks of Europe. "While the government of Hamburg-Bremen is engaged in rebuilding within its own borders, the Genesian Church is more than willing to utilize its coffers to rebuild the religious sites and infrastructure of battered lands. It is a priority of the Church to provide shelter and a reasonable living environment to all of God's children, in addition to restoring the grandeur of holy sites across the world. Bread and water for all men and women, and a pulpit at which to pray. This is what the Church wishes to achieve, as soon as humanely possible." |

Lord Aldebaran was glad that Dulac had been discrete not to mention anything about what the newspapers had now dubbed "the Bulgarian massacre," as that affair was being patched up through other channels. However, if that was an elephant in the room, there was a mammoth sitting in the room, right next to it: the presence of states who had actively supported the Dominion. A Porcuan representative had already spoken. If the Marslavan spoke as well, he was afraid he would blow his top. He managed to hold his temper, for the time being. |

Lord Aldebaran stood up to speak again, "Regarding alliances, with all respect to the historical Treaty of Konigsberg, I think that we should be cautious about what sorts of alliances are formed. Mutual security pacts, as well as trade and diplomatic relations are naturally positive thing. However, I would caution against any attempt to create an international organization to which individual states would be required to answer. I do not think that any such attempt has been made yet, and I hope that none such is made." |
